On 12 January, the World Health Organization (WHO) confirmed that a novel coronavirus was the cause of a respiratory illness in a cluster of people in Wuhan City, Hubei Province, China, who had initially come to the attention of the WHO on 31 December 2019. On 3 March, the Reserve Bank of Australia became the first central bank to cut interest rates in response to the outbreak. Official interest rates were cut by 0.25% (25 base points) to a record low of 0.5%. On 12 March, the Federal Government announced a A$17.6 billion stimulus package, the first since the 2008 GFC. he package consists of multiple parts, a one-off A$750 payment to around 6.5 million welfare recipients as early as 31 March 2020, small business assistance with 700,000 grants up to $25,000 and a 50% wage subsidy for 120,000 apprenticies or trainees for up to 9 months, 1 billion to support economically impacted sectors, regions and communities, and $700 million to increase tax write off and $3.2 billion to support short-term small and medium-sized business investment. On 16 March, Premier Dan Andrews and Minister for Health Jenny Mikakos declared a state of emergency for Victoria for at least four weeks. On 19 March, the Reserve Bank again cut interest rates by a further 0.25% to 0.25%, the lowest in Australian history. On 22 March, the government announced a second stimulus package of A$66bn, increasing the amount of total financial package offered to A$89bn. This included several new measures like doubling income support for individuals on Jobseeker's allowance, granting A$100,000 to small and medium-sized businesses and A$715 million to Australian airports and airlines. It also allowed individuals affected by the outbreak to access up to A$10,000 of their superannuation during 2019–2020 and also being able to take an additional same amount for the next year. on the same day Victorian Premier Daniel Andrews announced on 22 March that the state will bring the school holiday forwards to 24 March from 27 March. On 30 March, the Australian Federal Government announced a $130 billion "JobKeeper" wage subsidy program offering to pay employers up to $1500 a fortnight per full-time, part-time or casual employee that has worked for that business for over a year. For a business to be eligible, they must have lost 30% of turnover after 1 March of annual revenue up to and including $1 billion. For businesses with a revenue of over $1 billion, turnover must have decreased by 50%. Businesses are then required by law to pay the subsidy to their staff, in lieu of their usual wages. This response came after the enormous job losses seen just a week prior when an estimated 1 million Australians lost their jobs. This massive loss in jobs caused the myGov website to crash and lines out of Centrelink offices to run hundreds of metres long.The program was backdated to 1 March, to aim at reemploying the many people who had just lost their jobs in the weeks before. Businesses would receive the JobKeeper subsidy for six months. On 2 April, the number of cases in Victoria exceeded 1,000, including over 100 healthcare workers. On 5 April, New South Wales Police launched a criminal investigation into whether the operator of Ruby Princess, Carnival Australia, broke the Biosecurity Act 2015 (Cwth) and New South Wales state laws, by deliberately concealing COVID-19 cases. On 6 April, the Department of Health revealed that 2,432 people recovered from the infection as the federal government started reporting recovery statistics. This is more than a third from the official number reported so far, Deputy Chief Medical Officer Professor Paul Kelly stating, "I think it is important. Firstly it really reinforces that message, which is a true one, that most people who get this disease do recover”. The day before, at 3pm, it was announced that 2,315 of the 5,687 confirmed coronavirus cases had recovered. May 2020 - An outbreak in Victoria at a meatworks that was later revealed to be Cedar Meats was announced on 02 May with eight cases. By 8 May, the cluster of cases linked to Cedar Meats in Victoria was 71, consisting of at least 57 workers and 13 close contacts, including a nurse, aged care worker and high school student. The number had increased to 75 by 9 May, 88 by 13 May, and 90 by 14 May. On 9 May, two Victorian cases were announced to be related to McDonald's Fawkner. By 18 May, this had increased to 12 cases, and on that day it was revealed that a delivery driver had tested positive, prompting the closing for cleaning of 12 more McDonald's locations: Melton East, Laverton North, Yallambie, Taylors Lakes, Campbellfield, Sunbury, Hoppers Crossing, Riverdale Village, Sandown, Calder Highway Northbound/Outbound, Calder Highway Southbound/Inbound, and BP Rockbank Service Centre Outbound. On 15 May, South Australia became the second jurisdiction, after the ACT, to be free of any active cases, however on 26 May, a woman returning from overseas who was granted exemption into South Australia from her hotel quarantine in Victoria tested positive for COVID-19. This was the first new case in 19 days for the state.[101] On 4 June, it was announced that the woman had recovered and the state was free of any active cases once again.[102] On 17 May, Victoria announced two further business sites had been shut down due to a suspected case at each. Domino's Pizza in Fairfield has been shut for two weeks, and mattress manufacturer The Comfort Group in Deer Park was closed from Friday 15 May to at least Wednesday 20 May. On 6 June, both New South Wales and Victoria reported no new cases for the previous 24 hours, with only Queensland and Western Australia reporting one new case each, the lowest national total since February. Western Australia also announced two old cases. Flagstaff Hill Maritime Museum and VillageInstrument - Set Square, 1930-1955's
This set square was used in the planning and making of components for the ship model Sovereign of the Seas. It is part of a collection of objects used by Jim Williams, maker of fine ship models from about 1930-1955. Most of the components for the models, as well as many of the tools, were handmade by Jim Williams. Jim’s family has donated the ship model “Sovereign of the Seas” and many tools, accessories and documents used in the making of this and other ship models have been donated to Flagstaff Hill Maritime Village. Ship model of HMS Sovereign of the Seas, scale model of 17th Century English war ship, was handmade and carved from plans, enclosed in airtight glass case. All components of that model, including even the smallest pulleys, were hand crafted using tools designed and made by Jim. Outstanding details include functional rigging and moving cannons. James Bernard Williams was known as Jim Williams, born 1888 at The Forth and died 1959 in Warrnambool. He was a passionate ship model builder. Jim left school at the age of 14 years to work at the Don Store in Ulverstone, Tasmania. He played piano at the silent pictures. He enlisted and fought in France along with his two brothers and was wounded there. On return to Tasmania he found it difficult to get employment. He moved to Warrnambool and worked in the menswear department at Cramond & Dickson clothing store, corner of Timor and Liebig streets, until the Depression, when he lost his job. After some time unemployed and working part time until 1932, Jim was employed at Fletcher Jones Menswear in Warrnambool. In 1957 Fletcher Jones invited Jim to write out a list of the most interesting details of the ship model Sovereign of the Seas, with the view of displaying the model and the information for a short time in the factory and then move it to the display window of the Fletcher Jones shop in Warrnambool. Jim worked there for 27 years until just before he died in 1959. His Retirement Speech letter and a Staff Photo from Fletcher Jones are included with the donation. ABOUT JIM’S MODEL MAKING For many years Jim worked on his model ships, including The Endeavour and The Sovereign of the Seas. He had a table set up in a bay window and worked on them on and off using a jeweller's eye glass on the finer pieces. He was a real perfectionist and would re-carve pieces many times until he was happy with the results. This set square is connected with the hobby and skill of ship model making that has been crafted as a leisure activity for many generations. The hobby is often chosen by serving and retired mariners who appreciate the connection with maritime history. This set square was used by local Warrnambool man, Jim Williams, who was employed at Cramond and Dickson clothing store, and then at Fletcher Jones menswear for 27 years. It was used in making components for the model of the historic ship, the Sovereign of the Seas. The Sovereign of the Seas was a historic 17th century English war ship with important maritime heritage. Set square; thin, flat metal blade with rounded corners set at a right-angle into timber stock using three rivets, each with a diamond shaped surround. There is a remnant of red paint on the timber and signs that the set square has been well used. This small, portable 1930s Sanax First Aid Case has been strongly constructed, with corners reinforced with metal to take knocks and bumps, so it could be quickly transported to the site of an emergency. Having these supplies organised into a kit made them easily accessible and reduces time to take them to the site of the accident. It was possibly designed for use in factories because the booklet in the case states that the kit complies with “Part 1, Victorian Factories Regulations”. The text of the printed brand “Sanax First Aid Case” is right-way up when the case stands vertically on its hinged side. In modern times people are well aware of the importance of quick treatment when accident and injury occur. However, before the first commercial First Aid Kit was made by Johnson & Johnson in 1888, people had little knowledge about treating injuries and lacked information about suitable supplies to keep on hand for emergencies. They were often unaware of how to help in that critical time before the doctor or other assistance arrived, a particularly important time for the many people living in remote areas. A quote from Johnson’s & Johnson’s 1888 price list explains “It is a fact, which is everywhere being recognized, that many lives are lost and much suffering entailed in such accidents on account of the lack of the simple but necessary articles required to afford prompt assistance to the wounded.” One example of the value of First Aid assistance to community groups is shown in an article from the Weekly Times, 29th November 1930. It records a report from the Annuello Branch of the Younger Set (a Country Women’s Organisation), telling that on Armistice Day their president Mrs Jamieson, presented the Annuello School with the gift of a Sanax Red Cross First Aid outfit, which was accepted as being “of great practical use to the scholars.” (Annuello is a remote wheat growing area in the Mallee region of North Western Victoria, which became a soldier settlement area after World War I. There is a strain of wheat named ‘Annuello’ due to its suitability for that area. ) The Sanax Case in our Collection contains instructions, equipment and medical items suitable for use in emergency situations. The Case was one of 42 patterns available from Sanax that conformed to ‘Part 1, Victorian Factories Regulations’. It includes items made by Sanax Company and by Burroughs Wellcome & Co. (Australia) Ltd., Sydney, NSW. A quote at the back of the First Aid Emergency Instructions booklet says: “Sanax products are made in Australia by or under the supervision of qualified chemists, from the highest quality materials. They are dependable for the purposes written on labels.” BOOKLET included in First Aid Case: “SANAX” First-Aid Emergency Instructions has orange cover and white pages, joined in the centre by two staples. Booklet contains First Aid Instructions for general events listed in alphabetical order. It also contains an indexed sections headed “Poisoning, and what to do” written by S.A. Burrows, Ph.C., Vuc and N.Z. There are instructions and diagrams on how to perform Artificial Respiration. There are advertisement for Sanax products throughout the booklet that include; - Sanax Ambulance Stretcher for timber mills, mines, ships and quarries - Saw dust masks (porous rubber) for workers in dust, paint or duco sprayers Inside cover lists Sanax’s Australian made products including - tablets and powders for headaches, neuralgia, influenza, colds - snuff for Catarrh that is “quite harmless” - First Aid Cases that come in a range of 42 patterns - sunburn preventatives and treatments - healing salve for carbuncles, pock, pimples, boils, varicose ulcers etc. - snake bite outfits and kits LEAFLETS included in First Aid Case: (1) Tannafax Tannic Acid Jelly. Tannafax should be kept at hand in every home. It should be applied direct from the tube and used with neither oil nor grease. This portable Sanax First Aid Case is an example of portable medical equipment made in Melbourne, Australia, in the 1930’s and available to the public. It contains a range of items plus information to be used in a variety of injuries and emergencies in in factories, households, businesses and local communities, and instructions on their use. Inside lid is a vertical strap with narrow gap behind it. Base is divided into two compartments. Bought new in the late 1950s by Mr Les Swaby of Greensborough. This is an excellent example of what a 'portable communication device' was viewed as in the 1950s and 1960s. Les was a member of the Greensborough State School Committee, Watsonia Progress Association and Watsonia High School Parents and Friends Association and was Honorary Secretary of each.This typewriter is of historic significance and provenance as it can be directly linked to original items of correspondence held at the Public Records Office of Victoria from the Department of Education under the file for Watsonia High School (WHS), Greensborough. Correspondence from various community and school groups of which Mr Les Swaby was a member was actually generated on this typewriter. Our Society has exhibits related to WHS which includes the correspondence to and from the Victorian Education Department and serving Ministers during the 1950s and 1960s.Contained within a black portable carry case. It was the third book, in a set of four, of a course in reading, observing, speaking and writing.A typical text book of the time as used by students, and in the case of this particular book used by a local girl, to promote comprehension and appreciation of spoken and written composition.A soft covered, grey blue in colour, book of 106 pages. On the cover, at the top, is the name of the author, A.M. Robb and Book Three. The title is 'The Way to English' and at the centre bottom is the publishers name "Longmans". The Australian - American Association of Victoria was formed in the 1940s for the betterment of relations between Australia and the USA including that in the area of education. The Australian Natives' Association supported social well-being which, in this case, involved presenting a book to the Bogong State School in 1949 and 2. This DVD is a digital reproduction of a VHS produced by the State Electricity Commission of Victoria, to show the pristine state of the Kiewa River and Valley post the completion of the Kiewa Hydro Electricity Scheme (Circa 1950s), The late 1970s on wards was the beginning of deeper social scrutineering by pro environmental groups such as the Australian Wilderness Society (1976) and the Greens (political Party), before, during and after the construction phases of any man made structures in forest/bush areas which may or could damage or adversely affect the natural flora and fauna of sites. This promotional VHS, which was produced in the 1990s, was to project that unlike the Tasmanian State Electricity Commission (Franklin Dam issue), the Victorian State Electricity Commission acted in a way to protect the environment to the maximum level possible. With the passage of time since, and the issue of the global push to minimise carbon pollution, and as an alternative to coal fired power stations, the use of hydro electricity can now be seen as a highly efficient alternative to "coal powered" electricity. This box comes from the Swinton collection and belonged to Alex Swinton. The Swinton family are a pioneering family in Warrnambool with William and Ann Swinton arriving in the town in 1854. Swinton businesses (stores selling furnishings, produce, hardware, clothing, glassware etc.) have been important in Timor Street, Warrnambool since 1865 and are among the oldest family businesses in Australia. Alexander Swinton (1907-1986) was the son of George and Florence Swinton of Merri Crescent Warrnambool. He attended Warrnambool Technical School in the early 1920s. This box is of minor interest as a memento of Alexander Swinton, a prominent member of a prominent Warrnambool family.This is a rectangular-shaped wooden box. It has a rough surface base suggesting that it once was covered in some type of cloth. The top and the sides have a brown varnished surface with a marbled finish. The remains of a metal plaque are in the centre of the top. The inside of the box suggests that it was originally padded to fit a particular object. The lid has two metal hinges and the two catches on the side are metal. Some lettering inside is encased in the outline of a shield and a triangle. Union Case …. The Lillian Horner Memorial Prize was awarded to Miss Daisy Paddock for distinguished work as an infant teacher. Lillian Horner was a pioneer in infant teaching. She was born in May 1873 and died in February 1938. She encouraged mothers to interest themselves directly in the work of her infant grades so laid the foundations for the first Mother's Club. An annual prize of books was given to the infant teacher adjudged most worthy in a school under the Education Department, Victoria. to perpetuate her memory. In 1956 Daisy Paddock from Ringwood S.S.2997 won the prize. The books were The First Year in School by E.R. Boyce, The Merry-go-round by James Jeeves, One Little Boy by Julian Press, The Fairy Green by Rose Fyleman and Lavenders Blue,A Book of Nursery Rhymes by Kathleen Lines. Slate pencils were made from a rod of soft slate material and used for writing on thin slate boards. The slate boards were approximately 9cm x 12cm used in schools for writing practice in place of pencil and paper, which were more expensive and less durable. They could be used then easily erased for re-use. In work places, slate boards were sometimes bound into slate books The three-masted iron barque Fiji had been built in Belfast, Ireland, in 1875 by Harland and Wolfe for a Liverpool based shipping company. The ship departed Hamburg on 22nd May 1891 bound for Melbourne, under the command of Captain William Vickers with a crew of 25. The ship’s manifest shows that she was loaded with a cargo of 260 cases of dynamite, pig iron, steel goods, spirits (whisky, schnapps, gin, brandy), sailcloth, tobacco, coiled fencing wire, concrete, 400 German pianos (Sweet Hapsburg), concertinas and other musical instruments, artists supplies including brushes, porcelain, furniture, china, and general cargo including candles. There were also toys in anticipation for Christmas, including wooden rocking horses, miniature ships, dolls with china limbs and rubber balls. On September 5th, one hundred days out from Hamburg in squally and boisterous south west winds the Cape Otway light was sighted on a bearing differing from Captain Vickers’ calculation of his position. At about 2:30am, Sunday 6th September 1891 land was reported 4-5 miles off the port bow. The captain tried to put the ship on the other tack, but she would not respond. He then tried to turn her the other way but just as the manoeuvre was being completed the Fiji struck rock only 300 yards (274 metres) from shore. The place is known as Wreck Bay, Moonlight Head. Blue lights were burned and rockets fired whilst an effort was made to lower boats but all capsized or swamped and smashed to pieces. Two of the younger crewmen volunteered to swim for the shore, taking a line. One, a Russian named Daniel Carkland, drowned after he was swept away when the line broke. The other, 17 year old able seaman Julius Gebauhr, a German, reached shore safely on his second attempt but without the line, which he had cut lose with his sheath-knife when it become tangled in kelp. He rested on the beach a while then climbed the steep cliffs in search of help. At about 10am on the Sunday morning a party of land selectors - including F. J. Stansmore, Leslie Dickson (or Dixon) and Mott - found Gebauhr. They were near Ryans Den, on their travels on horseback from Princetown towards Moonlight Head, and about 5km from the wreck. Gebauhr was lying in the scrub in a poor state, bleeding and dressed only in singlet, socks and a belt with his sheath-knife, ready for all emergencies. At first they were concerned about his wild and shaggy looking state and what seemed to be gibberish speech, taking him to be an escaped lunatic. They were reassured after he threw his knife away and realised that he was speaking half-English, half-German. They gave him food and brandy and some clothing and were then able to gain information about the wreck. Some of the men took him to Rivernook, a nearby guest house owned by John Evans, where he was cared for. Stansmore and Dickson rode off to try and summon help. Others went down to the site of the wreck. Messages for rescuing the rest of the crew were sent both to Port Campbell for the rocket rescue crew and to Warrnambool for the lifeboat. The S.S. Casino sailed from Portland towards the scene. After travelling the 25 miles to the scene, half of the Port Campbell rocket crew and equipment arrived and set up the rocket tripod on the beach below the cliffs. By this time the crew of the Fiji had been clinging to the jib-boom for almost 15 hours, calling frantically for help. Mr Tregear from the Rocket Crew fired the line. The light line broke and the rocket was carried away. A second line was successfully fired across the ship and made fast. The anxious sailors then attempted to come ashore along the line but, with as many as five at a time, the line sagged considerably and some were washed off. Others, nearly exhausted, had to then make their way through masses of seaweed and were often smothered by waves. Only 14 of the 24 who had remained on the ship made it to shore. Many onlookers on the beach took it in turns to go into the surf and drag half-drowned seamen to safety. These rescuers included Bill (William James) Robe, Edwin Vinge, Hugh Cameron, Fenelon Mott, Arthur Wilkinson and Peter Carmody. (Peter Carmody was also involved in the rescue of men from the Newfield.) Arthur Wilkinson, a 29 year old land selector, swam out to the aid of one of the ship’s crewmen, a carpenter named John Plunken. Plunken was attempting to swim from the Fiji to the shore. Two or three times both men almost reached the shore but were washed back to the wreck. A line was thrown to them and they were both hauled aboard. It was thought that Wilkinson struck his head on the anchor before s they were brought up. He remained unconscious. The carpenter survived this ordeal but Wilkinson later died and his body was washed up the next day. It was 26 year old Bill Robe who hauled out the last man, the captain, who had become tangled in the kelp. The wreck of the Fiji was smashed apart within 20 minutes of the captain being brought ashore, and it settled in about 6m of water. Of the 26 men on the Fiji, 11 in total lost their lives. The remains of 7 bodies were washed onto the beach and their coffins were made from timbers from the wrecked Fiji. They were buried on the cliff top above the wreck. The survivors were warmed by fires on the beach then taken to Rivernook and cared for over the next few days. Funds were raised by local communities soon after the wreck in aid of the sufferers of the Fiji disaster. Captain Vickers was severely reprimanded for his mishandling of the ship. His Masters Certificate was suspended for 12 months. At the time there was also a great deal of public criticism at the slow and disorganised rescue attempt to save those on board. The important canvas ‘breech buoy’ or ‘bucket chair’ and the heavy line from the Rocket Rescue was in the half of the rocket outfit that didn’t make it in time for the rescue: they had been delayed at the Gellibrand River ferry. Communications to Warrnambool were down so the call for help didn’t get through on time and the two or three boats that had been notified of the wreck failed to reach it in time. Much looting occurred of the cargo that washed up on the shore, with nearly every visitor leaving the beach with bulky pockets. One looter was caught with a small load of red and white rubber balls, which were duly confiscated and he was ‘detained’ for 14 days. Essence of peppermint mysteriously turned up in many settlers homes. Sailcloth was salvaged and used for horse rugs and tent flies. Soon after the wreck “Fiji tobacco” was being advertised around Victoria. A Customs officer, trying to prevent some of the looting, was assaulted by looters and thrown over a steep cliff. He managed to cling to a bush lower down until rescued. In 1894 some coiled fencing wire was salvaged from the wreck. Hundreds of coils are still strewn over the site of the wreck, encrusted and solidified. The hull is broken but the vessel’s iron ribs can be seen along with some of the cargo of concrete and pig iron. Captain Vickers presented Bill Robe with his silver-cased pocket watch, the only possession that he still had, as a token for having saved his life and the lives of some of the crew. (The pocket watch came with 2 winding keys, one to wind it and one to change the hands.) Years later Bill passed the watch to his brother-in-law Gib (Gilbert) Hulands as payment of a debt and it has been passed down the family to Gilbert Hulands’ grandson, John Hulands. Seaman Julius Gebauhr later gave his knife, in its hand crafted leather sheath, to F. J. Stansmore for caring for him when he came ashore. The knife handle had a personal inscription on it. A marble headstone on the 200m high cliffs overlooking Wreck Beach, west of Moonlight Head, paying tribute to the men who lost their lives when Fiji ran aground. The scene of the wreck is marked by the anchor from the Fiji, erected by Warrnambool skin divers in 1967. Amongst the artefacts salvaged from the Fiji are china miniature animals, limbs from small china dolls, rubber balls, a slate pencil, a glass bottle, sample of rope from the distress rocket and a candlestick holder. These items are now part of the Fiji collection at Flagstaff Hill Maritime Museum, along with Captain Vickers’ pocket watch and Julius Gebauhr’s sheath knife. Flagstaff Hill’s Fiji collection is of historical significance at a State level because of its association with the wreck Fiji, which is on the Victorian Heritage Register VHR S259. The Fiji is archaeologically significant as the wreck of a typical 19th century international sailing ship with cargo. It is educationally and recreationally significant as one of Victoria's most spectacular historic shipwreck dive sites with structural features and remains of the cargo evident. It also represents aspects of Victoria’s shipping history and its potential to interpret sub-theme 1.5 of Victoria’s Framework of Historical Themes (living with natural processes). The Fiji collection meets the following criteria for assessment: Criterion A: Importance to the course, or pattern, of Victoria’s cultural history. Criterion B: Possession of uncommon, rare or endangered aspects of Victoria’s cultural history Criterion C: Potential to yield information that will contribute to an understanding of Victoria’s cultural history. Remnants of a black slate pencil salvaged from the wreck of the Fiji. Pencil has no casing and is in three pieces. One piece is broken laterally and has a rounded end. The other two pieces have a longitudinal break and fit together. This wall clock originated from the Bank of Australasia. The label on the base matches other items from the same donor. It was spring powered by winding the key mechanism with the clock's key through the hole in the clock face. The hinged door on the base of the clock's case allows access to the clock's working mechanism. James Murray (son of James Murray 1780-1847) was a maker of clocks and chronometers. He worked at No. 1, Royal Exchange, London and from 1861 at 107 Great Bourke Street, Melbourne. In 1854 William Kerr ordered a clock from James Murray and erected it on the Albert Street frontage of the National Model & Training School in Spring Street Melbourne. It was Melbourne's first turret clock and remained there for 80 years before it was transferred to the Public Library in Melbourne in 1934 (now Museum Victoria). The Bank of Australasia was incorporated by Royal Charter of England in March 1834. It had its Australian beginning on 14th December 1835, opening in Sydney. The Acting Superintendent of the bank at that time was David Charters McArthur. He was Superintendent from 1867-to 1876. The Melbourne branch opened on 28th August 1838 in a two-roomed brick cottage on the north side of Little Collins Street, where two huge mastiff dogs were used at night to guard the bank. The government also provided an armed military sentinel. Due to the bank's rapid growth, a new building for the Melbourne branch was opened in 1840 at 75 Collins Street West. By 1879 the bank had been upgraded to a magnificent two-storey building on the corners of Collins and Queens Streets, with the entry on Collins Street. In 1951 the Bank of Australasia amalgamated with the Union Bank to form the Australia and New Zealand Bank, now known as the ANZ. Then in 1970, the ANZ merged with both the ES&A and the London Bank of Australia to form the ANZ Banking Group Limited. The ANZ Banking Group Ltd kindly donated a variety of historic items from the Bank of Australasia. BANK of AUSTRALASIA, WARRNAMBOOL – In 1854 Warrnambool had two banks, the Union Bank and the Bank of Australasia. Later, completely different bank businesses opened; in 1867 the National Bank of Australasia, then in 1875 the Colonial Bank of Australasia. The original Warrnambool branch of the Bank of Australasia was established in July 1854, and operated from a leased cottage on Merri Street, close to Liebig Street. The bank next bought a stone building previously erected by drapers Cramond & Dickson on the corner of Timor and Gibson Streets. Samuel Hannaford was a teller and then Manager at the Warrnambool branch from 1855 to 1856 and the Warrnambool Council chose that bank for its dealings during 1856-57. In 1859 Roberts & Co. was awarded the contract to build the new Bank of Australasia branch for the sum of £3,000. The land was on a sand hill on the northeast corner of Timor and Kepler Streets and had been bought in 1855 from investor James Cust. The new building opened on May 21, 1860. The bank continued to operate there until 1951 when it merged with the Union Bank to form the ANZ Bank, which continued operating from its Liebig Street building. Warrnambool City Council purchased the former Bank of Australasia building in 1971 and renovated it, then on 3rd December 1973 it was officially opened as the Art Gallery by Cr. Harold Stephenson and Gallery Director John Welsh. The Gallery transferred to the purpose-built building in Liebig Street in 1986 and the old bank building is now the Gallery club. Staff at the Bank of Australasia in Warrnambool included the following men but others were also involved: Samuel Hannaford, Teller then Manager from 1855-1856; W H Palmer, Manager from January 1857 until November 1869 when the Teller Basil Spence was promoted to Manager; H B Chomley, Manager from April 1873 and still there in 1886; A Butt, Manager in 1895-1904; J R McCleary Accountant and Acting Manager for 12 months, until 1900; A Kirk, Manager 1904; J Moore, staff until his transfer to Bendigo in December 1908; J S Bath was Manager until 1915; C C Cox, Manager until April 1923; Richard C Stanley, Manager 1923 to April 1928. The clock has significance through its association with the Bank of Australasia. The early Australian bank was established in 1834 by Royal Charter and opened in Sydney, Australia, in Sydney in 1835. The bank had many Australian offices in November 1877, particularly on the east and south coasts. Victoria had 45 percent of all Offices. The clock is significant for its connection with the quality clockmaker James Murray, originally from Royal Exchange London with a branch that opened in Melbourne in 1861. James Murray is renown for making the first turret clock to be installed in Melbourne. The clock is locally significant for its association with the Warrnambool Bank of Australasia, which was established in 1854. It was Warrnambool Council’s first bank. The bank continued to operate until the organisation's merger in 1951 when it became the ANZ Bank Group today. The Bank was an integral part of the growth of local commerce and the community.Wall clock with a round face behind glass in a wooden case. Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. The Ballarat Technical Art School made many honour boards for schools and organisation in Victoria and interstate. Their own was made, but the names were not listed. The Ballarat School of Mines Annual Report for 1921 states: 'It has been decided, for the present, to record the names of our students who served in the warm, in an Honor Book, and to defer the erectin of an Honor Board until we can feel ssured that the Roll is complete. the wide spread occupations of our students has rendered it very difficult for us to secure detailed information of their service. A handsome Honor Book and Case has been designed and executed by the staff ad students of the technical Art School, and the engrossing of the names and military records will be proceeded with as soon as possible. The Technical Art School was quite busy with commissions. The SMB Annual Report of 1918 states: 'under the direction of the Art principal (Mr H.H. Smith), the work of the Art School continues to receive wide public recognition. Handsome Honor Boars have been designed and executed for the Sydney Sports' Club, the St Arnaud High School, the Birregurra State School, the Wendouree State School and the Ballarat Old Colonists' Club. The School also designed the certificates for the Young Workers' Patriotic Guild, the 'Herald" Shield for perpetual competition at the technical Schools' athletic meetings, the "Hansen" Shield for competition among the Northern District High Schools, two metal tablets for the Castlemaine high School, and a certificate for the Grampians Secondary Schools' Association. Numerous Honor Books and Mural cases have also been designed for State Schools.' Over 400 former students and staff of the Ballarat School of Mines served during World War One. The 1920 SMb Students' Magazine said' 'Many students left Australia with the first Contingent, and since then, the School has been represented on every field where Australians have fought, from the first landing at Gallipoli to the decisive victory on the 8 August 1918.' The influence of the school was appropriately shown in the fact that at least 13 of its students were officers in the Australian Mining Corps. The title page has the initials 'D.J.' which most probably stands for Donald I. Johnston, a teacher with the Ballarat Technical Art school from 1920 to 1949. The Ballarat School of Mines World War 1 Honor Book remained uncompleted for more than 90 years. The names of over 400 SMB staff and students who served their country were not inscribed until 2012, despite names, ranks and service records being compiled. A restoration project was instigated as part of the 140th anniversary of the Ballarat School of Mines in 2010. Names were inscribed into the book by Calligrapher Lyn Forrester. The University of Ballarat believed this project is important not only to SMB's history, but the families and descendants of those who served while studying or teaching at SMB. The restoration project involved names being hand written in calligraphy into the Honor Book and was funded with the assistance of the 'Restoring Community War Memorial Grant'. The memorial was designed and made by the staff and students of the Ballarat School of Mines Technical Art School under the direction of Principal Herbert H. Smith. The Ballarat Technical Art School and was involved with the design and manufacture of numerous WW1 memorials. When it came time to complete their own memorial, the Principal died, and the Honor Roll must have been overlooked in the confusion that ensued. There have been numerous theories about why the Honor Roll was never completed, one being that it was because the SMB Principal, Maurice Copland, literally worked himself to death organising repatriation classes for ex-soldiers who attended SMB. The Courier of 18 November 1922 said of Maurice Copland: “He put his very best into the work for the welfare of the soldiers; in fact, he did too much for the good of his physique, for he wore himself out in the services of the returned men. If ever there was a war victim the late Mr Copland was one. But for the stress of work entailed by those repatriation classes and the amount of general war work which he performed Mr Copland would probably have been with them today." Understandably, SMB was thrown into some disarray by their Principal's death and the Honor Book was not completed. The University of Ballarat would like to finally honor its SMB war veterans by completing the Honor Book and as a further mark of respect, dedicate the project to Maurice Copland. "Amongst the important local commissions received during the year was the designing and supplying of the Municipal Council's Address of Welcome Casket for presentation to His Royal Highness the Prince of Wales, the designing and supervising of a large four-light stained glass window for the Lydiard Street Methodist Church, ... and supply numerous honor books, honor boards, etc., for public institutions and school." "The School has been honored by, and has acceded to the request of the Education Department to supply designs for the title page, chapter headings and initial letters for the War Service Book which it is about to publish, Mr F. Tate, director of Education, recognising the students' work in this direction by an appreciative letter of thanks. The Education Department has also been instrumental in directing to the School applications from all parts of the State, including Melbourne, for the School to supply competitive sports shields, honor boards, books and designs for certificates, and various decorative objects. The School has therefor been responsible for much work coming to local Ballarat firms which would otherwise have found its way to Melbourne or other centres. In 2011, as the result of a 'Restoring Community War Memorials Grant' calligrapher Lynton Forrester was commissioned to record over 400 names into the honor book. This file contains three items: 1/A review of the ROSSTOWN RAIL TRAIL from LIVING IN GLEN EIRA, vol. 11, 2004, Issue 4, no. 25, date and author unknown. The review explains the purpose of the Rail Trail with a brief narrative of the history behind Rosstown Sugar Mill Railway line. Concluding with information on the location of the Trail and the expected time required to walk the entire track included in the review is a map of the Rail Trail, which marks significant sites along the trail with historic pictures. 2/A newspaper article from THE AGE, dated Tuesday 21/10/1980 and written by Iola Matthews, reporting on the circumstances that led to the publication of the book RETURN TO ROSSTOWN written by Des Jowett and Ian Weickhardt. The article begins with a brief biography of the authors before moving into details of the book’s content, providing a further biography of W. Murray Ross which includes information on his financial ventures – particularly the Rosstown Rail – his marriage and children.
