This one has been typed up without the glossy quality of others that were issued from the Sales Department of the S.E.C.V..The SECV constructed the Kiewa Hydro Electric Scheme employing many workers. They built the townships of Bogong and Mt Beauty and assisted with the infrastructure required to support the influx of population. In the Mt Beauty shopping centre, one of the shops was the SEC Showroom which sold electrical appliances and gave advice on their use along with recipe booklets for cooking on the new electrical appliances. At the time of writing this book The State Electricity Commission of Victoria had been in existence for 30 years. This book tells something of its progress and achievements during that period. It includes brown coal and water power. The Commission was to develop and use these natural resources through the expertise and experience of the Commissioners, its staff and employees. Jan Burnett worked in the SECV office during the 1980's and 1990's. Mt Beauty township was built during the 1950's to house the employees of the State Electricity Commission working on the Kiewa Hydro Electric Scheme. After the completion of the Kiewa Hydro Electric Scheme many houses were sold and the public buildings handed over to the Alpine Shire. Mt Beauty has always been a tourist destination especially with its proximity to the ski fields at Falls Creek.This folder contains many early photos of Mt Beauty showing the construction town during its development during the Kiewa Hydro Electric Scheme and its early days of tourism. The papers have been collected in correspondence since 1947 and cover many of the retail shops in Mt Beauty. The sale of the shops by the State Electricity Commission during the 1960's when the construction of the Kiewa Hydro Electric Scheme was completed. Owners of the Mt Beauty Supermart and Newsagency and Falls Creek Mini-Mart, Samuel Keith Pearce and Gordon Cathew Pearce's documents are included. The papers record a period when the SECV sold the retail shops in Mt Beauty after the completion of the Kiewa Hydro Electric Scheme. Telephones were mounted on the wall and were operated by turning a small handle situated in the middle of the phone. This connected the speaker to the switch board where they were 'put through' to the other end (speaker).Wall phones were used by State Electricity Commission of Victoria workers and their families on the Kiewa Hydro Electric Scheme. During WW2 there were volunteers all over Australia observing air activity every night. This photo was taken from the S.E.C.V. hut dedicated to this activity and was manned by men and women throughout the war. The State Electricity Commission of Victoria were based at Bogong when constructing the Kiewa Hydro Electric Scheme. The State Electricity Commission of Victoria dedicated a hut at Bogong township during World War 2 for the purpose of volunteers manning the hut to observe air craft. Candle stick manufacturing moulds were extensively used throughout the Kiewa Valley and its regions to provide rural homes and businesses with illumination during times of limited light e.g. night time. These candles were used before the Kiewa Valley was placed of the electrical grid. The candles were made from parrafin wax. Before the 1920"s electricity was in limited supply due to the inability of the private electricity suppliers to service isolated rural regions. It was not until the Victorian State Government passed legislation (1920) to improve electricity supplies by forming the State Electricity Commission of Victoria (S.E.C.V.) Isolated rural communities could not meet the higher costs to have electricity supplies connected and therefore it was not until the 1950's that adequate domestic electrical power could be supplied.The isolation that the Kiewa Valley provided was of a greater hindrance to any utility (power,roads & telephone) where the cost per instillation was beyond the rural population's ability to pay either directly or indirectly. One of the benefits that the "closed" community of Mount Beauty had, when it was administered by the SECV was that some utility costs were a lot lower than that of the other settlements in the Kiewa Valley. This disparity led to a conference in 1928 of the rural and regional councils to demand from the Government an equality of electricity tariffs. This equality did not take place until 1965. The demand and usage of cheaper and affordable lighting that wax candles provided was for some rural families a way of life until the mid 1900's.This candle making mould is made from mild rolled sheet steel(tin). The top basin is rectangular in shape with beveled edges(facing in on all sides. There are six holes in the top basin for vertical hollow tubes to feed off. The six tapered cyclindrical tubes running from the top basin to the bottom raised platform base. All connections are welded together. The bottom of each cylinder has an opening for the candle wick. The wick is positioned in place before the molten wax is poured into the cylinders. The imprint of the year "1921" was to identify the year that the SECV was formed and relieved the private VHEC(Victorian Hydro-Electric Company). As the scheme was of such a huge, isolated and time consuming nature the feeding of its workers was quite demanding of cutlery and crockery. The use of sturdy English cups and saucers was essential. The period of construction and the isolation of the Kiewa Valley area placed heavy demand for "solid" crockery that could wear abusive handling. This period in time was one when crockery, whether for domestic or commercial use, was imported from "mother" England. This scenario was more so for governmental bodies such as rail, jails and electricity providers than domestic users. The influx of cheaper Asian crockery had not yet begun.This type of crockery item was used by the thousands of SEC Victorian staff and construction workers involved in the building of the Kiewa Hydro Electricity Scheme, over the extensive period (1938 to 1961). This was a period when Government bodies and other semi- government organisations were still tied to the "establishments" of "mother" England. It was a period in Australia's development when the Asian influence was very weak and the established ties to England and Europe was still very strong. The majority of heavy equipment and machinery was either made in England or Europe. Local/European expertise in dam construction and water management in alpine terrain came from migrants or English and European specialist. The quality of workmanship from big steel manufacturing plants in England and Europe could not be matched from anywhere else in the developed world.This item is a white ceramic saucer (tea /coffee). It is made in England and is of strong and durable ceramic. The bottom cup indent is for either tea or coffee cups of a similar ceramic structure. The 5mm thickness of the ceramic suggests this saucer belongs to a commercial kitchen environment and not domestic. The indent bottom of the saucer is 5mm deep with a side curvature ratio of 2:5. The ceramic is glazed to a commercial standard (worker's mess). This sign is a part of the "human" factor required for remote and difficult, large impact (both labour and other resources) projects. It is one of the "human" factors which was clearly used in the big 1930's to the 1970's "landscape redevelopment" schemes which started in the early 1900's and is highly regarded as lifting the Australian psyche of only primary producers to an industrial level, equal to any in the world.This "Wet Canteen" sign was installed at the entrance of the Bogong "workers" village "provision's hut" detailing the operational times for the SEC Victorian staff and construction workers, involved in the building of the Kiewa Hydro Electricity Scheme to obtain alcoholic beverages. This facility lasted for over the extensive period (1938 to 1961) of the "Schemes" building phase. This large project was the forerunner when industrial legislation provided for the welfare of workers living in the Bogong Village. The provision of facilities such as a "wet canteen" was of the utmost importance not only to ensure that the long running project was both successful, production wise, but also that its employees were not only physically but also mentally healthy. This sign details that all aspects required for a fit and productive labour force were in place, in this remote and demanding work environment. The majority of heavy equipment and machinery used was either made in England or Europe. A section of the specialised workforce came from local and European expertise in dam construction and water management in alpine terrain. The majority of labour came from migrants and some specialists recruited from England and Europe. At this point in time, the quality of the machines used came from England, Europe and the USA and could not be matched from anywhere else in the developed world. With a specialised workforce came the responsibility of providing all the "comforts of home" including alcoholic beverages. Construction of the main road from South Tawonga to the Bogong High Plains, to provide access to the construction sites for the new Kiewa Hydro Electric Scheme, was commenced early in 1938, the work being undertaken on behalf of the commission by the Country Roads Board. For the construction work, the Commission purchased three Caterpillar - model R07 - diesel crawler tractors equipped with Kay Brunerei (Brunner) hydraulically operated trailbuilders (angle dozers). This acquisition resulted from a visit to the United States of America in May, 1937 by the Construction Engineer ( Mr. C.H. Kernot) and Assistant Civil Engineer ( Mr. J.F. Douglas) where they saw this relatively new type of equipment in use. With the co-operation of the CRB, the Commission demonstrated the operation of these machines at Fishermen's Bend on 6th April, 1938. They were then sent to Kiewa where they commenced operation towards the end of the month. From South Tawonga, the route let immediately across the Western Branch of the Kiewa River necessitating the construction of a bridge 100 feet long. By the end of 1939, the excavation had been 'opened up' for a distance of 19 1/2 miles (approx. 31 km.) and of this length, 10 miles (approx. 16 km.) had been surfaced. (see KVHS 0328)The purchase of this type of mechanical equipment in road making was a huge investment, as prior to this most of the work would have been done manually with the use of picks and shovels. Not only were many months of hard manual labour saved, but a very significant amount of time in providing access to the proposed work sites for the new Kiewa Hydro Scheme. Surveying under the prevailing conditions at this time was an arduous and demanding task. There were no roads beyond Tawonga and access was by bridle tracks, on foot or horseback. This camp was to provide accommodation to those men who were surveying the road from South Tawonga to the Bogong High Plains which was commenced in April, 1938. The actual work was undertaken by the Country Roads Board, on behalf of the State Electricity Commission, using three Caterpillar diesel crawler tractors equipped with Kay Bruneriei (Brunner) lhydraulically operated trailbuilders (angle dozers)This photograph shows the primitive living conditions that were endured by those carrying out the initial field investigations and surveys for the Kiewa Hydro Electric Scheme. It is possibly one of the few photographs in existence of this camp and of the very rustic timber foot bridge across the West Kiewa river. It has been taken from approx. 100m up Simmonds Creek Road. The area was still being used for grazing, and the land was eventually acquired from the local land owners by the State Electricity Commission. The construction of the road, from Tawonga to the High Plains, was commenced in April of this year. This allowed men and heavy equipment to be transported to the work sites for the construction of the Kiewa Hydro Electric Scheme. Radio telephones were used to connect people living or working in isolation with other people.This radio phone was used by ambulance officers,working on the Kiewa Hydro Electric Scheme, to communicate with the doctor. The SECV had received an ambulance by April 1940. It had been modified for long and rough trips, departing from usual ambulance designs of the time. Ref. April 1940 SECV magazine. Mrs Beveridge (Skippy) lived and worked with her husband on the High Plains during winter. They had immediate contact with the outside world as they were connected by radio telephone with the Commission's (SECV) Bogong office. Hence, measurements taken of the snowfall and rainfall and observations from the experimental raceline are reported to head office of the Kiewa Hydro electric Scheme at Bogong. Ref. This radio phone is in a metal case with a separate steel lid attached with two large screws on either side. The front has a cream plastic face with open slits. It has a cover to protect the speaker behind it. There are 3 tuning knobs (volume, muting & channel) and a small red light. Radio Telephone was minuted during the war. it was approved in 1944 for the State Electricity Commission of Victoria's use only. it was completed by the end of 1946. used by the State Electricity Commission of Victoria at Bogong during the construction of the Kiewa Hydro Electric Scheme to connect with head office in Melbourne. It allows one conversation at a time using traffic controls in an unusual system of radio telephone providing communication. At the time it was unique in Australia and installed by the S.E.C.V. technicians. It provided unattended shortwave radio link between two ordinary telephone switchboards, connecting any of the S.E.C.V.'s internal lines with the telephone system at Bogong and the construction camps beyond. From Bogong, radio phones connected to the outpost stations on the High Plains far above the snow-line. In operation, the service was similar to a normal telephone system but dispensed with the physical connection of wires and poles between the main terminals.Historical: This headphone set superseded headphones with two earpieces and those without a microphone. This one may have been used by operators on the switchboard at Bogong or Mt Beauty or one of the construction camps on the Kiewa Hydro Electric Scheme. The S.E.C.V. installed this unique system of communication to operate their branches especially at Bogong and beyond where the distance was great and often limited by the terrain and weather.Radio Telephone for SECV switchboard. Black plastic earpiece with microphone. Ear side circular with inscription on outer side then formed into elongated shape narrowing to the curved speaker piece at the narrow end. On top of the narrow end a long rubber cord is attached to a thick brass pin. On top of the wider end a thin stiff wire is attached to curve around the head to a blank rubber earpiece.
