The golfing fairway was being mapped out on previous grazing land, before the laying of a golf course, for use by the construction workers and auxiliary administration employees of the Victorian State Electricity Commission. This photograph details a dramatic period in time which saw an enormous change to the exclusively rural area of the Kiewa Valley region in the mid 1900s. This change presented both physical and mental challenges to the existing quiet rural inhabitants of the valley. The State of Victoria had to make adjustments to the changing demands imposed by population and industrial expansions. The development of cleaner energy supplies to a growing population has its downside ,which ever way the intrusion into the "natural" landscape is made.Black and white photograph detailing surveyor posts for construction of golf course. The level of accountability was limited to a monthly report and a visit from the District Inspector. This was still in the era where paper reporting was utmost and faster electronic reporting had still to be implemented.The significance of this register is that it highlights the need in the early 1900s for travelling time, to and from, the duties required at a small country town to be detailed closely for a bureaucracy that was relatively isolated within the larger cities of Australia. Decentralisation of not only government but also of industry had not as yet entered the Australian environment. This register also shows that the written word was clearly hand scribed and thereby a more personal form of communication. This was still in the age where you " can tell a lot about a person from their handwriting" Lucy Goonan was Leonie Prime's relation and came from Glen Creek to teach at Mullindolingong School for a couple of years. None of the other names are 'known' names from the district.Green coloured cardboard backed book with two large staples holding each page at the left side of the spine Each page of has been folded in half from a 51cm overall length to produce each individual page of the register. The former Mont Park/Bundoora Psychiatric and Repatriation Hospitals Complex consisted of seven hospitals on a site of 185 hectares. The site comprising the Mont Park and Strathallen estates was consolidated by the Victorian government by purchase and transfer from the Closer Settlement Board in 1909 . The Mont Park Hospital commenced in 1910 with the building of the Farm Workers Block . In 1912 the landscape gardener Hugh Linaker was employed to layout the grounds of Mont Park and other State mental hospitals. The other hospitals were gradually split off from the Mont Park administration to form separate entities included among these was the Macleod Repatriation Hospital (1915), An agreement was made with the Defence Department in 1914 for the latter to erect the Mont Park central block (the "Chronic Wards") for use as a Military Hospital, and for it later to revert to the State as portion of Mont Park Hospital. The buildings now known as the Chronic Wards were completed in this way in 1916 and used as the Australian General Hospital no. 16 for the duration of the war. This book was part of a large group of books referred to as the Pattison Collection, which belonged to the Warrnambool Public Library, part of the Warrnambool Mechanics’ Institute. About RALPH ERIC PATTISON and the ‘PATTISON COLLECTION’ The ‘Pattison Collection’ is a collection of books and records that was originally owned by the Warrnambool Mechanics’ Institute, founded in Warrnambool in 1853. By 1886 the Warrnambool Mechanics’ Institute (WMI) had grown to have a Library, Museum and Fine Arts Gallery, with a collection of “… choice productions of art and valuable specimens in almost every branch and many wonderful national curiosities, are now to be seen there, including historic relics of the town and district.” It later included a School of Design. Although it was very well patronised, the WMI was led to ask the City Council to take it over in 1911 due to a lack of financial support. In 1935 Ralph Pattison was appointed as City Librarian to establish and organise the Warrnambool Public Library as it was then called. Ralph Eric Pattison was born in Rockhampton, Queensland, in 1891. He married Maude Swan from Warrnambool in 1920 and they set up a home in Warrnambool. In 1935 when Pattison accepted the position as City Librarian for the Warrnambool City Council his huge challenge was to make a functional library within two rooms of the Mechanics’ Institute. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower areas of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. He also prepared the upper floor of the building and established the Art Gallery and later the Museum, a place to exhibit the many old relics that had been stored for years for this purpose. One of the treasures he found was a beautiful ancient clock, which he repaired, restored and enjoyed using in his office during the years of his service there. Ralph Pattison was described as “a meticulous gentleman whose punctuality, floorless courtesy and distinctive neat dress were hallmarks of his character, and ‘his’ clock controlled his daily routine and his opening and closing of the library’s large heavy doors to the minute.” Pattison took leave from 1942 to 1945 to serve in the Royal Australian Navy, Volunteer Reserve as Lieutenant. A few years later he converted one of the Museum’s rooms into a Children’s Library, stocking it with suitable books for the younger generation. This was an instant success. In the 1950’s he had the honour of being appointed to the Victorian Library Board and received more inspiration from the monthly conferences in Melbourne. He was sadly retired in 1959 after over 23 years of service, due to the fact that he had gone over the working age of council officers. However, he continued to take a very keen interest in the continual development of the Library until his death in 1969. THE NEW WARRNAMBOOL LIBRARY When the WMI building was pulled down in 1963 a new civic building was erected on the site and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the WMI. At this time some of the items were separated and identified as the ‘Pattison Collection’, named after Pattison. Eventually, the components of the WMI were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. Later some were even distributed to other regional branches of Corangamite Regional Library and passed to and fro. It is difficult now to trace just where all of the items have ended up. The books at Flagstaff Hill Maritime Village generally display stamps and markings from Pattison as well as a variety of other institutions including the Mechanics’ Institute itself. The Pattison Collection, along with other items at Flagstaff Hill Maritime Village, was originally part of the Warrnambool Mechanics' Institute’s collection. The Warrnambool Mechanics’ Institute Collection is primarily significant in its totality, rather than for the individual objects it contains. Its contents are highly representative of the development of Mechanics' Institute libraries across Australia, particularly Victoria. A diversity of publications and themes has been amassed, and these provide clues to our understanding of the nature of and changes in the reading habits of Victorians from the 1850s to the middle of the 20th century. The collection also highlights the Warrnambool community’s commitment to the Mechanics’ Institute, reading, literacy and learning in the regions, and proves that access to knowledge was not impeded by distance. These items help to provide a more complete picture of our community’s ideals and aspirations. The Warrnambool Mechanics Institute book collection has historical and social significance for its strong association with the Mechanics Institute movement and the important role it played in the intellectual, cultural and social development of people throughout the latter part of the nineteenth century and the early twentieth century. The collection of books is a rare example of an early lending library and its significance is enhanced by the survival of an original collection of many volumes. Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. At the completion of Session 4 and Session 2, students were asked to complete an assessment form covering various aspects of the course and accommodation. The new Manufacturing Technology Training Centre (MTTC), a part of the proposed Building Construction Training Centre (BCTC), will be a purpose-built, stand-alone, fully fitted-out industry-standard facility. This new space will accommodate current course provision along with specialist training spaces for developing skill requirements in manufacturing technology such as robotics, mechatronics, engineering and industrial automation. Project funding was provided by the Education Investment Fund from the Australian Government Department of Education, Employment and Workplace Relations. The project budget is $18.09m, and the resulting building will have a floor space of 4,755m2. The Manufacturing Technology Training Centre is being built in conjunction with the Technical Education Centre (UBTec). While the buildings will have separate street identities the buildings will be joined with shared amenities areas. UBTec will provide a facility including individual learning spaces, learning studios, administration/office space, circulation, open plan learning space, staff common areas, computer rooms, meeting rooms, staff work areas and kitchen areas as well as car parking and site-wide amenities. Administration ...Establishment and Functions Prior to 1860, the Chief Secretary's Department had been responsible for the administration of the gold fields and associated mining activities. In November 1860 a Commissioner of Mines was appointed and a Department was established under his administration. For the period November 1861 to June 1863, the Postmaster General was responsible for the Mining Department. A Minister of Mines was again appointed in 1863. Responsibilities of the Department of Mines were: 1. Regulation of mining and related public works activities through the issue of miners rights, business and residence licences, mining leases, mineral and other prospecting licences 2. Superintendence of the activities of mining surveyors, registrars, wardens and Mining Boards. 3. Investigation of the state's geological structure, mineral wealth and underground water resources 4. Development of the mining industry 5. Supervision of the safe working of mines, machinery and quarries including checking the credential of mine managers, inspectors and operators 6. Regulation of the disposal of sludge and other waste products 7. Administration of the Victorian Mining Accident Relief Fund. Arising from its initial responsibility for the supply of water on the gold fields, the Department became responsible for rural water supply from the mid 1860s. Statutory responsibility for rural water works during this period rested with the Board of Land and Works. In 1865 the Waterworks Act gave the Board power to construct waterworks, purchase land, levy charges and lease or sell works, while the Public Loans Act 1865 empowered it to provide loans to local water trusts for waterworks. The actual administration of these statutory provisions was undertaken by the Victorian Water Supply Department which operated from 1865 to 1889 as a sub-department of the Department of Mines, from 1889 as a department in its own right, and from 1895 to 1909 as a sub-department of the Department of Mines and Water Supply. For a brief period from 1891 to 1893 the Department of Mines was also responsible for forests and, until 1880, for the Schools of Mines subsequently transferred to the Education Department. In 1895 the Department of Mines and the Victorian Water Supply Department were amalgamated to form the Department of Mines and Water Supply. Two catalogues of goods to sell, from Ringwood Timber & TradingEditorial of 15201b includes a short history of the company. In 1937, Mr S Coopersmith and son, Frank (the present Managing Director) started a fruit case manufacturing business in North Melbourne under the name of The Cooper Case Co. The business flourished, and in 1940, recognising the possibilities in and around Ringwood, an old bush sawmill and an area of land on the Maroondah Highway, were secured. Subsequent purchases have since increased this area to approximately 15 acres. It was decided to widen the activities and scope of the business and two new firms were formed. Cooper Sawmilling Co., which operated a modern sawmill, and Ringwood Timber & Trading Co., which handled the output of the sawmill and introduced builders' and general hardware lines to meet the demands of this rapidly expanding area. As Ringwood grew, so too did the organisation which was created to serve it. The principals studied timber and hardware merchandising trends overseas, and after considerable investigation the new building on Maroondah Highway was completed in 1956. Today, acclaimed as one of the most modern mills and hardware stores in the Southern Hemisphere, combining up to date machinery and handling equipment together with unique drive-in facilities and a self-selection centre. Ringwood Timber & Trading Co. are proud to offer a service unparallelled to home builders. Manufactured by K. G. Luke Pty Ltd.In 1921 Kenneth Luke became a partner in a small metal-spinning and silverware business at Carlton. By 1925 he was its proprietor and an employer of seven. These employees were still with him thirty years later, with 650 others, making an ever-increasing range of products: silverware, stainless steel surgical equipment, plated goods and glass-washing machines. In 1929 he bought a larger factory in Queen's Parade, Fitzroy (since redeveloped), doubled his staff and introduced new lines. At the outbreak of World War 2 production was again stepped up and Luke became an honorary adviser to the Department of Supply and Shipping. Luke went on to achieve many major public roles. In 1938-55 he was president of the Carlton Football Club. A delegate (from 1935) to the Victorian Football League, he was its vice president (1946-55) and president (1956-71). With post-war growth generating record crowds, he consolidated central administration and professionalised the game for players.A Silver Plated Vase manufactured by K.G.
