... Warrnambool City Council... and Salvage Warrnambool City Council Cr J R Astbury Mayor J R Astbury ...This photograph was taken at the scene of the wreck of the HMAS Warrnambool J202 on September 13th 1947. The photographer has captured the ship as it sinks at sea. The HMAS Warrnambool J202 was commissioned by the Royal Australian Navy for use as a minesweeper during World War II. The Bathurst Class Corvette, fitted out with a range of armaments, was launched in Sydney in 1941. The ship began service in Bass Strait in 1941. At the end of the year it called into its namesake city, Warrnambool, where the crew paraded for the public marching eastwards along Timor Street. A gift of books for the ship’s personnel and a plaque bearing the City of Warrnambool’s Coat of Arms were presented to the ship. The ship was involved in evacuating a family of nine from the Dutch East Indies that was later successful in its challenge of Australia’s Immigration Restriction Act (White Australia Polity). The ship had many other appointments around Australia. On 13th September 1947 HMAS Warrnambool was leading a flotilla of minesweepers in northern Queensland’s coastal waters, clearing mines previously laid to defend Australia. The ship hit a mine, which exploded and very quickly sunk the ship. Boats from the nearby ships rescued most of the seamen although one was killed at the time. The survivors were taken by the HMAS Swan II to Darwin, and they went from there to hospitals in Brisbane and Sydney. Three of these men later died from their injuries. A number of items were recovered by Navy divers in 1948 including the ship’s bell and a plaque with Warrnambool’s Coat of Arms. In 1972-75 the wreck was sold and other items were salvaged. In 1995 a memorial plaque was erected in Warrnambool near the RSL. NOTE: The RAN built a second HMAS Warrnambool FCPB204, launched in 1981 and decommissioned in 2005. There was also a steam ship SS Warrnambool built in London 1892 and broken up in 1926. [A more detailed history can be found in our Collection Record 3477.] This photograph is significant for its association with the lifesaving rescue of the crew and the sinking Royal Australian Navy vessel, HMAS Warrnambool (J202). The HMAS Warrnambool played a nationally significant role in overturning Australia’s Immigration Restriction Act 1901 (colloquially known as the White Australia policy). The ship rescued, and brought to Australia, Samuel and Annie Jacob and their family after they evacuated Dutch East India. The family was threatened with deportation and made the first successful appeal to High Court regarding that Act. The service was held for two ...These are two programmes of the Civic and Memorial Official Service held in the Warrnambool Town Hall on 26th May 1918. The service was held for two purposes. One was to celebrate the gazetting of Warrnambool as a city, two days earlier, on 24th May 1918. The other was to offer prayers and remember those on active service in World War One and those who had died in the war and to pray for the war to end. (World War One came to an end in the November of 1918). The service on 26th May in Warrnambool was conducted by the ministers of churches in Warrnambool and attended by the Mayor and Councillors and Council workers. A collection was taken up at the service for the British Red Cross Society. The Mayor at the time was William Swinton. This program is of considerable interest as it brings to our attention two events of importance in our history – Warrnambool becoming a city in 1918 and the city’s involvement in World War One and the long-term effects of this war on all settlements in Australia. It also highlights the importance at the time of the Christian religions in Australia. These are two copies of the programme of the 1918 Warrnambool Civic and Memorial Service. The programme is one sheet of buff-coloured paper folded in two to make four pages. There is blue printed material on three of the pages. The front page has the crest of the City of Warrnambool with blue edging and some ornamental scrolls. One programme is tattered at the edges. The two programmes have been glued together at the bottom left corner and have been partly mounted on a piece of white card. warrnambool city council, program civic memorial service 1918 -

... Warrnambool City Council... Diving and Salvage Warrnambool City Council Cr J R Astbury Mayor ...This brass speaking tube or voice pipe was used by the crew to communicate within the ship. It was recovered from the wreck of the Royal Australian Navy vessel, HMAS Warrnambool in 1948. The HMAS Warrnambool J202 was commissioned by the Royal Australian Navy for use as a minesweeper during World War II. The Bathurst Class Corvette, fitted out with a range of armaments, was launched in Sydney 1941 and was. [A more detailed history can be found in our Collection Record 3477.] This speaking tube is an example of communication used in the mid-1900s on board a vessel. It is significant is significant for its association with Royal Australian Navy and its vessel, HMAS Warrnambool (J202). The building was erected in the 1850s on Middle Island, Lady Bay. It was relocated to its current location in the late 1870s along with the two lighthouses, the chart room and the privy. The Warrnambool City Council replaced the iron roof on the cottage in the 1970s and further work has since been carried out. The picture shows the poor condition of the stonework on the right hand side of the cottage. After the cottage ceased to be used by lighthouse keepers, it was rented out by various organisations and later became disused. The Historical Society requested the re-connection of power. The right hand side of the cottage was repurposed for use by Flagstaff Hill Maritime Museum and Village. in the 2020s it was restored and fitted out as the Alexander Farncombe room, which is used for temporary exhibitions. This photograph, a print, is one of a set of five that show the site of Flagstaff Hill. It is presumed to have been taken by John Lindsay, Founding Director of Flagstaff Hill Maritime Museum and Village. One of the photographs in the set has the pencil inscription "Photo J Lindsay". It was taken in the early 1970s during the initial stages of the development of Flagstaff Hill as a Museum and Maritime Village. The photographs belonged to the donor's grandparents, who lived in the Warrnambool district of Allansford/Naringal. The photograph is a record of the Lighthouse Keepers' Quarters at Flagstaff Hill Maritime Museum and Village before its development and opening in 1975. It shows the condition of the building at the time and some of the recent re-roofing. The photograph is significant for recording the condition of the original heritage listed building at that point in time.Coloured photograph, glassy print, one of a set of five. Photograph shows the Lighthouse Keepers' Quarters, focused on the Assistant's Quarters on the right. Warrnambool was founded in 1847 as a planned town to provide port facilities for the export of produce of the local pastoralists and squatters. Brauer College began as the Warrnambool Technical School in 1913 with John King as the Principal and the original school buildings in Timor Street. In 1958 the school became the Warrnambool Technical College and today this site is occupied by the South West TAFE facility. The secondary school section of Warrnambool Technical College relocated to Caramut Road in Warrnambool and since 1990 has been known as Brauer College. It was named after a local prominent doctor and supporter of State Education – Dr Alfred Brauer. This flag is of some interest as a memento of Warrnambool’s 150th anniversary and of Brauer College’s part in this. This is a rectangular-shaped plastic flag attached with three metal staples to a circular-shaped wooden stick. Container - Horse trough, Annis & George Bills, circa Dec. 1932
... Warrnambool City Council (WCC)... Phillips) J H Phillips (Jack Phillips) Warrnambool City Council ...This horse trough is the only survivor of the two troughs originally installed in Raglan Parade, Warrnambool, in 1932. It was later moved to the Pony Club at Albert Part, near the north corner of Coulstock and Craig Streets. Over the time there its purpose was changed from a horse watering trough to a colourful garden bed of agapanthus plants. By February 2013 the horse trough had been transferred to Flagstaff Hill for display in the Maritime Village’s grounds. This trough is one of hundreds provided by the Annis and George Bills Estate Trust since 1927 for the welfare of working horses and dogs. The original concrete cap over the small compartment is still retained. There are also markings on the right side of the trough where it probably had a birdbath, tap or a dish for the horseman’s dog, similar to other troughs donated elsewhere by the Trust. Less than half of the troughs produced for the Annis and George Bills Trust still survive. In 2017 Felicity Watson, National Trust Victoria’s advocacy manager, said that the troughs were treasures and becoming rare, with more than a dozen across Victoria now being heritage protected. ABOUT ANNIS AND GEORGE BILLS The 1927 Will of George Bills included setting up the Annis and George Bills Estate Trust, which provided for hundreds of horse troughs to be supplied and installed throughout Australia, Britain, USA and other parts of the world for the welfare of horses. Town and city councils could apply to the Trustees for a horse trough for their communities. George “Joe” Bills was born in Brighton, England, in 1859. The family migrated first to New Zealand then to Australia in 1873, settling in the Echuca-Moama district. George moved to Brisbane in 1882 where he met Annis Swann, formerly from Sheffield. Both were animal lovers. George and Annis married 1885 and moved to Sydney to join George’s brother Henry in his mattress wire weaving business, later known as the Bills Brothers. They patented their own machine in 1893 and the business became very profitable. George was able to donate to charities that supported his passion to improve animal welfare. He and Annis joined the Victorian Society for the Protection of Animals and in 1924 George received a Life Membership with the RSPCA. George retired in 1908. The couple moved to Hawthorn, Victoria, in 1910, where they donated troughs for the work horses of Melbourne. During a visit to England Annis passed away. In 1927 George moved from Hawthorn to Camberwell, where he passed away at the end of that year. George had requested in his Will that a trust fund be set up from his estate "…construct and erect and pay for horse troughs wherever they may be of the opinion that such horse troughs are desirable for the relief of horses and other dumb animals either in Australasia, in the British Islands or in any other part of the world subject to the consent of the proper authorities being obtained." The troughs were to bear a plaque inscribed “Donated by Annis and George Bills, Australia”. In 1927 the cost to make a trough was about £13 (which converts to about $1079 in 2020 ), plus transport and installation costs. Most of the troughs were installed between 1930 and 1939 in Victoria and New South Wales. It is estimated that over that time around 500-700 Bills Horse Troughs were installed in Australia and another 50 overseas. Most of the troughs made in Victoria had three moulded front panels like this trough, and no panels moulded on the rear, whereas troughs made in NSW had four panels on the front and five on the back. Victorian troughs were made by a Bills’ relative, J H Phillips. Later, other manufactures for the Trust’s troughs included Rocla Concrete Pipes Ltd, in Auburn Road, Hawthorn, Victoria, who produced to the same original design. No further troughs produced after the end of World War II. A memorial to Annis and George Bills was first erected in Hawthorn in 1929. It included a drinking fountain and a dog dish. Its current location is unknown. In 1964 the George Bills RSPCA Resource Centre opened in Burwood East. This Bills horse trough is nationally significant as one of the surviving examples of the standard Bills memorial horse troughs that still has its compartment cap and evidence of it once having had attached fittings, possibly for a birdbath or dog dish. This trough has State historical significance for being produced in the early 1930s by a business in Hawthorn, Victoria. This example of a Bills horse trough is significant for being in comparatively good condition. The trough is locally significant for being the sole survivor of the two Bills horse troughs installed in the City of Warrnambool in 1932, originally installed on Raglan Parade and continued to be used in the community at the Pony Club, then finally transferred to its current location at Flagstaff Hill by early 2013. It is culturally significant as it represents the community’s dependence on horses for travel and transportation previous to motorised vehicles. It is morally significant as a generous gift from a couple concerned with the welfare of animals.Horse trough; a long narrow rectangular container used for storing water. Trough is made from pre-cast concrete with one large open compartment and a small covered compartment. The base of the small compartment is raised slightly above the base of the trough and is covered by a removable concrete cap. The design of the front of the trough includes three panels moulded into it that align with the shape of the back pediment (panel). The pediment is shaped with side arcs that step up to a wide centre arc. A rectangular concrete plaque is cast into the centre of the pediment and is engraved with the names of the original donors, Annis and George Bills. The trough was made in Hawthorn, Victoria, by J H Phillips circa 1932. “DONATED BY / ANNIS & GEORGE BILLS / AUSTRALIA”flagstaff hill, warrnambool, shipwrecked coast, flagstaff hill maritime museum, maritime museum, shipwreck coast, flagstaff hill maritime village, great ocean road, annis and george bills, bills trust, j h phillips, rocla concrete pipes ltd, hawthorn, water trough, watering trough, horse trough, animal welfare, bills horse trough -

There is a separate page for each employee. The book lists such tasks as ‘carting from the Quarry’, ‘tarring Raglan Parade’, ‘tarring at the Gardens’, ‘screening Liebig Street’, ‘working at the Ladies’ Baths’ and ‘general patching’. The names of the employees/contractors include Niven, Thompson, Jewell, Walters, Mooney, Rodgers, Williams, Dunne and Gee. The name ‘McKenzie’ on the first page is the only clue to the identity of the employer/overseer and so far his identity has not been established. The jobs listed suggest that he was either an employee of the Warrnambool Council in the Public Works area or a contractor hired to do the same sort of work. This note book is of great interest as it lists workers and the jobs covered by them in 1918 in Warrnambool and it will be of greater significance when the identity of McKenzie is established. This is a note book with ruled blue and red lines. The Warrnambool Tramway ran from the south end of Fairy Street near the present day railway sheds past the site of the old Woollen Mill, then extended towards the Warrnambool Bay on the easterly side of the site today of the Lady Bay Apartments and on to the Tramway Jetty.
