The Eltham Community and Reception Centre was Australia's first public mud-brick building. Commissioned in 1977 by Eltham Shire Council, led by Shire president (and architect) Robert Marshall, architects Whitford and Peck were asked to design a multipurpose facility in mud-brick and timber. Bogong Village, which was known as “The Junction”, is well recorded. The first tent camp was at the junction of Pretty Valley and Rocky Valley streams in the early 40’s. Further downstream were the sawmill, stables and blacksmith’s forge. Horses were the main mode of transport in the early days. The road to Bogong had reached the lookout spur just beyond Roper’s Spur track just before the 1939 fires. The early forties saw rapid growth of the village, with single and married men’s quarters, workshops, mess huts and administrative offices. The facilities necessary for communal living were quickly in place- a post office, police station, co-op store, medical centre, community hall/theatre, tennis courts and school. In the late 1960s the area in Wodonga between Hovell and Havelock Streets was zoned for civic purposes. By 1969 Melbourne architect Bruce Marshall had designed the civic centre which included a library, theatre and senior citizens' rooms. The main hall had a seating capacity of 1,000 people but could be divided by a sliding door. into smaller areas. It also included meeting rooms and kitchen facilities. The Civic Centre was officially opened by the Honorable Sir Henry Bolte, K.C.M.P., M.P., Premier of Victoria who was accompanied by the Honorable R. J. Hamer E.D., Minister for Local Government. The Shire President was Cr. James A. Terrill, J.P. In 1973, the Council engaged Bruce Marshall to design new offices beside the Civic Centre. Jennings Industries were contracted to complete the offices. The Governor, Sir Henry Winneke, laid the foundation stone of the new offices on 10 March 1976. On Sunday, 10 November 1985 a time capsule was lowered into a monument installed near the corner of Main Road and Pitt Street in Eltham, within the gardens at the front of what is now the Eltham Community and Reception Centre. This monument commemorates Victoria’s 150th anniversary and the former location of the Eltham Town Centre, which existed along this section of Main Road, then known as Maria Street. Beneath the site is a time capsule to be opened in the year 2035. A plaque was also erected at this site in October 1987 to commemorate the Shire of Eltham Historical Society’s 20th anniversary. The main feature of this monument is a ‘tyring disc’, a blacksmith’s implement that was found on this site. This consists of a large iron disc that was used as a platform for fitting iron tyres (like the one shown on top of the platform) to wooden-spoked cart wheels. The local blacksmith and wheelwright worked together to assemble the wheel, which was clamped to the platform placed close to the fire. The red-hot iron hoop, previously forged to the correct size, was lifted with tongs by the blacksmith over the outside of the rim, then hammered down amid flames from the scorching timber. The wheelwright drenched the tyre with cold water as soon as it was in position. A clamp placed on the naff (hub) and screwed down tightly kept the spokes at a constant angle as the tyre cooled. An even pressure from the contracting tyre tightened the joints at each end of the spokes and formed a vice-like grip, which would last for the life of the wheel. Further details of the project are given under a separate heading below and this item deals with the proposed ceremony. We propose to formally lower the time capsule into its container underneath the monument as part of the Eltham Community Festival. All members are invited to attend the ceremony at 2.00 p.m. on Sunday, 10th November. Come earlier with a picnic lunch if you like. Local people and firms who have contributed money or services for the monument will also be invited. As part of the Festival programme the public are welcome to attend. This is one of the most significant projects the Society has undertaken and members' participation in its finalization would be most gratifying to the organizing committee. 150TH ANNIVERSARY PROJECTS: We have concentrated our efforts on finishing the monument and time capsule project within the 150th year and have found it necessary to abandon the historical tour project. We have applied to the State 150th Committee to transfer the funds allocated for the tour to construction of the monument. The historical tour project will be continued at a later date and photos of historic houses in the area, taken by Doug Orford, will be available for use in an associated display. At the time of writing, the monument construction is on schedule for the ceremony on 10th November. The concrete base has been completed and the main feature of the monument, which is an old tyring plate or disc, will be lifted into place in the next week. The final ceremony will involve lowering the sealed time capsule into place, bolting down its container lid and then concreting over the lid. The capsule will contain mainly items relating to present day Eltham and its people and is to be opened in the year 2035, a video film made by Joh Ebeli and also details of families and organizations who have contributed to construction of the monument. It is proposed to place the items in the capsule on 5th November and any items members think could be included may be submitted up to that date. BMG Concrete has donated concrete for the base which was constructed by Caridi Construction Company. Northbourne Garden Supplies has donated materials for the paving around the monument. Financial contributions have been made by the Eltham Chamber of Commerce and the Rotary Club of Eltham. On Sunday, 10 November 1985 a time capsule was lowered into a monument installed near the corner of Main Road and Pitt Street in Eltham, within the gardens at the front of what is now the Eltham Community and Reception Centre. This monument commemorates Victoria’s 150th anniversary and the former location of the Eltham Town Centre, which existed along this section of Main Road, then known as Maria Street. Beneath the site is a time capsule to be opened in the year 2035. A plaque was also erected at this site in October 1987 to commemorate the Shire of Eltham Historical Society’s 20th anniversary. The main feature of this monument is a ‘tyring disc’, a blacksmith’s implement that was found on this site. This consists of a large iron disc that was used as a platform for fitting iron tyres (like the one shown on top of the platform) to wooden-spoked cart wheels. The local blacksmith and wheelwright worked together to assemble the wheel, which was clamped to the platform placed close to the fire. The red-hot iron hoop, previously forged to the correct size, was lifted with tongs by the blacksmith over the outside of the rim, then hammered down amid flames from the scorching timber. The wheelwright drenched the tyre with cold water as soon as it was in position. A clamp placed on the naff (hub) and screwed down tightly kept the spokes at a constant angle as the tyre cooled. An even pressure from the contracting tyre tightened the joints at each end of the spokes and formed a vice-like grip, which would last for the life of the wheel. [from EDHS Newsletter No. 45, November 1985:] TIME CAPSULE CEREMONY: Our 150th Anniversary Monument is now under construction in the gardens in front of the Eltham Community Centre. Further details of the project are given under a separate heading below and this item deals with the proposed ceremony. We propose to formally lower the time capsule into its container underneath the monument as part of the Eltham Community Festival. All members are invited to attend the ceremony at 2.00 p.m. on Sunday, 10th November. Come earlier with a picnic lunch if you like. Local people and firms who have contributed money or services for the monument will also be invited. As part of the Festival programme the public are welcome to attend. This is one of the most significant projects the Society has undertaken and members' participation in its finalization would be most gratifying to the organizing committee. 150TH ANNIVERSARY PROJECTS: We have concentrated our efforts on finishing the monument and time capsule project within the 150th year and have found it necessary to abandon the historical tour project. We have applied to the State 150th Committee to transfer the funds allocated for the tour to construction of the monument. The historical tour project will be continued at a later date and photos of historic houses in the area, taken by Doug Orford, will be available for use in an associated display. At the time of writing, the monument construction is on schedule for the ceremony on 10th November. The concrete base has been completed and the main feature of the monument, which is an old tyring plate or disc, will be lifted into place in the next week. The final ceremony will involve lowering the sealed time capsule into place, bolting down its container lid and then concreting over the lid. The capsule will contain mainly items relating to present day Eltham and its people and is to be opened in the year 2035, a video film made by Joh Ebeli and also details of families and organizations who have contributed to construction of the monument. It is proposed to place the items in the capsule on 5th November and any items members think could be included may be submitted up to that date. The Society has received an excellent response from local people, firms and organizations by way of assistance with this project. Graham Beyer, who originated the project, has arranged many of the donations. He and his firm, Package Handling Equipment, have donated the time capsule itself and have carried out fabrication of sections of the monument. The design of the monument was adapted by Graham Beyer from drawings by Joh Ebeli. Charmac Industries has donated the container for the time capsule and a cast gun metal name plate for the monument. BMG Concrete has donated concrete for the base which was constructed by Caridi Construction Company. Northbourne Garden Supplies has donated materials for the paving around the monument. Robert Becker from Eltham Apex directed construction of the paving by Society members. Terry Hutchinson has agreed to donate the use of his crane to lift the tyring disc into place. Financial contributions have been made by the Eltham Chamber of Commerce and the Rotary Club of Eltham. We are grateful to all who have helped, and members' support for firms who have donated their services would be an appropriate recognition. The Pavillion was an extension to the Eltham Living and Learning Centre which was opened 8 October, 1994 In 1857, tanner John Pearson purchased three and a half acres of land in Little Eltham, at the western end of Pitt Street, with a 70-foot frontage to Maria Street (Main Road) and stretching down to the Diamond Creek for £100. He contracted Benjamin Oliver Wallis to build house for him. Wallis, a mason by trade who originated from the Cornish village of Newlyn, migrated to Melbourne in 1853 and was shortly engaged by Richard Warren to build the Eltham Hotel, which opened in 1854. When Warren fell into financial difficulty in 1858, Wallis purchased the hotel. That same year, Pearson constructed a tannery below the house with access to the water in the Diamond Creek. When Pearson became bankrupt in 1867, Wallis similarly acquired the house from Pearson’s creditors in 1868 and lived there until his death in 1896. For some of this time the house was in the name of Wallis’s son Richard but following his death in 1888, ownership reverted to his father. It was purchased by retired teacher Richard Gilsenen in 1899. Gilsenen was made acting head teacher at the Eltham State School in 1906 following the sudden death of head teacher John Brown. In the 1950s the house was bought by retired engineer Dr Alfred Fitzpatrick and his wife Claire who made various modifications to house goats and poultry as well as structural modifications to the house. In the early 1970s, Eltham Shire Councillors Frank Maas and Don Maling proposed an extended communities’ activities program be set up and the Commonwealth Grants Commission was approached for financial assistance. In 1974 a $50,000 Commonwealth Grant was received by the Shire Council to acquire the Fitzpatrick property as part of the planning to establish an extended communities’ activities program. Henry Dendy (1800-1881) is best known as the founder of Brighton. It is not well known that years later he lived far longer at Eltham than he did at Brighton. In 1840 whilst still in England, he bought eight square miles of unspecified land in the Port Phillip district. This entitled him to bring a number of other people to the colony and in 1841 he arrived in Williamstown in the York with his family and 139 others. He took up this land entitlement at what is now Brighton and most of the emigrants settled there. He encountered financial problems and lost his interest in the estate in 1844. He left Brighton in 1847. He successfully not always successfully became a brewer at Geelong, a sheep farmer at Christmas Hills and Upper Moira, a flour miller at Eltham, a sheep farmer again at Werribee and finally a copper miner at Walhalla. Dendy came to Eltham in 1856 after having spent a year in England, he purchased about 5 acres of land in two parts situated each side of Maria Street (Main Road). There was a steam flour mill on that part of the land adjoining the Diamond Creek. He became prominent in local affairs serving for a time on the Eltham District Roads Board including one term as President. Dendy’s wife Sarah died at Eltham in 1860 and also in that year he was appointed Chairman of a committee to establish a Church of England in Eltham. He donated one of his Pitt Street lots for this purpose. St Margaret’s Church was opened on this site in 1861. In 1867 Dendy sold his mill to W F Ford and moved to Werribee and then Walhalla where he remained until his death. He is buried in the Walhalla cemetery. Part of the land on which the Eltham Community Reception Centre stands was the site of Dendy’s house and Mill. Some of the old trees on the site could well have been planted in Dendy’s time. Published: Nillumbik Now and Then /​ Marguerite Marshall 2008; photographs Alan King with Marguerite Marshall.; p23 Early Yarambat - Tanck's Corner Its early settlers, who in the 1840s were amongst the first non-Aboriginal people in the area,1 found life tough as they grazed their sheep and cattle. Yarrambat was then known as Tanck’s Corner or Reynolds Corner, after wood carter, Frederick Tanck, who owned land north of Ironbark Road, at the corner of Yan Yean Road, and Thomas Reynolds, owner of the opposite property. After Reynolds sold his land, the corner became known as Tanck’s Corner.2 In 1929 the district’s name was changed to Yarrambat, believed to mean ‘high hill’ in the Wurundjeri language. Tanck’s Corner was in the centre of gold-bearing country and the district is honeycombed with old tunnels and shafts. However although gold played a dominant role for decades, there was insufficient to develop a substantial township. Meat and agricultural produce made a greater impact.3 Until the mid-20th century the only substantial building was the primary school. The first gold rush occurred around 1860, the second after 1900; then during the Depression, the Government paid men to pan for gold. The first rush attracted hundreds of Chinese people to Smugglers Gully, who constructed round diggings to keep away spirits. Alluvial miners lived along the Plenty River in tents or humpies - some fenced with gardens - and some miners distilled their own ‘plonk’. It was a wild time and bushrangers - and later gangster Squizzy Taylor - were said to hide4 in the old Pioneer Tunnel in Dunne’s Gully between Heard Avenue and Pioneer Road. Mines opposite Tanck’s Corner included Beer’s Line, Golden Crown and Golden Stairs. Some of the big mines had batteries and stampers to process quartz. At first there was plenty of alluvial gold, as much as two ounces to the ton. At times gold was exposed after heavy rains so fossickers panned for gold around orchard irrigation trenches. Gold was mined until 1984 when Yarrambat’s last operating goldmine, the Golden King Mine, in North Oatlands Road, closed. The Clayton family operated it full-time, making a comfortable living and in the 1960s it was the only private family gold mine in Victoria.5 Gold was such an important part of Yarrambat’s history that a gold poppet-head is the Yarrambat Primary School’s logo. The original school No 2054, at the corner of Ironbark and Yan Yean Roads, was opened in 1878 and modified to its present form in the 1920s. In 2000 it was relocated to the Heritage Museum at Yarrambat Park.7 The school, whose first head teacher was Charles Planner, consisted of one room with a three-roomed residence. The school was also the community centre. On Saturday nights it was crammed for dances or euchre parties, community singing or other social events. On Sundays, services for different denominations took turns each week. However the school had its teething problems. Parents accused Charles Planner of neglecting his duties and the school closed several times. When it closed in 1892, only church services continued. Social activities moved elsewhere, such as the tennis club to the Stuchbery tennis court opposite. A sports day and woodchop on Boxing Day around 1900 was held at the Evelyn Hill Hotel, also called Evelyn Arms and Tunnel Hill Hotel, on the Greensborough–Diamond Creek Road. An annual agricultural show in Diamond Creek paraded through the town, and New Year’s Day picnics at the Yan Yean Reservoir included highland dancing and competitions. Also popular were the Indian hawkers who visited every three months, selling trinkets, clothing and other items. One called Jimmy ‘Allem dem Bedi’, gave presents and told stories, played draughts and sold delicious curries he cooked over his camp fire at night.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. The main feature of this monument is a ?tyring disc?, a blacksmith?s implement that was found on this site. This consists of a large iron disc that was used as a platform for fitting iron tyres (like the one shown on top of the platform) to wooden spoked cart wheels. The local blacksmith and wheelwright worked together to assemble the wheel, which was clamped to the platform placed close to the fire. The red hot iron hoop, previously forged to the correct size was lifted with tongs by the blacksmith over the outside of the rim, then hammered down amid flames from the scorching timber. The wheelwright drenched the tyre with cold water as soon as it was in position. A clamp placed on the naff (hub) and screwed down tightly kept the spokes at a constant angle as the tyre cooled. Wodonga Shire was created in 1876 when the colonial government agreed to ratepayers' petitions to have their part of the local government district severed from the Yackandandah Shire to form a new municipality. After meeting for 14 years in rented remises, in the Prince of Wales Hall, Wodonga Council built its first Shire Hall on the corner of High and Elgin Streets in 1890. The date on the façade of the building, 1876, represents the date of the formation of the Shire. In 1957 the second Shire Office was built in Woodland Grove by A.B. and M. A. Chick. These offices were considered more than adequate for future needs. The façade featured floor to ceiling windows and several different meeting rooms in addition to the council chamber, which featured an impressive “horse shoe” table. It also included a kitchen equipped with modern fittings and a President’s room. In the late 1960s the area between Hovell and Havelock Streets as far as Jack Hore Place was zoned for civic purposes. In 1969 plans for a civic centre providing a library, theatre and senior citizens’ rooms. It was opened on 22 April 1971. In 1973, the Council engaged Bruce Marshall to design new offices beside the Civic Centre. Jennings Industries were contracted to complete the offices. The Governor, Sir Henry Winneke, laid the foundation stone of the new offices on 10 March 1976. Built c.1868, St Andrew’s Anglican Church is Nillumbik Shire’s oldest timber church and is historically, socially, and spiritually significant to the Shire of Nillumbik. The church is historically significant because it may have given its name 'St Andrews' to the town (another suggestion is that the name came from the local hotel), it is also historically significant as one of only four buildings that remain from the Caledonian goldfields era of Queenstown (now St Andrews) and one of only a handful of buildings that survived the 1960s bushfires. The church is historically, socially, and spiritually significant because it has played an important part in community life for more than 150 years; a proposal to move the church in 1984 met with strenuous opposition. Much of the fires on Black Saturday 2009 were the north of the town. The town itself remained intact - as did this heritage building. Covered under Heritage Overlay, Nillumbik Planning Scheme. St Andrews, then called Queenstown, was the earliest goldfield in the Caledonia Diggings.1 It was the Upper Diamond Gold Mining and Administrative Centre, with 3000 miners. Queenstown was also the seat of the Court of Petty Sessions. The church and school then stood close to European and Chinese stores, three hotels, a brewery and a quartz mill.2 In 1861, Queenstown was officially proclaimed a township. From 1865, the name Queenstown was interchangeable with St Andrews, until 1952, when the town was officially named St Andrews. As gold declined from the early 1880s, Queenstown changed dramatically into a settlement of small farms. St Andrew’s Anglican Church, built in 1868, is the Shire’s oldest timber church and possibly gave its name to the township.3 The small timber church was opened on November 1, 1869, by the Dean of Melbourne. Anniversary tea meetings helped raise funds, and in 1889, a three-bedroom parsonage was built alongside. In 1910, the vicar, the Rev Selwyn Chase (and friend of the Scouting Movement’s founder, Baden Powell), established the 1st Queenstown Scout Troop, only two years after Scouting began in Australia. The church was important to the lives of many local residents who were baptised, married and had funeral services there. But by the 1950s the population had decreased and so did the weekly attendances. Around the mid-1960s the church closed, then fell into disrepair. So in the mid 1980s it was sold to the Education Department and was under threat of relocation or demolition. However this caused such opposition from locals,4 that instead, the Anglican church leased it as part of the Panton Hill parish5 and it was reconsecrated in 1987. Queenstown’s first school was held in a tent after transferring from Andersons Creek, Warrandyte.6 From 1858 a church school, Caledonia Diggings, stood west of the main road, a quarter of a mile (0.4km) before Buttermans Track. In 1882 the school was moved from a leased building, owned by headmaster Robert Harris, into a larger building on the corner of the School and the Heidelberg-Kinglake Roads. It had been moved from Smiths Gully and included a teacher’s three-roomed residence.7 In 1887 the school was replaced by the Queenstown State School No 128, although it was also called Caledonia Diggings until 1891. In 1956 it was renamed St Andrews. Still standing, this building is now used as the St Andrews Community Centre and the residence is leased for private use. The original timber-lined room remains alongside the extensions, and is distinctive with its high ceiling and tall small-paned windows. In 1984 a new school was built 500 metres west of the old school. Many residents have contributed much to St Andrews but one family that has done so for several generations is the Harris family. Robert Harris was an active member of the St Andrew’s Anglican Church, and worked hard at improving the town’s amenities until his death in 1887. He was a signatory to the successful 1863 petition to the Chief Commissioner of Police, against the proposed removal of the Court of Petty Sessions and police station at the Caledonia Diggings. The police station stayed in the town until 1917. Harris was Head Teacher of Queenstown State School from 1864 to 1874, then of the Smiths Gully school until it closed in 1882, and he continued teaching at Panton Hill until his death. His son, Robert Charles Harris, was editor and printer of the local newspaper, The Evelyn Observer, from 1873 until 1915. Robert’s son, William Shelley Harris, served in the Boer War and in World War One. In 1928 he became Kinglake National Park’s first park ranger. Robert’s daughter Elizabeth, taught needlework at Queenstown State School, and later ran the post office in Kinglake.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century.
