Ephemera, Dave Kellett, questions for tram drivers, 1967
Has a strong association with tram crews, possibly inspector (Dave Kellett?) in Ballarat. Prepared by Dave Kallett to undertake follow ups and to assist in the training of crews by checking their knowledge.Black gloss paper covered notebook or address book, titled "Where is it?, use by Dave Kellett? as a note book to record questions for tram drivers, when acting as an inspector. Note book has tabs marked for "A to W". Notebook consists of four sections, sewn into the spine, with glued full page covers. Gold block on top and bottom edges. Last few pages torn out. Each page ruled with blue and red lines at the top. Has a decimal currency conversion table in the front inside cover and a 1967 calendar on the rear inside cover. On bottom of rear cover, stamped, "Made in Japan". Handwritten questions cover various driving and electrical aspects of the trams, both 4 wheelers and bogie trams. Would appear tram was inbound with destination of Gardens via Drummond St. Nth, member of the crew reversing the tram to assist in the clean up, with an inspector at the far end. Report - original typed 3 foolscap pages, dated 24/1/1922 signed by the Manager Cable System (Mr. Roberts), to the Chief Manager, concerning an accident at the corner of Swanston and Lonsdale St where the auxiliary cable was cut due to a error by the policeman on duty directing tramcars, the pilot (pointsman/signaller) and one Gripman. Reports on the disciplinary hearing and makes recommendations as to the change of equipment and discussions with the Police department. Photograph - Changing the Location of the Essendon Airport terminus, Ron Scholten, 7-10-1976
The original line to the Essendon Aerodrome was constructed in 1943 to serve the airport and aircraft construction. It was funded by the Commonwealth Government. By 1976, patronage to the airport terminus in Vaughan St had dropped, the crossing of the highway to the Tullamarine Airport opened in 1970, was dangerous, and the highway needed to be widened. The new terminus was a short distance to the north between Mathews Ave and the Highway. This series of photographs show the operation of a tram service during the changeover. Trams ran from the Niddrie crossover near Keilor Road to a temporary terminus just short of the worksite, with cars running "bang" road or the wrong way for one trip along either line. This would have been controlled by an Inspector at the Niddrie end. The work was done over a 7-hour period, including changing the overhead over. Work would have been completed after the changeover period. .1 - W5 800 at “temporary” Essendon Airport terminus, Cnr Mathews Ave, Vaughan St. after running “bang” road or the wrong way to this point from the Niddrie or Keilor Road crossover. Curves have been removed.. Has an Inspector chatting to a man with a hat standing alongside the tram. The shelter has a City of Keilor logo on it. .2 - W5 684, taken from the overbridge at the TAA stop - during the changeover of the tracks. Tram running “bang” road from Niddrie to the temporary terminus. .3 - SW5 787, temporary terminus in Mathews Ave, about to return to Niddrie as an “up” car on the “down” line. .4 - MMTB Track gang commissioning and placing rails at the new terminus with scrubber 10 waiting. Transformer Lamp System, late 1950's
This transformer lamp system, which has a dial to transform 240 volts to a minimum of 32 volts was used by electrical technicians to inspect internal parts of the large generators (even in small confined spaces). The reason for the reduction of the 240 volts to the 32 volts was for the safety of the inspector. The SEC Victoria Hydro Scheme's electrical generators are powered by the hydro force of "stored" water at a higher altitude. The establishment of both the NSW and Victorian Hydro schemes was achieved from the mid 1900's to the 1960's. At this the point in time the need for additional power sources to quench both an industrial and domestic demand for electricity was purely an economic and not and environmental (carbon reduction) factor. This hydro scheme was instigated by "the Government of the day" as a bold move and was the major force of the World War II refugee and "technical" workforce inclusion of skilled and unskilled migration into the Australian environment. Although this mass "invasion" of workers with families was thought of in some circles as intrusive, the expansion of population post war years and its integration into the Australian rural sector, produced the multi- lingual multi-cultural diversity of later years.This transformer lamp is very significant to the Kiewa Valley as it was introduced as a very small part of the explosion of human resources into the valley. This influx of population transformed the region from that of a basically quiet rural region to one which evolved into both industrial and larger residential community. This evolution in the valley created a change, not only in the "physical" landscape but also the socio-economic expansion which permitted other "tourist" based industries into the valley. This is also a specific electronic item which was manufactured in Melbourne and not sourced from Europe or Asia. This demonstrates the fast evolution of Australian technology to a high standard compatible to that of the rest of the world.This heavy hand held electrical transformer (transforms 240 volts to 32 Volts) an has one leather handle on the top with three small (gauze filtered) air holes. It also has two 2 pin directional cable distribution (clipsal) in/out points 10amps / 240 volts. There is one glassed in volts/ac meter and one variable switch (180 to 150 voltage in settings of 10 volt increments.There are two vents (one on each of the smaller sides). There is also one three pin electrical lead coming out from the top.On one side is a manufacturer's plaque with "ELECTRONIC A & R EQUIPMENT MELBOURNE" and underneath "TYPE 1719, PRI V. 180 250" underneath "V.A. 1250" underneath "CYC 50" underneath "SEC V. 115" underneath "SEC A. 10 . 8". When the First World War broke out, Australian men from all backgrounds and professions were called to serve their country. Members of the Victorian Police force were some of the first to answer the call with twenty men joining the first convoy of soldiers who left Australian shores in October 1914. Over the course of four long years, one hundred and thirty-eight Victorian Police enlisted from stations across the state. Of these, twenty-seven lost their lives. Whilst the fate of each man was different, a deep commitment to protecting and serving the public was common to all. Instrument - Weights and Measures, Troy Weight Set, c 1865
Troy weight is a system of units of mass from an unknown origin. While the name Troi is believed to have come from Troyes in the north east of France the system used primarily in the precious metals industry and adopted in Australia originated in 15th century England. Troy weight units are the 'grain' and 'pennyweight' (24 grains), the troy ounce (20 pennyweights), and the troy pound (12 troy ounces). One troy ounce equals 31.1034768 grams. The troy ounce and grain were also part of the apothecaries' system and was long used in medicine, but has now been largely replaced by the metric system (milligrams). When the Weights and Measures Act was passed in Victoria in 1862 local inspectors were established throughout the colony to ensure accuracy particularly in the weighing of gold. By the 1870's each local council had a set of standards that were used to test the scales, weights and measures of local merchants and businesses. This set would have been de commissioned some time after 1947 and was offered back to the Borough of Eaglehawk in 1989. Hinged, lockable wooden box with brass handle, hinges, latches and lock. Remnant wax on front face of box above and below lock. Interior of box is lined with purple velvet which is worn in several places. Box houses nine troy weights ranging in size from 100oz Troy to 2oz Troy. 1oz Troy is missing. Accompanying set is a two page letter from Weights and Measures Branch of Consumer Affairs offering set back to the Borough of Eaglehawk in 1989. Functional Object - Point Bar, State Electricity Commission of Victoria (SECV), 1960's
Length of 5/8ths of inch or approx. 15.5mm diameter steel bar, which has been heated and formed at one end to give an eye approx. 32mm internal diameter and hammered and ground to form a point edge at the opposite end forming a point bar. Used by Ballarat Tram crews to change tram track points. Standard equipment to all tramcars (two each). This particular point bar was reportedly located at the Lydiard St. and Sturt St. intersection for use by inspectors and other tram crew to change the points at this intersection without obtaining a point bar from the tramcar itself. Taken by a Brisbane Tramway Museum Society member at the time of closure. The point bar was repainted by the BTMS in the green colour scheme prior to presentation to the BTPS/BTM during the 1992 COTMA Perth Conference to Carolyn Dean. Five page handwritten letter on light brown or fawn lined paper within a brown envelope within Reg. Item 2488, page 105. The envelope has been glued to the back cover of the book and is address to "Mr. James Inspector / Electric Supply". Seven overseas stamps have been stuck to the envelope. The letter dated 11/10/1937 from an unknown person who lived at 305 Eyre St Ballarat, not signed, outlines the building the horse tram depot in Wendouree Parade. The person put in a quote as the plumber. Notes various aspects of working on the site, materials, difficulties, Thompson and Moore of the Adelaide as the contractors, number of people on the job, problems with the construction, wind damage, building the workers cottages, their rooves and the cash boxes for the conductors. Photocopies of documents from the Public Records Office files, Ballarat of letters concerning the construction of the horse tramway vehicles in Ballarat. Provided by Colin Homes. .1 - dated 1/2/1889 to G. Perry Town Clerk Ballarat, from Constable Hanigan, reporting on a conversation with Mr. Moore, confirmed by Constable Hickey about the capacity of the tramcars and the need for licenses for them and the drivers and conductors. Moore replied that the roads belonged to him? and that he could tell Perry to go to hell. .2 - Letter or note, advising Mr. Perry, from Hanigan as cab inspector, that 15 of the cars would accommodate 40 people, 18 inside, 20 outside + 2 conductors and that two would accommodate 46 adults, 20 inside, 24 on top and 2 conductors. Peter Winspur advised 18/5/2020: Paul was an M&MTB driver at the time. Peter Hill would have been doing his first day and Jack Chadwick qualified as driver on that day along with Paul. We managed to train Peter in a few weeks as he was back on 19 December! Just in time for the summer running. Inspector Bruce Davey was the trainer/instruction/examiner driver. Yields information about the form used in Ballarat and Bendigo by the SEC to enabling ticket checking by Inspectors on the trams.Single sheet of paper titled "Supplementary Trip Way Bill", form No. TYE 1-580, for filling in ticket starting numbers, for tickets from 2d (City Section) through to 1/- value. Also allows for parcel tickets, tram no, trip, route, inspector and punch marks. Has line for filling in date and signature at base of ticket. Used in early 1960's. Max. fare 1/- Item was on display in cabinet of 39 until 10/2004, ex filing cabinet 1992. Two copies held. See also Reg. Item 279. See also Reg. Item 3062 for another sample - 15c max value. Handwritten notes from the Bendigo Advertiser 5/7/1910 Page 3. 'New Chum Mines. Yesterday, Mr H. V. Whetelaw, officer in charge of the local survey branch, Mines Dep't accompanied by Inspector Ross, made their first inspection. Water has reached the 3224 ft. level. Now 1530 feet of water in shaft, including the workings below the 3324 ft. level. Bailing been carried on at the Victoria Quartz, Lansell's 180, 222, and New Chum Consolidated. It will take a week or more to get the Lazarus plant in readiness. Then the shaft will have to examined. Document, History of S.S. 4180 Ringwood East 1916-1923 (Summary, plus detailed history by J. Hookey)
A one page document on the history SS 4180 Ringwood East. In 1916 a petition signed by 33 residents was presented to the Minister of Education by Mr J Rouget M.L.A. stating the need for a school at Ringwood East. The District Inspector Mr A.N. Barry recommended a full time school for 75 to 100 children. The building was commenced in 1923. A second 3 page document on the history of the school written by J Hookey and states the 4 acre site was purchased from Mr Ted Lindsay for somewhere between 200 and 300 pounds. A.E. Wieland of Camberwell erected the the school at a cost to the Department of 2,227 pounds. It was opened on July 7th 1924 by the Head Teacher Mr Walter Whittle. 59 pupils were enrolled. Arthur Meyland was the first pupil enrolled. By 1969 the school consisted of 15 classrooms and a central library. -

Uniform - DRESS UNIFORM, RAAF
The uniform belonged to Wing Commander "Leonard Bacon", born 11 June 1906. He enlisted in the RAAF on 31 May 1926 No. 03305 with the rank AC.1. In 9 postings in Vic, QLD and WA he rose through 11 ranks to Sgt Maj Class 2 by 1940. He was commissioned as Flying Officer on 1.8.1940. He rose through the ranks to be Wing Commander on 1.7.1951. During WW2 from 1941 he was explosives Inspecting Officer at Northern Area 5 then to Explosive Inspecting Officer for the whole RAAF in the S/W Pacific. This role took him to some 21 places in the North from Townsville - Darwin to across the islands many several times. Leonard was awarded a "Mention in Despatches" on Morotai in 1945. Post WW2 in 1950 Leonard was appointed Chief Inspector of explosives in the RAAF, one of these roles was the supervision of the disposal of large quantities of War Stock. On 13.6.1958 he was recommended for an “OBE” which he received in the 1959 New Years Honors List. Leonard retired from the RAAF on 11.6.1960 after 34 years. This is a very brief record of his service documents.Dark Blue Service Dress Uniform comprising of jacket (.1) Pants (.2) gold buttons with RAAF emblems. Ribbons on the coat are as follows; Left to Right: OBE, 1939-45 Star, Pacific Star, British War Medal with clasp "MID". Australian Service medal, Long Service and Good Conduct medal. Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders in the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. VIOSH conducted a Certificate Course in Occupational Safety and Health for the Fijian Department of Labour and Industrial Relations in 1996. The course was held in the Government Training Centre Fiji. The group was made up of Labour and Factory Inspectors. Steve Cowley led this program. It was from 23 September to 18 October, 1996. The weatherboard Ballarat East State School SS 1071 was formerly known as Specimen Hill. According to 'Visions and Realisations' The Eureka gold lead opened in August 1852, running from Little Bendigo, south beneath Yarrowee Creek into Pennyweight flat, where it was joined 100 yards or so from the intersection of main and Eureka Streets by the Canadian Lead. State School 1071 was formerly known as Ballarat Common School No. 71, and was founded by the Free Presbyterian Church on Specimen Hill in Eureka Street, Ballarat on 01 January 1854. On 20 May 1869 the trustees of the Presbyterian School, Specimen Hill, Ballarat, consented to the transfer of the site to the Board of Education. On 01 September 1870, Specimen Hill, Ballarat, was vested in the Board and then became known as SS 1071. On 01 March 1879 the Minister, The Hon. William Collard Smith, and William Dobbie, Inspector of School Buildings, visited Ballarat to report on the buildings with a view to extensions and renovations. The minister issued instructions for the old wooden part of the school to be demolished, and brick additions to be erected, so that the whole premises would accommodate 350 students. This site was originally that of Cobb and Co's livery stable and although the Cobb and Co office in the Shamrock Hotel closed in 1886, the livery stable continued with the proprietors, Robertson and Wagner and Co. The site was bought in August 1898 by the Fresh Food and Frozen Storage Co, proprietors of the Bendigo Butter Factory. On this site the company built an ice tory, refrigerating works and cool storage for other businesses. The Bendigo Butter Factory was begun in 1894 in Lucan Street, opposite the distillery, by Mr McIntyre of the Rochester district. This site included a butter printer and Weigher supplied by Cherry and Son of Gisborne. In September 1895 the Butter factory was floated as a public company and was registered by Mr J H Curnow. However the factory was not financially sound at this point and entered into receivership in 1896. At this time it was bought by the Fresh Food and Frozen Storage Company of Melbourne and was placed under the management of James Cumming, an experienced dairyman. The company had previously appointed him as their inspector of creameries. By 1911 he was the propietor of the Flora Hill Butter Factory. and was later killed in a car accident in May 1937. By 1919 the manager was Douglas Orson Oldfield (1868-1944) (NB at birth he was registered as Dugald and throughout his life he was also known as Dan).Colour photograph. RHSV stamp (under photo). California Hill State School. 'The California Gully State School (or the Bell topper Hill, as the old Cornish miners names it) is one of the oldest in the district. Some of the prominent men of Bendigo today who attended that school include Cr. JH Curnow, Mr Jtn Smalley, and Mr EE Heitman. Mr. George Evans, a native of the district, is now in charge of the school. Miss FE Darvall is the head of the infant division. Other teachers are Miss RE Nicholas and Mr WR McClelland.
