The Ballarat Junior Technical School opened in 1913 as a division of the Ballarat School of Mines. The first location was the Dana Street Primary School, and the first principal was Albert W. Steane. In 1921 a custom built building was erected on the grounds of the Ballarat School of Mines. A number of the students enlisted in the Australian Infantry Forces (AIF) during 1913, 1914. They were Robert Borradale, Albert Burge, Howard Bennett, Norman Carmichael, Reginald Crick, Herbert Collins, Frances Davis, Arthur Dixon, Frank Edwards, George Gilbert and Sydney Townsend. Frances Davis was killed while serving. Those who enlisted have been remembered with an Honour Board with their names. This is at SMB.Book is charcoal blue cloth on hard cover with red leather spine and corners. End papers are brown/grey "stone" patterned thick gloss paper. Name of school and type of book stamped on gold on the spine - REGISTER, BALLARAT JUNIOR TECHNICAL SCHOOL" It is the first Ballarat Junior Technical School Roll Book. The book includes handwritten names, age, date of birth, address, school last attended, grade, qualifications, date of entry, cause, results and remarks. The School Endowment Plantation Scheme was established in 1922 as a joint venture between the Education Department and the FCV. It was administered by the Education Department with technical supervision by the Commission. While some plantations were established on private land donated or leased for the purpose, most were established on Crown Lands or Reserved Forest made available, without cost, by the State. (https://www.victoriasforestryheritage.org.au/community/schools.html, accessed 26 September 2020) Throughout the Nerrina district numerous areas of public land were set aside as school endowment plantations as part of various schools’ educational resources. The plantations were initially established to instil through community involvement a love of forests and an appreciation of their value, and in fact many of them are well suited for regular use as a teaching resource of this nature. It was expected that this use will increase as courses embracing various aspects of environmental science are developed. Many school plantations have been planted to radiata pine, and revenue from the sale of produce used to provide amenities required by the schools. In some cases, however, these plantations have not been very successful in providing revenue, as the sites are unsuitable for economic growth or the plantations are too small or the location too far from processing centres to allow economic harvesting. In some instances, radiata pine plantations have failed due to poor management. In 1982 the Land Conservation Council believed that all the existing plantations should be assessed in order to establish their value as a teaching resource. Those not needed or that are unsuitable for teaching purposes for some reason, such as their location, should be terminated. Those planted to radiata pine that have limited value as a teaching resource although satisfactory for wood production may continue to be used for such production, but should be reviewed when the pines are harvested. The Gippsland Institute of Advanced Education was established by an Order-in-Council in September 1968. The Council of the Institute included members of the Gippsland community who are prominent in local government, industry, commerce, education and the professions, the Director of the Institute, and representatives of the academic staff, students, and graduates. On its establishment, the institute assumed responsibility for the diploma courses previously offered by the Yallourn Technical College which had commenced diploma teaching in 1929. Initially, all the Institute's teaching was conducted in the diploma building of the Yallourn Technical College. In 1972 the Institute transferred part of its operations to the first of its permanent buildings on a large campus in rural surrounds near the township of Churchill, ten kilometres south of Morwell and one hundred and sixty kilometres east of Melbourne. The Gippsland Institute of Advanced Education was opened on 20 November 1976 by the Honourable Lindsay Thompson, Deputy Premier of Victoria and Minister of Education; and Senator J.L. A foghorn is a device that uses sound to warn of navigational hazards like rocky coastlines, or boats of the presence of other vessels, in foggy conditions. The term is most often used with marine transport. When visual navigation aids such as lighthouses are obscured, foghorns provide an audible warning of rocky outcrops, shoals, headlands, or other dangers to shipping. An early form of fog signal was to use a bell, gong, explosive signal or firing a cannon to alert shipping. From the early 20th century an improved device called the diaphone was used in place of these other devices, The diaphone horn was based directly on the organ stop of the same name invented by Robert Hope-Jones, creator of the Wurlitzer organ. Hope-Jones' design was based on a piston that was closed only at its bottom end and had slots, perpendicular to its axis, cut through its sides, the slotted piston moved within a similarly slotted cylinder. Outside of the cylinder was a reservoir of high-pressure air. Initially, this air would be admitted behind the piston, pushing it forward. When the slots of the piston aligned with those of the cylinder, air passed into the piston, making a sound and pushing the piston back to its starting position, whence the cycle would be repeated. This method of producing a low audible sound was further developed as a fog signal by John Northey of Toronto and these diaphones were powered by compressed air produced by an electric motor or other mechanical means that admitted extremely powerful low-frequency notes. The example in the Flagstaff collection is an early cased and portable diaphone used on pleasure or sailing craft. By manually turning the crank handle air is produced and fed into valves that direct air across vibrating metal reeds to produce the required sound. in foggy weather, fog horns are used to pinpoint a vessels position and to indicate how the vessel is sailing in foggy conditions. One blast, when sailing on starboard tack and two blasts, when sailing on a port tack and three dots, when with wind is behind the vessel. Since the automation of lighthouses became common in the 1960s and 1970s, most older foghorn marine installations have been removed to avoid the need to run the complex machinery associated with them, and have been replaced with an electrically powered diaphragm or compressed air horns. The example in the collection is significant as it was used in the early 19th century for sailing vessels was important but these portable crank fog horns have also been superseded by modern electric varieties. Siebe Gorman & Company Ltd was a British company that developed diving equipment and breathing equipment and worked on commercial diving and marine salvage projects. The company advertised itself as 'Submarine Engineers'. It was founded by Augustus Siebe, a German-born British engineer chiefly known for his contributions to diving equipment. Siebe Gorman traded as an engineering firm for over 180 years from 1819 to 1999. The early success of the business was due to its founder, the Prussian immigrant Christian 'Augustus' Siebe (1788-1872). For business reasons, he applied for and was granted British citizenship in 1856. He was a gifted engineer who was able to translate theoretical problems into practical, working products. During the industrial Victorian period, the business traded as 'A. Siebe' at 145 High Street Holborn London, but in 1828 new premises were acquired at 5 Denmark Street, Soho. The family firm produced a wide range of manufactured goods including paper-making machinery, measuring machinery, water pumps, refrigeration equipment, and diving apparatus. Augustus Siebe specialised in submarine engineering early on and the company gained a reputation for the manufacture of safe, reliable diving apparatus. Augustus Siebe is best remembered for the development and manufacture of the ‘closed’ Diving Dress based on the ideas of Charles and John Deane, George Edwards, and Charles Pasley. Apart from some small modifications to valves and diver communications, the basic 12 bolt ‘closed’ diving dress remained relatively unchanged after the 1870s. Later company successes were also based on innovation, with new products that could be successfully developed and manufactured to high standards. This was largely attributed to the inventive nature, foresight, engineering, and entrepreneurial skills of Robert Henry Davis (1870-1965). In 1882, RH Davis joined the company of 'Siebe & Gorman' as a young 11-year-old office boy and he was to remain with the company until he died in 1965. Augustus Siebe retired in 1869 and handed over the company to a new partnership of Henry H. Siebe (1830-1885) and William A. O'Gorman (1834-1904). The new firm traded as 'Siebe & Gorman' (1870-1879) from premises in and around Mason Street, Westminster Bridge Road, Lambeth, London. The two partners soon recognised the potential of R.H. Davis and in 1894, aged 24, he became General Manager of Siebe & Gorman. Davis increasingly ran the company until the surviving partner (W.A. Gorman) died in 1904. The firm was disposed of to the Vickers (armaments) family and a new company 'Siebe Gorman & Co. Ltd.' (1905-1998) was formed. Under the chairmanship of Albert Vickers, R.H. Davis was kept on as Managing Director, and the company forged ahead. However, after WW1, the Great Depression caused manufacturing output and share prices to slump. In 1924 Robert Davis made a deal with the Vickers Board and acquired control of the company through majority shares. Under his leadership, the Siebe Gorman Company flourished and within time, four of his sons also joined the firm. The company gained a worldwide reputation for the manufacture of diving apparatus, decompression and observation chambers, and safety breathing apparatus of all types for use on the land, in the air, and under the sea (including mine rescue, tunneling, aircraft, diving, submarine escape and in other hazardous environments). Close research and development links with the MOD (especially the Admiralty), also provided a lucrative outlet for the company products. In 1932, Robert Davis was knighted by King George V, principally for his invention of the ‘Davis Submerged Escape Apparatus’ (D.S.E.A.). Siebe Gorman essentially remained a family firm from the beginning (under A.Siebe) until it became a public company for the first time in 1952. However, following WW2, British manufacturing stagnated through stifled investment and post-war austerity, and there was little innovation. Siebe Gorman's fortunes began to decline as an aging Sir Robert Davis failed to invest, or change the company's business and management practices. In 1959, Siebe Gorman was acquired by the “Fairy Group” and the ailing Sir Robert was made Life President. Consequently, nothing changed and the slow decline continued until Sir Robert's death in March 1965. Around 1960, Siebe Gorman acquired the diving apparatus manufacturer C E Heinke, and for a brief period, it manufactured some diving equipment under the combined name of Siebe Heinke. Around 1964, Mr E. 'Barry' Stephens was appointed as the new Managing Director to modernise Siebe Gorman. Changes were made, including a move to a new factory in Wales in 1975. The new company concentrated on fire-fighting breathing apparatus and escape equipment, and the move coincided with the loss of many of the older, traditional craft skills. Between 1985 and 1998, Siebe expanded through acquisitions, and several other companies were acquired. The Siebe Gorman (diving apparatus) company has therefore traded as A. Siebe (1819-1870); Siebe & Gorman (1870-1879); Siebe Gorman & Co (1880-1904); Siebe Gorman & Co. Ltd (1905-1998). (For information regards the diving helmet & Frank King see Notes Section at the end of this document)The items are very significant as a snapshot into marine history and the development of diving equipment generally especially that used for salvage operations before and during WW2. The company that made the equipment was a leading inventor,developer and innovator of marine equipment with its early helmets and other items eagerly sought after today for collections around the world. The items in the Flagstaff Hill collection give us an insight as to how divers operated and the dangers they faced doing a very necessary and dangerous job. Before the introduction of electricity, lighthouses had a clockwork mechanism that caused the lens to rotate with a light source inside that was either powered by Kerosene or Colza oil. The mechanism consisted of a large weight attached by a cable through the centre of the lighthouse to the top where the cable wrapped around a barrel, drum or wheels that controlled the speed of the lights rotation by a clockwork mechanism. The keeper would crank the clockwork mechanism, which would lift the weight ready for the next cycle similar to an old grandfather clock mechanism. Once the weight lifted to its apex at the bottom of the first landing, the keeper would let it fall, which would pull on the cable, which would, in turn, operate a series of gears activating the rotation of the Fresnel optical lens, which would then rotate to create the lighthouse’s unique light speed of rotation characteristic. Creating a specific characteristic required a way to regulate the speed of the rotation, and was important as sailors could identify a particular light by its speed and time between flashes. The weight had to fall at a certain rate to create the proper rotation speed of the lens and a regulator within the mechanism accomplished this. History: From 1851, Chance Brothers became a major lighthouse engineering company, producing optical components, machinery, and other equipment for lighthouses around the world. James Timmins Chance pioneered placing lighthouse lamps inside a cage surrounded by Fresnel lenses to increase the available light output these cages, are known as optics and they revolutionised lighthouse design. Another important innovation from Chance Brothers was the introduction of rotating optics, allowing adjacent lighthouses to be distinguished from each other by the number of times per revolution the light flashes. The noted English physicist and engineer, John Hopkins invented this system while employed at Chance Brothers. Chance Brothers and Company was a glass works and originally based in Spon Lane, Smethwick, West Midlands England. The company became a leading glass manufacturer and a pioneer of British glass making technology. The Chance family originated in Bromsgrove as farmers and craftsmen before setting up a business in Smethwick near Birmingham in 1824. They took advantage of the skilled workers, canals and many other industrial advances taking place in the West Midlands at the time. Robert Lucas Chance (1782–1865), known as 'Lucas', bought the British Crown Glass Company's works in Spon Lane in 1824. The company specialised in making crown window glass, the company ran into difficulty and its survival was guaranteed in 1832 by investment from Chance's brother, William (1788 – 1856). William owned an iron factoring business in Great Charles Street, Birmingham. After a previous partnership that Lucas had dissolved in 1836, Lucas and William Chance became partners in the business which was renamed, Chance Brothers and Company. Chance Brothers invented many innovative processes and became known as the greatest glass manufacturer in Britain. In 1848 under the supervision of Georges Bontemps, a French glass maker from Choosy-le-Roi, a new plant was set up to manufacture crown and flint glass for lighthouse optics, telescopes and cameras. Bontemps agreed to share his processes that up to then had been secret with the Chance Brothers and stayed in England to collaborate with them for six years. In 1900 a baronetcy was created for James Timmins Chance (1814–1902), a grandson of William Chance, who had started the family business in 1771 with his brother Robert. Roberts grandson, James became head of Chance Brothers until his retirement in 1889 when the company became a public company and its name changed to Chance Brothers & Co. Ltd. Additional information: Lighthouses are equipped with unique light characteristic or flashing pattern that sailors can use to identify specific lighthouses during the night. Lighthouses can achieve distinctive light characteristics in a few different ways. A lighthouse can flash, which is when brief periods of light interrupt longer moments of darkness. The light can occult, which is when brief periods of darkness interrupt longer moments of light. The light can be fixed, which is when the light never goes dark. A lighthouse can use a combination of flashing, oscillating, or being fixed in a variety of combinations and intervals to create individual light characteristics. It is a common misconception that a lighthouse's light source changes the intensity to create a light characteristic. The light source remains constant and the rotating Fresnel lens creates the various changes in appearance. Some Fresnel lenses have "bulls-eye" panels create beams of light that, when rotated between the light and the observer, make the light appear to flash. Conversely, some lenses have metal panels that, when rotated between the light and the observer, make the light appear to go dark. This Dioptric clockwork apparatus used to turn a lighthouse optical lens is very significant as it is integral to a lighthouses operation, we can also look at the social aspect of lighthouses as being traditionally rich with symbolism and conceptual meanings. Lighthouses illustrate social concepts such as danger, risk, adversity, challenge and vigilance but they also offers guidance, salvation and safety. The glowing lamp reminds sailors that security and home are well within reach, they also symbolize the way forward and help in navigating our way through rough waters not just on the oceans of the world but in our personal lives be it financial, personal, business or spiritual in nature. Nothing else speaks of safety and security in the face of adversity and challenge quite the way a lighthouse does. Frederick Sleigh Roberts, 1st Earl Roberts was a British Soldier who served in India, Abyssinia and Afghanistan before leading the British Forces to success in the Second Boer War. He became the last Commander-in-Chief of the Forces before the post was abolished in 1904. While in South Africa he was at the Siege of Kimberley, the Battle of Paardeberg, the Battle of Poplar Grove, the Battle of Diamond Hill and the Battle of Bergendal. Roberts received many awards: Victoria Cross (1858-India); Companion of the Order of the Bath (1872-Afghanistan); Knight Commander of the Order of the Bath (1878-Afghanistan);Knight Grand Cross of the Order of the Bath (1880-Afghanistan) and Companion of the Order of the Indian Empire in the same year. He was Commander-in Chief, India in 1885 was advanced to Knight Commander of the Order of India (1887) and then Knight Grand Commander of the Order of the Indian Empire later that year. He became Knight Grand Commander of the Order of the Star of India. The same year he relinquished his Indian command and became Commander-in-Chief of British Forces in 1895 made a Knight of the Order of St Patrick. In 1899 he returned to South Africa to take overall command of British Forces in the Second Boer War. December 1900 Roberts handed over command to Lord Kitchener and returned to England where more honours were awarded. He was made a Knight of the Order of the Garter; created Earl Roberts of Kandahar, Pretoria and Waterford and Viscount St Pierre. He became a Knight of Grace of the Order of St John (1901) and then Knight of Justice of the Order of St John. The Kaiser awarded him the German Order of the Black Eagle and was among the original recipients of the Order of Merit in the 1902 Coronation Honours. Roberts died in 1914. Cecil Rhodes was a British businessman, mining magnate and politician in South Africa. He was Prime Minister of the Cape Colony from 1890 to 1896. He believed in British Imperialism and he and his British South Africa Company formed the territory of Rhodesia in the early 1890s. He was forced to resign as Prime Minister in 1896 after the disastrous Jameson Raid, an unauthorised attack on Paul Kruger's South African Republic (Transvaal), which sent his brother to prison convicted of high treason and nearly sentenced to death. This event contributed to the outbreak of the Second Boer War. Rhodes went to Kimberley in a political move. During the war the military felt he was more of a liability than an asset and found him intolerable. The officer commanding the garrison of Kimberley, Lieutenant Colonel Robert Kekewich, experienced serious personal difficulties with Rhodes because of the latter's inability to co-operate. However, he still remained a leading figure in the politics of southern Africa. Rhodes was dogged by ill health his whole life. He died in 1902, aged 48, at his seaside cottage in Muizenberg. He was cared for by Leander Starr Jameson during his illness, becoming a trustee of his estate and residuary beneficiary of his will, which allowed him to continue living in Rhode's mansion after his death. His final will left a large area of land on the slopes of Table Mountain. Part of the estate became the upper campus of the University of Cape Town, another part became the Kirstenbosch National Botanical Garden. The rest was spared development and is now an important conservation area. His will also provided for the establishment of the Rhodes Scholarship. In 1873 Forestier-Walker was appointed Military Secretary to the General Officer Commanding Cape Colony. He saw action in the Cape Frontier Wars, for which he was appointed a Companion of the Order ofthe Bath, 1878, and in the Anglo-Zulu War. In 1880 he returned to Britain but in 1882 returned to South Africa. From 1884 he served in Bechuanaland and in 1886 was appointed Companion of the Order of St Michael and St George for services in that protectorate. During service in Egypt in 1890 he was knighted and promoted to a Knight Commander of the Order of the Bath. He left Egypt in 1895. In 1899 he returned to Africa, becoming General Officer Commanding Cape Colony and acting as lieutenant general in command of Lines of Communication, South Africa Field Force, 1899-1901. The Commander-in-Chief in South Africa, Lord Roberts, mentioned Forestier-Walker in espatches in 1900. He was promoted to Knight Grand Cross of the Order of St Michael and St George. The Ballarat School of Mines opened in the former Ballarat Circuit Court House in 1870. The court house was demolished in 1915 to make way for the Ballarat Technical Art School.
