Armstrong Street South, Ballarat looking East towards Mount... remembrance from Armstrong Street South, Ballarat looking East towards ...On 12 January, the World Health Organization (WHO) confirmed that a novel coronavirus was the cause of a respiratory illness in a cluster of people in Wuhan City, Hubei Province, China, who had initially come to the attention of the WHO on 31 December 2019. On 3 March, the Reserve Bank of Australia became the first central bank to cut interest rates in response to the outbreak. Official interest rates were cut by 0.25% (25 base points) to a record low of 0.5%. On 12 March, the Federal Government announced a A$17.6 billion stimulus package, the first since the 2008 GFC. he package consists of multiple parts, a one-off A$750 payment to around 6.5 million welfare recipients as early as 31 March 2020, small business assistance with 700,000 grants up to $25,000 and a 50% wage subsidy for 120,000 apprenticies or trainees for up to 9 months, 1 billion to support economically impacted sectors, regions and communities, and $700 million to increase tax write off and $3.2 billion to support short-term small and medium-sized business investment. On 16 March, Premier Dan Andrews and Minister for Health Jenny Mikakos declared a state of emergency for Victoria for at least four weeks. On 19 March, the Reserve Bank again cut interest rates by a further 0.25% to 0.25%, the lowest in Australian history. On 22 March, the government announced a second stimulus package of A$66bn, increasing the amount of total financial package offered to A$89bn. This included several new measures like doubling income support for individuals on Jobseeker's allowance, granting A$100,000 to small and medium-sized businesses and A$715 million to Australian airports and airlines. It also allowed individuals affected by the outbreak to access up to A$10,000 of their superannuation during 2019–2020 and also being able to take an additional same amount for the next year. on the same day Victorian Premier Daniel Andrews announced on 22 March that the state will bring the school holiday forwards to 24 March from 27 March. On 30 March, the Australian Federal Government announced a $130 billion "JobKeeper" wage subsidy program offering to pay employers up to $1500 a fortnight per full-time, part-time or casual employee that has worked for that business for over a year. For a business to be eligible, they must have lost 30% of turnover after 1 March of annual revenue up to and including $1 billion. For businesses with a revenue of over $1 billion, turnover must have decreased by 50%. Businesses are then required by law to pay the subsidy to their staff, in lieu of their usual wages. This response came after the enormous job losses seen just a week prior when an estimated 1 million Australians lost their jobs. This massive loss in jobs caused the myGov website to crash and lines out of Centrelink offices to run hundreds of metres long.The program was backdated to 1 March, to aim at reemploying the many people who had just lost their jobs in the weeks before. Businesses would receive the JobKeeper subsidy for six months. On 2 April, the number of cases in Victoria exceeded 1,000, including over 100 healthcare workers. On 5 April, New South Wales Police launched a criminal investigation into whether the operator of Ruby Princess, Carnival Australia, broke the Biosecurity Act 2015 (Cwth) and New South Wales state laws, by deliberately concealing COVID-19 cases. On 6 April, the Department of Health revealed that 2,432 people recovered from the infection as the federal government started reporting recovery statistics. This is more than a third from the official number reported so far, Deputy Chief Medical Officer Professor Paul Kelly stating, "I think it is important. Firstly it really reinforces that message, which is a true one, that most people who get this disease do recover”. The day before, at 3pm, it was announced that 2,315 of the 5,687 confirmed coronavirus cases had recovered. May 2020 - An outbreak in Victoria at a meatworks that was later revealed to be Cedar Meats was announced on 02 May with eight cases. By 8 May, the cluster of cases linked to Cedar Meats in Victoria was 71, consisting of at least 57 workers and 13 close contacts, including a nurse, aged care worker and high school student. The number had increased to 75 by 9 May, 88 by 13 May, and 90 by 14 May. On 9 May, two Victorian cases were announced to be related to McDonald's Fawkner. By 18 May, this had increased to 12 cases, and on that day it was revealed that a delivery driver had tested positive, prompting the closing for cleaning of 12 more McDonald's locations: Melton East, Laverton North, Yallambie, Taylors Lakes, Campbellfield, Sunbury, Hoppers Crossing, Riverdale Village, Sandown, Calder Highway Northbound/Outbound, Calder Highway Southbound/Inbound, and BP Rockbank Service Centre Outbound. On 15 May, South Australia became the second jurisdiction, after the ACT, to be free of any active cases, however on 26 May, a woman returning from overseas who was granted exemption into South Australia from her hotel quarantine in Victoria tested positive for COVID-19. This was the first new case in 19 days for the state.[101] On 4 June, it was announced that the woman had recovered and the state was free of any active cases once again.[102] On 17 May, Victoria announced two further business sites had been shut down due to a suspected case at each. Domino's Pizza in Fairfield has been shut for two weeks, and mattress manufacturer The Comfort Group in Deer Park was closed from Friday 15 May to at least Wednesday 20 May. On 6 June, both New South Wales and Victoria reported no new cases for the previous 24 hours, with only Queensland and Western Australia reporting one new case each, the lowest national total since February. Western Australia also announced two old cases. Ballarat Observatory telescope stained ...In 1884 the Ballarat School of Mines Council reserved a three acre site on a spur of the White horse Ranges known as Mount Pleasant. The Vice-President of the Ballarat School of Mines, James Oddie undertook at his own expense (said to be 4,000 pounds) to erect and equip the observatory. By 1886 seven rooms, a workshop and a cottage had been erected. The first large telescope built in Australia, the Baker Telescope, opened 1888. In 1913 the Council of the Ballarat School of Mines handed over the Observatory to the Ballarat East Town Council. A number of images as depicted in a newspaper. The top image shows the Carlver Equitorial Telescope. In 1843 he went to Somosomo, and in 1848 to Bua. When his health failed, he was sent back to the colonies, and did circuit work in Adelaide 1854 - 1856. In 1857 he was transferred to Victoria, where he was stationed in Melbourne, Brighton, Creswick, Colac, Ballarat East, Castlemaine and Melbourne South. He became a Supernumerary in 1878. Daring ...A gift to Ron Cochrane, a member of the Navy commissioning team of HMAS Voyager. The box was handmade by two brothers CLARK/E (?) from Benalla. The signatures done in ball point pen belonged to the crew attached to the portside Forward Mess. They presented the box to Cochrane who was responsible for the Mess as a token of appreciation. Ron Cochrane R46195 served as a Leading Hand with the Royal Australian Navy between 1951 and 1957 and served on numerous ships including HMAS Voyager between 6/2 - 6/10/1957. He was born on 20/3/1933 at Ballarat East. Daring class destroyer, Voyager, was the first ship of her class to enter Australian service, and the first all-welded ship to be built in Australia. During the night of 10 February 1964, Voyager and the aircraft carrier HMAS Melbourne collided off Jervis Bay, when the destroyer passed in front of the carrier during post-refit sea trials. Voyager was cut in two by the collision, sinking with the loss of 82 of the 314 people aboard. This was the largest loss of Australian military personnel in peacetime, and the subsequent investigations resulted in the holding of two Royal Commissions—the only time in Australian history this has occurred.Cream painted wooden box with metal hinges. The following year the militia was reformed with Ballarat East being allocated the 70th Infantry and Ballarat West being allocated the 71st Infantry. The 71st Battalion was known as the Ballarat West Battalion until changing to (City of Ballarat) Infantry with its depots reaching as far as Warrnambool. In this photograph of the prize winning 71st Battalion Bugle Band a young 16 year old Michael Taffe is a bugler and won several awards with the band and as a solo bugler. ... ) Centre in 1902 at the Ballarat East Art School (later known... in 1902 at the Ballarat East Art School (later known ...Born at Sandhurst, Victoria Albert Steane attended the Gravel Hill State School until the fourth class, then transferred to the Central School 1976 where he gained the Merit Certificate. The monitor system of teacher training had been introduced and he passed fourth, third, second and first class pupil teacher. At about 16 years of age he was appointed a teacher monitor at 12 pounds per annum. Albert Steane was awarded the Teachers' Certificate of Competency in 1897. He was the first headmaster of the Ballarat Technical School (1913), and opened the Sloyd (woodwork) Centre in 1902 at the Ballarat East Art School (later known as the Ballarat East Free Library). of Mines and Industries Ballarat (SMB). Steane is known for the teaching of Sloyd or woodwork, which was an important point in his career, and for his love of gymnastics. He was made a life member of the Ballarat Y.M.C.A. in 1968 aged 91 years. The teaching of woodwork in Victoria began in 1901 and Steane was chosen, among 18 others for the inaugural training course at Queensberry State School in Melbourne. Steane died, aged 93 years, on 13 July 1970, at Sydney, leaving his widow Grace Elliott Steane and children Eric and Violet. Eureka Stockade in Ballarat East which took place on 03 December... in Ballarat East which took place on 03 December 1854. .1) No 219 ...From 1851 the Victorian government required all men on Victorian Goldfields to carry a Gold License. The fee was one pound per month, and was payable in advance. There was agitation surrounding the gold license which was thought to be an excessive fee and did not give the bearer right to representation. On 03 December 1854 the gold diggers on the Eureka Lead fought a short battle against the army and police troopers. A few months later a new system of taxing gold diggers was introduced - the Miner's Right.The Victorian Gold Licence was issued from 1851 until early 1855. Every man on a Victorian goldfield had to carry a valid gold license, so few survived the harsh treatment of being carried around a working goldfield. There was much dissatisfaction about what was thought to be an unfair mining tax (or gold license). On 29 November 1854 Ballarat miners burnt their licenses on Bakery Hill. On 3 December 1854 the Eureka Stockade Battle took place, resulting in the Goldfields Commission. The first Miner's Right was issued in late June 1855, and in July the first Local Courts were elected by miner's right holders. The two Fitnall Gold Licenses are important because they were issued on either side of the Eureka Stockade, and are in very good condition. The Gold Licenses were donated to the Ballarat School of Mines by John Wilson in 1921. Two gold licenses issued by the Colony of Victoria. The licenses are printed onto blue paper with a Colony of Victoria logo at the top. The licenses were issued on either side of the historic Eureka Stockade in Ballarat East which took place on 03 December 1854. .1) No 219 - Made out to [H?] Fithall on 16 April 1854 and signed by Commissioner R.C. Mackenzie. The license was valid until 31 July 1854. .2) No. 214 - Made out to [H?] Fithall on 1 May 1854 and signed by Commissioner J. Johnston. Assay and Chemical Laboratories remodelled. It was decided that the new Ballarat Technical Art School would be built on the site of the former Circuit Courthouse, which for many years served as a Museum for the School. It was noted that demolishing this building would remove one of the very oldest landmarks of Ballarat. Swinger operated between 1972 and 1975 at Ballarat Civic Hall. The Ballarat Observatory was transferred to the Ballarat East Council. Thomas S. Hart resigned to fulfil the position of Head Master of the School of Forestry at Creswick. B. Whitington resigned to fill the position of Directorr of the School of Mines at Queenstown, Tasmania. It was built in 1862 for the visit of Queen Victoria's son Prince Alfred the Duke of Edinburgh, across the Yarrowee (which formed the municipal boundary) apparently because the municipalities of Ballarat and Ballarat East could not decide who should have the honour! The Alfred Hall held many of the city's events over 89 years, but was symbolically locked up the day the Civic Hall in Mair Street was officially opened, in August 1956. Mrs Bon Strange and her husband Bert were well known Ballarat residents.
