"A plan to turn the Gregory Street silos into apartments is no more.Developers Eleveno Pty Ltd have abandoned plans to transform the Lake Wendouree silos into a giant apartment complex, despite previously being given the green light from the Victorian Civil and Administrative Tribunal.Director Richard Sykes yesterday confirmed the silos would be demolished."The plans are not proceeding. The plan now is to create residential houses," he said.The planning permit for an 18-lot subdivision was approved by Ballarat City Council on July 22, despite objections lodged against the application.Mr Sykes said it wasn't feasible to turn the silos into 27 units and there were many factors behind the decision."They're being demolished for various reasons, there were just better solutions," he said.Bold plans to transform the former Joe White Maltings silos into apartments were first submitted to Ballarat City Council in January 2007.However, developers took the proposal to VCAT in September 2008 after council failed to make a decision in the required 60-day timeframe.A hearing was held in early 2009 and the development was approved in March last year.Mr Sykes said it was found that the building would most likely be out of place in the region."We found the market didn't really want that sort of development," he said."They're probably more suited for inner-city development, rather than regional areas."Mr Sykes did not put a price on either the proposed development or the demolition, but said it would "cost a fair amount of money".He said once the demolition permit has been passed, works were expected to begin in November." The Melbourne and Metropolitan Board of Works (MMBW) plans were produced from the 1890s to the 1950s. They were crucial to the design and development of Melbourne's sewerage and drainage system. The plans, at a scale of 40 feet to 1 inch (1:480), provide a detailed historical record of Melbourne streetscapes and environmental features. Each plan covers one or two street blocks (roughly six streets), showing details of buildings, including garden layouts and ownership boundaries, and features such as laneways, drains, bridges, parks, municipal boundaries and other prominent landmarks as they existed at the time each plan was produced. (Source: State Library of Victoria)This plan forms part of a large group of MMBW plans and maps that was donated to the Society by the Mr Poulter, City Engineer of the City of Kew in 1989. Within this collection, thirty-five hand-coloured plans, backed with linen, are of statewide significance as they include annotations that provide details of construction materials used in buildings in the first decade of the 20th century as well as additional information about land ownership and usage. The copies in the Public Record Office Victoria and the State Library of Victoria are monochrome versions which do not denote building materials so that the maps in this collection are invaluable and unique tools for researchers and heritage consultants. A number of the plans are not held in the collection of the State Library of Victoria so they have the additional attribute of rarity.Original survey plan, issued by the MMBW to a contractor with responsibility for constructing sewers in the area identified on the plan within the Borough of Kew. The plan was at some stage hand-coloured, possibly by the contractor, but more likely by officers working in the Engineering Department of the Borough and later Town, then City of Kew. The hand-coloured sections of buildings on the plan were used to denote masonry or brick constructions (pink), weatherboard constructions (yellow), and public buildings (grey). The laborious task of hand-tinting these Board of Works plans was not without hazards as is evidenced by Plan No. 1593. On the Plan, the original colourist spilt black and green ink, partially obscuring some parts. The most obvious casualty is ‘Clifton’ located on the corner of Cotham Road and Park Street [now Adeney Avenue]. Included in this Plan, and outlined in pink is that part of the section that the contracting engineer was tasked with completing. This included sewering on both sides of this part of Cotham Road, but excluded properties such as ‘Glendonald’ and ‘Monnington’. This area was to undergo a series of subdivisions including the ‘Clifton Estate’, which created housing lots on Adeney Avenue and Florence Avenue in 1916. They frequently provide information about when the land was sold on which a built structure was subsequently constructed as well as evidence relating to surveyors and real estate and financial agents. The numerous subdivision plans in the Kew Historical Society's collection represent working documents, ranging from the initial sketches made in planning a subdivision to printed plans on which auctioneers or agents listed the prices for which individual lots were sold. In a number of cases, the reverse of a subdivision plan in the collection includes a photograph of a house that was also for sale by the agent. These photographs provide significant heritage information relating house design and decoration, fencing and household gardens.One part of a massive subdivision of the Old Golf Links Estate in North Kew of 80 allotments bordering Sutherland Avenue, Ramsay Avenue, Belford Road, Beresford Street and Coleman Avenue. Inset on the plan at the top left, the route of the Outer Circle Railway is clearly marked. The Kew Golf Links is identified in its current location. The land on which Greenacres Golf Club was to be constructed is at this time marked as ‘Recreation Ground’. The ‘new bridge’ over the Yarra at Burke Road is also marked on the inset map. The Plan identifies the surveyor (sic) H.C. Crouch BCE MVIS, 443 Little Collins St., Melbourne. These photographs provide significant heritage information relating house design and decoration, fencing and household gardens.A photograph of Mount Eri, 9 Highbury Grove, an 11-room house for sale near the junction of Cotham and Glenferrie Roads. The substantial red brick, slate-roofed house and its location are not identified in the photograph, although the extent of the house is noted. It was described then as ‘well situated’ and close to 3 trams. Mathers, a financial agent in Cotham Road, placed advertisements about the sale of the property in The Argus in May and June 1919. The advertisement additionally refers to a billiard room and asserts that the house has every modern convenience. An annotation on the plan indicates that the house, with tennis court, was sold for £1960. Following extensive research, the house has now been conclusively identified, albeit extended and rendered. The house was originally built in the 19th century as a school and for much of the 20th century was used as a venue for receptions. -

It highlighted traffic congestion, the distribution of recreational open space and haphazard intermingling of land uses. The plan identified a number of problems, such as the congestion at St Kilda Junction, that were not addressed until decades later. The periods that she identified included 1845-1880, 1880-1893, 1893-1921, 1921-1933, 1933-1943, and Post-War Development. These periods were selected as they represented periods of rapid growth or decline in urban development. An obvious starting point for Sanderson’s groupings involved population growth and the associated economic cycles. These cycles also highlighted urban expansion onto land that was predominantly rural, although in other cases it represented the decline and breakup of large estates. It is believed that the majority of the plans were gifted to the Society by persons connected with the real estate firm - J. R. Mathers and McMillan, 136 Cotham Road, Kew. The Plans in the collection are rarely in pristine form, being working plans on which the agent would write notes and record lots sold and the prices of these. The subdivision plans are historically significant examples of the growth of urban Melbourne from the beginning of the 20th Century up until the 1980s. A number of the plans are double-sided and often include a photograph on the reverse. A number of the latter are by noted photographers such as J.E. Barnes.An unnamed subdivision in Studley Park including five lots for sale in Studley Park Road, Highfield Grove and Tara Avenue. Unidentified on the plan, but clearly existing, are the Henty family mansion of Field Place and Tara Hall in Studley Park Road. The first attempted subdivision of Tara Hall was advertised in 1927 in which Lots 5, 6 and 7 in this plan were also advertised. Unusually, Lot 2 in Studley Park Road was created from the northern part of the Henty mansion, rather than Tara Hall. In the subdivision, lots were advertised at varying prices, with the highest price for land being Lot 2 in Studley Park Road. Subdivision Plan... includes almost 100 subdivision plans pertaining to suburbs ...Pru Sanderson, in her groundbreaking ‘City of Kew Urban Conservation Study : Volume 2 - Development History’ (1988), summarised the periods of urban development and subdivisions of land in Kew. The periods that she identified included 1845-1880, 1880-1893, 1893-1921, 1921-1933, 1933-1943, and Post-War Development. These periods were selected as they represented periods of rapid growth or decline in urban development. An obvious starting point for Sanderson’s groupings involved population growth and the associated economic cycles. These cycles also highlighted urban expansion onto land that was predominantly rural, although in other cases it represented the decline and breakup of large estates. A number of the plans in the Kew Historical Society’s collection can also be found in other collections, such as those of the State Library of Victoria and the Boroondara Library Service. A number are however unique to the collection.The Kew Historical Society collection includes almost 100 subdivision plans pertaining to suburbs of the City of Melbourne. Most of these are of Kew, Kew East or Studley Park, although a smaller number are plans of Camberwell, Deepdene, Balwyn and Hawthorn. It is believed that the majority of the plans were gifted to the Society by persons connected with the real estate firm - J. R. Mathers and McMillan, 136 Cotham Road, Kew. The Plans in the collection are rarely in pristine form, being working plans on which the agent would write notes and record lots sold and the prices of these. The subdivision plans are historically significant examples of the growth of urban Melbourne from the beginning of the 20th Century up until the 1980s. A number of the plans are double-sided and often include a photograph on the reverse. A number of the latter are by noted photographers such as J.E. Barnes.The Altyre Estate was advertised for sale by auction in 1920. A colour lithograph in the State Library of Victoria, in contrast to this monochrome version, notes the proximity of the subdivision to the Auburn Heights Bowling Club and to a range of transport options. The subdivision included fifty-one allotments as well as the original house ‘Altyre’ in Barkers Road. At the other end of the subdivision a line would indicate that a creek once bordered the subdivision. Lots were advertised for sale at a low figure on five-year terms.
