The history of Hoover dates back to the early 1900s and directly to Mr. James M. Spangler, an American janitor who invented the first vacuum cleaner to assist in dealing with his asthma. Originally founded in Ohio in 1908, Hoover Limited became a registered company in the United Kingdom in 1919. The first factory, in Perivale, Middlesex, England, opened in 1932. Hoover became the undisputed leader in the floor-cleaning market, so much so that in USA vacuuming became referred to as “hoovering”. This model was widely advertised in Australia from 1952 to 1958. Advertisements referred to it as “The Wonderful Hoover Floor Polisher”. It came complete with Scrubbers, Felt Pads, Lambswool Pads and Built - in Head Light and in 1952 sold for £32/8/-, or could be purchased with a deposit of £8 and weekly payments of 15/-. William George Page was Shire and City Engineer in Wodonga from 1965 until 1989. When he arrived the Shire of Wodonga had a population of 17,000 people. In 1966 Wodonga was selected as a city for special growth assistance. In 1972 Bill Page presented a new Town Plan to the Wodonga Council. Over the ensuing years he dedicated himself to bring this plan to fruition. He often had to argue and campaign with the Albury-Wodonga Corporation to push for the interests of development in Wodonga. This included winning a planning appeal to allow the saleyards to be relocated to Bandiana on the outskirts of Wodonga. Bill Page retired on health grounds in July 1989. The Council honoured him with a farewell dinner and renamed the saleyards at Bandiana the W.G. Page Saleyards in his honour.The Mayor , Cr Valentina Gillard, said "Every development in Wodonga in the past 24 years has a bit of Bill Page in it". The Mordialloc-Cheltenham Community Hospital was a hospital in the suburb of Parkdale. Residents of Mordialloc and Chelsea worked towards a community hospital from the late 1930s. Having a community hospital meant residents who required routine surgery did not need to travel into Melbourne to the larger established hospitals. This was important at a time when few people had their own transport. For many years the Mordialloc Carnival Committee contributed to the cost of building the hospital, with one of its contributions to the ‘opening day’ appeal amounting to one thousand pounds, adding to the several thousand already committed. Construction work commenced on the Mordialloc-Cheltenham Community Hospital in 1950. on a site between Booth St and Carrier Ave on the Nepean Highway in Parkdale. The hospital opened in 1953 and serviced the community until 1996. On 1 August 1995, the hospital became a part of the Southern Health Care Network. Donations for structural improvements were often acknowledged via plaques. These plaques were on the walls of Kelaston then later the Vision Australia office in Ballarat until it closed in 2021. Anna Jane Bolte was a resident of Kelaston whose son, Sir Henry Bolte became the longest serving Victorian Premier. William Buckland Trust supported safe housing for vulnerable Australians, such as the residents of Kelaston. Other generous local donors who were also acknowledged are Thomas & Cora Turnbull and the work of Mrs C.M. On 15 December 1994 the former Shire of Eltham ceased to exist following the Liberal Kennett Government local council amalgamations. A new Nillumbik Shire Council was established with unelected commissioners appointed. That Council sold the former Eltham Shire Council Offices and land at 89S Main Road Eltham to Dallas Price Homes Pty. Ltd. the sale being conditional upon the granting of a planning permit for a petrol station/convenience store, fast food and video outlet. The sale was conditional that if the permit was not granted by 30 August. 1997, the contract could be avoided by either the purchaser or the vendor. The proposed development consisted of a petrol station with undercover fuelling facilities, convenience shopping, a drive through service facility for fast food, an 80 seat cafe, automated banking, a children's play area and retail space. In addition, the proposal included a 200 square metre community facility for Council use, provision of on site carparking over 2 levels for 83 vehicles, and advertising signage. An Advisory Committee consisting of Dimitry Reed and Margaret Pitt was appointed under Section 151 of the Planning and Environment Act 1987 to hear submissions on the proposal to develop the land at 895 Main Road Eltham, the site of the former Eltham Shire Offices. In September 1996, two applications were made by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Ply Ltd, to Nillumbik Shire Council. After extensive notification, the Council received 213 objections and a petition of over 1400 signatures. On October 9, 1996, Nillumbik Shire Council issued Notices of Decision to Grant Permit on Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, cafe/takeaway food premises, a retail facility and a community facility, with associated advertising signs. Objectors to the proposals lodged Planning Appeals number 96/40724 and 96/40812 with the Administrative Appeals Tribunal on November 1, 1996. The grounds of appeal can be summarised as: inappropriate development, insufficient carparking, traffic and access issues, unsatisfactory design, inadequate permit conditions, the proposal being out of character with the area. and being contrary to the purpose and orderly development of the Eltham Town Centre, excessive noise, lack of consultation and unsuitable signage. On November 13, 1996, the Minister for Planning and Local Government directed the Registrar of the Administrative Appeals Tribunal. under Section 41 (1) (a) of the Planning Act 1980, to refer the Appeals to the Governor in Council for determination without a hearing or recommendation by the Tribunal. The Minister for Planning and Local Government called in the Appeals as he considered that they raised major issues of policy relating to the facilitation of development in accordance with the objectives set out in Section 4 of the Planning and Environment Act 1987, and that determination of the Appeals could have a substantial effect on the achievement of these planning objectives. The Minister required the Advisory Committee to consider the planning merits of the proposed use and development, and to address the issues raised in the objections. The Advisory Committee was required to produce a report providing: • The Committee's response to the matters detailed; • Relevant supporting information for the Advisory Committee's recommendation; and • A description of the proceedings conducted by the Advisory Committee and a list of those consulted or heard by the Committee. In March 1997, elections were held in the Shire of Nillumbik and the view of the new Council to this proposal differed from the view held by the earlier Council Hence the Submission made to the Committee by the Shire was against the decision by the Shire of Nillumbik to issue the Notices of Decision to Grant a Permit. The Recommendations of the Advisory Committee were: i. The cafe and take away food premises are as of right uses and are therefore allowable, but that shop and petrol station are unacceptable uses. A community facility is a discretionary use and is acceptable. ii. A development of the type and scale proposed is totally inappropriate for this land and that the Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, café/takeaway food premises, a retail facility and a community facility, with associated advertising signs, be refused. iii. The land should be rezoned for public purposes and should remain in the community's ownership for community use. Following this, the Minister for Planning and Local Government, the Hon. Robert Maclellan, appointed Mr. Paul Jerome as an Advisory Committee under section 151 of the Planning and Environment Act 1987 to consider a Convenience Centre and an alternative proposal by Iha Shire of Nillumbik being the Eltham Gateway Community Precinct Concept Plan for the site of the former Shire of Eltham municipal offices at 895 Main Road, Eltham. In summary, the terms of reference for the Advisory Committee required it to: • consider the merits of the Council proposal • examine the merits of both proposals in terms of net community benefit • address the report of the previous Advisory Committee on the Convenience Centre proposal The Advisory Committee inspected the site and considered all the material before It including submissions made by all parties to the previous Advisory Committee and correspondence received by the Department of Infrastructure both before and after that Committee submltted its report. The Advisory Committee also held discussions with the following people: • Cr. Robert Marshall • Cr. Margaret Jennings • Cr. Lex de Man • Mr. Dallas Howgate of Dallas Price Properties, also Dallas Price Homes • Mr. Barry Rochford, CEO, Shire of Nillumbik • Ms. Yvonne Rust, Planning Officer, Shire of Nillumbik • Mr. Gregory Burgess, Architect of the Eltham Library and of Council’s Community Precinct Concept Plan • Mr. Jim Connor representing Mrs Thelma Barkway of the Eltham Senior Citizens Club Having considered all the material before it, the Committee arrived at two basic conclusions. First, the DPP proposal should be rejected because, on its merits, It does not sufficiently satisfy the requirements of the planning scheme which is a statutory document. The planning scheme requires that, before making a decision on the permit applications for the DPP proposal, a range of matters must be considered. It follows that consideration of these matters should Influence the decision. These matters include local policies relating to character and amenity. In particular, these policies seek • to conserve and enhance the bushland/country atmosphere, artistic heritage and strong sense of community of the Eltham Town Centre by ensuring that the design and height of any new development is sympathetic to existing buildings • to achieve a pleasing physical environment within the Eltham Town Centre by encouraging a high standard of architecture and urban design • to encourage Improvement to pedestrian amenity through such facilities as open and shattered rest areas and meeting places, crossing facilities, pedestrian arcades, pedestrian links to car parks and pedestrian weather protection • to reduce conflict between vehicular traffic and pedestrian flows, and • to encourage pedestrian thoroughfares It is submitted, as set out In the main body of this report, that the DPP proposal fails substantially to meet these policies and In so doing does not merit the exercise of discretion In Its favour with the Issuing of a permit. This finding is not offset by the investment and employment attributes of the proposal. They do not override the need to comply with the planning scheme. Second, the Council proposal, on Its own merits, substantially meets all statutory requirements applicable to this site with a possible reservation about car parking and traffic management which need further definition and assessment as the concept is refined. The Council proposal, however, has a serious weakness in that Its financial viability has not been adequately tested. The Committee refers to 'financial' rather than 'commercial' viability in recognition that Council owns the land and may enter into a range of agreements and partnerships to realise its concept some of which may be truly commercial and some of which may involve an element of subsidy arising from Council's involvement as a public body acting on behalf of its community. Legatee Bert Davis was the Chief Financial Officer in the early sixties. Mrs Mack was a generous fundraiser. She lived at Mount Macedon and opened her beautiful garden to the public on a regular basis to assist Legacy with fundraising. She was given a Legacy lone pine tree by a grateful Legacy to add to her garden. The letter accompanying the photo said the garden and tree was lost in the Ash Wednesday fires in 1983. Further research shows that Mrs Margaret Mack and her husband Mr John D. (Jack) Mack first opened their garden at Dreamthorpe, Mt Macedon, in April 1950 for a garden fete. It raised £140 for Legacy (source: Trove). The exact date of the photo is unknown but would be early 1960s. Maintaining and reforesting native trees, shrubs and grasses are really important for a variety of reasons, including creating native habitat and food for birds and other animals, shade, biodiversity, visual appeal, cooling, shade for urban areas, sequestering carbon and conservation among other considerations. The planting must be consistent with the particular needs of the environment, such as trees or shrubs which would naturally occur and are native to the area. Tree planting demonstrations such as this one run by the Landcare Group ensures that the projects are being managed consistently with an overarching commitment to land protection and management and the best methods for best outcomes are employed.This photograph is significant as it provides evidence of a project undertaken by the Wooragee Landcare Group to educate themselves and members of the public on successful techniques needed to plant and maintain trees for replanting in the Wooragee area. Quartz Hill is situated on the Sheephead line of reef and is situated just south of where the Red, White and Blue Consolidated Gold Mine operated. Two newspaper cuttings affixed to lemon backing sheet. Written on top in black pen: 'Quartz Hill Working Bee, Bdgo Adv. 11.12.67' Cutting one, 'Working Bee on Mine Site' with 7.12.67 written across the top, describes an appeal to get volunteers to clear the site of former mines on Quartz Hill. This is anticipated to 'clear the site of accumulated debris and clean out the two large adits driven into the hill and thus make the site a 'tourist visiting spot'. Cutting two, 'Many Miss Mine Working Bee' dated 11.12.67, describes the poor response to the working bee. ' Members of the Tourist Development Association and the Town Clerk, Mr. A.J. Watts, cleared 175 feet of the Northern tunnel and cut an entrance way and steps in the Southern tunnel of the New Blue Mine area in the first stage of the mining project. Mr. J. Stanistreet said last night he was most disappointed. Concert program of entertainment as aprt of fundraising for the Jacka Appeal, held on 17 February 1932 at St Kilda Town Hall. The headline performer was Gladys Moncreiff, 'Australia's Queen of Song'. Albert Jacka, a St Kilda Councillor, collapsed on 14 December 1931 after a council meeting and was admitted to Caulfield Military Hospital. He died on 17 January 1932 at the age of 39. He is most well-known for his military service in WWI, having received the Victoria Cross medal for his actions during the Gallipoli campaign and two more decorations for his bravery on the Western Front. He received a hero's welcome on his return to Melbourne in January 1920 and an estimated 50,000 people turned up to watch his funeral procession to St Kilda Cemetery, where he was buried with full military honours. The Albert Jacka Fund had two objectives: the erection of a simple, suitable and inexpensive memorial stone over the grave of the dead hero; the placing of the residue of the fund in the hands of trustees for the benefit of his widow and child.Folded cream card with scalloped edges and printed in purplealbert jacka, jacka appeal, gladys moncreiff

Photos of the launch of Legacy Week in 1991. The guest speaker was Sir Zelman Cowan, a former Governor General of Australia. The launch was in the Crest International Hotel in St Kilda on 3 September 1991. Sir Zelman spoke movingly on the work of Legacy and on the dramatic world events: the Gulf War; the reunification of Germany; the changes within the Soviet Union and his speech was warmly received by all who attended. The speaker and head table are under the Legacy Banner - which says "Legacy Caring for Australia's Biggest Family". The same banner is used at an event in Melbourne City Square - see 000491 (from the same roll of film). President John Sullivan is on the head table and is also in a photo at the Eternal Flame (000493 from the same roll of film). Part of a Legacy Appeal or Badge week launch in 1991. These are photos of a Melbourne Legacy charity concert, which is possibly it is the concert in September 1985. Photos of singers and performers during the concert also guests and some performers afterwards. According to a programme stored at 00056, 'A Legacy Night to Remember' concert was at Melbourne Concert Hall, some of the performers were Barry Crocker, Simon Gallaher, Rolf Harris, Anne & Johnny Hawker's Band, Colleen Hewett, Jackie Love, Paul Martelle, 3rd Military District 'Redcoats'. Special guest compere - Daryl Somers. One of the photos show a lady holding a programme saying 'National Australia Bank proudly supports The Melbourne Legacy Charity Concert' - so it might be a different concert but the same performers are present. 01412.6 shows Legatee J C Dean who was president in 1984. Places such as the classes run for the children and the dental clinic. Was in a folder of documents about the history of Legacy. Appears to have been mostly compiled by Legatee Cyril Smith as he has many hand written notes on miscellaneous pieces of paper (some are envelopes addressed to him). The notes were typed up into a summary of the History of Legacy. Also documents relating to the first time Legacy approached the public for donations in September 1956, including newspaper articles that were reprinted, a schedule of information that was approved to be released to the press, and a list of potential donors that was circulated to Legatees in the hope they could contact the ones they knew personally or professionally. The call for public donations was partially due to the purchase of the Dureau building and the need to modify the building for Legacy's needs. The documents from this folder have been added in seperate records (see 01262 to 01281).
