Nicholas West 1988 Entrant No. 66 Ref: Series 34, Items 82-86 SHIRE OF ELTHAM COMMUNITY PHOTOGRAPHIC SURVEY Photography is an artform which many of us practice, sometimes purely for artistic pursuit, sometimes to record the people and events in our lives. In 1988, as part of a local Bicentennial project, the Shire of Eltham conducted the Eltham Community Photographic Survey. Up to 100 entries were to be selected by a panel of photographers for entry into the Eltham Photographic Survey Exhibition. Entries had to be submitted by May 13, 1988. Entrants whose images were selected for the exhibition were contacted and requested to further submit an entry form providing entrant’s name, area of residence, age, and proposed captions. These details were then used to produce labels for the exhibition mounts. Where negatives had not been supplied, these were requested to support the display of printed enlargements mounted on 10” x 8” cardboard. The mounted prints were made available post exhibition for sale at $8.50 each for colour prints and $7.00 for B&W prints. Residents in the Shire were invited to collect a free roll of film and take a photograph of what they either liked or did not like about the area. A total of 160 entrants submitted multiple entries for the exhibition. Of those selected for exhibition, entrants ranged in age from 9 to 70 years. All custom colour and black and white printing for the exhibition was completed by Wattle Studios of Eltham. The Eltham Photographic Survey was jointly auspiced by the Shire of Eltham and Wattle Studios, of 953 Main Road, Eltham. Born at the Victorian town of Sandhurst (now Bendigo, Albert Steane attended the Gravel Hill State School until the fourth class, then transferred to the Central School 1976 where he gained the Merit Certificate. The monitor system of teacher training had been introduced and he passed as a fourth, third, second and first class pupil teacher. At about 16 years of age Steane was appointed a teacher monitor at £12 per annum. Albert Steane was awarded the Teachers' Certificate of Competency in 1897. He was the first headmaster of the Ballarat Technical School, and opened the Sloyd (woodwork) Centre in 1902 at the Ballarat East Art School (later known as the Ballarat East Free Library). According to the Ballarat Courier of 23 March 1957 Steane established the Ballarat Junior Technical School in February 1913, a part of the School of Mines and Industries Ballarat. The beginning classes with 86 pupils were held at a temporary site at the Dana Street School. Classrooms were so scattered that Steane recalled without his motorbike he would never have covered the ground! By 9 September 1921 the Junior Technical School Building was officially opened on the site of the old Ballarat Gaol. In a confidential report of 1916 Steane was described as one of the best organizers in schools at that time, and he was noted for his strong but fair discipline. In the 1926 school report the Chief Inspector wrote that 'no boy is neglected'. Steane held the position of headmaster at the Ballarat Junior Technical School for 29 years retiring on 16 April 1942. Steane is known for the teaching of Sloyd or woodwork, which was an important point in his career, and for his love of gymnastics. He was made a life member of the Ballarat Y.M.C.A. in 1968 aged 91 years. The teaching of woodwork in Victoria began in 1901 and Steane was chosen, among 18 others for the inaugural training course at Queensberry State School in Melbourne. Because of his lifelong love of gymnastics Steane organized a gymnastic display for the Education Department in 1902 at Bendigo's Golden Jubilee Exhibition. He was one of those instrumental in establishing the Ballarat Y.M.C.A. and directed its physical culture evening classes in 1906. In 1908 Steane toured the world visiting the Swedish Naas Institute and the Gymnastic Festival in Germany. Steane in his reminiscences recalls: "In 1908 I obtained leave of absence and undertook a world trip to further my knowledge of both manual art training and physical training. On this trip I visited U.S.A., Canada, Scotland, England and Europe. Notable events were the attendance at the great 11th Deutche Turnfest at Frankfurt, inspection of the Naas Training School for Sloyd at Naas, Sweden inorgorated [sic] by Otto Solomon, and attendance at Physical Education Demonstrations at London given by the Swedish institution. These P.E. demonstrations were given to assist the organization and introduction of P.E. training in London schools.On returning to Ballarat I resumed my position at the Ballarat East Sloyd Centre and continued my studies at the Ballarat Art School gaining the Drawing Teachers' Certificate." Steane died, aged 93 years, on 13 July 1970, at Sydney, leaving his widow Grace Elliott Steane and children Eric and Violet. The City of Ballarat unanimously resolved to erect a Civic Hall in Mair Street in 1951. The architects, Gordon Murphy, of Melbourne, and H.L. and L.J. Coburn, of Ballarat, were commissioned in 1952. The Council constructed the foundations and footings for the building under the supervision of the former City engineer, Mr L.H. Finch, in 1953. These footings are of massed concrete. The design for the building took advantage of the cross fall of the land, providing for the Small Hall to be entered from the Doveton Street frontage through a foyer under the Main Stage, the structure is steel with brick panels, with accommodation for 1,592 persons in the Main Hall and 440 persons in the Lower Hall. The front facade faces Mair Street, set back from the building line to provide for the entrance drive-ways and kerbed gardens. Tenders were invited on a firm price basis. A young Ballarat master Builter, Walter Benbow Trahar was the successful tenderer, the contract price being 139,841 pounds. the work was commenced in 1953 and has proceeded in spite of material and labour difficulties until its completion. The following statistics are of interest:- * The foundations contained 200 cubic yards of concrete. * The constructional steel work weighs approximately 270 tons. * The reinforcing steel 47 tons. * Reinforced concrete in the structure, 1,100 cubic yards. * The approximate number of bricks in the building, 580,000. * The flooring is of selected kiln-dried hard wood and totals 40,000 lineal feet. * The dimensions of the Main Auditorium, 100ft by 86 ft, including the side promenades each 82ft by 13ft. *The Main stage, of reinforced concret with parquette finish measures 62 ft by 40ft. *The floor area of the Lower Hall is 74 ft by 38 ft, and has a stage dimensions of 40ft by 20 ft. * Each hall has independent heating and ventillating systems. Where possible the material in the building was furnished from local business houses. The public address installation, which provided for additional microphones, is on the main Stage. There is inter-communication throughout the building connecting the front office, with the bioscope box, the stages in both the large and lower halls, and the Hallkeeper's residence. Local craftsmen have completed the painting, plaster work, and the electrical installation; local produced materials being used in the construction of the buildings with the exception of the timber for the Main Floor, the roofing and the structural steel. The City of Ballarat Councillors in 1956 were Councillors N. T. Callow, F.J. Cutts, K.C. Webb, W.E. Roff, O.W. Curnow, F.T. Woodward, Allan C. Pittard, A.W. Nicholson, J.A. Chisholm, G.L. Scott, F.W. Oliver, A.D. Mason. The Town clerk was H.R. Maddern and the City Engineer was G. Murrowood. A City of Ballarat Council meeting of 25 September 2013 voted to demolish the Ballarat Civic Hall. The Council heard from nearly 50 members of the public during a marathon six-hour meeting. Councilors John Birt, Des Hudson, Amy Johnson, Josh Morris, Peter Innes, John Philips supported the motion to demolish Civic Hall. We are proud of the work executed by a Ballaarat Master Builder whose work is a monument to the City's craftsmen. I feel I should also remind this assembly that the women of Ballaarat, back in 1951, provided funds which have been applied in the purchase of a Grand Piano and two Upright Pianos which are now installed in this building. The sincere hope of myself and your Councillors is that this Hall and its amenities will prove of immense value to the development of the cultural and artistic tastes of this community and that it will be freely used for these and many other purposes. From now on this magnificent building and its furnishings and equipment will be available to all. I strongly exhort you to use and protect it. Eltham Town Park was partially constructed on a tip site. The park and lake were landscaped in 1973-1974. As early as late 1980 a proposal to rename it Alistair Knox Park was met with significant community resistance with a petition of 1600 signatures against however Council ultimately pushed the name through in 1987. Many residents continued to call it Eltham Town Park for some years later. Nicholas West 1988 Entrant No. 66 Ref: Series 34, Items 82-86 SHIRE OF ELTHAM COMMUNITY PHOTOGRAPHIC SURVEY Photography is an artform which many of us practice, sometimes purely for artistic pursuit, sometimes to record the people and events in our lives. In 1988, as part of a local Bicentennial project, the Shire of Eltham conducted the Eltham Community Photographic Survey. Up to 100 entries were to be selected by a panel of photographers for entry into the Eltham Photographic Survey Exhibition. Entries had to be submitted by May 13, 1988. Entrants whose images were selected for the exhibition were contacted and requested to further submit an entry form providing entrant’s name, area of residence, age, and proposed captions. These details were then used to produce labels for the exhibition mounts. Where negatives had not been supplied, these were requested to support the display of printed enlargements mounted on 10” x 8” cardboard. The mounted prints were made available post exhibition for sale at $8.50 each for colour prints and $7.00 for B&W prints. Residents in the Shire were invited to collect a free roll of film and take a photograph of what they either liked or did not like about the area. A total of 160 entrants submitted multiple entries for the exhibition. Of those selected for exhibition, entrants ranged in age from 9 to 70 years. All custom colour and black and white printing for the exhibition was completed by Wattle Studios of Eltham. The Eltham Photographic Survey was jointly auspiced by the Shire of Eltham and Wattle Studios, of 953 Main Road, Eltham. The Eltham Community Photographic Survey collection is significant to the local community as it was curated by the local community - ordinary people of all ages - representing what they liked and did not like in the area where they lived. It represents an unfiltered representation of the Shire of Eltham as it was in 1988. It also represents one of many projects as part of the national programme of events and celebrations to commemorate the bicentenary. SHIRE OF ELTHAM COMMUNITY PHOTOGRAPHIC SURVEY Photography is an artform which many of us practice, sometimes purely for artistic pursuit, sometimes to record the people and events in our lives. In 1988, as part of a local Bicentennial project, the Shire of Eltham conducted the Eltham Community Photographic Survey. Up to 100 entries were to be selected by a panel of photographers for entry into the Eltham Photographic Survey Exhibition. Entries had to be submitted by May 13, 1988. Entrants whose images were selected for the exhibition were contacted and requested to further submit an entry form providing entrant’s name, area of residence, age, and proposed captions. These details were then used to produce labels for the exhibition mounts. Where negatives had not been supplied, these were requested to support the display of printed enlargements mounted on 10” x 8” cardboard. The mounted prints were made available post exhibition for sale at $8.50 each for colour prints and $7.00 for B&W prints. Residents in the Shire were invited to collect a free roll of film and take a photograph of what they either liked or did not like about the area. A total of 160 entrants submitted multiple entries for the exhibition. Of those selected for exhibition, entrants ranged in age from 9 to 70 years. All custom colour and black and white printing for the exhibition was completed by Wattle Studios of Eltham. The Eltham Photographic Survey was jointly auspiced by the Shire of Eltham and Wattle Studios, of 953 Main Road, Eltham. The photo depicts one shift of mine hands at Hanlon Consols Mine Rokewod in 1901. ist on the left is George Edgar Yung. George was born in Ararat the son of Yohann Godlip and Christina (b Weller)Yung. They lived at Happy Valley near Linton. and Piggoreet. Yohann was a miner and died in the All Nations Mine collapse at Derwnt Jack's in 1877. Interesting to note in the following information that the Hanlon Consol mamager, William Maughan was also the manager of the Try Again Mine in Piggoreet. He was also on the six man school committee of Piggoreet Common School No. 726. (Is this why George Yung ended up working in Rokewood because of a previous connection at Piggoreet? George married Clara Emma Smith from Happy Valley and worked in a mine at Allendale. They later moved to Yendon) About the Hanlon gold mining company near Rokewood. 1901 - Information Bendigo Prospecting Club, 21/08/2020. Information provided once again by Peter McCarthy. Christopher Hanlon had put down a line of bores south of the Rokewood main street, looking for a continuation of the Break O’Day lead which had been worked for two or three miles with highly payable results, though in a primitive manner. Ground was being paddocked 30 feet deep and made to pay. The bores suggested the sinking would be about 70 feet and a shaft site was selected at the back of Stanbrook’s Hotel. The Hanlon Gold Mining Company was formed in March 1895 and the shaft was bottomed at 68 feet, getting just over an ounce of gold from the shaft bottom. By January 1896, the poppet heads were up, and steam plant was nearly ready. The mine produced 846 oz by September, which was not as good as expected, but they installed a second puddling machine. The mine was profitable for the next three years, with periods of prospecting and the need to install steam pumps in 1897. A second shaft was sunk in 1899, which bottomed at 86 feet on good wash and was sunk on to 109 feet. 1743 oz of gold had been produced in six months to September 1899, but the No1 shaft was let on tribute as the No2 workings were opened and machinery installed the following year. The No1 shaft tributors broke even in 1900 and in 1901 the shaft was shut down, with the No1 shaft machinery sold late in 1902. By September 1901, the mine had produced gold worth £66,124 and the No2 shaft main drive was in 346 feet, with gold being found mainly in crevices in the hard floor. Mining continued, but once the No2 shaft workings met up with the old No1 shaft workings at the end of 1902 there was not much wash remaining. The mine was let on tribute in June 1903 and a drive was put in to test deeper ground. The company was wound up in February 1904 and the plant sold. From what they discovered, the manager concluded that the mine sat at the edge of an ancient coastline and the gold was in a beach deposit. The total gold production from the mine was worth £73,294. J Lee Archer JP, shareholder, was the manager of the Bank of Victoria in Ballarat. Born in Tasmania, he came to Victoria with his parents and first came to Ballarat in 1855 as a junior clerk with the bank. He died in 1902 aged 64. Alexander J. Peacock was a legal manager and a share broker. In 1897 Peacock, born in Creswick, had been elected as one of the Victorian delegates to the Constitutional Convention which wrote the Australian Constitution. He later became a politician, state treasurer and three times state premier of Victoria and was knighted KCGM. He died in 1933 aged 72. William Maughan, director, was an English miner who came to Victoria in the 1850s and became a mine manager, managing the Try Again at Piggoreet, Ryan’s Freehold and the Madam Berry, among others. Wodonga Shire was created in 1876 when the colonial government agreed to ratepayers' petitions to have their part of the local government district severed from the Yackandandah Shire to form a new municipality. In March 1973 Wodonga was declared as the first Rural City in Australia. This was officially proclaimed by the Governor of Victoria, Sir Rohan Delacombe at an open-air ceremony in Hovell Street following a procession along High Street led by the Victorian Police Band. The first meeting of the held in the open air immediately after the proclamation. In 1994, the Jeff Kennett government restructured local government in Victoria. His reforms dissolved 210 councils and sacked 1600 elected councillors. Commissioners were appointed in their place. Wodonga’s Commissioners were Mel Reid, Des Kelly and Michael Hanson. Reforms introduced created 78 new councils through amalgamations. Gwenda grew up in Arthur Street and when she left school she was employed as an officer at the State Bank of Victoria, Chief Accountants Department, Head Office, Elizabeth Street, Melbourne. On October 20, 1937 after ten years of service, Gwenda submitted her letter of resignation effective November 26th as she was to be married in the near future to Fred Jones. Frederick Geoffrey Jones, born 7 January 1911, third son of Mr. and Mrs. W. Jones of Napoleon Street, Eltham, married Gwenda at the Eltham Methodist Church on 27 November 1937. They made their home at ‘Llangollen’, Arthur Street, Eltham, a new house Fred had constructed earlier that year opposite the Shire Offices. Their residence was recorded in the Electoral Rolls from 1963-1980 as 6 Arthur Street, Eltham which was situated on the corner of Arthur Street and present-day Commercial Place. In the 1970s their home was sold and demolished to make way for the new shops. They built a new home at the top of the hill in Bible Street. In the Electoral Rolls for 1943-1980, Frederick’s occupation was recorded as a Plumber’s Assistant. Fred was also a long-standing member of the Eltham Cemetery Trust. He was first appointed 26 April 1944 and resigned 17 July 1957 to be appointed to the Warringal and Eltham Joint Trust where he served till February 1980. He then re-joined the Eltham Cemetery Trust and served a further 14 years till his resignation on 24 August 1994. In total, Fred represented the interests of Eltham Cemetery for 50 years (1944-1994). Gwenda and Fred were blessed with a son, Frederick William Jones in March 1942. Sadly, Frederick only lived two days and was buried at Eltham Cemetery on March 11. It is not known whether his grave is marked. A second son, Geoffrey Morris Jones arrived 25 November 1944 but he sadly contracted polio as a child. A fall down the front steps of Fred and Gwenda’s new home in Bible Street culminated in Geoff’s death from a heart attack whilst in transit to the Austin Hospital on February 6, 1979, at age 34. He was also interred in the Eltham Cemetery. Geoff was posthumously awarded the British Empire Medal for his services to fire safety at the CFA. A small man, handicapped from his childhood polio, he had figured prominently in the area as an active Apex member and as group officer for the 13 local brigades in the CFA Lower Yarra Group. His work for the CFA, all voluntary, included writing a fire-fighting manual and the innovation of aerial fire spotting and weekly fire reports. Gwendoline and Fred were presented with Geoff’s B.EM. award at Government House. Four years later on the anniversary of Geoff’s death, Gwenda could not sleep and collapsed in the hallway at home from a heart attack, 6 February 1983 at age 74. She was interred with her son Geoff, at Eltham Cemetery on February 9th. Fred died 31 July 1997 at age 86 and was also interred at Eltham Cemetery.
