This file contains five items relating to Caulfield Council Visits with the Melbourne & Metropolitan Board of Works (MMBW) from 1919 to circa 1974: 1/A photo album containing photos from the MMBW ‘visit to the Headworks, Yan Yean Water Supply, Wallaby and Silvery Creeks’ from 28/02/1919 to 03/03/1919, attended by members of the Caulfield City Council. The album contains 13 original black-and-white photographs, 3 of which are of the council members. The album is accompanied by a report by Felicitie Campbell, written 11/2008, about these visits. 2/A publication from the MMBW documenting its review of operations for 1973-1974. The report contains information about water supply, sewerage and drainage infrastructure completed or in progress during this period including infrastructure in Caulfield, Ormond, Carnegie and Bentleigh. 3/A periodical feature from the MMBW titled ‘Living City’, issue no. 16, Spring/Summer 1974. Included in the article titled ‘Program’ is a notice that construction will continue on the Elster Creek drain from Thomas St. to Wheatley Road, McKinnon. The periodical also includes the names of commissioners W. R. Walters from Caulfield and G. R. Bricker from Moorabbin (back cover). 4/2 maps and 1 information booklet from the Thomson Project Open Day attended by Felicite and John Campbell as representatives of the Caulfield City Council. This was an annual MMBW open date. This file contains 13 official documents pertaining to the Rotary Club of Caulfield: 1/A typewritten copy of the constitution of the Rotary Club of Caulfield (undated). Said document is essentially an instruction manual detailing how the Club is to be administered and the duties of officials. 2/A page (unclear if intended for use as a poster or letter) announcing a Business Persons Breakfast to be held at St. Anthony’s Parish Hall on 19/11/1986, wherein Jeff Kennett, M.L.A., Leader of the Opposition of the Parliament of Victoria, will deliver a speech titled ‘Responsibility Before Rights’. 3/A booklet announcing the 25th anniversary celebration of the Rotary Club of Caulfield, to be held at Tudor Court on 24/02/1987. Contains the menu, national anthem, programme, and two lists – one of the founding members of the Club and one of the extant members of the Club. 4/Two copies of a booklet announcing a dinner, to be held at Tudor Court on 10/11/1987, wherein charter will be presented to the Rotary Club of Caulfield-Rosstown by District Governor Ian Knight. Contains a list of extant staff, the menu, the programme, a description of the history of the ‘Wembley Wheel of Friendship’, a list of charter members, and an account of the etymology of the name ‘Rosstown’. 5/Two copies of a page featuring four items of relevance to the Rotary Club of Caulfield. The first is an article (titled ‘Rotary scholar makes it’, author unspecified, source unspecified, undated) about Club scion Mark Collard receiving an MBA from Clarkson University. The second is an article (titled ‘New Caulfield Rotary’, author unspecified, source unspecified, undated) about the presentation dinner to which item 7 pertains. (This article is not present in its entirety, trailing off at the end.) The third is an announcement of a ‘progressive dinner’ to be held on 28/11/1987, also containing an announcement of a bicentennial conference to be held on 19/03/1988. The fourth is an announcement of what appears to be the initiation of some sort of historical re-enactment, the proceeds of which will fund the Rotary Club’s ‘Polio Plus’ project. A title (‘A Long Haul Through Caulfield’) suggests this item may be the header section of an article about said event, but if so, the remainder is not present. Contains three black-and-white photographs; one of Collard with an unidentified woman (presumably his wife), one of Club President Howie Dunlop congratulating Charter President Geoff Oscar, and one of some men riding on a horse-drawn cart. 6/Two copies of a booklet announcing a President Changeover Dinner, to be held on 28/06/1988. Contains the menu, programme, and a list of extant members. 7/Two copies of the weekly bulletin of the Rotary Club of Caulfield, dated 28/06/1988. Contains lists of faculty, notification of the Club’s decision to admit women, notification of upcoming events, a biography of guest speaker Fred Epstein, and a list of the times and places of alternative meetings. 8/Two photocopied statements of the receipts and expenditure of the Rotary Club of Caulfield, one for the period 01/10/1989 – 30/06/1990, and one for the period 01/07/1990 – 27/08/1990. 9/The photocopied minutes of a New Members Committee Meeting of the Rotary Club of Caulfield, dated 02/08/1990. Objects of discussion include fundraising methods and application of funds. 10/A booklet announcing Change Over Night, dated 21/06/1994. Contains the programme, menu, national anthem, and a list of extant faculty. 11/4 unbound pages announcing the winners of the Rotary Youth Photographic Awards, dated 1995 (a more specific date than this is not given). Frank Wright wrote the following tribute to Percy Campbell which was printed in the Ballarat Courier. "With the passing of Percy Campbell, Ballarat has lost its best known and most distinguished musician. His was no ordinary talent, but an inborn musicianship touched with genius. He was a critic of the keenest perception and many able musicians sought his advice on technical matters over a wide range. His ear was of the most sensitive kind, and among his unusual accomplishments was that rarity among musicians, "absolute pitch." Those of us who knew him well will reflect with pride that we were privileged to journey with him for a little while along life's highway. Percy Campbell belonged to Ballarat, and to Ballarat's music. He was part of the city itself. Dana Street Primary School still educates children in Ballarat. The old bluestone section of the school has been used as an early campus of the Ballarat Junior Technical School, as well as a campus of the Ballarat Teachers' College. In 1856 a printed notice was distributed around Ballarat announcing that Mr and Mrs C. Marin were opening a school in Doveton Street on 12 January 1857. The National School, supported by the Church of Christ, opened with 80 pupils, and attendance was between 9am and 12 noon, and 1pm and 3pm. On 12 March 1859 James Oddie, Peter Lalor, Dr James Stewart, Robert Lewis, J.B. Gray and C.J. Ballarat Teachers' College was opened on may 4th, 1926, at S.S. 33, Dana Street, with an enrollment of sixty-one students, its original staff consisted of the Principal, Mr W. H. Ellwood, M.A., m.Ed. (Chairman of the Teachers' tribunal from its inception in 1946 until 1954), Miss A. Bouchier, B.A., and Mr A.B. Jones, B.A. (Lecturers). In 1927 Miss P.A. Hamano joined the staff. Teaching practice and special rural school work were carried on in schools in or near Ballarat - drawing, crafts and singing were taught by local teachers. In 1927 the college moved to the old Ballarat East Town Hall (remodelled for their use) in Barkly Street. During 1927 the numbers in the College were augmented by twenty-six Manual arts students who had formerly received their training at Ballarat High School. Manual Arts students continued till 1930, when, on grounds of economy, their training was concentrated at Melbourne Teachers' College.\During the four succeeding years approximately sixty students annually entered the primary course. Inclusive of Manual Arts students, and private fee-paying students, exactly 400 trainees passed through the college in its brief span of life (1926-1931) Fourteen years were to pass before they were again opened to students on February 2nd, 1946. The college was re-commenced at S.S. Dana Street under the guidance of Mr W.F. Lord, M.C., M.M., B.A., Dip.Ed., (Acting Principal 1946-1950), and a staff consisting of Miss E.B. Hughes, B.A., Dip. Ed., Mr C.B. Bryan, B.A., V.Com., Dip.Ed., Miss M.H. Miller, L.Mus.A., and Miss G. Kentish, Dip.Phys.Ed. The opening ceremony was performed by the Minister for education at that time, the Hon. F. Field, M.L.A., accompanied by the Hon. T.T. Hollway, M.L.A., and the then Director of Education, Mr J.A. Seitz. It was originally intended to cater for women students only (for whom 130 Victoria Street was purchased as a hostel) but, at the last moment, men were also accepted. A co-educational college was thus set up instead, and has continued as such. The original Staff has been considerable augmented, and the number of Students has been more than trebled. 1951 saw the introduction of the two-year course, successful students being presented with the Trained Primary Teachers' Certificate at the final College assembly each year. In December, 1855, College held its first Graduation Ceremony, with its own Graduation hymn, the words of which were written by Miss C.M. Canty of the staff. Mr Ellwood, former Principal,delivered the occasional address and presented the Ellwood Prize to the outstading student of the year (Mr C.P. Handreck). Students who had successfully completed the course received their certificates from Mr E.B. Pederick, Chief Inspector of Primary Schools. College accomodation having been strained for several years, it was pleasant news when tenders were called in July, 1956, for the building of the first section of the new Ballarat Teachers' College in Gillies Street, near the Botanical Gardens. At the beginning of 1958 the new College was occupied, and staff and students have appreciated greatly the appointments and cacilities of the new buildign. In 1968 the three-year Diploma Course began, co-existent with the other courses which will continue during the transitional period.
