The Ballarat Technology Park is associated with Federation University Australia. The first stage commenced on 03 August 1989 when the first sod was turned by Hon, David White, Minister for Industry, Technology and Resources. At the time I was a Buninyong Shire Councilor and as such I was Buninyong's representative on the then Ballarat Development Committee. At one of our meetings we received a request for information on a suitable site for a technology park. The requirements were for a site adjacent to a tertiary institution, secluded for security purposes and large enough to contain such a development. The next morning I contacted our Shire Engineer at the time, Newell Barrett and we drove around the area we both agreed that the current site was the most suitable we saw to meet the requirements. At the time it was owned by George Morrison. however the original enquiry to the B.D.C. came to nothing but the Shire Council and the B.D.C. decided to investigate the possibility of the site becoming a technology Park and information was collected. At about this time Mr Morrison put the property on the market and it was bought by a Ballarat builder, Mr John Beaumont, with the idea of developing it as a residential area. Council then arranged a meeting with Messrs Morrison and Beaumont to discuss the matter. I remember Mr Morrison saying he did not care what was done with it he just wanted to sell it and move down to the coast. Mr Beaumont, on the other hand, said he wasn't ready to retire yet and the idea interested him. As a result a committee consisting of the B.C.A.E., B.D.C. and Buninyong Shire Council (and Mr Beaumont) was formed to plan the development and rezone the area to technology park. It was previously zoned residential land and would seem to have been suitable for sub-division and residential development - its close proximity to the College being a major factor in its favour. The point of this is if Mr Beaumont had insisted on pursuing his original plan and had opposed the rezoning, I am quite confident he would have won an appeal at the A.A.T . (Administrative Appeals Tribunal - forerunner of V.C.A.T.) and the I.T. centre would not have got off the ground and the area would be covered with houses. But Mr Beaumont did go into the project with enthusiasm and the first stage was commenced on the 3rd August 1989 when the first sod was turned by Hon. David White, the Minister for Industry, Technology and resources (See the Courier 4th August 1989) Mr Beaumont went overseas to study similar parks and look for tenants. Unfortunately government did not support the project as they have now and apparently Mr Beaumont was ahead of his time for the private sector so Mr Beaumont could not continue the development and the site eventually passed to the College. I personally think more could have been done ... The work done by the Buninyong Shire Council and Ballarat Development Committee seems to have been forgotten as according to the Courier December 21, 2000 we are told the Park opened in 1995 as a joint venture between the City and the University. As a former Councillor said to me on the day "What happened to the plaque David White unveiled in 1989!" If there is any other information you want, please contact me. Richard and Amelia (Job) Vincent arrived from Cornwall in 1855. richard was a farmer at Warrenheip. Their children were Richard, Mary, Thomas Job (died in infancy), Thomas Job, Annie, Emily, Selina, Amelia, Ada and George. Annie Vincent married Edward huggins in 1884. Their children were Edith, Robert, Ada, George, Stella, Roy, Lillian, Harold and Ronald. William Ward 1820- 1908 was born in Norfolk and emigrated with his wife Ann Ostler aboard the SS Kent in 1853. The voyage took 77days. William Ward JP was a prominent figure in East Brighton . William was elected to the Moorabbin Road Board in 1863, JP at Cheltenham Court, and Shire President 1875-82. He was appointed Post Master at East Brighton in 1865 and held the position until his death in 1908. William's Municipal career extended over 30 years and the 'Southern Cross Newspaper Brighton paid him tribute in the obituary January 25th 1908. William and Anne Ward had 10 children but only 5 survived. Elizabeth Emma Ward 1963- 1921, their eldest child, married Henry Box 1839-1913 and they had 9 children but 2 died in infancy. Henry Box purchased land in Tucker Road East Brighton (Bentleigh) 1870 to establish a market garden . WW1 1914 - 18 both John and Mary Ann supported local War Relief Auxiliaries and their son Vic served as a Signaler in AIF. As Motor transport was increasing 1926 J L Smith built a small Garage on the opposite corner (Woolworths Supermarket 2005) , employed a good mechanic ( Reg Hunt ) and developed another successful business. The Grain Store was managed by family until 1930. In 1932 JL Smith assisted a man whose car had broken down, pushing it to the garage and sadly suffered a heart attack and died. He is buried in Cheltenham Cemetery. A fire was lit in a stone pit and a large tub of water boiled. Soap that had been made, usually in the previous Autumn, from fat drippings and caustic soda, was flaked into the tub to form suds. The clothes were moved around in the tub with a long wooden paddle that was also used to lift the clothes out of the tub into another tub of cold rinsing water..Stains were removed by scrubbing soap on the cloth against a scrubbing board. Clothes were wrung by hand or a mechanical wringer and hung on the clothes line to dry. Standing alongside the hearse is Mr Wally Rose. In front him is Mr Clarrie Judd, father of Mrs Clarice Whitehead. At the front of the procession are two Church of Christ Ministers. On the right is Mr Daniel Wakefield, who was minister at the time. On the left is Mr Mudge who was the previous minister. The man wearing collars are members of the Star of Moorabbin Order, of the Sons of Temperance Friendly Society. Others are elders from the church. Some of the names are: Mr George Brough, Mr Horace Brough, George Roberts, Tom Tilley, and Frank Martin. The house in the photograph was the home of Mr and Mrs Fred. Judd. The picket fence was at the front of the Church and the Cypress hedge on the right, was the home of Mr Chas. Fairbank, now the Church Manse grounds.Frank T Le Page arrived in Cheltenham, ( Two Acre Village) aged 3 with his father Nicholas Le Page , a tailor from Guernsey in the Channel Islands. Nicholas purchased one of Holloway's two-acre lots and established a market garden. Frank T Le Page worked on his father's market garden from age 14, then worked as a coachman and met Tommy Bent whilst employed at Brighton Grammar School. He bought land adjacent to his father's , built Daphne Cottage in 1876 and later established the Cheltenham Cream and Butter Factory. Frank T. Le Page was member of many community groups and was a Moorabbin Shire Councillor for 25 years serving a term as President. 'The Le Pages became one of the best known Moorabbin market gardening families, with a tradition of service to communal and civic affairs that is unmatched.' The City of Kingston then took over the area south of South Road while City of Glen Eira took the area to the north Kingston City Council possesses the original Mayoral Chain of former City of Moorabbin and it is displayed on the Moorabbin Mayoral Robe at KCC Office Cheltenham for the Annual Opening meeting of KCC in February . 2018 The Moorabbin Mayoral Robe was sent on 7 year loan to KCC for display at Cheltenham with the former City of Chelsea and former City of Mordialloc Mayoral Robes.Since the 1960s far-sighted community members have generously donated many significant items to the ‘Box Cottage’ museum, specifically to provide future generations with a fascinating, and tangible insight into day-to-day life from the 1800’s and up to the mid 1900's. Moorabbin City Council supported their efforts until the Amalgamation of Councils 1994. At a public meeting in January 1917 the residents of the Shire of Moorabbin decided to appeal for funds for the purpose of erecting a memorial to the memory of the late Councillor William George Burgess, who died on 29 November 1916. The committee that was formed to oversee this project described Mr Burgess and his accomplishments: “Mr Burgess served the Shire of Moorabbin in the that capacity faithfully and will for upwards of 35 years. Mr Burgess was a resident of the shire since early boyhood and all through life either initiated or identified himself closely with every movement for the advancement of the district. The acquisition of the Bentleigh Reserve is evidence of his untiring energy and zeal, and it is now proposed to erect a brick pavilion thereon as a monument to the memory of one who had striven to leave the world, and the district in which he resided, a little better than he found it.” The “Burgess Memorial Pavilion” was opened on 13 October 1917. The pavilion was built of brick, with tiled roof, containing two rooms, one 12ft x17ft, the other 12ft x 9ft, a spacious verandah, supported by brick pillars was provided on two sides of the building. Unfortunately the Burgess Pavilion burnt down in June 1928. William Burgess was a Councillor for the Shire of Moorabbin for over 35 years, during which he was the President for five terms. William was a market gardener in Mackay Road, Bentleigh. The following history of the Young family and their descendants who lived at the Springs is provided by Phil Wilkin. His Great Grandparents were Frances Young and August Wirth. Phil has also provided notes on the Wilkin Family and some history of the gold mining in Sedgwick. Frances Young's parents Joseph and Margaret Young owned the property called "The Old Place, Preston Vale or Wellington Flat" at Sedgwick near the Springs. Joseph Young owned and Managed the Standard Brewery which was located at Campbells Creek during the late 1800’s early 1900’s. Joseph and Margaret are buried in the Harcourt cemetery. In 1880 August Wirth lived at Mosquito Creek (Lake Eppalock, Victoria) when he married Frances Young. In 1902 they moved to part of Joseph Young's property. They milked cows and sold cattle for a living. One of their children Charles Wirth (Phil Wilkin's Grandfather) bought the land in 1935 after his parents had died. Charles Wirth was a councillor and also was president of the Shire of Strathfieldsaye. The "Old Place" was part of the property owned by members of the family. The old house at the Springs was burnt out by bushfire in January 1944 and much of the stonework was later vandalized by campers. The original Coliban Water Works were designed in 1863 by the Irish engineer Joseph Brady. The system included 70 kilometres of open water channels, aqueducts, syphons and tunnels to carry water (by gravity) from the Coliban River at Malmsbury, north to Castlemaine and Bendigo. Sedgwick is a locality in Central Victoria, Australia. It is located in the City of Greater Bendigo. Facilities include a public hall that opened in 1958 and CFA Rural fire station. It was named Upper Emu Creek until 1901 when it was renamed as Sedgwick after British geologist Adam Sedgwick.Twenty nine photos taken on a field trip by the Bendigo Historical Society to "The Springs" on the main Coliban water channel from Malmsbury to the Sandhurst Reservoir in Bendigo. The water race descends through a concrete chute, and continues sharply around the contour of the hills. Once it descended into a syphon across the gully. The are 182 photos in this series and can be found at 8683.1 to 8683.11. The series also includes photos of the surrounding farming land and the remains of an old house.
