Library Development The library building has been designed to reflect its parkland setting. External features include: the roof which includes interesting aspects when viewed from Main Road; verandahs which provide ramp access and give a sheltered entrance to the building; walls which feature locally-made mudbricks, conventional bricks and copper panels; and space for an outdoor courtyard/reading area which will be developed later. Internally there are a number of features. The building includes a foyer with a fireplace suitable for displays including artwork; a community multi-purpose room suitable for meetings or functions and an outdoor cafeteria. The ceilings are lined with Victorian Ash. The shapes for the ceiling give a free flowing form to the building. Brush Box has been used for the circulation and information desks. The tree trunk columns are Grey lronbark from New South Wales. Arches and and various-shaped windows add interest to the internal structure. The carpet design reflects the Eltham environment and compliments the natural colours and timbers used in the building. Tiles by artist Felix Bosari feature in the building and additional art by local artists will be added externally and internally to the building. The library floor area is approximately 1200 sq metres and houses a collection of 50,000 items. The community multi-purpose room, foyer and community display area totals approximately 300 sq metres. These areas will be available to the community for such events a~ meetings, displays, classes, functions and art exhibitions. The Toy Library and Adult Literacy Group will also be based in the new complex. Minutes of the Kangaroo Ground War Memorial Bazaar Committee, 1922-1926 EDHS Newsletter No. 123 November 1998 PRESIDENT'S REPORT ACQUISITION FROM NILLUMBIK SHIRE'S MEMORABILIA Recently found in a storage box of old Shire of Eltham items was a school size, blue lined black covered writing book. It is recognized as the minute book and cash receipt book of the period 1922-1926 when the Memorial Park Committee, who it seems were part of the Shire of Eltham Soldier's Memorial League, was requested to raise funds for building the Shire of Eltham War Memorial Tower at Kangaroo Ground. History tells us that the tower, which is currently being refurbished, was officially opened by the Governor General of Australia, Lord Stonehaven on 11.11.26. The ladies invited to the first meeting at the Shire Hall did so on 21st September 1922. The minutes book reads: Present: Mesdames Bell, Bourchier, McMahon, Gosling, Cockcroft, Wraight, E Coutie, R Rogers, A Jones, AH White, Davies, Everitt and the Misses Lacey, Harris, N Weller, Gosling, Bell and D and G J Bourchier. These people became the Kangaroo Ground Memorial Bazaar Committee along with others named at further meetings. They conditionally accepted the role of raising funds, their condition being that the Bazaar Committee be given representation on any committee empowered to deal with the memorial in proportion to the amount of money raised by the bazaar'. Letter, (H9), 1937
These two letters discuss the secretarial requirements of Legacy in the 1930s. One is a letter to Legatee Os Gawler outlining the costs incurred by the Board of Management General Fund for the past 3 and half years that related to the secretarial fees of Miss Wheeler and stationery and phone expenses. It was written in response to a request by the President. The second letter shows there was a resolution a couple of weeks later that the Board moved to appoint a sub committee. The sub committee consisted of Legatees Gillespie, Russell, Cremor, Parkes, Birrell, Kemsley, Meldrum and Gawler. The sub-committee decided that the co-ordination of the club was best served by a paid male Assistant Secretary and Employment Officer who would be responsible for all the administrative and employment work, assisted by a typist. Also that when that was enacted the services of Miss Wheeler and Mrs Andrews were no longer required. These documents show that the club had recognised the need for paid assistance in their administration. The notation H9 in red pen shows that it was part of the archive project that was trying to capture the history of Legacy. Letter, We present our report on 'Reciprocity in Business' (H12)
A letter to the President of Melbourne Legacy from a representative of a sub-committee. The pencil mark on top of first page could imply it came from Legatee Stan Savige. Date is not known, the first section refers to a resolution of the Board of Management in 1930. That resolution was 'That members of the Club make every effort to influence trade towards Returned Soldiers in business, particularly fellow members, and accept every opportunity at this juncture to carry this into effect.' The rest of the report is a discussion on the impact of this resolution and how it can be made effective in the working of the Legacy spirit. It is possible the report is incomplete as it ends abruptly on page 5. The notation H12 in red pen shows that it was part of the archive project that was trying to capture the history of Legacy. In the report on the work of Legacy in 1953 (see item 01491) it was mentioned that the education of Legatees was seen as something that needed to be addressed and a formal induction process with proper training would be necessary. A two page report was included as attachment 'C'. This is the report. It mentions the Board of Management decided to inaugurate a course of classes, over six Monday evenings. The topics covered: 1) The structure of Legacy and the nature of contact work. 2) Welfare Committee and Welfare assistance available from statutory sources. 3) Education and Employment Committee 4) Residences, Housing and Accommodation, Camp and Holidays Committees. 5) The Medical, Dental, Boys' and Girls' Group Committees. 6) Personnel and Comradeship. Berg dated 4th October 1974 to A.Quayle, Esq., Chairman of the Housing Steering Committee in which Legatee Berg confirms the completion of the Stage Two design for Blamey House. The plan was to be submitted to the Board of Management. Costs of $170,000 were estimated and the plans would also have to be submitted to Kew Council, which Legatee Berg undertook to do. Photograph of President A. P. (Tony) Norris who was President of Melbourne Legacy in 1990. Appears to be a professional photo taken for use in publications during his term as president. The photo appeared in the President's Highlights report in 1989 to introduce him as the new President. The caption mentioned 'Tony Norris was born in melbourne and now lives with his wife Barbara and two daughters in Essendon. Working at the MMBW in 1966 he was conscripted and joined the 7th battalion R.A.R. Between 1967/68 he saw active service in Vietnam and on return from service rejoined the Board of Works. He is currently Director of Human Resources of that organisation and joined Melbourne Legacy in 1972. The place shown on the photo still has an important relevance for the local history in Launcestown Tasmania. This place represents one of the most relevant touristic places of Tasmania and brings to the local government a very good amount of income for local developments and self management of the place. The date of this postcard is unknown but probably around 1980 as this place apparently was opened by 1979. Letter from the Junior Legacy Club dated 19 April 1943 recording a request to the Treasurer of Legacy for a cheque of £100 to be drawn in favour of Holmbush Committee. Holmbush was the first hostel for children that Legacy started and operated from April 1943. It was later renamed Blamey House after another hostel called Blamey House was closed. Melbourne Legacy ran three residences: Blamey House (purchased 1947) , Stanhope (purchased 1945) and Harelands (purchased 1950), to take care of children whose fathers were servicemen, and who may have been left orphans, or whose mother may have been unable to care for them herself. Harelands accommodated boys and girls under the age of 14, Blamey House looked after boys over 14, and Stanhope looked after girls over 14. The general public was fascinated by the nightly 'Penguin Parade' on Phillip Island. Many articles have been written about the birds and the Penguin Parade attraction since the 1930s. So many people spent their summer holidays on Phillip Island in one of the many guest houses, then caravan parks and holiday homes and a visit to the Penguin Parade by them and their visitors was very common during their holidays. Articles tended to be a mix of basic penguin behavior information and anthropomorphic descriptions. Accompanying photographs were almost invariably taken by flashlight (now illegal), or of penguins taken from their burrows during daylight hours for photo opportunities. This article, written in the 1950s, describes the management of the Penguin Parade at that time as being run by the Penguin Preservation Committee. This was before the Phillip Island Council took over running the Penguin Parade. The article provides evidence of the level of knowledge about Phillip Island's Little/Fairy Penguins at this time. Due to increased numbers of tourists in the post-World War Two era, and the increased popularity of the Penguin Parade, without sufficient public education or protection of the penguin habitat, many Little Penguins perished during the 1960s. Trampling, unsupervised interference with the birds, unrestricted access to their dune habitat, plus predation by foxes, cats and dogs, led to most of the rookeries outside of the Summerland patrolled areas - such as on the west and north Phillip Island coasts, and parts of the south coast - being obliterated by the mid 1970s.this article is highly significant as it was published shortly before the establishment of the Phillip Island Conservation Society Inc in 1968, which commenced agitation to make management of Crown Land by Phillip Island Shire Council and government bodies accountable for protection of wildlife habitat on Phillip Island.photocopy of newspaper cutting. Premier Bolte is described as "A great advocate for tourism". In 1885, at the instigation of James Oddie, the Government reserved three acres (about 1.2 hectares) for an observatory in Cobden Street, Mount Pleasant, originally known as the Ballarat School of Mines Observatory. In March 1886 a committee was appointed for the care, protection and management of the reserve. Captain Baker, a retired sea captain, was invited to become the first Superintendent of the Ballarat Observatory. Six colour photographs of the stained glass windows in the Ballarat Observatory. The first stained glass window was installed from around 1915-16, and were probably associated with John Brittain.
