This report highlights the ongoing need to review and if necessary update and change policies and priorities if need be. The report explains that to provide recommendations and suggestions three working parties were established with two Legatees in charge of each group. In group1, 47 Legatees were involved, group 2&3, 59 Legatees involved in each group. Each group had a budget to work to and designated areas of Legacy activities to investigate and report on e.g. group1 would report on Accommodation, Housing, Handicapped Dependants, Firewood - refer to appendix A. Reports and suggestions are made in appendix B. Some recommendations suggest that Legacy and Legatees do not cease providing services but refer suitable applicants on to similar activities with other organisations if the need arises. This was due to declining numbers of Legatees to supervise, and those under the care of Legacy to paricipate. Due to declining numbers of Legatees and the number of families requiring help in certain areas, the report shows that Legacy needs to alter the way in which it delivers some of the services to Widows and families but still maintain the services that Legacy has provided previously. A lawn bowls contest in 1993 held at East Malvern RSL lawn bowls Club. Melbourne Legacy held regular bowls tournaments for Legatees. Some events were as a fundraiser for Legacy and well as a social event for legatees President Stevenson is seen in two of the photos with a dark red tie. A special luncheon was held for World War 1 widows as a lead up to "Legacy Week". Legatees dressed up as moustached waiters to add a bit of humour to the day. Due to its success it was held for a number of years. In 1994 the author Patsy Adam-Smith was a personality of the year helping to promote Legacy. She attended the lunch and in one photo is with Legatee Eddie Jowett and widow Mollie Thiele (red jacket). Legatee Eddie Jowett led the Legatees in singing to the widows. There was also a pianist and a female singer attending. Two legatees reading a song sheet are George Standish and Maurie Lockwood. Legatee Lucky Luscombe can be seen in a false moustache posing for the camera. Also a photo of the hard work being done in the kitchen. Audrey the kitchen lady is obscured at far right. It appears to be Joan Miller with her back to the camera, and Sue Sargent (a widow who helped a lot in the kitchens) is on the right hand side. Other ladies names in the photos are not known. The following year more Legatees followed Lucky's lead and wore false moustaches to provide entertainment. Legacy have many programs to send young junior legatees on activities, camps and outings. The photos show a girl trying archery at a camp, one photo has Meiling beside the girl. There are photos of several junior legatees attempting archery from the same event (items 03101 to 03105). There are photos of the same children trying abseiling. An article written by Legatee Bill Rogers about volunteers, led by Beryl Billing, who process used stamps for sale to fundraise for Legacy. The article may have appeared in the Bulletin. It acknowledged the huge amount of work Beryl had done over the years. Beryl's husband was a Legatee with Dandenong/West Gippsland Group (now called South Eastern). Beryl started the stamp group in February 1981 and over 27 years the stamp group raised $208,698. Copy of a letter dated 1st September 1970 from C.A. Gordon of George G. Henderson Pty Ltd (Auctioneers) and addressed to Legatee Rossman (sic) (Legatee G K Rosman was chair of the Residences Committee in 1969 and an active Legatee from 1957-2013). The copy was directed to Hugh C.G. Rodgers (Legatee from 1964-96) according to the With Compliments slip attached. In the letter Gordon mentions a booklet (missing) about accommodation for single women which the YWCA in Great Britain maintained, and which they were hoping to provide in Australia. He also suggested that Legacy might wish to contribute to the project. Operation Float was an event run by Melbourne Legacy to take Junior legatees on an outing. It could have been to naval boats such as HMAS Cerberus or to a Yacht club. It gave the junior legatees the opportunity to see a naval boat in action or try sailing. One of the earliest camps held for Junior Legatees, showing tents, charabancs and fashions of the day. Legatee Stan Savige had a property in the Balnarring area and some camps were held on his property. Names noted on the back of the photos include: Pat Hanna, Aaron Beattie, Stan Savige, Sandy Lowe, Bill Pearce, Lyn Rule, Donovan Joynt, Carl Carleton, George Collins, Bill Pearce, Rupert Hely, Norman Stafford. Some of these were founding legatees. Melbourne Legacy provided camps for junior legatees - the children of deceased servicemen. It started in the early years of Legacy with outings to the property of Legacy founder, Legatee Stan Savige, who had a place in Balnarring. Permanent camp buildings were built in the 1930s. An album of newspaper clippings and photos compiled to thank Legatee Philip E Potts when he was leaving Melbourne in 1928. L/ Potts was president of Legacy in 1927-28. The album was compiled by Legatee Frank Doolan. The articles included the first annual demonstration being held on 28 March 1928 with 300 junior legatees performing. Legatee Aaron Beattie was in charge with help from Mrs Gillies and Jim Tierney. Also articles about the proposed building of the Shrine of Remembrance and the appeal for funds. One page shows pictures of a social event held on the Burns Philp ship 'Marella'. Another photo of Marella is in the collection. Legatee Potts was manager of the old-established shipping firm Burns, Philip and Co Ltd. He also was president of the Melbourne 'Highland Pipe Band, a councillor of the Melbourne Scots and English Speaking Union, and a member of the Rotary Club. A pair of cufflinks with the Legacy symbol. It is not known if they were produced to sell during Badge Week or whether they were are gifts to Legatees or former Junior Legatees. The badge of Legacy is the Torch and Wreath of Laurel. The Torch signifies the undying flame of service and sacrifice of those who gave their lives for their country. The Wreath of Laurel is the symbol of our remembrance of them. Diamond jubilee cufflinks were issued for Legatees to purchase in 1983. Newspaper notices from 1990 on the death of Legatee Morrie Tonkin. Morris John Gladhall Tonkin was 97 years old. Legatee Tonkin was president of Melbourne Legacy in 1952. He received his certificate of 50 years service with Legacy in 1989. The information was part of an album of past presidents from 1965 to 1989. The folder included biographical details and obituaries, eulogies and death notices of prominent Legatees. Legacy celebrated its Centenary in 2023 by conducting a Torch Relay from Pozieres in France, to London, and around Australia, ending in Melbourne. This uniform was used by Legatee David Kelly on 12th and 13th October who donated it to the archive. Legatee Kelly is a Past President of Melbourne Legacy 2000, Past Chairman of Legacy Coordinating Council 2009/10. Legatee Kelly was the ML representative on the Board of Legacy Australia Inc in October 2019 when the initial decision was made to investigate the possibility of conducting a relay to commemorate Legacy’s centenary. Legatee Kelly together with the Hobart Legacy representative were Co-Chairman of the Centenary of Legacy Committee reporting to Legacy Australia Inc. On 12th October 2023 Legatee Kelly together with his wife Legatee Helen Kelly participated in the Torch Relay in the Melbourne Legacy leg of the relay. On Friday 13th October the Torch Relay was scheduled to conclude at the Shrine of Remembrance with the flame to be returned to the eternal flame at the Shrine. Legatee Kelly was selected to be the last Legacy torchbearer, he lead representatives from Legacy Clubs attending The 2023 National Conference up the Forecourt where the flame passed to the wife of the Governor General Mrs Linda Hurley. A membership certificate for Derithe Ames, a junior legatee in 1955. The text says 'During War many men offer themselves for Service in the Forces of the Empire. It is the obligation of Legacy to assist the children of those who fell, or who have since died. Junior Legatee was the term used for the children of deceased servicemen that Legacy took into their care. Throughout the year Melbourne Legacy provided classes for Junior Legatees such as dancing, gymnastics and eurythmics. Their skills were showcased in the Annual Demonstration. The certificate shows there were prizes and recognition for achievements. The man standing on the right hand side could be Legatee Stan Savige. Legatee Savige had a beach side property that he allowed to be used for summer camps and outings by Legacy. This is an example of Melbourne Legacy promotional material that was issued to inform the public on the work of Legacy and encourage anyone with similar ideals to join as a Legatee. Originally only e-servicemen who had overseas experience were able to become Legatees. In 2001 it was changed to include people that were willing and able to make the person al effort to chive Legacy ideals.
