In the middle of the 1950s a project was launched to appoint a chaplain to Ballarat's three technical school - Ballarat Junior Technical School, Ballarat Girls' Technical School and Ballarat North Technical School. A Committee was formed at a public meeting on 13 March 1957 - Ballarat Technical Schools Chaplaincy Committee. They needed to raise 1250 Pounds from contributions raised by the schools This was the required amount to pay the annual salary for a chaplain. Response was excellent and in December 1957 a cheque for 1266 Pounds, 4 Shillings and 5 Pence was sent to The Council for Christian Education in Schools. On 28 May 1958, Rev Norman Lee was commissioned as the Chaplain of the Ballarat Technical Schools at a service in the Civic Hall, conducted by the Very Rev, Sir Francis Rolland, with the Director, Major-General A H Ramsay, representing the Education Department. Working over three schools and the need for the Committee to raise 1200 Pounds each year, put a lot of pressure on resources. A photo of a group of widows outside a block of units in Windsor, that Legacy purchased to provide accomodation for widows. Names unknown but possibly the first tenants to move into the units. From the date stamp is it February 1976. The September 1975 edition of the Legacy Newsletter to Widows, mentions the 20 flats purchased by Legacy at 9 The Avenue, Windsor, and that they are being renovated for widows to live in. Two options were presented, an 'ingoing' amount of $5,000 then a week maintenance charge of $7 a week; or on a rental basis of approximately $20 a week. (a copy of the Title deed shows the flats were purchased on 7 February 1975). Purchase price was $205,000 with the Department of Social Security requiring the addition of lifts to the building (approximate cost $100,000). From President's highlights report in 1981 we know that external blinds were added to the property. The Windsor units were named "Miriam and Frederick James Ramsay Lodge" after a generous donation in 1987. It was decided the Windsor units, and the ones in Hawthorn, would be sold in 2003 and announced by President Tony Parkes. An original Kerr-Grant Microbalance, modified by E.J.Hartung This balance was invented in the chemistry department by Bertram Dillon Steele, later first Professor of Chemistry at the University of Queensland 1910-1930, in collaboration with Professor Kerr Grant, Physics. The design was widely used by other chemists, including Masson's mentor, Professor Ramsay, working in London on newly discovered rare gases (especially Radon), and Professor Hartung in Melbourne, investigating the chemistry of the decomposition of silver salts in photographic processes. The principle of the microbalance was to measure the change in density of a gas by the shift in the balancing beam due to a change in pressure of the gas in the balance case. The quartz balancing beam was made by Bertram Steele who was particularly skilled in glassblowing. A quartz beam is the beam of the Aston microbalance based on the Steele/Grant instrument, and described by F.W. Aston, the inventor of the mass spectrometer. The bulb at one end of the beam contained a fixed amount of air, so that a change in the pressure of gas in the balance case changed the buoyancy of the beam, yielding a displacement in the beam which could be measured. By this means, differences in weight of about 10 nanogram could be measured, in amounts of up to 0.1 gram. Such differences are significant the increase in weight of a metal sample due to surface oxidation (Steele's interest) in the weight loss due to radioactive decay of Radium (Ramsay's work), and in the estimates of density change due to the isotopic distribution of Neon (Aston). Ernst Johannes Hartung was a chemist and astronomer. Educated at the University of Melbourne (BSc 1913, DSc 1919), he became lecturer in 1919, associate professor in 1924, and succeeded Rivett as chair of chemistry in 1928, remaining in this position until 1953. Hartung?s lecturing style surged with enthusiasm and he employed the use of screen projections to demonstrate chemical phenomena to large undergraduate classes. In 1935 he recorded Brownian movement in colloidal solutions on 35 mm cinefilm, which was later copied onto 16 mm film for the Eastman Kodak Co. World Science Library. This can be viewed in the Chemistry laboratory. He researched the photo decomposition of silver halides, and was awarded the David Syme Prize in 1926. He devoted time to the design and construction of a large, new chemistry building for the School of Chemistry (built 1938?1939). During World War II he was approached by Professor Thomas Laby, chairman of the Optical Munitions Panel, to chair the advisory committee on optical materials, to produce high quality optical glass in Australia. This was successful, with large-scale production achieved within ten months at a reasonable cost. Hartung served three terms as general President of the (Royal) Australian Chemical Institute, was an ex-officio councillor of the Council for Scientific and Industrial Research, and a Trustee of the Museum of Applied Science (now part of Museum Victoria).An original Kerr-Grant Microbalance, modified by E.J. This has been a home/surgery for a number of general practitioners. Dr Hedley Francis Summons is listed on the 1931 and 1936 electoral roll as resident / practising here. He was born in Kew in 1899 (died in 1967) and married Elsie Florence Finlayson in 1925. They had a son and daughter. In 1937 the family returned to Melbourne from Edinburgh. He became Lt Colonel of the 2nd 9th Field Ambulance, 2nd AIF in WW2. He was taken POW on the fall of Singapore and there is a portrait of him by Murray Griffin done in Changi. Dr Lorimer Grant Morton (1904-1989) graduated in 1931 and was registered at 627 Whitehorse Road in that year until c1937. Dr Alan Herbert McNaughton graduated in 1932 and was the general practitioner during the WW2. He is listed at the address in the 1942 and 1943 electoral roll. He married Nancy Winifred Bottomley in 1940. Dr Jack Ramsay Collie (1914-1990) was a general practitioner at 627 Whitehorse Road from c1954-1980. He served in RAN in WW2; married Mary Sewell Graham in 1945 and had a son and a daughter. 627 Whitehorse Road probably ceased as a medical practice after his retirement. Sale history: Sold in November 2007 by Marshall White Real Estate for $1.455M Sold in September 2011 by Jellis Craig real Estate for $1.75MThe house is significant as an example of past practice of general practitioners having their surgeries as part of their home. This example is from a later date than the Surrey Hills Medical Centre (SHMC) at 174 Union Road, which was purpose-built for Dr James Landells Blakie in c1911.
