The orthodox version of the origins and history of the Kew Elder(ly) Citizens’ Association was established by Cr. W. D. Vaughan in his book Kew’s Civic Century (1960), when he wrote that: "When Mrs. C. H. Simpson was Mayoress in 1952 she set up the Elderly Citizens’ Association to care for the needs of ages persons in Kew. The idea was strongly supported and a start was made by providing social afternoons for elderly folk at Southesk. Visiting sick people in their homes, providing firewood where needed, and other activities were undertaken by the Association. The aid of Council was sought to further the work. It was decided that a social unit for elderly folk be established at Southesk." (p.126-7). In the following pages, he describes in detail Council’s role in formally establishing the Association. This ‘official’ version was reasserted in the later Thematic Environmental History of the City of Boroondara (2012). However the origins and gestation of community of organisations is rarely straightforward. In 1965, five years after Vaughan’s book was published, the author of East Kew Women’s Club : Twenty Years : 20-7-1945-30-7-1965, writing about the period July 1947 to July 1950, described the role the Club played in establishing the Kew Elder Citizens Association. The author wrote: "At a meeting of the Kew Community Aid, the plight of many elderly people in Kew who were dependent on pensions was raised and in order to ascertain their needs the practice was begun of serving morning tea at the Masonic Hall in Walpole Street, where pensions were then paid. From this beginning the Kew Elder Citizens Association was formed in Kew with wide support, and Club members gave willing support on the committee, in helping serve afternoon tea and in entertainment." (p.4) Photographic evidence also leads to questions about Vaughan’s version of events. A framed photograph in the Society’s Collection shows a Public Meeting to form the Kew Elder Citizens Association in a room at Southesk a year earlier in 1951. Whatever version of the origins of the Association is correct, a later framed photograph in the Society’s collection shows the opening of the completed Clubrooms of the Kew Elder Citizens at South Esk by the Hon. E.P. Cameron M.L.C, Minister of Health, on 12 November 1956. While the first successful land sales in Boroondara occurred in Hawthorn in 1843, and Kew in 1845, these areas were to be without local pounds until April 1858, when the Governor of Victoria, in accordance with Act 18 Victoria No 30, was pleased to direct the establishment of a Pound at Glass’s Creek on that part of land bounded by the Kilby Road, Burke Road and High Street. While the Governor was required to proclaim the establishment of a pound, the appointment of a poundkeeper was the responsibility of the Justices of the Peace in the local Court of Petty Sessions. The Pound took its name from the most distinctive natural feature of the area, Glass’s Creek, named after the early pastoralist Thomas Glass.The register is of historic significance as an indicator of suburban life in the second half of the 19th Century. It shows how farming and city life on the urban fringe were intimately connected. The Free Kindergarten Union of Victoria commenced teacher training in 1909. A two year course was run in cooperation with the Education Department in 1910-14, but from 1917 the Union trained its students independently. In 1922 the Kindergarten Training College was established in Mooroolbeek, Kew. In 1965, the institution, as the Melbourne Kindergarten Teachers' College, became an entity separate from the Union, and in 1973 joined the State College of Victoria as the Institute of Early Childhood Development. It subsequently amalgamated with the University of Melbourne to become the Department of Early Childhood Studies and moved from Madden Grove, Kew, to 234 Queensberry St, Carlton, early in July 1997.[16]p. : ill., ports. ; 19 x 28 cm. Part of a suite of materials used by Air Raid Precautions (ARP) wardens in Kew in the Second World War. Air raid wardens managed groups of people in using air raid facilities that were constructed throughout the district. The ARP scheme was based on that developed in the United Kingdom.Primary resources showing the materials and advice developed to protect civilians on the home front. The Rover Scouts section catered for young men aged 18 years and over. Rover Scout Crews typically took the name of a famous person in Australian history; hence the 1st Kew Rover Crew styled itself as the Flinders Rover Crew. Life memberships were sold to Rover Crews in 1938 as a fundraiser to cover the cost of the building of what was to become known as the Bogong Rover Chalet, which was built in 1940 and still operates.Rover Scout Hostel Membership Certificate. Bobs for Jobs was a State-run program to support local fundraising. Each Scout was expected to knock on doors seeking jobs, with the money raised going to the local Group, perhaps to buy equipment or pay for camps. This Guide uniform was worn by Jane Reid when she was a Guide at 6th St Hilary's between 1987 and 1989. The uniform consists of a pale blue blouse, junior navy A-line skirt and navy wool beret with the World Guide badge embroidered on it. The scarf with the Victorian State Badge at the back is a triangle and can be used as a sling or bandage in an emergency. Jane's woggle (a band holding the tie) was made by hand. Some girls made woggles from leather, cord or items from nature such as gumnuts. The leather belt with the Girl Guide buckle bears a metal badge obtained at Britannia Park, the Victorian Guide camping ground at Yarra Junction. Her white lanyard (indicating she was a Patrol Leader) and brown leather pouch are attached to the belt. Metal badges pinned to the collar of the blouse are the World Guide badge on the right and the Guide Trefoil or Promise badge on the left. This uniform belonged to Jane Reid when she was a member of the 4th Kew Scout Troop. Jane joined Scouts in 1990 and was one of the first two girls to join Scouts in Kew. Prior to this, the Scout Section was restricted to boys only but was progressively opened to girls. Now girls are members in every section. The khaki shirt bears the Kew District badge on the right and the Scout Membership badge on the left. On the left sleeve is the patrol badge and target badges. The khaki shirt has District and Scout Membership badges and length-of-service badges, the Australian Scout Badge and a Red Cross First Aid badge. The leather belt has a collection of Jamboree souvenir metal badges attached. A ‘lemon squeezer’ felt hat completes the outfit. The hat badge and plume was coloured to indicate to which Section the wearer belonged, purple indicating the Commissioner Section. To keep the brim flat, the hat was sometimes kept in a timber frame when not being worn. This uniform was worn by Desley Reid as Assistant District Commissioner of Kew District between 1993 and 1995.The scouting movement has a rich history on Kew. The Kew Historical Society has attempted to build this section of the collection in recognition of its importance. Miles (b.1928) a Scout at 2nd Kew, the Scout Troop affiliated with Trinity Grammar School. He was subsequently an Assistant Scout Master (ASM) at 2nd Kew and was later Group [Scout Master (GSM) in charge of the 4th Kew Scout Group.
