Famous Swiss landcape painter Louis Buvelot came to Melbourne in 1864 and set up a portrait photography studio which he operated for one year only in 1865. This photograph is believed to be the oldest photo in the Shillinglaw Family Album collection. It is believed that the subject is a young Phillip Shillinglaw, without beard, at age 22 or 23. Phillip Shillinglaw was born Melbourne, August 7, 1842. He married Sarah Ann Kidd in Heidelberg, Victoria, February 28, 1872. In 1881 Phillip and Sarah and their small family moved to Eltham and made home in what was later to become known as Shillinglaw Cottage but which Phillip named 'Wattle Brae'. Shillinglaw Cottage is significant to Eltham’s local history. It is one of the earliest known buildings still in existence. Records suggest that the cottage was built circa 1859 by a man named Cochrane, believed to be Thomas Cochrane, in conjunction with George Stebbings though it is not known what Stebbings’s contribution was. It is believed Stebbings owned the cottage between 1874 and 1888. According to Margaret Ball’s (2017) book Shillinglaw Family of Eltham 1660-2007, Thomas Cochrane and family lived there from 1867 to 1874 however this is contrary to the records of assessable rates levied by the Eltham District Road Board, established in 1858, which shows Cochrane was the owner occupier (in Little Eltham) of approximately 25 acres of cultivated land and 25 acres of pastureland upon which a hut was sited in 1860. It is suspected that George Stebbings may have acquired the property from Cochrane in 1874 as it is noted that he had a tenant for a period, James Rossiter, who was the editor for the Evelyn Observer in Kangaroo Ground in 1874 (LATE SHIRE OFFICE AT KANGAROO GROUND (1934, February 16). In the 1870s, his work increasingly drew elements from Australian landscape such as the bush land in works like Lilydale (1878) and Bush Track. Clothing - 35 Life, Canwen Zhao, 2022
Canwen Zhao was awarded the $10,000 We The Makers Acquisitive Prize for '35 Life' in 2023. Artist Statement: "35life" is a sustainable fashion project that transforms second-hand clothing materials into urban street outdoor-style products. Highlighting prominent Chinese classic red and green colours not only conveys eastern aesthetics but also adds a sense of unity to the clothing collection. The high-saturation and high-brightness full-colour palette keeps the clothing consistently "fresh," allowing any trendy colours to seamlessly integrate into the project's designs, thus extending the lifespan of the garments. Additionally, all clothing items can quickly transform into a stylish bag for convenient daily carrying and home storage. These bags are made from leftover fabric generated during the production process and serve as original packaging for sale. This approach not only reduces excessive packaging but also enhances the chances of resale in the second-hand market. The project draws inspiration from the traditional Chinese cultural concept of "huo feng ding," meaning "exchange the old for the new." it's also influenced by the designer's personal experience with health issues, making the designs suitable for individuals who can't be exposed to sunlight for extended periods, adapting to the changing urban lifestyle. 35life aims to provide visually pleasing and comfortable dressing experiences for urban dwellers who are busy with work and experience high levels of stress. Unlike traditional design patterns, this project adopts a unique design approach. It selects 3-5 pieces of raw materials based on their colours, and then disassembles them through structural lines. While retaining most of their functionality, these materials are rearranged and assembled on a flat surface before being shaped on a dress form. Subsequently, various ways of creating storage bags are derived from the initial clothing prototypes. After refining the designs, the final products are developed, and similar materials are used to create samples. Therefore, under this design methodology, even for the same garment, it is impossible to produce two identical pieces of clothing. Each garment is truly one-of-a-kind, which enhances its rarity and contributes to the longevity of the fashion pieces. The project includes various types of clothing, each with unique storage methods. This yellow look, named "elegant beach sunscreen monarch," draws its fashion inspiration from traditional Han Chinese attire and its storage concept from the Chinese cultural concept of "jiu jiu gui yi." the design employs flat pattern cutting, utilizing materials from the second-hand market such as beach towels, children's waterproof clothing, and women's dresses. Similar colours and patterns are reassembled through cutting and combining. For the sleeves, quick-drying, sun-protective sport fabric forms the base, overlaid with discarded silk fabric dyed with turmeric and plant dyes. This not only ensures functionality but also adds a sense of elegance. The length can be adjusted using drawstrings. Artist Bio: Zhao Canwen is a multidisciplinary fashion designer with a strong passion for integrating art, history, culture, and sustainable design. With over 15 years of experience in painting, she draws inspiration from ancient Chinese philosophy and aesthetics, which gives her a unique sense of beauty. After 8 years of fashion and art training, she possesses a keen insight into current trends and tends to combine art with commercial needs. Original bell from the first Eltham Fire Station in Arthur Street erected on a tower in November 1928, the station opened in January 1929. In 1988 the bell was mounted beneath a wooden sign of Country Fire Authority, Eltham Fire Station, 909 Main Road, Eltham. As of September 2023 the bell is in the same location, with the signboard gone, suspended in a steel metal tower-like frame. The bell has seen service at the original Eltham Fire Station in Arthur Street (1928-1931), Henry Street beside the Rechabite Hall (1931-1935), Main Road (east side, site of present-day Coles 1935-1965) and 909 Main Road (1965-present). Samantha Robertson 1988 Entrant No. 1 Ref: Series 34 Items 1, 2, 42-45 SHIRE OF ELTHAM COMMUNITY PHOTOGRAPHIC SURVEY Photography is an artform which many of us practice, sometimes purely for artistic pursuit, sometimes to record the people and events in our lives. In 1988, as part of a local Bicentennial project, the Shire of Eltham conducted the Eltham Community Photographic Survey. Up to 100 entries were to be selected by a panel of photographers for entry into the Eltham Photographic Survey Exhibition. Entries had to be submitted by May 13, 1988. Entrants whose images were selected for the exhibition were contacted and requested to further submit an entry form providing entrant’s name, area of residence, age, and proposed captions. These details were then used to produce labels for the exhibition mounts. Where negatives had not been supplied, these were requested to support the display of printed enlargements mounted on 10” x 8” cardboard. The mounted prints were made available post exhibition for sale at $8.50 each for colour prints and $7.00 for B&W prints. Residents in the Shire were invited to collect a free roll of film and take a photograph of what they either liked or did not like about the area. A total of 160 entrants submitted multiple entries for the exhibition. Of those selected for exhibition, entrants ranged in age from 9 to 70 years. All custom colour and black and white printing for the exhibition was completed by Wattle Studios of Eltham. The Eltham Photographic Survey was jointly auspiced by the Shire of Eltham and Wattle Studios, of 953 Main Road, Eltham. It was also intended to hold the exhibition at a venue in the Shire’s North Riding from Monday, June 20 to Friday June 24. It was then displayed at the Were Street Theatre, Montmorency from Friday, June 24 to Thursday, July 7. Series 34: Eltham Community Photographic Survey 1988 - Prints & Documentation Series consists of 117 photographs of Shire scenes taken by members of the community. Items I - 41 are larger photographs mounted on card, which were exhibited. Items 42 - 117 are unmounted copies, alternative takes and other entries. Corresponding negatives contained in Series 35: Eltham Community Photographic Survey 1988 – Negatives which consists of 267 colour and B&W negatives and one colour slide of Shire scenes taken by members of the community. The negatives are arranged by the entrant number of the photographer. The Eltham Community Photographic Survey collection is significant to the local community as it was curated by the local community - ordinary people of all ages - representing what they liked and did not like in the area where they lived. It represents an unfiltered representation of the Shire of Eltham as it was in 1988. It also represents one of many projects as part of the national programme of events and celebrations to commemorate the bicentenary. It is a time capsule of life in the 1980s of this urban and rural municipality in Melbourne's north. Lester Neil Ingram was born at Kew, 8 November 1911, the son of John and Ada (Key) Ingram of Research. According to Electoral Roll records, in 1903, John Ingram was a farmer at Lancefield, his wife Ada, a milliner. By 1906, John Ingram was a baker at Research and from about 1912, an orchardist. The family moved to Anglesea River sometime between 1943 and 1949. A sheet metal worker by trade, Lester had run the bakery business for 14 years, his father retired, and was working as a baker at Anglesea when he enlisted in the R.A.A.F. on 5 December 1941 at Melbourne. Previously he had worked as a baker at Research (1937). He undertook training as Aircrew at No. 4 Initial Training School at Victor Harbour, South Australia, followed by No. 1 Wireless Air Gunners School at Ballarat, Victoria, and No. 3 Bombing and Gunnery School, West Sale, Victoria. On October 15, 1942 Lester qualified as an Air Gunner, promoted to Sergeant, and was posted to 1 Embarkation Depot at Ascot Vale, Victoria, and attached to R.A.F. UK. Lester embarked from Australia December 2, 1942 and arrived at 11 Personnel Despatch and Reception Depot on January 13, 1943. On March 9 he was transferred to 10 Operational Training Unit, Group No. 91, Bomber Command, R.A.F. Lester’s service file reveals that on the evening of 22 April 1943, Lester was a member of the aircrew of Whitley V bomber, N.1374. The airframe had run 1,127 hours. A full moon was just rising. The flight was non-operational, its purpose a dual conversion on type mission flown by a student pilot with almost two hours completed at night on similar flights. They had just changed aircraft as their previous aircraft had become unserviceable. The pilot had accepted the aircraft, which was technically unserviceable as the NCO in charge of flight had not completed the inspection paperwork correctly. The aircraft had undergone a major engine repair the day before. The aircraft took off at 2348 hours from R.A.F. Abington. It was reported that the aircraft take-off was quite normal and after climbing to 800 feet it passed out of view of the ground observers. A few seconds later the aircraft crashed, and it was reported that the sound of the engines seemed to become desynchronised. The crash occurred one and a half miles northwest of Longworth, Berkshire and the aircraft destroyed by fire. It carried a crew of five. Lester is commemorated on the Eltham Roll of Honour Board, which was commissioned by the Eltham War Memorial Trust to be hung in the Eltham Infant Welfare Centre, part of complex of buildings that form the Eltham War Memorial. The Honour Roll is presently (2023) hanging in the Eltham Library Community Gallery space. Lester was remembered with the following notices published in The Argus newspaper, Saturday 22 April 1944, p2: INGRAM. —In treasured memories you are with me still. Sgt. Lester Neil Ingram, killed, aircraft accident, England, April 22, 1943. (Mother and father.) INGRAM. —In proud and ever loving memory of Lester, 410236, Sgt. L. N. Ingram, R.A.A.F., air crash England, April 22, 1943. —Per ardua ad astra. (Ellen Peake and family.) [“Per ardua ad astra” is a Latin phrase meaning “through adversity to the stars” or “through struggle to the stars” which was the motto of the Royal Air Force and other Commonwealth air forces such as the Royal Australian Air Force.] And from his fiancé Ellen, in The Argus, Wednesday, 5 May 1943, p2: INGRAM. —On April 22 (result of aircraft accident near Lodgeworth Village, Berks, England), Sgt. A few seconds later the aircraft crashed, and it was reported that the sound of the engines seemed to become desynchronised. The crash occurred one and a half miles northwest of Longworth, Berkshire and the aircraft destroyed by fire. It carried a crew of five. Lester is commemorated on the Eltham Roll of Honour Board, which was commissioned by the Eltham War Memorial Trust to be hung in the Eltham Infant Welfare Centre, part of complex of buildings that form the Eltham War Memorial. The Honour Roll is presently (2023) hanging in the Eltham Library Community Gallery space. The van is a Morris Ten Series II which was manufactured 1935-1937. The numeral only Victorian Registration plate 112-984 was part of the sequence of numeral only plates issued 1910-1939. Lester Neil Ingram was born at Kew, 8 November 1911, the son of John and Ada (Key) Ingram of Research. According to Electoral Roll records, in 1903, John Ingram was a farmer at Lancefield, his wife Ada, a milliner. By 1906, John Ingram was a baker at Research and from about 1912, an orchardist. The family moved to Anglesea River sometime between 1937 and 1942. A sheet metal worker by trade, Lester had run the bakery business for 14 years, his father retired, and was working as a baker at Anglesea when he enlisted in the R.A.A.F. on 5 December 1941 at Melbourne. Previously he had worked as a baker at Research (1937). He undertook training as Aircrew at No. 4 Initial Training School at Victor Harbour, South Australia, followed by No. 1 Wireless Air Gunners School at Ballarat, Victoria, and No. 3 Bombing and Gunnery School, West Sale, Victoria. On October 15, 1942 Lester qualified as an Air Gunner, promoted to Sergeant, and was posted to 1 Embarkation Depot at Ascot Vale, Victoria, and attached to R.A.F. UK. Lester embarked from Australia December 2, 1942 and arrived at 11 Personnel Despatch and Reception Depot on January 13, 1943. On March 9 he was transferred to 10 Operational Training Unit, Group No. 91, Bomber Command, R.A.F. Lester’s service file reveals that on the evening of 22 April 1943, Lester was a member of the aircrew of Whitley V bomber, N.1374. The airframe had run 1,127 hours. A full moon was just rising. The flight was non-operational, its purpose a dual conversion on type mission flown by a student pilot with almost two hours completed at night on similar flights. They had just changed aircraft as their previous aircraft had become unserviceable. The pilot had accepted the aircraft, which was technically unserviceable as the NCO in charge of flight had not completed the inspection paperwork correctly. This is a photograph of (William) Roy Angus, at his desk as a medical student in Adelaide, South Australia. It was donated to Flagstaff Hill Maritime Museum and Village by the family. He later qualified as Doctor William Roy Angus, Surgeon and Oculist. It is part of the “W.R. Angus Collection” which includes historical medical equipment, surgical instruments and materials once belonging to Dr Edward Ryan and Dr Thomas Francis Ryan, (both of Nhill, Victoria) as well as Dr Angus’ own belongings. The Collection’s history spans the medical practices of the two Doctors Ryan, from 1885-1926 plus that of Dr Angus, up until 1969. ABOUT THE “W.R. ANGUS COLLECTION” updated 20-01-2023 Doctor William Roy Angus M.B., B.S., Adel., 1923, F.R.C.S. Edin.,1928 (also known as Dr Roy Angus) was born in Murrumbeena, Victoria on 28th June 1901 and lived until 1970. He qualified as a doctor, M.B.B.S. (Bachelor of Medicine-Bachelor of Surgery) in the 1923 at University of Adelaide, was Resident Medical Officer at the Royal Adelaide Hospital in 1924 and for a period was house surgeon to Sir (then Mr.) Henry Simpson Newland, from whom he acquired his interest in plastic surgery. He was also House Surgeon to Dr J.J. O’Grady, under whom he did his early Ophthalmological training. Dr Angus was briefly an Assistant to Dr Riddell of Kapunda, then commenced private practice at Curramulka, Yorke Peninsula, SA, where he was a physician, surgeon and chemist. In 1926, he was appointed as the new Medical Assistant to Dr Thomas Francis Ryan (T.F. Ryan, or Tom), in Nhill, Victoria, whose practice had been established by his brother, Dr Edward Ryan. Consequently, a considerable amount of eye work was done. Dr Angus’ experiences included radiology and pharmacy. In 1927 he was Acting House Surgeon in Dr Tom Ryan’s six-month trip abroad. Dr Angus had become engaged to Gladys Forsyth and they decided he further his studies overseas in the UK in 1927, sailing in the ship SS Banffshire. He studied at London University College Hospital and at Edinburgh Royal Infirmary and in 1928, was awarded FRCS (Fellow from the Royal College of Surgeons), Edinburgh, Scotland. He worked his passage back to Australia as a Ship’s Surgeon on the Australian Commonwealth Line T.S.S. Largs Bay, which was purchased by the White Star Line in 1928. He returned to South Australia, where he practised general surgery 1928-1932. He was a surgeon at the Curramulka Hospital, Yorke Peninsula, South Australia. Dr Angus was a ‘flying doctor’ for the A.I.M. (Australian Inland Ministry) Aerial Medical Service in 1928. Its first station was in the remote town of Oodnadatta, where Dr Angus was stationed. He was locum tenens there on North-South Railway at 21 Mile Camp. He took up this ‘flying doctor’ position in response to a call from Dr John Flynn; the organisation was later known as the Flying Doctor Service, then the Royal Flying Doctor Service. His work during this time involved general surgery, eye work, plastic surgery, radiology, pathology and even dental surgery. Dr Angus married Gladys in 1929, in Ballarat. (They went on to have one son (Graham 1932, born in SA) and two daughters (Helen (died 12/07/1996) and Berenice (Berry), both born at Mira, Nhill ). According to Berry, her mother Gladys made a lot of their clothes. She was very talented and did some lovely embroidery including lingerie for her trousseau and beautifully handmade baby clothes. In 1933 Dr Angus returned to Nhill and purchased a share of the Nelson Street practice and Mira hospital (a 2-bed ward at the Nelson Street Practice) from Dr Les Middleton one of the Middleton Brothers, the current owners of what previously once Dr Tom Ryan’s practice, where Dr Angus was previously Medical Assistant. Dr Tom and his brother had worked as surgeons including in eye surgery. Dr Tom Ryan performed many of his operations in the Mira private hospital on his premises. He had been House Surgeon at the Nhill Hospital from 1902-1926. Dr Tom Ryan had one of the only two pieces of radiology equipment in Victoria during his practicing years – The Royal Melbourne Hospital had the other one. Over the years Dr Tom Ryan had gradually set up what was effectively a training school for country general-practitioner-surgeons. Each patient was carefully examined, including using the X-ray machine, and any surgery was discussed and planned with Dr Ryan’s assistants several days in advance. Dr Angus gained experience in using the X-ray machine there during his time as assistant to Dr Ryan. The doctors Ryan were related to the Ryan Eye Doctors in Melbourne. When Dr Angus bought into the Nelson Street premises in Nhill he was also appointed as the Nhill Hospital’s Honorary House Surgeon 1933-1938. His practitioner’s plate from his Nhill surgery is now mounted on the doorway to the Port Medical Office at Flagstaff Hill Maritime Village, Warrnambool. When Dr Angus took up practice in Dr Edward and Dr Tom Ryan’s old premises, he obtained their extensive collection of historical medical equipment and materials spanning 1884-1926. A large part of this collection is now on display at the Port Medical Office at Flagstaff Hill Maritime Village in Warrnambool. In 1939 Dr Angus and his family moved to Warrnambool where he purchased “Birchwood,” the 1852 home and medical practice of Dr John Hunter Henderson, at 214 Koroit Street. (This property was sold in1965 to the State Government and is now the site of the Warrnambool Police Station. and an ALDI store is on the land that was once their tennis court). The Angus family could afford gardeners, cooks and maids; their home was a popular place for visiting dignitaries to stay whilst visiting Warrnambool. Dr Angus had his own silkworm farm at home in a Mulberry tree. His young daughter used his centrifuge for spinning the silk. Dr Angus was appointed on a part-time basis as Port Medical Officer (Health Officer) in Warrnambool and held this position until the 1940s when the government no longer required the service of a Port Medical Officer in Warrnambool; he was thus Warrnambool’s last serving Port Medical Officer. (Masters of immigrant ships arriving in port reported incidents of diseases, illness and death and the Port Medical Officer made a decision on whether the ship required Quarantine and for how long, in this way preventing contagious illness from spreading from new immigrants to the residents already in the colony.) Dr Angus was a member of the Australian Medical Association, for 35 years and a surgeon at the Warrnambool Base Hospital from 1939-1942, Soon after his move to Warrnambool, war was declared. Dr Angus joined the Australian Department of Defence as a Surgeon Captain during WWII 1942-45, in Ballarat, Victoria, and in Bonegilla, N.S.W., at 106 A.G.H., completing his service just before the end of the war due to suffering from a heart attack. During his twelve moth convalescence and rehabilitation, he carved an intricate and ‘most artistic’ chess set from the material that dentures were made from. He returned to Warrnambool to commence practice as an ophthalmologist, pioneering artificial eye improvements. He was an Honorary Consultant Ophthalmologist at Warrnambool Base Hospital for 31 years. He made monthly visits to Portland as a visiting surgeon, to perform eye surgery. He represented the Victorian South-West subdivision of the Australian Medical Association as its secretary between 1949 and 1956 and as chairman from 1956 to 1958. Altogether he had interests in nine various medical organisations. In his personal life, Dr Angus was a Presbyterian and treated Sunday as a Sabbath, a day of rest. He would visit 3 or 4 country patients on a Sunday, taking his children along ‘for the ride’ and visiting with him. Sunday evenings he would play the pianola or piano and sing Scottish songs to his family. He loved Scottish music. He owned a farm in the Heytesbury district, where he found his hobbies of metalwork and carpentry useful in the workshop. He also enjoyed painting, mainly watercolour, and took part in many exhibitions. One of Dr Angus’ patients was Margaret MacKenzie, author of a book on local shipwrecks that she’d seen as an eyewitness from the late 1880’s in Peterborough, Victoria. In the early 1950’s Dr Angus, painted a picture of a shipwreck for the cover jacket of Margaret’s book, Shipwrecks and More Shipwrecks. She was blind in later life and her daughter wrote the actual book for her. Dr Angus and his wife Gladys were very involved in Warrnambool’s society with a strong interest in civic affairs. He had an interest in people and the community They were both involved in the creation of Flagstaff Hill, including the layout of the gardens. After serving in the Army, Dr Angus studied ophthalmology and became a Clinical Assistant at the Royal Melbourne Eye and Ear Hospital. He had been interested in an article on cartilage grafting by Dr Lyndon Peer of St. Barnabas Medical Centre, New Jersey, U.S., which he happened to see in a dental journal. After thought and research, Dr Angus decided to try his idea of living intrascleral implants and was able to present a paper on his results at the Combined Scientific Meeting of the O.S.A. at Surfers’ Paradise in 1962. This was followed by a further report on the results of the different methods used, given in Adelaide at the O.S.A. meeting in 1965. In 1967, during an extended holiday abroad, he was invited to spend time at the Barraquer Institute in Barcelona. While there, showed a film of his operation with slides and, translated by Professor Barraquer, gave an abridged lecture. He was elected as a member of the Instituto Barraquer, one of only a few Australians to receive the honour. He received many requests for copies of his paper. He was also invited to lecture and show the films in England and at the St Barnabas Medical Centre in New Jersey. He completed his work on Living Intrascleral Implants and gave his final paper and film Inaugural Meeting of the Australian College of Ophthalmologists in Melbourne in October 1969. Angus received accolades from the Ophthalmological Society of Australasia for this work. Two weeks after presenting his paper in Melbourne in 1969 Dr Angus became critically ill. He died on 28th March 1970. His family requested his practitioner’s plate, medical instruments and some personal belongings to be displayed in the Port Medical Office surgery at Flagstaff Hill Maritime Village, and be called the “W. R. Angus Collection”. The W.R. Angus Collection is significant for still being located at the site it is connected with, Doctor Angus being the last Port Medical Officer in Warrnambool. The collection of medical instruments and other equipment is culturally significant, being a historical example of medicine from the late 19th to mid-20th century. Telephone - Wall Mounted
Telephones were mounted on the wall and were operated by turning a small handle situated in the middle of the phone. This connected the speaker to the switch board where they were 'put through' to the other end (speaker).Wall phones were used by State Electricity Commission of Victoria workers and their families on the Kiewa Hydro Electric Scheme. The SECV had a switchboard located at Mt Beauty. Also refer to article in "This Week" Newsletter 30th June 2023 and attached to KVHS 0050Black bakelite wall mounted telephone with handset connected by black spiral plastic cord. The round dial in the centre has a small handle with knob for turning. The base is silver steel with screws to attach it to the wall. Produced by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Pty Ltd as part of the planning process for redevelopment of the former Eltham Shire Office site at 895 Main Road. In 1963 the Shire of Eltham purchased the Shillinglaw property of approximately 2 acres in Main Road, Eltham for the widening of Main Road and as a site for new Council offices. This land, which contained the Shillinglaw Cottage (c1878-80), was the remaining section of the Shillinglaw family holding that originally comprised 30 acres, being Lot 90 of Holloway's 1851 subdivision. Eltham Council intended to demolish this cottage, but through extensive community action it was saved, funds were raised, and it was relocated to the current site adjacent to the Eltham Library. The new Eltham Shire Offices opened in 1965 were designed to ensure retention of the three Italian Cypress trees that were located outside the Shillinglaw Cottage. In 1971 the building was extended at the southern end to provide additional space, including for the Eltham Library and Council's Engineering Department. Renovations were undertaken to the offices during 1987. The Victorian State Government commenced to restructure local government in 1994, which resulted in the establishment of the Shire of Nillumbik and the cessation of the Shire of Eltham. This new Nillumbik Shire Council was headed by government appointed commissioners, who decided in 1995 to put the former Eltham Shire offices on the market. Eventually in June 1996 the property was sold for $1.1 million and the building was subsequently demolished. A planning application for the site was then submitted to Nillumbik Shire Council in September 1996 for construction of a 24-hour service station, convenience store, cafe/takeaway food premises, a retail facility and community facility. There were many objections to this proposed development and in controversial circumstances a planning permit was granted by the Nillumbik Shire Council commissioners. After protracted actions involving a planning panel and a planning advisory committee, established by the Minister for Local Government, the proposal was eventually rejected as not satisfying the requirements of the planning scheme. In December 1997 the purchaser withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract. While there have been a number of possible development proposals considered by subsequent Nillumbik Shire Councils, this site has remained vacant since July 1996. TIMELINE (Prepared by Jim Connor, Eltham District Historical Society- March 2018- Based on press, council and personal records) June 1996 - Eltham Shire offices sold to Dallas Price Homes for $1.1 million. July 1996 - Shire office building demolished against community's wishes. Council claimed building riddled with asbestos. September 1996 - Planning application submitted to Nillumbik Shire Council to construct on the site a 24 hours Shell service station, convenience store, Hungry Jacks café/takeaway food premises, a retail facility and community facility. 213 objections and petition of over 1400 signatures received. Minister for Planning and Local Government orders an independent investigation into valuation and sale. 9 October 1996 - Permit granted by Nillumbik Shire Council commissioners, in controversial circumstances. A Planning Special Committee consisting of 3 commissioners and 3 community representatives considered 32 community objections. One commissioner declared a potential conflict of interest so only 2 commissioners were able to vote. After hearing all objections, the community representatives moved a foreshadowed motion to refuse a permit. The commissioners then closed the meeting, formerly opened a council meeting (for about a minute) and approved the application. October 1996 - Community members appealed planning decision to Administrative Appeals Tribunal. November 1996 -Minister for Planning and Local Government Robert McClelland calls appeal in and directs MT to refer this 'major policy issue' to the Governor in Council. February 1997 - Planning panel (Dimity Reed and Margaret Pitt) established to consider submissions. March 1997 - New council elected with five councillors. April 1997 - Three of the five new councillors vote to fight Commissioner's decision to grant a permit. April 1997 - Planning panel (Dimity Reed and Margaret Pitt) conducts hearings at Nillumbik Shire offices. June 1997 -Planning panel rejected Dallas Price Homes proposal as being 'totally inappropriate' for the site and recommends the site be rezoned for 'public purposes'. July 1997 - Dallas Price Homes threatened to sue Council and individual councillors. October 1997 - Report released of an Advisory Committee (Paul Jerome) established by the Minister for Planning and Local Government. Committee considered Dallas Price Homes proposal and an alternative concept plan proposal by Council for a gallery, workshop, offices and cinema community-based development. Advisory Committee recommended Dallas Price Homes proposal be rejected as not satisfying the requirements of the planning scheme and recommended further testing of the financial viability of Council's proposal. December 1997 - Dallas Price Homes withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract, which expired on 28th November and was not renewed by either side, after previously being extended twice pending a decision by the Minister. Council had to pay developer $58,000 for demolition costs. February 1998 - Dallas Price Homes application rejected by Planning and Local Government Minister. October 1998 - Nillumbik Councillors suspended and an Administrator appointed (until March 1999). The demolition of the former Shire of Eltham offices and proposed sale and development driven by the Commissioners for Nillumbik Shire Council brought the community together in substantial protest at the infrigement of ratepayers democratic say in local government and ciommunity assets combined with protests about inappropraite development of Eltham's Gateway. So many old people who have done so much for Eltham are buried up there and it is up to us to pass on what they left to the younger generation. Eltham is a beautiful spot; why louse it up?" This was the first police station built in Watgania, and it was probably built during the goldrush era of late19C to early 20C.The photo is of local significance to Watgania and the Ararat district because of its rarity and because of its subject. There is now (in the year 2023) little or nothing left of the township of Watgania, north of Willaura, though there are still several inhabited properties in this area, which shelters close under the eastern face of the Grampians mountains. Mt Beauty High School Speech Night 1971 and 1972
Mount Beauty High School was proclaimed in 1963 with 213 pupils, 12 staff members. The enrolments and staff numbers increased as the Kiewa Hydro Electric Scheme continued to be constructed . 1. The Annual Report gives details re Accommodation, Grounds & Buildings, Equipment, Curriculum, Activities, Advisory Council, Cafeteria, Staff and Thanks. 2. In 1972, 27 teachers (names & subjects) are listed as well as other staff. The Reports are similar to that in 1970Mt Beauty High School grew quickly and then declined in numbers as the Kiewa Hydro Electric Scheme was constructed from the late 1940s to the 1960s. This phone was used at the Mt Beauty Primary School.Historical: The SEC used a switchboard to connect people in Mt Beauty and their workers stationed throughout the Kiewa Hydro Scheme. This phone enabled the Mt Beauty Primary School to ring parents etc. and for them to ring the school. Hand piece attached by a coiled wire coated with rubber. This handset appeared via Australia Post Office and was to some degree manufactured in Britain just prior to 1939. During and after World War II these handsets were made in Australia. The handset belonged to the SEC Victoria and later the Kiewa Hydro Electricity Scheme. As this unit has a winder arm (to notify the switchboard) it would have resided in a workshop/machine shop and not in an office. The durability of the bakelite covering gave good protection in any environment. In years later the bakelite came in colours. This type of handset being able to endure rough handling was ideal for the surroundings of the alpine terrain. It would have been at the various outside outposts or foreman posts as swift communications was essential and communications with all sectors of work in the Hydro Electricity Scheme was mandatory, not only for safety reasons but also for efficient operational day to day progress. The individual eagles in this pair of Napoleonic Eagle bookends are made so that each eagle faces the opposite direction to the other, one left and one right. The Napoleonic Eagle is the name given to the eagle symbol used by Napoleon Bonaparte 1799-1815 and the French Regiments, mounted on a standard to represent the honour and pride of fighting French men. It is believed that the Napoleonic Eagle was chosen as a symbol for the Tamar Bank in Launceston, Tasmania, established in 1834. The bank was formed after the separation of one of the branches of the Bank of Van Diemen’s Land. The Managing Director in 1834 was Lewis Gilles, previously a naval officer. Other directors were T. Williams, M. Connolly, F. D. Wickham, and P. Oakden. The bank was dissolved in 1838 and became the basis of the Launceston branch of the British-founded Union Bank of Australia Limited, established in 1837 and had its own emblem. The Union Bank of Australia merged with the Bank of Australasia in 1951 and went on to eventually become part of the Australia and New Zealand (ANZ) Banking Group. The Bank of Australasia was incorporated by Royal Charter of England in March 1834. It had its Australian beginning on 14th December 1835, opening in Sydney. The Acting Superintendent of the bank at that time was David Charters McArthur. He was Superintendent from 1867 to 1876. The Melbourne branch opened on 28th August 1838 in a two-roomed brick cottage on the north side of Little Collins Street. By 1879 the bank had been upgraded to a magnificent two-storey building on the corners of Collins and Queens Streets, with the entry on Collins Street. In 1951 the Bank of Australasia amalgamated with the Union Bank to form the Australia and New Zealand Bank, now known as the ANZ. Then in 1970, the ANZ merged with the ES&A and the London Bank of Australia to form the ANZ Banking Group Limited. The ANZ Banking Group Ltd kindly donated to Flagstaff Hill various historic items from the Bank of Australasia. BANK of AUSTRALASIA, WARRNAMBOOL – In 1854 Warrnambool had two banks, the Union Bank and the Bank of Australasia. Later, completely different bank businesses opened; in 1867 the National Bank of Australasia, then in 1875 the Colonial Bank of Australasia. The original Warrnambool branch of the Bank of Australasia was established in July 1854, and operated from a leased cottage on Merri Street, close to Liebig Street. The bank next bought a stone building previously erected by drapers Cramond & Dickson on the corner of Timor and Gibson Streets. Samuel Hannaford was a teller and then Manager at the Warrnambool branch from 1855 to 1856 and the Warrnambool Council chose that bank for its dealings during 1856-57. In 1859 Roberts & Co. was awarded the contract to build the new Bank of Australasia branch for the sum of £3,000; the firm built the Warrnambool Post Office in 1856 and purchased land in Timor Street in 1858. The land was on a sand hill on the northeast corner of Timor and Kepler Streets and had been bought in 1855 by investor James Cust. The new building opened on May 21, 1860. The bank continued to operate there until 1951 when it merged with the Union Bank to form the ANZ Bank, which continued operating from its Liebig Street building. Warrnambool City Council purchased the former Bank of Australasia building in 1971 and renovated it, then on 3rd December 1973 it was officially opened as the Art Gallery by Cr. Harold Stephenson and Gallery Director John Welsh. The Gallery transferred to the purpose-built building on Liebig Street in 1986 and the old bank building is now the Gallery Club. Staff at the Bank of Australasia in Warrnambool included the following men but others were also involved: Samuel Hannaford, Teller then Manager from 1855-1856; Hawkins, Manager in 1856, W H Palmer, Manager from January 1857 until November 1869 when the Teller Basil Spence was promoted to Manager; H B Chomley, Manager from April 1873 and still there in 1886; A Butt, Manager in 1895-1904; J R McCleary Accountant and Acting Manager for 12 months, until 1900; A Kirk, Manager 1904; J Moore, staff until his transfer to Bendigo in December 1908; J S Bath was Manager until 1915; C C Cox, Manager until April 1923; Richard C Stanley, Manager 1923 to April 1928. This pair of Napoleonic Eagle bookends represents the type of ornaments appropriate for 19th and 20th-century business associated with finance and commerce. They symbolise strength, reliability and power. It is believed that the Napoleonic Eagle was the seal of the Tamar Bank, established in 1834 in Launceston, Tasmania. The Tamar bank was taken over by the Australia-wide Union Bank in 1838, which later merged with the Bank of Australasia, which had a branch in Warrnambool. In 1851 it became the Australia and New Zealand Bank, which is still active in Warrnambool in 2023. Bookends; two (2) black metal eagles, standing, beaks open, tail to the side, wings spread, claws open. The black figures are cast metal and the backs are hollow, with flat even edges. The front is textured and shiny. The eagles are facing opposite directions; one left, one right.
