In Kew’s Civic Century (1960), Cr. W.D. Vaughan described William Dickie Birrell M.B.E. (1899-1974) as follows: “Mr. W. D. Birrell, who had been on the staff of the Country Roads Board after his return from active service with the First A.I.F., was appointed assistant town clerk on February 15, 1921. On Mr. Harrison’s retirement he was appointed town clerk and city treasurer, and has given outstanding service. His knowledge of municipal administration has been acknowledged by the Government calling on his services to advise on amendments to the Local Government Act. He is a past president of the Town Clerks Institute, and on the nomination of that body was honoured by Her Majesty the Queen in 1958 with the award of the M.B.E. He still occupies the position and is held in the highest esteem not only by the Kew Council, but also by local government administrators throughout the metropolitan area.” (page 132) He died on 7 May 1974, and his ashes were interred at the Boroondara General Cemetery. The Border Inn located on the corner of Main Street and Graham Street Bacchus Marsh opened in 1851 making it a very early hotel in Victoria. It was built and owned by John Pilmer. The first licensee was James Watt. The building has been added to and changed many times. It was originally a single storey building. A second storey was added in 1863 by John Pilmer. In 1866 the hotel was purchased by Edward Jones. The Jones family owned and operated the hotel until 1939. Additional second storey sections were added in 1883, 1904 and 1936. For a number of years the Border Inn was a stopping post for coaching services between Melbourne and Ballarat. The first licensee of the hotel James Watt was among the first in Victoria to offer a regular coaching service and his hotel was used for overnight accommodation by coach travellers. At the time this picture was taken coach services were still operating between Bacchus Marsh and other locations. The coach in this picture is possibly one of those coaches.This building has been documented as of state significance by Richard Peterson and Daniel Catrice in their 1995 heritage study for the then Shire of Bacchus Marsh. Their assessment of the heritage significance of the building was: "The Border Inn is of state historical significance as a pioneering pre-gold rush building, on the route to the Ballarat goldfields. It is the representative-embodiment of several historical periods and their way of life. It demonstrates a complex changing sequence of patterns of occupancy and architectural styles. Its development at this location, demonstrates the effect of a social movement, the gold rush, as a transport stopover.It is also historically significant for its association with the first rural public transport in Victoria. 2903 SUNNY CREEK formerly YARRAGON EAST. Sunny Creek State School, first called Yarragon East, was situated on Sunny Creek Road between Yarragon and Trafalgar and was opened in 1888. It was generally served by two teachers or a Head Teacher assisted by a Sewing Mistress. Edwin Mann taught there for 35 years, with his wife, Mrs Mann, as the Sewing Mistress for some years. Testing of eye conditions requires the services of eye specialists, who often had to travel around a wide area. This kit is incomplete, but demonstrates how optometrists needed a wide variety of instruments to diagnose sight conditions. From 1955 Alan Marshall's home was a bungalow at the rear of his sister's house at Eltham. The first bungalow burnt down. Its replacement shown here still stands. In March 2020 the property was sold. It was last sold previously in November 1982. No mention was made in the advertising regarding the heritage protected bungalow in the rear yard and advertising material presented it as having future potential to develop STCA (Subject To Council Approval). Concerned local members of the community alerted to EDHS to the pending upcoming sale and Council was also alerted to the sale and the potential risk presented to the heritage protected bungalow. In 2021 an updated amendment, C133nill, was made to the Nillumbik Planning Scheme in response to a planning application to develop the property following its sale. The Minster of Planning approved and gazetted the Amendment. Gazettal occurred on 25th November 2021. A copy of the gazetted Amendment is available on website of the Department of Environment, Land, Water and Planning at www.planning.vic.gov.au/schemes-and-amendments/browse-amendments.
