Plan - Subdivision Plan, J R Mathers & McMillan, Willsmere Park Estate, c.1940
Pru Sanderson, in her groundbreaking ‘City of Kew Urban Conservation Study : Volume 2 - Development History’ (1988), summarised the periods of urban development and subdivisions of land in Kew. The periods that she identified included 1845-1880, 1880-1893, 1893-1921, 1921-1933, 1933-1943, and Post-War Development. These periods were selected as they represented periods of rapid growth or decline in urban development. An obvious starting point for Sanderson’s groupings involved population growth and the associated economic cycles. These cycles also highlighted urban expansion onto land that was predominantly rural, although in other cases it represented the decline and breakup of large estates. A number of the plans in the Kew Historical Society’s collection can also be found in other collections, such as those of the State Library of Victoria and the Boroondara Library Service. A number are however unique to the collection.The Kew Historical Society collection includes almost 100 subdivision plans pertaining to suburbs of the City of Melbourne. Most of these are of Kew, Kew East or Studley Park, although a smaller number are plans of Camberwell, Deepdene, Balwyn and Hawthorn. It is believed that the majority of the plans were gifted to the Society by persons connected with the real estate firm - J. R. Mathers and McMillan, 136 Cotham Road, Kew. The Plans in the collection are rarely in pristine form, being working plans on which the agent would write notes and record lots sold and the prices of these. The subdivision plans are historically significant examples of the growth of urban Melbourne from the beginning of the 20th Century up until the 1980s. A number of the plans are double-sided and often include a photograph on the reverse. A number of the latter are by noted photographers such as J.E. Barnes. In 1910, the Willsmere Park Estate Dairy was lauded in the Box Hill Reporter as ‘an object lesson in dairying’. Ten years later, in 1923, it was to be sold. The first subdivision of the Estate included 77 grand allotments with frontages to Belford and Kilby Roads, Elm and Willow Groves, and Acacia Avenue. Every lot was claimed to be ‘high and dry’, and with panoramic views of Kew and East Kew. The balance of the Estate, and the largest proportion of allotments was to be subdivided and sold from 1940. This second sale included 109 lots fronting Kilby Road and Elm and Willow Groves. Annotations on the plan indicate that the more expensive lots faced Belford Road opposite the Kew Golf Links. Two of these sold for £310. Lots further to the west in Willow Grove were sold for £60 less. Many of the houses to be built on these 109 allotments after the War faced Government restrictions on building materials and the dimensions of each house due to postwar shortages.subdivision plans - east kew, willsmere park estate -

Handwritten extracts from the Bendigo Advertiser 17/8/1910 Col. 2. Extract mentions Bailing Operations - A Week's Progress. Water at the Victoria Quartz lowered 139 ft for the week. Bailing carried out at Lansell's 180, Lazarus, New Chum Consolidated and New Chum Railway Mines. Cost of bailing about 200 pound per week and the Government is contributing half. The balance is being found from the Victoria Quartz, Victoria Consols, Ironbark, Hercules and Energetic and Lansell's Estate. Expenditure over 6 weeks has amounted to over 1200 pounds. ''Mr McBride, Minister for Mines,said work was to be continued for the present at all events. Bushfire perimeter rather than bushfire area is the main control problem for firefighters on the ground. A conundrum rapidly compounded by spot fires. A small 5 ha fire can be nearly 1 km around the perimeter. That's a long way to build a control line by hand in rough bush. Dry firefighting techniques by hand were mostly confined to “knocking down” or “beating out” the flames, as well as "digging out". Digging or raking a “mineral earth” trail down to bare dirt proved most effective in forest fuels which, unlike grass, tend to retain heat and smoulder. Early tools were whatever happened to be close at hand. They were simple and primitive and included shovels, slashers, axes, hoes, beaters and rakes. A cut branch to beat the flames was often the only thing available. Farming and logging tools, developed over centuries of manual labour, and readily available at local hardware stores came into use, but little thought was given to size, weight, and balance. For years foresters experimented with combination tools. The origins of the humble handheld driptorch have been lost in time. They are widely used for ignition in controlled burning operations in forest and grasslands. The “Pacific Forester“ with its short central wand and somewhat leaky ball-valve was made by the American Wajax company in the 1940s. The Pacific Forester is slightly different in design from the more robust and common “Panama” driptorch first manufactured in 1933 and used extensively by Queensland cane farmers. The Panama is closely related to the current “Firebug” used in Victoria which is manufactured by Rodney Industries in Brisbane and has an offset wand design which gives it good balance. The fuel is a mixture of petrol and diesel and every FCV District had their own closely-guarded secret formula ... 2:1, 3:1, 1:1, 4:1 or 3:2 ratio. There was also the choice of 91, 95 or 98 octane petrol mixed with summer or winter diesel. Occasionally some of the old Avgas or Jet-A1 lying around the depot was added with a splash of engine oil to make the mixture stick to the fuel to be ignited. This letter describes a business transaction of an item essential to conducting a mill in the days of the pioneers. The horse was purchased from Francis Jones at Grasmere some 45 kilometres distant. Francis Jones and descendants were closely associated with the settlement of Grasmere (district) and 'The Union', a well-known pastoral property still in existence today.The conduct of business in the 19th century could be slow and arduous. Horses were an essential component of business and communication. Their labour was pivotal to success and so their physical soundness (or otherwise) was vital. The horse trade was open to manipulation by the unscrupulous, selling unfit animals. Veterinary care and treatment was primitive, so a buyer could not be confident of a positive result, despite (as in this case) Jones' assurances of the triviality of the injury and Knights' capabilities. I beg to acknowledge the receipt of yours of the 29th March enclosing a cheque for [pound sign] balance of the price of the bay mare for which I am much obliged to you for your punctuality in sending it. I enclose you a receipt for the the (sic) same. With reference to the swelling on the mares leg it could only have been there a very short time before you purchased her. It can easily be removed if the proper remedies are applied. M. Knights the veterinary surgeon will give you medicine that will remove it for a trifle. Hoping the mare will give you ample satisfaction. I am scy. Photos of Legatee Grat Grattan being presented with a 50 years of service certificate from President Chas Wilks in 1989. L/ Grattan was a long serving legatee, an article written when he turned 100 says that as a Legatee he was widely respected, he was 'something of a father figure - many of the girls were given away at their weddings by this kindly Legatee'. The article says Oriel John Grattan was born in WA and enlisted in the First AIF in 1916. He served in France and Belgium before he was wounded near Menin Gate. It continues with an interesting piece on the acquisition of Legacy house. It says: 'Perhaps his most lasting monument is Melbourne Legacy House. Through his friendship with one of the principals of the firm, Brown and Dureau, Legacy was given a donation of 30,000 pounds in 1944 (amount was 27,059 pounds according to Dureau Act).' A condition of the donation was that Legacy had only eight days in which to buy a building. A building in Swanston St was purchased for 18,000 pounds and the balance invested. But vacant possession was not possible and the building was sold in the early '50s and became part of the Royal Melbourne Institute of Technology. Speedy Moisture Meter, Thomas Ashworth and Co, c 1950
The most common technique to measure fuel moisture content in Victorian forests until recently was the Speedy Moisture Meter - which is essentially a pressure cylinder. Originally developed in England during the 1920s for measuring moisture in wheat and other grains it was adapted for Australian forest fuels in the 1950s. Fuel was first ground using a Spong domestic food mincer, often attached to the bullbar of a vehicle, and a small measured (using the beam balance) sample placed into the Speedy together with a measured amount of calcium carbide and then sealed. The chemical reaction between the moisture in the fuel and the calcium carbide created acetylene gas; the pressure of which was read on the external dial which gave the read-out as the moisture content (percentage of net weight) of the sample. There were important techniques with preparing the minced samples, using the chemical and the subsequent cleaning of the Speedy to give reliable readings, but it was quick, inexpensive, robust, portable and practical in the field - it gave readings which were reproducible to within +/- 0.5% moisture content. It was used routinely before igniting a fuel reduction burn or measuring fuel moisture differentials on slash burns. In the early stages of the Kiewa Hydro-Electric Scheme the State Electricity Commission took over the financial and construction responsibility of the Tawonga District General Hospital building at a cost of 27,000 pounds. This included the removal and re-erection of the ex-military Bonegilla ward from Wodonga while in addition they carried out all the necessary building works that allowed the hospital to operate as a functional unit. The work was completed and handed over to the Hospital Committee of Management on September 1, 1949. Local residents raised 3,400 pounds through fund raising. The balance was met by the SEC and the Hospital and Charities Commission. The initial project was to provide for a basic temporary hospital which was later to include an Operating Theatre, Offices, Store, Mortuary and a Nurse’s Home, until the establishment of a permanent medical premises. Following the opening, 455 patients were admitted to the Tawonga District General Hospital and 254 operations were performed in the first year. The hospital relocated to Mount Beauty in the former SEC administration offices located in the town centre. Official opening of the 18 bed Tawonga District General Hospital on April 29 in 1961. Alpine Health CEO Mr Lyndon Seys oversaw the opening of the new Mount Beauty Hospital in November 2001 alongside Board of Management President Mr Andrew Randell, other board members and politicians. The Kiewa Hydro-Electric Scheme the State Electricity Commission played a pivotal part in the planning and initial funding of the Tawonga District General Hospital, with a view to providing medical support for its many workers on the Hydro scheme. Later, spouse and family members of workers were also able to access medical assistance The hospital was originally located in Tawonga away from the majority of the patients as the Hospital and Charities Board was not prepared to have it within the SEC controlled area. Fire Beater - Leather, c 1940s
Bushfire perimeter rather than bushfire area is the main control problem for firefighters on the ground. A conundrum rapidly compounded by spot fires. A small 5 ha fire can be nearly 1 km around the perimeter. That's a long way to build a control line by hand in rough bush. Dry firefighting techniques by hand were mostly confined to “knocking down” or “beating out” the flames, as well as "digging out". Digging or raking a “mineral earth” trail down to bare dirt proved most effective in forest fuels which, unlike grass, tend to retain heat and smoulder. Early tools were whatever happened to be close at hand. They were simple and primitive and included shovels, slashers, axes, hoes, beaters and rakes. A cut branch to beat the flames was often the only thing available. Farming and logging tools, developed over centuries of manual labour, and readily available at local hardware stores came into use, but little thought was given to size, weight, and balance. This leather beater was based on a century-old stockman's design which used green cow hide leather lashed to a broom handle. It's recommend that users lift no more than above knee height to conserve energy and let the beater to the work. For years foresters experimented with combination tools. 'Applications and allotment of 12,000 new shares, containing lists of shareholders for The Central Deborah Gold Mine as at 15th January 1948, contains information regarding applications for shares, transaction details of what was sold, cost and allocated to list of people who they were sold to'. A3 lined paper, hand written with names of each purchaser and balances of each transactions. Blue & white forms printed as contracts of applications to the directors of the company to state who the owners of the shares were and receipt of payments. Forms state the issue of release of 12,000 contributing shares of 1 pound each per share which were submitted by shareholders desiring to exercise their quota rights. Also contains hand written receipts from the Bank of New South Wales Chambers regarding applications to purchase shares from W.J Donovan who was a member of the Melbourne stock exchange which was part of Union Bank of Australia in 1948. All paperwork signed and stamped by McColl,Rankin & Stanistreet Legal Managers & Accountants upon receipt. Document - DRAINAGE PROBLEMS - NEW CHUM DRAINAGE PROPOSALS
Six pages of handwritten notes regarding the New Chum Drainage Proposals. Extracts from the Bendigo Advertiser mentioning the rising of the water in the New Chum Mines. An Advertiser report 27/12/1910 mentions that deep mining will have to be abandoned owing to the absence of some proper scheme to cope with the water. An arrangement had been made by which the companies affected along the line should contribute to a scheme. Suggestions made that the water be lifted by electric pumps. Baling with tanks had been tried for 6 months and then abandoned. Directors Report Victoria Reef Quartz Jan 1911 mentions unwatering had been carried on with assistance of Government. On the 20th Dec, one rope gave out. Decided that replacing it and doing the necessary work could not be met in the present financial conditions. It was also considered that the costof trying to reach the bottom reefcut in the New Chum Railway could not be continued by baling as its cost proved too expensive, while it could probably be done economically & effectively by electric pump which is now subject to negotiations with the Mining Dept.'
