Regular trips travelled from Montmorency to Hurstbridge and return as part of the Shire of Eltham centenary program. The train also stopped at Eltham, Diamond Creek and Wattle Glen stations on the afternoon of Sunday 18th April 1971. This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book, "Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). The collection of over 500 images is held in partnership between Eltham District Historical Society and Yarra Plenty Regional Library (Eltham Library) and is now formally known as 'The Shire of Eltham Pioneers Photograph Collection.' Ron McCormack, retired former JP on behalf of 41 Joint Appellants consisting of local residents and traders successfully lobbied the community and won an Appeal to have the permit cancelled as unsuitable development. The Administrative Appeal Tribunal found that the proposed development came withing the Eltham Planning Scheme definition of an 'amusement parlour' and that the playing of pool an amusement machines would be the focus of the centre and unlikely to attract older age groups. The tribunal was not satisfied the applicants had sufficient knowledge or where with all required for the successful running of this type of operation. With respect to the objectors, the Tribunal did not accept that a responsibly managed and attractive amusement parlour could not coexist near the adjoining residential area and without detriment to the commercial centre. At a Council meeting on June 7, 1994 councillors requested a report outlining criteria to be used to assess planning applications for youth entertainment venues given the Tribunal's view that a poorly managed facility in a small neighbourhood shopping centre, particularly in such close proximity to a residential area would not only have the potential to increase perceived youth problems, but could jeopardise the prospects of future proposals. The meeting was attended by more than 300 people which considered the following: Motion from public meeting – Saturday 13th October, 2018 1. This meeting has no confidence in Nillumbik Shire Council's proposed process for the re-development of 895 and 903-907 Main Rd, Eltham and we deplore the cursory attention given to public consultation to date. 2. We call on Council: *to preserve the Eltham War Memorial building complex at 903-907 Main Rd, Eltham, and retain their existing uses in accordance with the Eltham War Memorial Trust purpose; and retain the Cenotaph and Eltham Senior Citizens' Centre. * to retain council ownership of all land at 895 and 903-907 Main Rd, Eltham for our community and future generations. * following meaningful engagement with residents of the Shire, to place sufficient planning controls on the site of the former Eltham Shire Office to ensure that any future development of that land responds to Eltham's form and character and properly protects public amenity, access and use. * to make all proposals for the development of 895 and 903-907 Main Rd, Eltham available for public inspection as soon as they are received by Council. It is regarded as one of Melbourne’s most outstanding lookout towers. It commands a magnificent 360 degree panorama from Kinglake across the Diamond Valley to Macedon and the You Yangs. It is built on a peak which was once a volcano, 237 metres above sea level. After World War one a memorial cairn was erected on the site, and in 1925 a committee of public-minded citizens began to plan for a tower. Many generous donations of material and money were forthcoming so that in 1926 the Governor General Lord Stonehaven was able to unveil the plaque before a crowd of 500 people There was some concern in the 1960s when the Forests Commission wanted to build a firespotters cabin on the top. At first R.S.L. branches opposed the idea, but it was realised that this use could combine with its use as a tourist attraction, and would ensure its maintenance for the future. Today the Kangaroo Ground tower provides one of the best views around Melbourne and is a fitting memorial to those who died in two world wars. From: Historic items for Diamond Valley Community Radio September 1990 (EDHS collection) On November 8th, 1951, the memorial was re-dedicated by the Governor of Victoria, Sir Dallas Brooks with the addition of the names of men from the Shire of Eltham who fell in the Second World War. Thirty people, all of whom have lived or worked around the region most of their lives, were interviewed. There are six "channels" of stories: 1. Getting around - 2. "they were the wildflowers - we used to pick armfuls of them in those days" - 3."Up around Kinglake" - 4. "But it was home and no-one could put us out of it" - 5. "It was all orchards" - 6. More than 200 people attended the Council meeting in the public gallery and protested at the decision. 32 personal submissions were made to Council's Planning Special Committee meeting whose members vioted 3-2 against the development. The Committee consisted of the three Nillumbik Commissioners and three community members (Jim Connor, Bronwyn South and Janet Mattiske). Chief Commissioner Don Cordell, a former Shell employee excused himself from voting and the three communbity memebrs voted against the submission. The other two commissioners, Vin Heffernan and Kevin Abbott voted against it. They then immediately closed the meeting and opened a Council meeting lasting just seconds to use special reserve powers to overturn the decision. Subsequent to this the Commissioner run Council held a special meeting on Wednesday, October 23, 1996 where Commissioners Kevin Abbott and Vin Heffernan thanked all three community members of the Planning Special Committee and advised that their powers had been revoked. The article includes a joint statement from all three sacked members in which they state they have been able to bring a community perspective to the planning applications placed befopre the committee which has resulted in modifications to planning decisions. The members stated that "unfortunately, despite our best efforts to express considered apolitical opinions, it appears the Commissioners believe that any dissenting comment is politically motivated, and should therefore be disregarded." The history was commissioned by the Shire of Eltham and published as part of the Shire of Eltham centenary celebrations. Left to Right: Cr. (Mrs.) Charis M. Pelling, Mrs Dreverman, Cr. G. C. Dreverman, Mrs Nina Christesen, Mr Clem Christesen, Editor of the literary journal "Meanjin". "Russian-born Nina Christesen (nee Maximoff) is regarded as the pioneer of Russian academic studies in Australia. In 1946 she became a lecturer in Russian at Melbourne University, and in 1947 established the Department of Russian Language and Literature, remaining its head until her retirement in 1977. In 1987 she was made a Member of the Order of Australia. Nina was married to Clem Christesen, founder and editor of the respected (if left-leaning) literary magazine "Meanjin". They lived at "Stanhope" in Peter Street, Eltham. Visitors included writers Patrick White and Xavier Herbert, painters Arthur Boyd and Clifton Pugh, and historians Manning Clark and Geoffrey Blainey. In 1955, both Nina and Clem were interrogated by the Petrov Royal Commission on suspicion of being Communist sympathisers, which they reputedly rebutted wittily. Nina died in 2001 and Clem in 2003. They are buried together at Eltham Cemetery. There is also a memorial to Nina at the Eltham Living and Learning Centre, in the form of a bluestone amphitheatre with a floor of hand-painted tiles. The Eltham Branch of the Heidelberg Regional Library Service was opened on 17 August 1971 by Victoria’s Chief Secretary R. J. Hamer. The library was designed by the firm Leith and Bartlett and was the southern wing of the Shire of Eltham Offices in Main Road Eltham. Visitors entered a “book plaza” which embodies the display techniques of a bookshop. Through this area was located a quieter area for reference and the more “purposeful” reader. The library was opened as part of the Shire of Eltham’s centenary celebrations. Diamond Valley News, 24 August 1971 Wisdom of Solomon. "The architect of Eltham's new library, Mr Harold Bartett, at the opening of the library last week said: " Decisions to build such cultural builidngs as this with so little money and so many other basic items on the priority list are not taken without long hours of thoughtful debate demanding the wisdom of Solomon, the knowledge of a Moses, the business acumen of a money changer, the tender heart of a Rachael, the couriage of a David and last, but not least, the armour of a centurion." Thus, he described the attributes required in a municipal councillor. Mr Bartlett is a former councillor and is still honorary planner for the shire." H. E. Bartlett was on the Shire of Eltham Council 1954-1961. The library and Shire Offices were demolished exactly 25 years later in 1996.
