His Excellency stressed that the objects of Intermediate Legacy were to foster the spirit of comradeship, self-sacrifice and service, and to establish a high standard of citizenship and a spirit of responsibility in national development. 'Anything to do with Legacy has the strongest support of Lady Norrie and myself,' continued the Governor. 'Membership of Intermediate Legacy is open to the children of deceased servicemen who have passed the age of 16. There is no upper limit, although in 1945 a Senior Intermediate Club was formed in Adelaide for men returned from the services, or who, ineligible for service, had attained the age of 25. The photo shows a Junior Legatee, now Captain Len Frazer being inducted into Melbourne Legacy as a senior legatee by L/- Stan Savige on 26 January 1943. Notes with another photo taken at the event (see 01368) identifies the man as Captain Len Fraser, who had been a Junior Legatee after his father died in the first World War at Ypres. He then served in World War 2 and on his return qualified to become a member of Melbourne Legacy. His service number was VX15205, full name Leonard Thomas Frazer. From Trove a newspaper article describes his background. "Argus (Melbourne, Vic. : 1848 - 1957), Wednesday 27 January 1943, page 5 FIRST JUNIOR LEGATEE IN SENIOR CLUB Capt L. T. Frazer was initiated to membership of Legacy Club by Maj-Gen S. G. Savige, founder of the club, at a simple ceremony yesterday. He was the first returned soldier of this war, and first junior Legatee, to be admitted to membership. Joining junior Legacy in 1928, Capt Frazer, whose father was killed in the last war, was a foundation member of the Intermediate Club, of which he became president, and he gained the right to admittance to the senior club by having seen active service with the AIF. Enlisting in April, 1940, he served in the Middle East, Greece, and Crete. His father was killed in action with the first AIF at Ypres. Capt Frazer, who joined the Melbourne City Council as an engineering junior in 1928, graduated to senior MCC engineering assistant before he enlisted. The property mentioned at 1267 Burke Road was named Holmbush and was the first hostel for children that Legacy started and operated from April 1943. Dugout Night is an annual event where Legatees gather and enjoy the company of fellow Legatees ("comradeship"), usually in April, close to Anzac Day. A dugout in wartime provides protection for soldiers from small arms fire, artillery bombardment and attack from the air. The sign could have been made to publicise Dugout night or most likely as a caption for photographs of the event displayed at Legacy House.Legatees supported each other by coming together for various events throughout the year. Three widows standing in the forecourt of the Shrine of Remembrance and a photo of the elderly lady on her own. Her name is Mrs Winifred Fotheringham who helped launch the 1990 Legacy week as she was the oldest Legacy widow and had reached 101 years of age. Two newspapers used the photos on 4 September 1990. The Age used the three ladies with a caption. The Sun featured Winifred in a large photo on page 3. The article mentions her husband Archie, was shot four times in World War 1 but managed to live to the age of 83. Her son lost his life in World War 2 at the age of 23 while flying a mission over Germany and he was shot down. Legacy helped her after her husband died and she would be alone if it wasn't for Legacy. It mentions that Legacy hoped to raise $1.6 million to help the 23,000 ageing widows in their care. The photo of the three widows was featured in the 1990 Presidents report published with the Annual report. The caption says: 'Three generations of Legacy widows, WWII Mrs Dorothy Latta, 102 year old Mrs Winifred Fotheringham and Vietnam widow Mrs Barbara Leach.' Mrs Fotheringham is also seen at Anzac Commemoration service for students in April 1990 (item 00845) in the same outfit but with her badge on the other lapel. Yields information about the style and printing of tickets used in Ballarat and Bendigo tramways and how they were presented.1721 - Block of 200 tickets - black ink on off white paper, denomination 13c, lettered B278000 to B 278199, headed State Electricity Commission of Victoria, Provincial Tramways. On rear in black ink is a SEC advertisement "ELECTRICITY makes life easier" with the SEC's little boy wrapped in a towel logo. The 200 tickets have been stapled onto a heavy cardboard back with a heavy metal staple and a small cardboard retaining strip at the top of the ticket.
