Frank Wright was born at Smeaton, lived at Laura Villa, and attended Smeaton State School. His father William was a gold miner, and his large family was musical, winning many awards in the singing and instrumental areas. Frank was tutored by Percy Code and by the age of 18 was the Australian Open Cornet Champion. A year later, Frank conducted the City of Ballarat Band, and later the Ballarat Soldiers Memorial Band. He formed the Frank Wright Frisco Band and Frank Wright and his Coliseum Orchestra. These bands won many South Street awards, and as conductor Frank won many awards in the Australian Band Championship contest. He became well known and respected as a conductor and adjudicator of band competitions at very high levels in Australia and New Zealand. In 1933 Frank Wright sailed to England to conduct the famous St Hilda’s Band and was later appointed Musical Director of the London County Council, where he organized many amazing concerts in parks, in and around the London district. He was made Professor of Brass and Military Band Scoring and conducted at the Guildhall of Music and Drama. Frank was often invited to adjudicate Brass Band Championships around Europe, as well as at Ballarat’s South Street and in Australia and New Zealand. The Frank Wright Medal at the Royal South Street competition is awarded to an individual recognized as making an outstanding contribution to brass music in Australia. Each year World War One and World War Two veteran, and Ballarat Teachers' College Principal addressed the College community for ANZAC Day. The following are excerpts of his 1947 address. "...But we should do more than remember, and instead of pausing once a year for this purpose is should be our aim to remember daily - every day should be an Anzac Day so that we shall be inspired to take stock of ourselves if we are tryig to be worthy of almidst 100,000 dead who died to keep this country free to progress nobly towards a worthy goal, What are we dong about it? As a body of teachers er should be particulalrly concerned, as in our hands largely the growth of the children lies. In the schools we can do much in our work of every day to develop right standards and a better outlook amongst the children it is our privilege to teach. We can successfully teach the three "R's" but if this is all we do then we have failed. Is should be our aim, living in the spirit of those who gace so much, to dedicate ourselfes to the work of teaching young people how to live; to train them gently in ethical standards of conduct; to take responsibility; to live through the operation with otherts; to be prepared to give service without thought of personal gain; to realise to the full all that is best in them for the good of all. What we should do and how it is to be done is difficult to descibe, but if we ourselves have taught something of the Anzac Sprit we shall not fail. In particular, we shold take care of the orphan and th child of the disabled soldier. We should explore all avenues to see what that these children get every opportunity for higher education. As far as it lies in our power we should see that these children do not suffer - thus the legacy of war is ours. In a few months you will be going out to your schools. You will have young children around you. Let you arims be high. Try to live worthily and let your little community be the better and the finer for your coming. The Ballarat Teachers' College was established after the Victorian State Government and the State Education Department decided to establish two provincial teachers' colleges, at Ballarat and Bendigo. On 04 May 1926 W.H. Ellwood (Principal), Miss A. Bouchier, and Mr A.B. Jones, welcomed the first enrolment of 61 students to undertake the one year course. In 1927 the College moved to the former Ballarat East Town Hall in Barkly Street, which was remodelled for their use. It closed in December 1931 due to the Great Depression. In 1946 Ballarat Teachers' College reopened and relocated to the Dana Street State School. The building used by the Teachers' College was the original bluestone building facing Doveton Street South. It was originally planned to open as a women's college, for whom the residence at 130 Victoria Street was purchased, but the decision was made to admit resident men from Ballarat. Mr T.W. Turner was appointed as Principal in 1951 and directed the introduction of a two year course for the Trained Primary Teachers' Certificate. The former one year course was terminated at the end of 1951. In 1958 the College was relocated to a custom built facility at Gillies Street, in close proximity to the Ballarat Botanical Gardens. Numbers increased with the introduction of the Trained Infant Teachers' Certificate course under the guidance of Mary Egan. With the introduction of a three year Diploma Course in 1968 accommodation became cramped. The introduction of the Diploma of Teaching (Primary) led to the Trained Infant Teachers' Certificate being discontinued in 1969, and the end of the Trained Primary Teachers' Certificate in 1969. Secondary Art and Craft students began studies at Ballarat Teachers' College in 1969 under Mr Ted Doney. In 1971 Mr D. Watson was appointed Principal. The State College of Victoria was proclaimed by Order in Council on 24 July 1973, and Ballarat Teachers' College became a constituent college of the State College of Victoria, and was known as State College of Victoria, Ballarat. By 1975 the College moved to Mount Helen as part of the Ballarat College of Advanced Education. Pre service teachers currently undertake their studies on the Mount Helen Campus of Federation University. The following information was the preface of the 1985 GIAE handbook: The Gippsland institute of Advanced Education was established by an Order-in-Council in September, 1968, but, owes its origin to engineering diploma courses established in 1928 to service the developing electrical industry. The Council of the Institute includes members of the Gippsland community who are prominent in industry, commerce, education and the professions, the Director of the institute, the representative of the academic staff, of general staff, of students and of the Convocation of the Institute. In 1972 the Institute occupied the first of its permanent buildings on a large campus in rural surroundings near the township of Churchill, ten kilometres south of Morwell and one hundred and sixty kilometres east of Melbourne. Engineering laboratories are temporarily located in buildings on the site of the Yallourn College of TAFE at Newborough and they will be consolidated on the Churchill campus by the end on 1985. In 1974 new buildings were completed under a self-help program to house the School of Visual Arts. A building complex to provide the first stages of the permanent library and the Union, and accommodation for the School of Business and Social Sciences was completed in 1976. An Education building, an Applied Science building and student residential buildings for 108 student places were completed at the beginning on 1976. The Binishell, a multi-purpose facility was completed in 1980. On its establishment, the Institute assumed responsibility for the diploma courses which were previously offered by the Yallourn Technical College. These were diploma in Civil, Electrical, and Mechanical Engineering, Applied Chemistry, and Business, all of which were recognised by the appropriate professional bodies. The Gippsland Institute of Advanced Education is the only centre of Higher Education east of Melbourne and offers a range of vocational courses at associate diploma, diploma, degree, graduate degree and master levels to meet the educational needs of the Gippsland regions. The institute also has a very large commitment to a program on external studies. Federation University Australia was established on 1 January 2014. Formerly known as the University of Ballarat, its enabling legislation was the University of Ballarat Amendment (Federation University Australia) Act 2013. Although formally created as a University in 1994, the University of Ballarat had a lineage back to 1870 with the establishment of the School of Mines Ballarat, making it the third institution of higher learning to be established in Australia and the first to be established in regional Australia. On 1 January 1994, Ballarat University College became the University of Ballarat and in 1998 the University merged with three TAFE Institutes to become a dual sector institution with multiple campuses. On 1 January 2014, the University of Ballarat amalgamated with the Monash University Gippsland Campus to form Federation University Australia. The Gippsland Campus also had a long lineage dating back to 1928 with the establishment of the Yallourn Technical School which became a predecessor institution to the Gippsland College of Advanced Education formed in 1968. From this College the Gippsland Institute of Advanced Education was formed in 1968 leading to the establishment of Monash University College Gippsland in 1990 with full integration into Monash University in 1993. .2) The Gippsland Institute of Advanced Education was officially opened on the 20th November, 1976 by Senator The Honourable J.L. On 01 July 1990, the Gippsland Institute became the Monash University College Gippsland as a constituent of Monash University. The School Endowment Plantation Scheme was established in 1922 as a joint venture between the Education Department and the FCV. It was administered by the Education Department with technical supervision by the Commission. While some plantations were established on private land donated or leased for the purpose, most were established on Crown Lands or Reserved Forest made available, without cost, by the State. (https://www.victoriasforestryheritage.org.au/community/schools.html, accessed 26 September 2020) Throughout the Nerrina district numerous areas of public land were set aside as school endowment plantations as part of various schools’ educational resources. The plantations were initially established to instil through community involvement a love of forests and an appreciation of their value, and in fact many of them are well suited for regular use as a teaching resource of this nature. It was expected that this use will increase as courses embracing various aspects of environmental science are developed. Many school plantations have been planted to radiata pine, and revenue from the sale of produce used to provide amenities required by the schools. In some cases, however, these plantations have not been very successful in providing revenue, as the sites are unsuitable for economic growth or the plantations are too small or the location too far from processing centres to allow economic harvesting. In some instances, radiata pine plantations have failed due to poor management. In 1982 the Land Conservation Council believed that all the existing plantations should be assessed in order to establish their value as a teaching resource. Those not needed or that are unsuitable for teaching purposes for some reason, such as their location, should be terminated. Those planted to radiata pine that have limited value as a teaching resource although satisfactory for wood production may continue to be used for such production, but should be reviewed when the pines are harvested. The historic Victorian ‘couta boat “Viator” was built by renowned boat builder J.R. Jones of Williamstown in Melbourne, between 1890 and 1920. He was one of the early builders of this design. The features of Viator - carvel planked, open cockpit, vertical stem and straight keel, single mast and a pivoting centreboard - are all characteristics of an early Bass Strait ‘couta boat. This has been confirmed by experienced Victorian ‘couta boat restorer Tim Phillips. Viator served as a ‘couta fishing boat in the Warrnambool area until the mid-1930s, then some say she served as a mail ferry across to Portland. Later it was used as a fishing and recreation boat for local families. For years Viator sat in a paddock in East Warrnambool until purchased in 1975 and donated to Flagstaff Hill. ‘COUTA BOATS - The ‘couta design for vessels is believed to have originated at Port Phillip, Victoria, for the purpose of the Barracouta (‘couta) fishing industry, being both fast and seaworthy. , The 'couta fish was an important food fish in Australian waters, supplying Melbourne with plenty of inexpensive fish. VIATORY’S OWNERS - Some of Viator’s history is known: - 1940, registered Port Fairy and owned by G.J. Richards. - 1941-1945, registered in Port Fairy and owned by Jens “Peter” Petersen. - 1950’s “Brusher” Richards of Warrnambool and Port Fairy used it for fishing. - Peter Watson and his son also went fishing in Viator. - Frank Ferrier, boat builder, was an owner (son of ‘La Bella’ hero, William Ferrier) - Arthur Rogers owned Viator too, then sold it to Terry Pridmore and Wayne Moorefield - The Viator was stored in a paddock, unused for years, in Fairmont Avenue, Warrnambool, where it was gradually deteriorating. - 1975 Viator was purchase at a very reasonable price from Pridmore, then donated to Flagstaff Hill Maritime Village. RESTORATION - Shipwright Erik Mikkelsen soon started restoration on the Viator after it arrived at Flagstaff Hill in 1975. In 2006 the Maritime Museums of Australia awarded a grant to Flagstaff Hill Maritime Village to assist with the restoration and renovation of the Viator. Its restoration continues today in the care of Flagstaff Hill’s boat builder. J R. JONES - boat builder The photograph of the EVA MYRL shows the builder J R Jones with his team of workers. Viator received Heritage status with the Australian Maritime Museums Council and is listed on the Australian Register of Historical Vessels in 2006 (ARHV Number: HV000561). Viator was built in Victoria in the early days by renowned boat builder J.R. Jones, and sailed by fishermen for many years, both local and on the coastal waters of Victoria, and was possibly used for the mail service.
