In 2017 known as the Kangaroo Ground Operations Centre a facility for hire managed by the Shire of Nillumbik. On 7 February 2009 (Black Saturday) the CFA Incident Control Centre (ICC) was located here. Described in "Worst of Days: Inside the black Saturday firestorm" by Karen Kissane (access via Google books): "..the ICC is part of a mud brick complex built in the 1980s as an emergency operations centre for several agencies, including the State Emergency Service. It is also home to the headquarters of the CFA's Lower Yarra Group. A small office with a whiteboard would be the incident controller's office throughout the office, but a larger central room, with data projectors, "smart boards" and maps would house the rest of the team.."Statement of Significance From the Victorian Heritage Database (2010) What is significant? The 1988 emergency operations centre and the surrounding site to the title boundaries. How is it significant? The emergency operations centre is architecturally, aesthetically, socially and historically significant to the Shire of Nillumbik. Why is it significant? The emergency operations centre is architecturally and historically significant as a good and rare example of a large public building constructed in a 1980s version of the 'Eltham style', and as a rare attempt to adapt the 'Eltham-style' aesthetic to meet the changing demands of the Shire in the 1980s (Criteria B, D & E). The emergency operations centre is architecturally and aesthetically significant because it is constructed of mud brick and features: a central entry with a tile mural (Criterion E). These are plans for alterations to the residence and surgery of Dr Angus in Koroit Street, Warrnambool (Birchwood). Dr William Roy Angus (1901-1970), after several years practising as a doctor in South Australia and northern Victoria, came to Warrnambool in 1939, purchasing the practice of Dr John Hunter Henderson (Birchwood). Dr Angus was a dominant figure in medical and community circles in Warrnambool for 30 years, becoming an important ophthalmologist in his later years. Birchwood, with its beautiful gardens, lawns and tennis court was suitable for entertaining and many distinguished people, including Vice-Regal personnel and representatives of the Red Cross stayed at the house. It was also a meeting place for representatives of the many organizations with which Dr Angus was associated (over 20 groups including the Good Neighbour Council, the Boys’ Club, the Food For Britain appeal, the Historical Society, Rostrum and the National Fitness Council). Birchwood or earlier buildings on the site was used as a residence/surgery by many doctors in Warrnambool, going back to the 1860s and Dr Angus and his family lived there from 1939 to 1967. In 1998 Birchwood was demolished and a new Warrnambool Police Station was built on the site. These plans are of interest as they show the 1939 alterations to the building known as Birchwood in Koroit Street Warrnambool. We have a good floor plan and a drawing of the front of the building so we know what it looked like in the late 1930s. Both Birchwood and Dr Angus are important in Warrnambool’s history. These are four sheets showing alterations for the residence of Dr Angus (Birchwood) in Koroit Street Warrnambool. One sheet shows the front of the house in colour drawn in ink and pencil and paint and there is a copy of this in black and white. The other drawing is of the plans for the house drawn in pencil and ink and with some red and blue colouring. These slates and nails were recovered from the roof of Christ Church, Warrnambool when the slates were replaced recently. The foundations of the Anglican Christ Church in Warrnambool were laid in 1855 in Henna Street. The south nave was completed in 1857, a porch was added in 1859 and in 1862 the north nave was completed. The chancel was erected in 1877 and the tower completed in 1882. The church is a stone building. The Hammond Centre for community functions was added in the early 21st century. These items are of interest as they demonstrate the type of building materials used in the 19th century. They are also of interest as they come from a prominent building in Warrnambool, the Anglican Christ Church.These are three irregular-shaped pieces of grey slate and seven iron nails from the slate roof of Christ Church, Warrnambool. This book, published in England, has been awarded as a school prize in 1887. Woodford School, No. 648, was an early National School which commenced in a house in 1854. In 1872 a sandstone building was erected. The school still operates. James Craig was the Head Master of Woodford School from 1884 to 1889. His wife was the Work Mistress of the school and both were involved in community affairs, particularly in regard to the Presbyterian Church and the local Mechanics’ Institute. Annis Morgan was born at Woodford to Jenkin and Mary Morgan in 1874. She would have been about 13 at the time she received the prize book. Annis (Ann) married Alan Patterson in 1897. This book is of considerable significance as it is connected with the history of Woodford, the Woodford school, the teacher, James Craig, the pupil, Annis Morgan and her family. This is a hard cover book of 812 pages The cover is black with an engraved ornamental pattern and edging and gold printing in the title on the cover and the spine. There is gilt edging on the pages. There is a bookplate on the inside front cover and one or two pages at the beginning are missing. The book contains many black and white illustrations with the first one covered by a piece of tissue (now blotched). The book contains poetry, short stories (some serialized) and some factual writing suitable for older children and adults. This Almanac was published by the Warrnambool Advertiser in 1873. The Warrnambool Advertiser was first published in 1868 by the Warrnambool Newspaper Company with James Hider as chairman. The first editor and publisher was Frank Davis who was succeeded in these positions in January 1870 by Daniel Harrison and Daniel George. The plant and goodwill was sold in May1874 to Fairfax and Laurie, the proprietors of the Warrnambool Standard. The owner of this booklet was Christopher Beattie who came to Warrnambool in 1853 and founded, with Henry Phillips, the undertaking firm of Beattie & Phillips in 1865. Beattie was heavily involved in community affairs in Warrnambool - the Fire Brigade, the Building Society, the Mechanics' Institute, the Manchester Unity Lodge and the Wesleyan Church. Several pages of the booklet have personal notes written by Beattie. The booklet remained in the possession of J J Leahy, the successor to Beattie & Phillips in the Fairy Street undertaking business.This booklet is of major importance as it is an original Warrnambool Advertiser Almanac of 1873. This Almanac was published two years before the Warrnambool Standard Almanacs were issued (1875-1930) and thus it contains information not available elsewhere. The association with Christopher Beattie of the firm Beattie & Phillips and the Beattie handwritten material are also of major interest to local historians.This is a booklet of 47 pages, the Warrnambool Advertiser Almanac of 1873. Some of the first and end pages are missing and some of the inside pages are torn or partly missing. Some of the end pages are loose. The booklet contains a monthly calendar with historical dates from Australia and overseas, Town and District Directories of people living in the Warrnambool area, general information on organisations and businesses in Warrnambool and the surrounding district and postal information. It also has many local Warrnambool and district advertisements, some with black and white sketches. There are also several pages with comments handwritten by Christopher Beattie. This is a New Testament in Chinese given to Thomas Wong Cheong on the occasion of his baptism in August 1886. Thomas Wong Cheong (also written Thomas Wong Tong) was a Christian Catechist appointed by the Foreign Missions Committee of the General Assembly of the Presbyterian Church in Victoria. He worked in Warrnambool, ministering to the local Chinese Christian community for 31 years. He died in 1923. A Chinese Church, under the auspices of the Presbyterian Church, was erected in Ryot Street, Warrnambool in 1892. By the 1930s the Chinese community in the Warrnambool area had dwindled to a very few in number and the Ryot Street building was demolished in 1979. This is a significant book because of its association with the Chinese community in Warrnambool and the catechist Thomas Wong Cheong. The Chinese Church and the work of Thomas Wong Cheong are of importance in Warrnambool’s history from the end of the 19th century to the early years of the 20th century and this book would have been well-used during this time. This is a hard cover book with a black cover and the words, ‘New Testament’ printed in gold lettering on the back page (probably the front page when being read in Chinese). The text is entirely in the Chinese language with the Chinese characters in columns ruled longways. The signature of Thomas Wong Cheong (Tong) is written four times in blue and red ink. There is an inscription on the back page (front of book) and a page with a yellow background and black printing. Some of the pages have been torn (silverfish damage) and the edges of some pages have been stained. Most of the pages have four or five holes on the inside edges, suggesting that the book has been re-bound from a previous binding. This plate comes from the Registered Office of F. Morse Pty Ltd. The name ‘Morse’ has been associated with the local Warrnambool transport industry for more than 100 years from the horse-drawn era to the advent of motorized transport. Frederick Morse was the son of Henry Morse, a teacher at The Grange, Hamilton and at Grasmere in the early 1870s. In 1883 Frederick Morse started business in Fairy Street as a coach builder in a partnership known as Robinson and Morse and in 1891 he set up a business on his own, the Victoria Carriage Works in Lava Street with branches in Port Fairy and Koroit. By the 1890s he was employing 27 people and winning State awards for his Abbot buggies. By the 1920s the Morse business had moved to motorized transport, expanding over the years to car dealerships, caravans, panel works and reconditioning and truck building with the subsidiary businesses of Morsmilk and Morsbearings (both later sold).This plate is of strong significance as a memento of a business in Warrnambool that has been prominent in the local transport industry for 120 years. It is also a memento of the Morse family, notable 19th century settlers in the town and important in local community affairs since that time. This is a wooden frame with a glass front. The frame is painted a grey colour and has holes at the top and bottom for affixing the frame to a wall or door. Behind the glass the words ‘Registered Office F. Morse Pty Ltd’ are painted or incised on to a wooden slab. The words are in yellow and red paint. Warrnambool South Primary School was opened in 1877. The first teacher was Mrs Eliza Clarke. Many of the trades of the early parents were occupations such as tanners, saddlers, wharf labourers and fishermen. The school celebrated its centenary in 1977 and was decommissioned around the 1990’s. There are four McDonald children identified towards the RHS of the picture. The South Warrnambool school was part of a close knit community. This photo shows a very good cross section of many of the South Warrnambool families at that time. Joseph Fowler (1888-1972), businessman and municipal councillor, was born on 28 February 1888 at Bagworth, Leicestershire, England, one of thirteen children of John Fowler, groom, and his wife Mary, née Ash. With his brother Sydney, in the early 1900s Joseph worked in a fruit-preserving business run by an uncle at Maidstone, Kent, and continued with the firm after 1908 when it was relocated at Reading. At St Andrew's parish church, Leicester, on 7 September 1910 he married a nurse, Elizabeth Harris (d.1965); they emigrated in 1913 and settled at Camberwell, Melbourne. Encouraged by his commercial experience, and by the variety and quality of fruit in Australia, Fowler set up a fruit-bottling business in the rear of his small house in Burke Road. Trading as J. Fowler & Co., by 1915 the company had begun producing home-bottling kits which contained a sterilizer, bottles, lids, rings and a thermometer. To acquire the capital to establish a factory, Fowler travelled the district, selling his kits door-to-door from the back of a cart. In 1920 he bought a shop at the corner of Power Street and Burwood Road, Hawthorn, and registered his business as a private company. During the Depression his kits became a household name. In 1934 Fowlers Vacola Manufacturing Co. Ltd was registered as a public company. Housewives, nationwide, were urged to bottle their own fruits and jams by 'Mrs B Thrifty', the dainty cartoon character who graced the firm's advertisements. Numerous recipes and instruction books, such as From Orchard to Bottle the Fowlers Way, advertised the necessary preserving equipment, extending to jelly bags and juice extractors. Australian-made glass and imported steel and rubber were used in the production of Fowlers Vacola Bottling Outfits. Determined to put something back into the community which had supported him so well, in 1933-60 Fowler represented Yarra Ward on the Hawthorn City Council (mayor 1938-39 and 1945-46). He served as vice-president of Swinburne Technical College (1942) and of the Hawthorn branch of the Australian Defence League (1943); he was also a Rotarian, and a warden and vestryman of St John's Anglican Church, Camberwell. Changed demands in World War II encouraged Fowlers Vacola to diversify their product. Canned goods were manufactured for allied troops in the South Pacific. In 1953 new buildings and plant, including a giant pressure-cooker, were installed to increase productivity: from that time Fowlers Vacola sold canned and bottled food throughout Australia and abroad. By 1960 the factory occupied more than 122,000 sq. ft (11,330 m²) and further expansion was to occur when the firm moved to Nunawading. Fowler retired in 1961, but remained chairman of directors; his son Ronald succeeded him as managing director. Variously described as a generous, jovial man with a sense of humour, and as a strict and astute manager whose company was his life, Fowler was renowned for his straight business dealings and his 'no-nonsense' attitude. Survived by his son and daughter, he died on 24 April 1972 at Camberwell and was cremated. His estate was sworn for probate at $204,424. On Ronald Fowler's death in 1978, the company was bought out by the Sydney firm, Hooper Baillie Industries Ltd; it in turn sold to Sabco Ltd of South Australia; in 1994, when Sabco went into receivership, Australian Resource Recovery Technologies re-established Fowlers Vacola Australia Pty Ltd's headquarters in Melbourne. Located on what was referred to as Obelisk Corner, improvements have been been made since the unveiling in August 1919 with the provision of a stone retaining wall topped with a chain link and granite stone boundary, most likely in conjunction with improvements to the intersection into Main Road. Along with the use of the name Obelisk Corner, the Bridge Street bridge was also known as Obelisk Bridge. The Eltham Obelisk was originally located at the corner of Bridge and Main Roads in 1919. In 1943 (WW2) the local community commenced plans to establish the Eltham War Memorial, a living memorial to benefit the children as opposed to a one in stone as per the obelisk. The Eltham War Memorial Trust was established in 1945. In 1947 the Trust intended for the Obelisk to be relocated from Bridge Street and Main Road to the Garden of Remembrance which was planned as part of the Baby Health Centre which was to be the first of three buildings of the Eltham War Memorial to be built in 1951. In 1951 the Eltham RSL was invited to be represented on the Eltham War Memorial Trust. Around this time, with pending roadworks, the obelisk was relocated to the front garden of the Eltham RSL sub branch on Main Road for safe keeping. In 2007, a suggestion was proposed by Harry Gilham (President, EDHS) to John Cohen (ERSL) to claim a special site along with the historic Shillinglaw trees on the now vacant former Eltham Shire Office site adjacent to the Eltham War Memorial precinct for relocation of the obelisk. In 2010 following the financial collapse and sale of the Eltham RSL Sub-Branch property and amalgamation with the Montmorency Eltham RSL sub-branch, the location of the obelisk was again in immediate jepoardy and in conjunction with Nillumbik Shire Council, the obelisk was relocated in front of the Eltham War Memorial buildings in preparation for the Dawn Service on Anzac Day 2012.This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book,"Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). Situated near the top of what was known as 'Policeman's Hill' according to Miss Ivy Reynolds, neice of the photographer, Tom Prior. From the left, Eltham Court House, Police Residence and Police station on Main Road and corner of Brougham Street. These buildings formed part of Little Eltham and still stand (without the front fence) today though the Police Station was demolished in 1986 due to termite damage. A replica was built circa 1989. The institutions of law and order in Colonial Victoria included the police, courts and prisons. The 1852 report of the Snodgrass Select Committee appointed to "identify the policing needs of the colony” noted there existed seven independent police forces that did not co-operate or regularly communicate. Following the committee's report all these police entities were merged into the Victoria Police, founded on 8 January 1853, to implement law and order responsibilities throughout the Colony of Victoria. The Eltham Courthouse (1860) and adjacent Police Residence (1859) formed a justice precinct established in the immediate aftermath of the 1852 police inquiry and the effects of the gold rush. The physical presence of these buildings, in the centre of the early Eltham township, defined centralised control over law and order. In the early days the Police Constable in charge would conduct his duties travelling around the district by horse; a stable was located at the rear of the residence. At times the horse would be grazed on the paddocks across the road. Horseshoes were forged by the blacksmith beside the Courthouse on the high side of “Policeman’s Hill”. Along with the stable, there was a two-cell bluestone lockup where prisoners were held awaiting trial in the adjacent Courthouse. Their meals were usually provided by the policeman’s wife or from the hotel just up the road. With the arrival of the railway in 1902 the town centre gradually shifted towards the railway station. The Police Station and operations were moved into the town centre in 1961 to a renovated house in Pryor Street, which was later replaced by the current Police Station. From 1961-1981 the residence was occupied by the Vermin and Noxious Weeds Destruction Section of the Department of Crown Lands and Survey. Prior to August 1967 the former Police Station was dragged to the rear of Police Residence to make way for the construction of a driveway and access from Main Road. The building was placed on the site of a former Scullery and modified for Lands Department use. In 1981 the Shire of Eltham took over management of the former Police Residence in Eltham. It remained unoccupied for a period whilst its future was discussed in Council. It was then used for a community job creation scheme until 1985. In 1985 the Shire of Eltham Parks and Environment occupied the residence. Council improved the driveway but later added a second rear access from Brougham Street due to the dangerous nature of the Main Road entrance. Additionally, a rear toilet facility between the Police Residence and the relocated former Police Station, which was doubling up as a lunchroom. Council also commenced discussions to re-establish a replica Police Station. Around November 1986 the former Police Station was demolished; believed to have been suffering termite damage. About 1989, after some years of discussion, a replica Police Station was built, based on photographs, to act as a lunchroom and meeting room for the Parks and Environment staff and volunteers doing community service. In 1996 Eltham District Historical Society held discussions with Nillumbik Shire Council commissioners throughout the year regarding a home for the Society. A proposal was put forward by the Society in October to occupy the former Police Residence. In March 1997 Eltham District Historical Society gained access to former Police Residence and on July 12, 1998, moved into its Local History Centre. The Reynolds/ Prior collection of photographs were taken by Tom Prior, the maternal uncle of Ivy Reynolds, around 1900 and the 60 photos in the album give a fine overview of many of the landmarks of Research and Eltham over 100 years ago. lvy lived in the family home for many years at 106 Thompson Cres Research. Ivy's father, Ernst Richard Reynolds and grandfather, Richard Reynolds, lived at the same address. Ivy's father Richard worked for Mr. Trail on his property in Research. Reynolds Road is named after the family. Mr Tom Prior (wife Eva) worked at the Melbourne zoo. He was very innovative and made his own camera, using the black cloth hood to exclude the light. Eltham Primary School. This building is the earliest building remaining on site today. It was built in 1875 and was the second school building replacing the original1856 building of stone walls with wooden shingles on the roof. Dated 1919, the Eltham Obelisk is decorated with wreaths, most likely for what was originally known as Armistice Day though now known as Remembrance Day, 11 November. The location of the Obelisk at the corner of Bridge Street and Main Road became known as Obelisk Corner and the Bridge Street bridge was also referred to as Obelisk Bridge. The Eltham Obelisk was originally located at the corner of Bridge and Main Roads in 1919. In 1943 (WW2) the local community commenced plans to establish the Eltham War Memorial, a living memorial to benefit the children as opposed to a one in stone as per the obelisk. The Eltham War Memorial Trust was established in 1945. In 1947 the Trust intended for the Obelisk to be relocated from Bridge Street and Main Road to the Garden of Remembrance which was planned as part of the Baby Health Centre which was to be the first of three buildings of the Eltham War Memorial to be built in 1951. In 1951 the Eltham RSL was invited to be represented on the Eltham War Memorial Trust. Around this time, with pending roadworks, the obelisk was relocated to the front garden of the Eltham RSL sub branch on Main Road for safe keeping. In 2007, a suggestion was proposed by Harry Gilham (President, EDHS) to John Cohen (ERSL) to claim a special site along with the historic Shillinglaw trees on the now vacant former Eltham Shire Office site adjacent to the Eltham War Memorial precinct for relocation of the obelisk. In 2010 following the financial collapse and sale of the Eltham RSL Sub-Branch property and amalgamation with the Montmorency Eltham RSL sub-branch, the location of the obelisk was again in immediate jepoardy and in conjunction with Nillumbik Shire Council, the obelisk was relocated in front of the Eltham War Memorial buildings in preparation for the Dawn Service on Anzac Day 2012.This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book,"Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). The collection of over 500 images is held in partnership between Eltham District Historical Society and Yarra Plenty Regional Library (Eltham Library) and is now formally known as 'The Shire of Eltham Pioneers Photograph Collection.' Eltham Shire Offices 1941-1965, were located at the Corner of Arthur Street and Main Road, Eltham. Brodribb State School was State School 3635. It is now on the grounds of the Primary School at Orbost. The schoolopened on 1st of January 1910. It consisted of a building constructed by the parents of the children concerned. This early structure was leased to the Department which had refused requests by the parents to provide a school. This arrangement persisted until 1950. The first Head Teacher was Hubert E. Neville who served there from 1st of January 1910 to 7th of July 1910. In 1950 the Jarrahmond School building was moved to Brodribb, and provided much improved facilities for the teacher and pupils. This building remained in use until 1965 when the school closed because of insufficient numbers. The Brodribb School remained vacant until 1968, when, moved to Orbost, it became an integral part of the school in Ruskin Street Orbost. This school record is of immediate interest and value to the pupils and staff who have learned and taught in the Brodribb State School. The record also has a much wider significance, to the community in which the school is situated, as a record and research tool.Hand - written minutes of the Brodribb State School Committee. Club Terrace, situated in East Gippsland, is important as a timber milling centre. The name probably derived from the ‘Ace of Clubs’ mine which operated for a time there and which took its name from the ‘Ace of Clubs’ cattle brand of still earlier days. The school first opened on 1st of February 1900, the teacher being Samuel Beaver. In 1960 the number of children enrolled grew too great for the little one-room school that had served so well. A modern type school of two rooms, built on a new site away from the mills, was occupied at the beginning of the 1961 school year when R. Lawry and his wife were the teachers. Later in the same year the school was officially opened by the DI Cyril Bowden. Also present were B. Evans, MLA, B. May, MLC and several Councillors from Orbost Shire. This school record is of immediate interest and value to the pupils and staff who have learned and taught in the Club Terrace State State School.
