Councilor James Baird was elected as a member of the first Ballarat Shire Council in 1863 becoming the first Shire President for 1863-64,and was on council until 1865.He was then re-elected to council in1868 until 1887.He then served three more terms as President 1874-75 ,1875-76, and 1879-80.This original photo is of the first President of the newly formed Ballarat Shire. On 16th November (monday)1863, it was declared that the Ballarat Road Board District to be a Shire known as the Shire of Ballarat.This document was signed and sealed by Colonial Governor Charles H.Darling. The declaration was published in The Government Gazette on tuesday 24th November 1863. The Shire of Eltham Historical Society undertook significant research in conjunction with Alan Marshall locating material at various institutions and other societies; interviewing longer term residents and a public campaign through the local press to acquire photographic material for duplication and use in the book. The first local government authority for Marong was the Marong Road District (an early form of single-purpose local government), which was proclaimed on 19 August 1860. Its boundary was altered twice in 1862 and on 12 December 1864 it was re designated as a shire. It absorbed Raywood Borough in 1915, and was proclaimed a Rural City in 1990. On 2 December 1994, with the creation of Greater Bendigo City Council, it was abolished by being amalgamated with Bendigo City, Eaglehawk Borough, Huntly Shire, part of McIvor Shire, part of Metcalfe Shire and Strathfieldsaye Shire to form Greater Bendigo City.Rural City of Marong Stirling silver drop, plated in 22 ct gold with enamel centre piece. In 1851 Moses Thomas purchased 400 acres, including a half mile frontage to the Plenty River, at Mernda (then known as Morang) where he operated a farm, inn and other business. In 1865 Moses Thomas was appointed Engineer, Clerk and Collector for the Morang District Road Board. In this role he would have been responsible for overseeing the collection of local property rates and the maintenance and construction of local roads and drains. Road District Boards were one of the earliest forms of local government in Victoria. The Morang or Upper Plenty Road District was established in 1862. It covered part of what is today Mernda, Doreen, South Morang, Mill Park and Bundoora. In 1875, the area merged with the Whittlesea Road District to form the Shire of Whittlesea. Moses Thomas briefly served as a Councillor with the Shire of Whittlesea until his death in 1878. Correspondence. Letter, paper, handwritten text with seal. Titan Bridge, Warrnambool – The name Titan Bridge is likely to be a reference to the huge Titan crane that was used in the construction of the Breakwater in the late 19th century. Shelly Beach is a popular swimming area with the added attraction of rock pools to investigate and rock formations to climb. Joseph Jordan - Joseph Jordan was born in 1841 in Leicester England. When he was 16 he joined the 7th Queen's Own Hussars and was sent to India at the outbreak of the mutiny. He took part in the relief of Lucknow and remained in India for eleven years. It was during this time that he became interested in photography. He was posted to New Zealand and later came to Victoria, becoming a sergeant major of the Mounted Rifles. In the mid-1880s he came to the Western district where he was responsible for establishing units of the Mounted Rifles in various country towns such as Dunkeld, Mortlake, Panmure, Bushfield, Koroit etc. He resigned from the army in 1889 and set up a professional photography studio in Liebig Street, Warrnambool. He became very well known in the Western District for family photographs, official photographs of local councillors and groups as well as views of local scenery. In 1891 he photographed the wrecked barque ‘Fiji’ at ‘Wrecks Beach’ near Princetown. His business was taken over by his son Arthur around 1917. Joseph was a keen rifle shot and in 1924 he donated the "Jordan Shield" as a prize to the Victorian Rifle Association. He was made a "Life Honorary Member" of the Warrnambool Returned Soldiers League and in 1933 he was recognised as being the oldest living soldier in Victoria. Joseph died in 1935 aged 95.The image of the Titan Bridge rock formation with figures on it suggests that the location was a popular place to visit. It captures a time when the rock formation was publically accessible. The choice of subject for this postcard indicates the popularity of Warrnambool's natural environment as a tourist attraction at a time when ships called coastal traders brought passengers and cargo to the Port of Warrnambool from ports along Victoria's southwest coast. Pliiar Caves, near Warrnambool – The formation at the front of the cave resembles the pillars of a porch, giving the cave its name. Local social media discussion locates the caves near Lake Gillear, east of Warrnambool. The area was popular with young lads as a place to explore and to go rabbiting. The caves in this area are home to colonies of bats and have been a source of bat feces or bat guano, which is an enriching additive to soil. The 19th century sailing ships in the Nitrogen or Guano trade collected large quantities of guano from caves and popular bird nesting locations to sell as a rich fertiliser, due to its high nitrogen and phosphorus properties. In 1892 the area was declared a National Park, the first in Victoria, preserving native animals and Indigenous plants. The rich volcanic soil in the area attracted early settlers including the families of Henry Giles, born at Tower Hill in 1858 and his wife Mary Jane (born Freckleton) born nearby at Cooramook in 1860. Henry and Mary worked in the local area where they also raised their six children. For a time, Henry was employed as a labourer on the Warrnambool Breakwater. One of these settlers was the Giles family, whose son Henry was born at Tower Hill. His family has donated many Victorian-era items which are now on display at Flagstaff Hill. Tower Hill National Park is the first place in Victoria to be named a National Park. As in the times when coastal trading ships brought passengers and cargo to the Port of Warrnambool, it continues to be a popular place to visit. James migrated from Scotland and was elected as a member of the Belfast Road Board in October 1857 and continued in office as Chairman of the Board until 1863 when the Shire was proclaimed. He was accordingly the first Belfast Shire President for 2 year. Melbourne District Nursing Society (MDNS) moved into 452 St. Kilda Road, in 1953. Seven Ford Prefect cars were purchased by the Society in the early 1950s which became the beginning of a full MDNS, later called Royal District Nursing Service, fleet of cars which would be used by their District nurses to visit patients in the community over the next years.In 1875 J.B.Scott purchased Crown Land on the corner of St Kilda Road and Arthur Street. During the 1890’s an “unpretentious grey building” was built on the site. Known as ‘Airlie’, major additions were carried out during the 1920s and 30s to this historic mansion. From its founding in 1885 until 1891 the Trained nurse (Nurses) of the Melbourne District Nursing Society (MDNS) worked from their own homes which were located in the vicinity of their areas (districts). In November 1891 MDNS was able to rent a two story terraced house at 66 Cardigan Street, Carlton, at £65 a year, which contained accommodation for three Trained nurses (Nurses) and one pupil nurse as well as being used as their Headquarters. The Nurses left from there each morning and returned at the end of their shift to write up their book work before retiring for the day. Three years later they moved into a larger terraced house at 49 Drummond Street Carlton which was rented at ‘a very moderate rental’. There was a Board room, apartments for the Nurses and pupil nurses, a large dispensary which patients could attend each evening to have prescriptions signed and bottles refilled with ‘homely remedies’ and elixirs, which were administered for e.g. Consumptive cases. Doctor’s prescriptions were filled at the Pharmacy. Cupboards containing donated blankets and bedclothes for needy patients were kept in this room, and it was here where the Nurses kept their nursing bags which were refilled at the end of each shift ready for any emergency and for the next day. A list of Doctors the Nurses could call was kept by the telephone. The home also had a kitchen where nourishing soup was made and distributed twice a week to the needy. Milk was also distributed when needed. In 1902 they moved into rented premises at 188 Leicester Street, Carlton and two years later, in 1904, to premises at 5 Royal Terrace, Nicholson Street, Fitzroy. They remained there for ten years. In June 1914 at last the Society had sufficient funding to purchase their own terraced premises, ‘Floraston’ 39 Victoria Parade, Collingwood which was their Headquarters and Nurses Home. In 1926 the After-Care Home for recovering patients, (later called After-Care Hospital) was built by the Society next door to No. 39, running from 41-47 Victoria Parade (became No. 45); the District Trained nurses (Sisters) continued to live at No. 39. In 1953 ‘Airlie’ at 452 St Kilda Road was offered by the Government as part of an agreement to split the management of the Society and the After Care Hospital. On 26th November 1953 the MDNS moved its Headquarters to 452 St Kilda Road. Renovations and alterations were however restricted by limited funds so it was not until 1/12/1954 that the Hon. W. P. Barry, Minister of Health, officially opened the building. MDNS was given Royal patronage in 1966 and became Royal District Nursing Service (RDNS). In January 1983, Headquarters of the Royal District Nursing Service at 452 St Kilda Road was classified by the National Trust. The photo, taken on the corner of Arthur street, is of a two storey building and several cars and gives a unique view of St Kilda Road in the 1950s (pre high rise buildings) This large grey two storey Italian style building, has four roman column, arched Arcadia to the right of a polygon shaped bay window on the ground floor; an arched Arcade on the second floor, and three long windows above the bay window on Arthur Street. Turning the corner onto St. Kilda Road is a three arched Arcadia running towards the one window seen on the polygon shaped bay window. Arcadia is repeated on the upper storey. A balustrade is in front of the Arcadia on the upper storey and again around the flat roof. Two chimneys can be seen. A spiked metal fence runs in front of the building. To the left of this building are two white double storey buildings and some medium sized trees. Bay of Biscay, Hopkins River, Warrnambool – This same image was published in Table Talk on January 6th, 1910 and in The Age, on December 18, 1929, referred to a revival of fishing at the Bay of Biscay on the Hopkins River. These and similar articles showcased the Bay of Biscay as a popular boating and fishing location and well worth promoting to places outside of Warrnambool. Joseph Jordan - Joseph Jordan was born in 1841 in Leicester England. When he was 16 he joined the 7th Queen's Own Hussars and was sent to India at the outbreak of the mutiny. He took part in the relief of Lucknow and remained in India for eleven years. It was during this time that he became interested in photography. He was posted to New Zealand and later came to Victoria, becoming a sergeant major of the Mounted Rifles. In the mid-1880s he came to the Western district where he was responsible for establishing units of the Mounted Rifles in various country towns such as Dunkeld, Mortlake, Panmure, Bushfield, Koroit etc. He resigned from the army in 1889 and set up a professional photography studio in Liebig Street, Warrnambool. He became very well known in the Western District for family photographs, official photographs of local councillors and groups as well as views of local scenery. In 1891 he photographed the wrecked barque ‘Fiji’ at ‘Wrecks Beach’ near Princetown. His business was taken over by his son Arthur around 1917. Joseph was a keen rifle shot and in 1924 he donated the "Jordan Shield" as a prize to the Victorian Rifle Association. He was made a "Life Honorary Member" of the Warrnambool Returned Soldiers League and in 1933 he was recognised as being the oldest living soldier in Victoria. The preprinted postage cost on the stamp outline is ½ d. or half penny; according to The Great Britain Philatelic Society, Great Britain Postcard Stamps were priced 1/2 d. or Half Penny from 1-Oct-1870 to 3-Jun-1916. Proudfoots Boat House – Proudfoot’s Boathouse is at 2 Simpson Street Warrnambool, on the banks of the Hopkins River. In the 1880s it was a venue for hiring boats for rowing, fishing, sailing and picnics. It was a popular destination for tourists coming from Melbourne for a day or weekend outing. The beautiful historic Victorian period building was designed, built and established by Thomas Proudfoot. He applied to build a boat jetty in 1885. He died in 1900 and his wife Catherine took over, running it for many years. Later her son Bruce and after that her granddaughter Ena Hunt and her husband took over; it remained in the family until 1979. The buildings, including the ‘U’ shaped jetty and tearooms, were restored and modified in the 1990s by the Warrnambool Sports Club, under the control of the Warrnambool City Council. Proudfoot's Boathouse is of social significance because it illustrates the continuity of the attraction of this kind of leisure facility. Although the glory days of boathouses were in the 19th century, those that survive continue to be well patronised. This photograph was taken in 1994 and depicts four Commissioners of the newly formed Shire of Indigo. The Commissioners were appointed on 18 November 1994 and served until the the election of Indigo Shire Councillor's on 15 March, 1997. The United Shire of Beechworth was established in 1871 following the merger of two entities: the Borough of Beechworth, established in 1856, and the Shire of Beechworth, which was created as the union of the Stanley and Wooragee Road Districts in 1865. This photograph is historically significant for its depiction of newly elected Indigo Shire Commissioners, who replaced the former United of Beechworth Shire Council. The only local government entity remaining in Victoria styled as a 'United Shire' at its dissolution in November 1994, the amalgamation of the United Shire of Beechworth, along with parts of the Shires of Chiltern, Rutherglen and Yackandandah into the Shire of Indigo, was part of an extensive restructuring of Victoria's Local Government Areas in the 1990s. The Victorian Governments restructuring of LGA's in the 1990s constituted a major transition in Victoria's systems of local governance. The reforms dissolved over two hundred councils and sacked sixteen hundred elected councillors. The History of the Formation of the Shire of Whittlesea chronicles the establishment of the Darebin, Epping, Morang, Merriang and Whittlesea road districts and shires, and their eventual formation into the Shire of Whittlesea. It also includes stories about early pioneers, local institutions, buildings and a brief account of the development of local government in Victoria. The history was compiled at the direction of the Shire of Whittlesea in 1961, by Mr. S.T.Grey.
