This cheque book was found in a shop on the corner of Sturt and Camp Streets, Ballarat by a builder around 2004. The English, Scottish & Australian Bank Limited was founded in 1852 by Royal Charter in London as the English, Scottish and Australian Chartered Bank. The bank opened its first Australian branch in Sydney in 1853. Australian banknotes were printed by the bank and issued at branches in Sydney, Adelaide, Hobart and Melbourne. In 1893, the bank was renamed the English, Scottish & Australian Bank following the financial upheaval. The bank was one of 16 banks which supplied blank note forms to the Australian Government in 1911 which were superscribed as redeemable in gold and issued as the first Commonwealth notes. The bank took over the Commercial Bank of Tasmania Limited and the London Bank of Australia Limited in 1921 and the Royal Bank of Australia Limited in 1927. This bank deposit book was used for financial deposits made between1932 and 1936. The funds were deposited into the Emergency Account of the Warrnambool Harbour Board, lodged at the Warrnambool Branch of the Commercial Banking Company of Sydney Limited (CBC). James Menzies, Pilot and Harbour Master from 1929, would have used this deposit book when he was appointed as Acting Secretary of the Warrnambool Harbour Board in 1932. He held this office until the Board ceased in 1936. Warrnambool’s CBC Manager during this time was L E Whitney; he was Manager from 1924 to 1939. The Commercial Banking Company of Sydney Limited opened in 1893. On January 1, 1927 the CBC amalgamated with the Bank of Victoria. In 1981 the CBC merged with the National Bank of Australasia Limited and on January 1, 1983 the bank started using the abbreviated name of the National Australia Bank (NAB). Warrnambool Harbour Board The Warrnambool Harbour Board was constituted by Order of Council on May 29, 1928, under the Harbour Board’s Act of 1927, taking over from the Ports and Harbours Branch of the Public Works Department of Victoria. The Board was then the only body with power to manage and control the whole Port, including shipping, facilities upkeep and improvements of the port. The work it carried out involved dredging, building of port facilities and drafting of port regulations, and collecting taxes, tolls, rates and charges. The Board was officially dissolved on June 30, 1936, at which time the Public Works Department again had control. The Warrnambool Harbour Board had rented out the Lighthouse Keeper’s Quarters from the 1920s until 1936, when the Board closed down. However, rentals continued with other currently unknown landlords until Flagstaff Hill Maritime Village opened in 1975 and began renovating the Cottage, in stages. This financial record book is significant for its association with the historic financial records of the Warrnambool Harbour Board and relates to the maritime history of Warrnambool, in particular with the Port of Warrnambool.Warrnambool Harbour Board Emergency Account Book containing deposit receipts and blank forms for the Commercial Banking Company of Sydney Limited. Rectangular book has buff coloured card covers, white pages with pre-printed text and lines and black tape binding on left side. Inscriptions stamped on front cover, receipts and unused, pre-printed pages. Approximately half of the pages have been filled in, and the deposit slips removed, leaving the receipt end attached to the book. There are two lose receipts stapled into the book. Hand written receipts date from 21 JAN 1932 to 25 JULY 1936. Stamped "WARRNAMBOOL HARBOUR BOARD / EMERGENCY ACCOUNT" "WARRNAMBOOL VIC" "EMERGENCY ACCOUNT / WARRNAMBOOL HARBOUR BOARD" Also, each receipt has the bank's stamp with its details and the date on it. The town borrows its name from the Koroitch Gundidj people who occupied the area prior to European settlement. This was originally built as a State Savings Bank of Victoria branch in 1916. The first manager was Mr Campbell Cameron. On 26 August 1990, the Commonwealth Bank of Australia (CBA) entered into an agreement with the Treasurer of Victoria for a merger with the State Bank of Victoria (SBV). All former State banks were given new signage in November 1992. The CBA operated the branch for a relatively short period of time with the branch closing in 2000. Community pressure for a local bank resulted in the Bendigo Bank opening a branch on the site in 2002. In 1858 Hugh Wallace , undertaker and cabinet maker, moved from the Assembly Rooms at the corner of Gipps street, and opened his new Bank Hotel in Sackville street, next door to the grand Bank of Australasia. The hotel seems to have been the favourite meeting place for many of the sporting organisations of the time , including the Football, Rowing, Athletic and Gymnastics clubs . The second licensee was Thomas Pearson, who came to Belfast in 1855, working first for the Harbour master Capt. John Mills , then as the first Assistant Lighthouse keeper when it was built in 1859 . He was promoted to Lighthouse keeper 2 years later. The hotel continued in business with a further 8 licensees until it closed in 1918. Since which it has housed a diverse number of businesses, collecting a veranda along the way. It is still in use in Sackville street today. Quite a few of the Licensees of Belfast seem to have also had an interest in the Funeral business. Possibly, it was a good commercial undertaking, the same people providing them with a living selling spirituous liquor, and when they died of the effects , paid again for their burial.
