Kew, in Melbourne, Victoria, was declared a Borough in 1859, following which the first Council was elected in 1860. Kew became a Town in 1910, and a City in 1921. It was amalgamated into a new City of Boroondara in 1994. The centenary celebrations of 1860 marked 100 since the first Kew Council was established.This reel-to-reel tape, now digitised, is both rare (ie unique) and historically significant. While the recording clearly has local significance, it is also of national and international significance due to the content of the Prime Minister's address. The focus of his speech is the nature of Australian democracy and its strengths, deriving from universal suffrage and the acceptance of democratic values by the Australian population, gained through historic participation in democracy at local, state and federal levels. RG Menzies mounts a strong case for each level of government having value in the development of Australian democracy. He also describes the emerging democracies of Africa in the period following decolonisation, and suggests that the success of these countries is dependent on democratic institutions not being imposed from above by colonial powers. The Congregational Church was built on the site of the first church in Kew. This church, the second on the site, was designed by the Kew architect Charles Vickers and opened in 1860. The distinctive polychrome brick façade designed by Vickers contrasted with the style that he employed for other churches he designed during this period; they were usually constructed in bluestone. In the 1960s, a new ministry saw the erection of a neon cross at the apex of the church. The illuminated cross could be seen from Church Street, Hawthorn. The church was later to be demolished, and the land sold for the construction of modern villas. This item is from the ‘Pattison Collection’, a collection of books and records that was originally owned by the Warrnambool Mechanics’ Institute, which was founded in Warrnambool in 1853. By 1886 the Warrnambool Mechanics’ Institute (WMI) had grown to have a Library, Museum and Fine Arts Gallery, with a collection of “… choice productions of art, and valuable specimens in almost every branch and many wonderful national curiosities are now to be seen there, including historic relics of the town and district.” It later included a School of Design. Although it was very well patronised, the lack of financial support led the WMI in 1911 to ask the City Council to take it over. In 1935 Ralph Pattison was appointed as City Librarian to establish and organise the Warrnambool Library as it was then called. When the WMI building was pulled down in 1963 a new civic building was erected on the site and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the WMI. At this time some of the items were separated and identified as the ‘Pattison Collection’, named after Ralph Pattison. Eventually the components of the WMI were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. Later some were even distributed to other regional branches of Corangamite Regional Library and passed to and fro. It is difficult now to trace just where all of the items have ended up. The books at Flagstaff Hill Maritime Village generally display stamps and markings from Pattison as well as a variety of other institutions including the Mechanics’ Institute itself. RALPH ERIC PATTISON Ralph Eric Pattison was born in Rockhampton, Queensland, in 1891. He married Maude Swan from Warrnambool in 1920 and they set up home in Warrnambool. In 1935 Pattison accepted a position as City Librarian for the Warrnambool City Council. His huge challenge was to make a functional library within two rooms of the Mechanics’ Institute. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower area of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. He also prepared the upper floor of the building and established the Art Gallery and later the Museum, a place to exhibit the many old relics that had been stored for years for this purpose. One of the treasures he found was a beautiful ancient clock, which he repaired, restored and enjoyed using in his office during the years of his service there. Ralph Pattison was described as “a meticulous gentleman whose punctuality, floorless courtesy and distinctive neat dress were hallmarks of his character, and ‘his’ clock controlled his daily routine, and his opening and closing of the library’s large heavy doors to the minute.” Pattison took leave during 1942 to 1945 to serve in the Royal Australian Navy, Volunteer Reserve as Lieutenant. A few years later he converted one of the Museum’s rooms into a Children’s Library, stocking it with suitable books for the younger generation. This was an instant success. In the 1950’s he had the honour of being appointed to the Victorian Library Board and received more inspiration from the monthly conferences in Melbourne. He was sadly retired in 1959 after over 23 years of service, due to the fact that he had gone over the working age of council officers. However he continued to take a very keen interest in the continual development of the Library until his death in 1969. The Pattison Collection, along with other items at Flagstaff Hill Maritime Village, was originally part of the Warrnambool Mechanics' Institute’s collection. The Warrnambool Mechanics’ Institute Collection is primarily significant in its totality, rather than for the individual objects it contains. Its contents are highly representative of the development of Mechanics' Institute libraries across Australia, particularly Victoria. A diversity of publications and themes has been amassed, and these provide clues to our understanding of the nature of and changes in the reading habits of Victorians from the 1850s to the middle of the 20th century. The collection also highlights the Warrnambool community’s commitment to the Mechanics’ Institute, reading, literacy and learning in the regions, and proves that access to knowledge was not impeded by distance. These items help to provide a more complete picture of our community’s ideals and aspirations. The Warrnambool Mechanics Institute book collection has historical and social significance for its strong association with the Mechanics Institute movement and the important role it played in the intellectual, cultural and social development of people throughout the latter part of the nineteenth century and the early twentieth century. The collection of books is a rare example of an early lending library and its significance is enhanced by the survival of an original collection of many volumes. The Warrnambool Mechanics' Institute’s publication collection is of both local and state significance. Family research queries John and Sarah Watts William and Mary Watts Both families were shoemakers. John and Sarah Watts arrived in Eltham circa 1850. John Watts was recorded in the initial 1858 Eltham Roads District Board rates book living in Little Eltham, also 1859 and 1860. The property then appears to be in the name of Thomas Watts from 1861 to 1863 at least. Thomas was married to Ann. According to a Facebook contact from family researcher Rosie Watts in Queensland, the children of John and Sara were Betsy aka Elizabeth, Ann, Maria, Robert and Sarah (later Jones). Sarah was born 1850, the only child born in Australia. Sarah Watts remained in Eltham and married a man by the name Meadows. On 24 January 1860 John Watts was asaulted by a beligerant drunk (John Castle) whilst sitting at the bar of the Fountain Hotel that evening. Castle without warning grabbed Watts by the throat, pushed him over and kicked him in the head with his heavy boots. Constable Lalor was called and Castle attempted to assault him as well. Watts was helped up, was sick and was taken home by his son and a Mr Wallace. He went to bed. Watts died April 11 and his wfe Sarah advised the Coroner's inquest held April 11 that he had never left his bed from that time. Castle was charged with manslaughter. He was found guilty by jury and sentenced to 18 months hard labour on the roads. John Watts is buried in Eltham Cemetery in an unmarked grave before records were kept. 'Wimba' is of significance as one of the key nineteenth century houses of Kew and for remaining in a substantially intact state. Although probably built some time earlier, the first mention in the Rate Books of the property later known as 'Wimba Lodge' appears in the entry for 1870 when the property, owned by John Sharpe Denbigh, a civil servant, was given an N.A.V. of £72 2. Denbigh did however occupy a house in Cotham Road in 1863, and it is possible that was the same premises'. The house was occupied by Denbigh until at least May 1876 when the 'family residence...' \ 'as auctioned to Carlington George Edmund Marston 5, a chemist of Smith Street, Collingwood. At the time of the auction the house was described thus: The residence and grounds of the late J.S. Dendigh, situate in the most elevated part of Cotham Road Kew. The grounds comprise an area of 4a Or29p or thereabouts, and have a frontage to Cotham-road of 4 chains. The house has two large rooms in front, with 6ft hall built of brick, bay and side windows (plate glass), four rooms of wood behind with slate roofs, bathroom and closets, detached kitchen and servant's room, large shed with washing boiler, pantry and cellar under, brick and cement tank, and the Yan Yean laid onto house and grounds, cowshed, pigstye, &c, the whole securely fenced. First class orchard and flower garden. The paddocks laid with English grasses and drained... .' The manuscripts, photographs, maps, and documents were sourced by her from both family and local collections or produced as references for her print publications. Many were directly used by Rogers in writing ‘Lovely Old Homes of Kew’ (1961) and 'A History of Kew' (1973), or the numerous articles on local history that she produced for suburban newspapers. Most of the photographs in the collection include detailed annotations in her hand. The Rogers Collection provides a comprehensive insight into the working habits of a historian in the 1960s and 1970s. Together it forms the largest privately-donated collection within the archives of the Kew Historical Society.The front entrance of Wimba in Cotham Road, Kew. The entrance is flanked by two polygonal bay windows, and a verandah with a concave corrugated iron roof returns around three facades, and accentuates the projections of the windows. The solid render parapet is very ornate and tall for the date of construction. It has panels of decoration along it and is surmounted by a number of render urns. By around circa 1850 Braybrook was already well established, and during the gold rush period also became a staging point for prospectors on their way to the diggings. Local government for the area began on 28th May 1860 when the BRAYBROOK ROAD BOARD DISTRICT was proclaimed, however this authority was soon superseded on 23rd January 1871 when the SHIRE OF BRAYBROOK came into existence. The Shire of Braybrook continued as the local government authority for the district until the CITY OF SUNSHINE was proclaimed in 1951. This Honour Board was unveiled on Monday 18th March 1940 at 8:30 p.m., and was hung in the Council Chamber, at the Shire of Braybrook Hall, Sunshine.The Honour Board is a historical record of the people who served as heads of local government in the district from 1860 to 1950.Large brown stained wooden structure comprised of two board sections positioned side by side to make one display board.
