Barkly Street is the main road into the business district of Ararat and has developed significantly since this image was taken. The postcard helps define the township in its early stages of colonialisation and reflects on the style of early architecture. The image is a photographic representation of wide streets, assorted businesses and buildings with a bicyclist and horse-drawn carriage in the background. The vantage point seems to be the balcony of Leopolds hotel. Marong was first incorporated as a road district on 27 August 1861, and became a shire on 23 December 1864. On 1 October 1915, the Borough of Raywood, which was gazetted on 17 January 1865 on 23.31 square kilometres of land 28 kilometres north of Bendigo was united with Marong. On 1 October 1990, the Shire of Marong became a rural city, under the Local Government Act 1989. In a report on 17 February 1994, the Local Government Board recommended that the five councils in the Bendigo region merge to form a "super city", with a population of about 81,000. Marong, Eaglehawk and Huntly had earlier objected to the proposal, and the Board noted a weak no vote against the merger proposal in a referendum in the region; about 70% had voted against, but with a turnout of between 30% and 40% of eligible voters. The three councils filed a writ in the Supreme Court, alleging failure to follow process by the Minister for Local Government, Roger Hallam, but by the time the new "super city" was announced, the writ had not yet been heard, and on 24 March 1994, the Rural City of Marong successfully applied for an injunction blocking the publication of the gazette the following day abolishing the five councils and appointing three commissioners. The government responded by introducing legislation, the City of Greater Bendigo Bill 1994, to Parliament, to effectively override the Supreme Court action, with Hallam saying "the bill would make clear that the Government is determined to achieve its objective for a more efficient municipal structure for the Bendigo region." Marong mayor Robert Hynes described the action as "terribly disappointing", adding, "One way or another, I believe it does mean an end to our fight... it seems the Government are above the law to me." On 6 April 1994, Marong voted to drop the Supreme Court action, effectively in doing so voting itself out of existence, and on 7 April 1994, the Rural City of Marong was abolished, and along with the City of Bendigo, the Borough of Eaglehawk and the Shires of Huntly and Strathfieldsaye, was merged into the newly created City of Greater Bendigo. Built in 1860, the Eltham Courthouse is the oldest public building remaining in Eltham. In its early days the building was used as the meeting place and office of the Eltham District Road Board and as an overflow classroom for the local school. The Eltham Courthouse ceased operational duties in 1984 and is now used by various community groups including Eltham District Historical Society. It was listed on the Victorian Heritage Register (Number H0784) in 1982. The building is of architectural significance because it retains intact early features. These include use of handmade bricks, simple decoration, roof trusses, timber ceiling boards, original windows, doors and associated hardware and a collection of court furniture. Additions to the court house have been done in a manner which did not interfere with the fabric of the original building. Beaumaris includes two early estates in the parish of Moorabbin developed by Josiah Holloway from 1852. Named Beaumaris Town and Beaumaris Estate (after the pastoral run in the area and ultimately after Beaumaris in Wales), the lots comprising them were marketed by Mr Holloway's suggesting that the railway was imminent and a canal would be built. The township developed slowly, a Post Office opened on 1 March 1868, but was replaced next month by Gipsy Village office (now Sandringham) In 1862 Beaumaris was one of the early settler communities within the boundaries of the Moorabbin District Roads Board , the region’s first local government authority. Henry Dendy , a farmer from Sussex England, purchased 5,120 acres of land in the area of a 'Special Survey 1841' that extended from Brighton bayside North Road, East Boundary Rd to South Road. This area became known as Dendy's Brighton and as part of the sale 139 emigrant workers arrived in 1842 however Dendy was unable to find work and lodgings for these people. J.B.Were, financier took over the management of the 'Special Survey 1841' area and began to sell and lease allotments. 1850 the Squatter King brothers sold land south of Dendy's 'Special Survey 1841' to Josiah Holloway who sectioned it into 2 acre lots @ £10 each for market gardens - 'Two Acre Village' and Charles Whorral opened a small hotel - 'The Cheltenham Inn' on the main Road - Arthur's Seat Rd, later Point Nepean Rd, now Nepean Highway. Notable settlers who moved into the area were Keys, Charman, Bruton, Le Page, Fairlam, Meeres and 1862 saw the separation from Brighton and the formation of the Mooorabbin Roads Board District. .By 1879 1000settlers were living in 'Cheltenham' serviced by a Post Office with Bank, Mechanics Institute, State School No 84,Keys Hotel, Meeres Store, Sir Thomas Bent ensured the new Railway Line from Caulfield to Mordialloc went through his constituency of Cheltenham 1881 and this changed the development to the bayside area of Cheltenham away from the 'Two Acre Village ' side causing some dissention, However Cheltenham as whole prospered and this house in Pine St is typical of the cottages built c 1890- 1900 in the area. Charles Symons Wingrove, J.P. (1829-1905) arrived in Victorian in 1851. He had trained as an engineer, but tried his luck on the goldfields. In 1857 he was appointed as Secretary to the Eltham District Roads Board only one year after its foundation. He was to hold the position with the Board and later the Eltham Shire Council for total of 47 years. He also held the position of engineer for a large part of this period. During part of this time he was also secretary to the Heidelberg Shire Council. Over this period he was responsibly for an area stretching from Clifton Hill to Healesville, along the northern bank of the Yarra River. Other positions included Secretary to the Victorian Agricultural Society over along period.Wingrove was a main figure in the Municipal Association of Victoria. By the time he retired he was recognized as the “Grand Old Man” of Victorian local government. In 1858 Wingrove had a brick cottage built in Main Road near the State School and he lived here until his death. One room was uded as the Board and Council office. His descendants owned the house until 1974. It was later used as a psychiatric clinic. The park opposite the cottage has been named Wingrove Park in his honour. He is buried at St Helena with other members of his family. Age (Melbourne, Vic. : 1854 - 1954), Tuesday 18 July 1905, page 5 ABOUT PEOPLE. A conspicuous figure in northern municpal history, Mr. Charles Symons Wingrove, has passed away. He was for many years secretary and engineer for the shire of Eltham, and prior to the formation of the shire held the position under the old road board, his official connection with the district dating from beyond 1857. For about twelve years he also filled the position of shire engineer for Heidelberg council while retaining his other post, and the immense territory under his professional control, reaching from the boundary of Collingwood up to Healesville, was a matter of fatherly pride and interest to him. He arrived in Victoria in 1851, and was 76 years of age at his death. Mr. Wingrove retired from the position in the Eltham council only about a year ago. This cookery book was produced in 2014 as a school fundraiser. It was purchased at Allansford Cheese World in January 2015 for $15. Allansford school was established as a National School in 1856 on land reserved for the purpose by John McMahon Allan. It comprised two sandstone classrooms -one for boys and one for girls -with an attached pise teacher's residence. In 1872 when the Victorian Education Department was set up existing schools were listed in alphabetical order and given a number. Allansford State School was No.3. The school was enlarged in the late 1800s and again in the early 1920s. In 1994 following the amalgamation of the Allansford, Allans Forest and Naringal schools a new school was built which adjoined the existing buildings. The old buildings were refurbished as administration and staff facilities. John McMahon Allan settled in the area in 1839 with his brother William Osborne Allan. They were the sons of David Allan, Deputy Commissary General during Macquarie's term of government. The brothers divided the station with William retaining the Allandale portion and John naming his portion Tooram. John McMahon Allan was president of the early district Roads Board. In an attempt to recoup some of the heavy losses due to the disastrous Bateman fire of 1854 John subdivided a portion of Tooram at the Hopkins River crossing known as Allans ford. Armadale is an inner suburb of Melbourne, Victoria, Australia, 7 km south-east of Melbourne's Central Business District, located within the City of Stonnington local government area. Armadale Police Station opened, in Melbourne Police District, on 11 May 1885. Its original location is unknown, but in 1890 it is listed in the Sands & McDougall directory as at 295 Hight Street. From 1985-1920 it was located at 20/22 Auburn Grove, 1925-1930 at 769 High Street and 1935-1946 at 3 Cheel Street. The station closed on 28 January 1946. The sub-division east of Orrong Rd was incorporated into Malvern Sub-district and west of Orrong Road into Prahran Sub-district. In a special 1930 issue of the Victoria Police Gazette the Armadale Police Station was described as a seven-roomed brick dwelling with a tiled roof on land measuring 127' x 104' x 98'. There was also a bathroom and W.C., a wash-house, office, and a lock-up (one cell). This is probably a description of the Cheel Street police station. The original house was built around 1850 was one of Kangaroo Ground's earliest homes, part of which remains today. Built by Scottish farmer Andrew Harkness who acquired the property in 1849 at the top of the hill with magnificent panoramic views as far as Kinglake, the same year he married Sarah Oswin. The property was known as Garden Hill from at least 1865. Andrew and Sarah had four sons and five daughters. Harkness was a founder of the Kangaroo Ground School and one of the first to suggest establishing the Eltham District Road Board (1858-71) of which he was a member, the pre-cursor to the Shire of Eltham (1871-1994). He was also a Trustee of the Kangaroo Ground Cemetery. His daughter Fanny married farmer Alexander White who purchased the property in 1893. Alexander White died in 1906 and ownership transferred to Fanny White. Son, Robert White was a Councillor of the Shire of Eltham at the time the Shire acquired two acres of land on the adjacent property from the Mess brothers for the creation of the Shire of Eltham Memorial Park (1921) in which the Shire of Eltham War Memoirial tower was erected (1926). Fanny White donated a small section of land from the Garden Hill property to facilitate entry access to the park. The White family sold the property to Sir Herbert Gepp in 1925. Wingrove Cottage built 1858-1859 of hand made bricks is historically significant for its long association with Charles Wingrove, a prominent figure in Victorian local government, as secretary to the Eltham District Road Board and Shire Council from 1858 to 1904, and Shire Engineer and Secretary to the Heidelberg Road Board. The cottage was used as the office of the Eltham District Road Board and Council for many years It is one of the Shire's oldest dwellings, and one of the few surviving 19th century buildings associated with early Eltham and located in the original Eltham Village Reserve. The symmetrical planting of a pair of Pencil Pines (not visible in photo) is also historically and aesthetically significant as characteristic of the early period of planting in the district and because they are a distinctive landscape feature. In October 2002 new owners demolished the outbuildings attached to the rear of the cottage. Community protest at the demolition resulted in Council issuing a Stop Work order. The owner was issued with a court order in September 2003 to develop a conservation management plan and restore the heritage listed property. The owner sold the property in 2005 to Cameron Construction in 2005 who undertook the restoration work. In 2007 a planning application to build two offices and seven dwellings at the rear of the property was ultimately rejected. The cottage is now the main office for Cameron Construction. The cottage was built in stages from 1858 to 1888 for Charles Symons Wingrove JP. He was the Eltham District Road Board’s first paid secretary and later the Shire Secretary when the board became the Eltham Shire Council. Wingrove held those positions, and that of engineer for a time, for 46 years. He was also one of the main figures in the Municipal Association of Victoria. As Eltham’s first paid municipal officer, Wingrove used one room in his 11 – (originally two) roomed home, as the office for the board then the council. Meetings were held there from the late 1850s (as well as at more central locations) until Wingrove’s retirement in 1904. The cottage is a rare example of a local government office occupying a Road Board /Shire Secretary’s purpose-designed house. The cottage is also significant because it is the oldest largely intact building from the original Eltham township reserve (south of Dalton Street).1 The township had its origins in the 1848 Nillumbik Parish Plan and was one of the state’s earliest township reserves. The rectangular house of handmade bricks, roofed with grey slate tiles and with a veranda encompassing three sides, is reminiscent of those in the central goldfields including Castlemaine. Its overhanging eaves and gables were unlike houses in Melbourne at the time. Wingrove, who was born in 1827, had been a gold digger and a road surveyor. Impossible to imagine in today’s world, Wingrove was also the Shire of Heidelberg’s secretary and engineer for part of the time that he was secretary in Eltham. Living next door to the primary school was a mixed blessing. Wingrove and his wife Katherine, who had ten children, sent their eight surviving children to the school. But they had occasional disputes with the school authorities when their cattle wandered into the schoolyard. Eltham showed Charles Wingrove its appreciation of his services by giving him two illuminated addresses, one after ten years and the other at retirement. Wingrove died in 1905 aged 76 and was buried in the St Katherine’s Church of England cemetery in St Helena. His grave is surrounded by those of family members including his wife, Katherine and two babies, Henry, 12 months and Isobella, 15 months, who died in the mid-1860s. Cottage ownership passed to his wife, then to daughter Caroline and then to daughter Bessie, a Melbourne University graduate and artist. During the Great Depression their brother Walter was the ratepayer. At one stage the Wingrove property extended to Metery Road and included a small creek. The family ran a small dairy and orchard, with associated farm buildings, which were later removed. In 1949 part of the property was compulsorily acquired by the Eltham Primary School, which infuriated owner Bessie Wingrove. She protested in a letter about this ‘monstrous act of unmitigated tyranny’.2 She was the last Wingrove to occupy the cottage and died in 1955. Wingrove descendants sold the house in 1974 and the property was subdivided. In the 1960s the Eltham Shire named the park opposite the cottage in Wingrove’s honour. The cottage has since had several owners including psychiatrist Dr Daniel Kahans, who practised there. In October 2002 late rear additions which had been substantially altered were demolished contrary to council planning controls. This caused a community outcry and resulted in legal proceedings against the owner. In 1840 whilst still in England, he bought eight square miles of unspecified land in the Port Phillip district. This entitled him to bring a number of other people to the colony and in 1841 he arrived in Williamstown in the York with his family and 139 others. He took up this land entitlement at what is now Brighton and most of the emigrants settled there. He encountered financial problems and lost his interest in the estate in 1844. He left Brighton in 1847. He successfully not always successfully became a brewer at Geelong, a sheep farmer at Christmas Hills and Upper Moira, a flour miller at Eltham, a sheep farmer again at Werribee and finally a copper miner at Walhalla. Dendy came to Eltham in 1856 after having spent a year in England, he purchased about 5 acres of land in two parts situated each side of Maria Street (Main Road). There was a steam flour mill on that part of the land adjoining the Diamond Creek. He became prominent in local affairs serving for a time on the Eltham District Roads Board including one term as President. Dendy’s wife Sarah died at Eltham in 1860 and also in that year he was appointed Chairman of a committee to establish a Church of England in Eltham. He donated one of his Pitt Street lots for this purpose. St Margaret’s Church was opened on this site in 1861. In 1867 Dendy sold his mill to W F Ford and moved to Werribee and then Walhalla where he remained until his death. He is buried in the Walhalla cemetery. Part of the land on which the Eltham Community Reception Centre stands was the site of Dendy’s house and Mill. Some of the old trees on the site could well have been planted in Dendy’s time. The mother and a daughter (Richard’s cousin) would wander around Eltham and a cottage in the main street backing onto the cricket ground. The cousin remembers well her mother telling her that her mother, Isabella Cochrane, lived in the cottage as a young girl. The family also had a similar or the same photo of a man standing in front of the cottage. When the Cochrane family left the cottage in 1874, Thomas Snr would have been 57 and Thomas Jnr 15 and William 13. The man in the photo has a dark and substantial beard. Therefore, it is unlikely to be Thomas Jnr or William and most likely Thomas Snr. The photo is of poor quality and low resolution however, there is little grey evident in his beard. It was possibly taken when Cochrane was a younger man shortly after the cottage was built, circa 1865. When the Eltham District Road Board was established in 1858, the forerunner to Eltham Shire Council, Thomas Cochrane was listed as the occupier/owner of two assessable parcels of farmland in Little Eltham: one of 21 acres of pastureland and another 22 acres of cultivation land. George Stebbings was not recorded as an occupier or landowner. In 1859 and 1860 a Joseph/Joshua Stebbings was recorded as the occupier of a hut owned by G. Atkinson. A hut was recorded on Cochrane’s pastureland parcel in 1860 and this parcel increased in size to 36 acres in 1861 and grew further in size by 1863. George Stebbings first appears as the owner/occupier of a hut in Eltham in 1861, also 1862 and 1863. This is most likely his cottage (still standing in present day) in Pitt Street adjoining the Eltham Hotel property owned by Benjamin Wallis where he was residing in 1867 when they both sued each other for trespass. Alfred Patrick Armstrong was born in England in 1825 and was employed under the renowned Isambard Kingdom Brunel as a civil engineer during the construction of the Great Western Railway and the South Wales Railway. He came to Melbourne in 1852 and purchased property in Eltham. He became a mining surveyor and was Inspector of Mines and the Mining Registrar for the St Andrews Division of the Castlemaine Mining District. In 1855, he chaired a meeting calling for a bridge to be erected across the Yarra River between Eltham and Temple Stow. He was registered as an innkeeper in 1858, was a recognised collector of the £110 raised for the building of the first building of State School No. 209 (Eltham Primary) and was a Trustee for the Church of England site on the Eltham Cemetery Trust in 1860. He was elected to the Eltham District Road Board (forerunner of Eltham Shire Council) from 1867 to 1871 and then served as an Eltham Shire Councillor from 1871 to 1878 (including Shire President in 1873). Margaret Armstrong to whom he was married in 1854 at St Pauls Church, Melbourne, died on the 27th March 1887. Alfred Patrick Armstrong was born in England in 1825 and was employed under the renowned Isambard Kingdom Brunel as a civil engineer during the construction of the Great Western Railway and the South Wales Railway. He came to Melbourne in 1852 and purchased property in Eltham. He became a mining surveyor and was Inspector of Mines and the Mining Registrar for the St Andrews Division of the Castlemaine Mining District. In 1855, he chaired a meeting calling for a bridge to be erected across the Yarra River between Eltham and Temple Stow. He was registered as an innkeeper in 1858, was a recognised collector of the £110 raised for the building of the first building of State School No. 209 (Eltham Primary) and was a Trustee for the Church of England site on the Eltham Cemetery Trust in 1860. He was elected to the Eltham District Road Board (forerunner of Eltham Shire Council) from 1867 to 1871 and then served as an Eltham Shire Councillor from 1871 to 1878 (including Shire President in 1873). Margaret Armstrong to whom he was married in 1854 at St Pauls Church, Melbourne, died on the 27th March 1887.
