The Municipality of Kew (1860-1863), the Borough of Kew (1863-1910), the Town of Kew (1910-1921) and the City of Kew (1921-1994) were local government instrumentalities in the State of Victoria. In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. Birrell, appointed Acting Town Clerk in 1921, became Town Clerk in 1938, following Harrison's retirement. He continued in this role until his retirement in 1966.This card is part of an historically significant civic collection, containing hundreds of separate invitations, documents, greeting cards, programmes and tickets issued and/or collected by successive town clerks. Items in the collection illuminate the political, social and cultural history of the district. ... baby health centres --- kew (vic)... health centre baby health centres --- kew (vic) queen elizabeth ...Carlton Refuge/Carlton Home was established in 1857 in Madeline Street, Carlton (relocating in 1890 to Keppel Street, Carlton). The Carlton Home provided maternity care for married and unmarried mothers, and residential care for infants and toddlers unable to be at home with their mother. It also operated a day-care centre for children. Most of the residents were mothers or children on private placements. The Children's Welfare Department used the Carlton Home as a maternity home for wards, a foster home for infant wards, and for children requiring placements under the infant life protection provisions of the Children's Welfare Act. By the late 1940s, the home was in a bad state of repair and it closed in 1949. In 1951, the facility reopened as the Queen Elizabeth Maternal and Child Health Centre that also operated as an Infant Welfare and Mothercraft Training School. The Centre provided after-care for nursing mothers and babies transferring from maternity hospitals, and specialised care for babies referred by private practitioners and the Social Welfare Department – babies who were premature, frail or had feeding or similar problems. The orthodox version of the origins and history of the Kew Elder(ly) Citizens’ Association was established by Cr. W. D. Vaughan in his book Kew’s Civic Century (1960), when he wrote that: "When Mrs. C. H. Simpson was Mayoress in 1952 she set up the Elderly Citizens’ Association to care for the needs of ages persons in Kew. The idea was strongly supported and a start was made by providing social afternoons for elderly folk at Southesk. Visiting sick people in their homes, providing firewood where needed, and other activities were undertaken by the Association. The aid of Council was sought to further the work. It was decided that a social unit for elderly folk be established at Southesk." (p.126-7). In the following pages, he describes in detail Council’s role in formally establishing the Association. This ‘official’ version was reasserted in the later Thematic Environmental History of the City of Boroondara (2012). However the origins and gestation of community of organisations is rarely straightforward. In 1965, five years after Vaughan’s book was published, the author of East Kew Women’s Club : Twenty Years : 20-7-1945-30-7-1965, writing about the period July 1947 to July 1950, described the role the Club played in establishing the Kew Elder Citizens Association. The author wrote: "At a meeting of the Kew Community Aid, the plight of many elderly people in Kew who were dependent on pensions was raised and in order to ascertain their needs the practice was begun of serving morning tea at the Masonic Hall in Walpole Street, where pensions were then paid. From this beginning the Kew Elder Citizens Association was formed in Kew with wide support, and Club members gave willing support on the committee, in helping serve afternoon tea and in entertainment." (p.4) Photographic evidence also leads to questions about Vaughan’s version of events. A framed photograph in the Society’s Collection shows a Public Meeting to form the Kew Elder Citizens Association in a room at Southesk a year earlier in 1951. Whatever version of the origins of the Association is correct, a later framed photograph in the Society’s collection shows the opening of the completed Clubrooms of the Kew Elder Citizens at South Esk by the Hon. E.P. Cameron M.L.C, Minister of Health, on 12 November 1956. ... of improving public health. borough of kew -- greater melbourne (Vic ...Streets and drains were the basic infrastructure problems for Kew in the 1880s. Decent streets and drains were fundamental to the quality of life of the residents. Without drainage, streets became muddy, boggy and sometimes impassable. Pools and puddles of stagnant water became smelly. The run off water, mixed with human and animal wastes, because there was no sewerage, became a health hazard. Streets and drains then became what were known as 'a nuisance'. Kew suffered from bouts of typhoid fever during the 1880s. Derrick Street was a private street on the margin of the business district of Kew and a well-used thoroughfare. We hear first about Derrick Street when the ratepayers applied to Council to have the street 'taken over' in January 1881. The Council agreed, after much debate, but ratepayers had to pay half the costs. The argument of the majority of the Council was that there was an established policy that ratepayers of private streets either had to hand over the street fully-formed or pay half the costs if Council did the work. It was felt that to make an exception for Derrick Street would create a precedent for ratepayers of other private streets. On the other hand the ratepayers, and a minority of Council, believed that there were extenuating circumstances in the case of Derrick Street. They believed that the costing by the Borough Surveyor was excessive. They felt the Council was partly responsible for the state of the street due to a channel on Bulleen Road, which deposited sand in the street. The Council had also put in some kerbing at the entrance to the street. Finally, the ratepayers believed that the street had become an important and convenient thoroughfare in Kew, and thus should be an exception to the policy on private streets. In the end a decision was delayed to allow the ratepayers to drain and form the street themselves. And there the matter stood till September 1882, when Miss Reilly complained about rubbish on a block of land in Derrick Street. So, in October 1882 the Council agreed to take over and form the street with the ratepayers paying half the costs. The ratepayers did not want to pay, so the argument continued in Council into 1883. There was a standoff for a further 18 months, until the problem could no longer be ignored. In October 1884 the Inspector of Nuisances and the Health Officer reported that Derrick Street was a health hazard as there was no drainage outlet for waste water. These reports changed the status of the problem of Derrick Street. It became an issue of public health, and thus the Council, acting as the Local Board of Health, had power to prepare plans and order the ratepayers to drain the street and pay all the costs, or let the Council do the work and charge ratepayers half the costs of the works. By April 1885, the time for ratepayers to complete the works themselves had expired, so the Council proceeded with the work and required ratepayers to pay for their share of the costs. All ratepayers had paid by the end of April except Mr Whiddycombe, who refused to pay. Mr Whiddycombe was warned to pay in October 1885. Legal action was taken against him in November. The Council lost the case on technical grounds. The Council, acting as the Local Board of Health, relaunched the legal action and won. The last we hear of Derrick Street is that seven day’s notice was given to Derrick Street ratepayers to pay for the drainage works in May 1887. We presume that Mr Whiddycombe paid. TROVE : Age (Melbourne, Vic. : 1854 - 1954), Saturday 11 October 1862, page 8 ‘…..AYER'S SARSAPARILLA FOR PURIFYING THE BLOOD; A compound remedy, designed to be the most effectual Alterative that can be made. It is a concentrated extract of Para Sarsaparilla, so combined with other substances of still greater alternative power as to afford an effective antidote for the diseases Sarsaparilla is reputed to cure. It is believed that such a remedy is wanted by those who suffer from Strumous complaints, and that one which will accomplish their cure must prove of immense service to this large class of our afflicted fellow-citizens. How completely this compound will do it has been proven by experiment on many of the worst cases to be found of the following complaints : — Scrofula and Scrofulous complaints, Eruptions and Eruptive Diseases, Ulcers, Pimples, Blotches, Tumora, Salt Rheum, Scald Head, Syphillis and Syphillitic Affections, Mercurial Disease, Dropsy, Neuralgia or Tic Doloreux, Debility, Dyspepsia and Indigestion, Erysipelas, Rose, or St. Anthony's Fire, and, indeed, the whole class of complaints arising from impurity of the blood. This compound will be found a great promoter of health, when taken in the Spring, to expel the foul humors which fester in the blood at that season of the year. By the timely expulsion of them many rankling disorders are nipped in the bud. Multitudes can, by the aid of this remedy, spare themselves from the endurance of foul eruptions and ulcerous sores, through which the system will strive to rid itself of corruptions, if not assisted to do this through the natural channels of the body by an alternative medicine. Cleanse out the vitiated blood whenever you find its impurities bursting through the skin in pimples, eruptions, or sores ; cleanse it when you find it is obstructed and sluggish in the veins ; cleanse it whenever it is foul, and your feelings will tell you when. Even where no particular disorder is felt, people enjoy batter health, and live longer, for cleansing the blood. Keep the blood healthy, and all is well; but with this pabulum of life disordered, there can be no lasting health. Sooner or later something must go wrong, and the great machinery of life is dis ordered or overthrown. Sarsaparilla has, and deserves much, the reputation of accomplishing these ends. Australian Nursing and Midwifery Branch (Vic Branch) members achieved staffing ratios in the Victorian public health system in 2000 and campaigned throughout 2001, 2004, 2007 and 2011-12 to keep them in workplace agreements. After strong campaigning, ratios were legislated for the public sector in Victoria with the passing of the Safe Patient Care (Nurse to Patient and Midwife to Patient) Bill in 2015. The short digital documentary, 'Battle: The Road to Ratios [Legislation]', tells the story of this campaigning, from the nurse shortage crisis in 2000 to ratio laws in 2015. The documentary, produced by Black Sheep Films, was first shown at the 2016 Annual Delegates Conference to more than 700 ANMF Job Reps and Health and Safety Reps. Badge campaigning against the Victorian Liberal government's widespread privatisation of the public health service (and other public services) in the 1990s, which resulted in job cuts and site closures throughout the state. The Australian Nursing Federation, the union representing nurses in Victoria, was a strong opponent of these cuts and closures, that resulted in pressure applied on an already overstretched and poorly resourced group of workers. "In a context of high unemployment and an ideological commitment to small government, there were widespread job losses and people affixed stickers to their cars saying 'I've been Jeffed', i.e. made redundant. The cuts were not confined to government employees and many staff of private enterprises also lost their jobs. This was the era of the 'consulting poor' as professional staff struggled to make a living as independent consultants, rather than employees. On Saturday 17 May 1947, an article on page 25 of the Australian Women’s Weekly reported on the formation of a new women's club: the East Kew Women’s Community Club. The article reads: "Wives and mothers in a Melbourne suburb, East Kew, have formed the East Kew Women's Community Club. While babies and young children are under the supervision of a play leader, wives and mothers follow up their own interests. The club caters for varying tastes, has musical appreciation, drama, and "Keep Fit" classes. President Mrs. Grace Thake says that the club hopes soon to have tennis, debating, and discussion groups. The club originated from a debate, "Should women take an active part in social and civic affairs?" ... johnson francis barnard 167 high street - kew (vic) apothecary ...The Brenda and Bob Johnston Collection is comprised of 19th and 20th century pharmaceutical records, books, apothecary jars and pharmaceutical implements. The items in the collection were used and or available for sale by chemists who occupied 167 High Street, beginning with Francis Barnard. The most important items in the collection are two dispensary books, one from the 1880s and the other from the start of the 20th century. Both were owned and compiled by Francis and his son FGA Barnard. The collection was donated to the Kew Historical Society over a number of years. The most recent donation by Brenda Johnson includes approximately 50 bottles labelled with the names of a number of pharmacists who ran the dispensary. Of these 34 held pharmaceuticals, 8 food or drink, and 5 miscellaneous.The Brenda and Bob Johnson collection represents an important continuous historical record of pharmaceutical and commercial practice in Victoria in the 19th and 20th centuries. Many of the items warrant additional research. Those sections of Studley Park closest to the River Yarra were set aside as parkland in the 1850s. After initial discussions about whether it was a suitable site for a Government House, much of the land was instead gazetted in the 1860s as the location for a new lunatic asylum, to expand overcrowded mental health facilities at the Yarra Bend Asylum on the other side of the river at Fairfield. Those sections of Studley Park bounded by the Yarra River, Studley Park Road, Princess Street and Fellows Street were subdivided and sold at the Crown Land Sales in 1851. Much of this urban area remained open farmland until the twentieth century, apart from mansions, largely located along the main roads.Original, black and white positive print of what is said to represent Studley Park in 1937. If the attribution and date is literally to be understood, then it would appear that the photograph may have been taken from the Kew side of the river looking across to open farmland in the Yarra Bend Park. If the designation of Studley Park is to be understood more loosely, then it might be a view of what is now East Kew, taken from a section of Kilby Road. A book and recording of Menura the Lyrebird. It was recorded in the lyrebirds' natural habitat in the Dandenong Ranges Victoria. The book describes the life of two birds, Theresa and Wanderer with coloured photographs depicting them in the bush.A slim white square hardcover book with text by Harold J. Pollock and a record of Menura the Lyrebird. The cover has the title written at the top - Menura the Lyrebird with a round photograph of a Lyrebird in the bush with its tail fanned. Jacaranda Nature Series is printed in blue at the top right hand corner of the front cover. At the bottom is printed in black lettering - EP RECORD INSIDE FRONT COVER. Inside the left front cover is a pocket with an EP record recorded by Harold J. Pollock. The book has explanations of the sounds recorded as well as coloured photographs of the lyrebirds in their natural habitat. At the back of the book is a list of recordings on each side of the record. The back cover has a black and white photograph of Harold feeding a lyrebird by hand on his knee.
