This photograph was taken in 1994 and depicts four Commissioners of the newly formed Shire of Indigo. The Commissioners were appointed on 18 November 1994 and served until the the election of Indigo Shire Councillor's on 15 March, 1997. The United Shire of Beechworth was established in 1871 following the merger of two entities: the Borough of Beechworth, established in 1856, and the Shire of Beechworth, which was created as the union of the Stanley and Wooragee Road Districts in 1865. This photograph is historically significant for its depiction of newly elected Indigo Shire Commissioners, who replaced the former United of Beechworth Shire Council. The only local government entity remaining in Victoria styled as a 'United Shire' at its dissolution in November 1994, the amalgamation of the United Shire of Beechworth, along with parts of the Shires of Chiltern, Rutherglen and Yackandandah into the Shire of Indigo, was part of an extensive restructuring of Victoria's Local Government Areas in the 1990s. The Victorian Governments restructuring of LGA's in the 1990s constituted a major transition in Victoria's systems of local governance. The reforms dissolved over two hundred councils and sacked sixteen hundred elected councillors. In 1941, the scientific instrument manufacturing firms of  Henry Hughes & Son Ltd, London, England, and  Kelvin Bottomley & Baird Ltd, Glasgow, Scotland, came together to form Kelvin & Hughes Ltd. Kelvin Company History: The origins of the company lie in the highly successful and strictly informal relationship between William Thomson (1824-1907), Professor of Natural Philosophy at Glasgow University from 1846-1899 and James White, a Glasgow optical maker. James White (1824-1884) founded the firm of James White, an optical instrument maker in Glasgow in 1850 and was involved in supplying and mending apparatus for Thomson university laboratory and working with him on experimental constructions. White was declared bankrupt in August 1861 and released several months later. In 1870, White was largely responsible for equipping William Thomson laboratory in the new University premises at Gilmore hill. From 1876, he was producing accurate compasses for metal ships to Thomson design during this period and this became an important part of his business in the last years of his life. He was also involved in the production of sophisticated-sounding machinery that Thomson had designed to address problems encountered laying cables at sea, helping to make possible the first transatlantic cable connection. At the same time, he continued to make a whole range of more conventional instruments such as telescopes, microscopes and surveying equipment. White's association with Thomson continued until he died. After his death, his business continued under the same name, being administered by Matthew Edwards (until 1891 when he left to set up his own company. Thomson who became Sir William Thomson and then Baron Kelvin of Largs in 1892, continued to maintain his interest in the business after James White's death. In 1884 raising most of the capital needed to construct and equip new workshops in Cambridge Street, Glasgow. At these premises, the company continued to make the compass Thomson had designed during the 1870s and to supply it in some quantity, especially to the Admiralty. At the same time, the firm became increasingly involved in the design, production and sale of electrical apparatus. In 1899, Lord Kelvin resigned from his University chair and became, in 1900, a director in the newly formed limited liability company Kelvin & James White Ltd which had acquired the business of James White. At the same time Kelvin's nephew, James Thomson Bottomley (1845-1926), joined the firm. In 1904, a London branch office was opened which by 1915 had become known as Kelvin, White & Hutton Ltd. Kelvin & James White Ltd underwent a further change of name in 1913, becoming Kelvin Bottomley & Baird Ltd. Hughes Company History: Henry Hughes & Sons were founded in 1838 in London as a maker of chronographic and scientific instruments. The firm was incorporated as “Henry Hughes & Sons Ltd” in 1903. In 1923, the company produced its first recording echo sounder and in 1935 a controlling interest in the company was acquired by S Smith & Son Ltd resulting in the development and production of marine and aircraft instruments. Following the London office's destruction in the Blitz of 1941, a collaboration was entered into with Kelvin, Bottomley & Baird Ltd resulting in the establishing “Marine Instruments Ltd”. Following the formal amalgamation of Kelvin, Bottomley & Baird Ltd and Henry Hughes & Sons Ltd in 1947 to form Kelvin & Hughes Ltd. Marine Instruments Ltd then acted as regional agents in the UK for Kelvin & Hughes Ltd who were essentially now a part of Smith's Industries Ltd founded in 1944 and the successors of S. Smith & Son Ltd. Kelvin & Hughes Ltd went on to develop various marine radar and echo sounders supplying the Ministry of Transport, and later the Ministry of Defence. The firm was liquidated in 1966 but the name was continued as Kelvin Hughes, a division of the Smiths Group. In 2002, Kelvin Hughes continues to produce and develop marine instruments for commercial and military. G. Falconer Company History: G Falconer (Hong Kong Ltd) appear to have had a retail presence in Hong Kong since 1885, according to the company website, and currently have a shop in the Peninsula Hotel. G Falconer was the Hong Kong selling agent for several British companies. Ross Ltd of 111 New Bond St London was one and the other was Kelvins Nautical Instruments. Falconers were primarily watchmakers, jewellers and diamond merchants.They were also agents for Admiralty Charts, Ross binoculars and telescopes, and sold English Silverware and High Class English Jewellery. In 1928 the company was operating from the Union Building opposite the Hong Kong general post office. It is unclear if the item is an original Sextant made by Kelvin prior to his amalgamation with Henry Hughes & Sons in 1941 as Kelvin appears to have only made compasses up to this date. If the Sextant can be established that it was made by Kelvin then it is very significant and a rare item made for and distributed through their Hong Kong selling agents G Falconer Ltd. There are many Sextants advertised for sale stating "Kelvin & Hughes 1917 model sextant". These can be regarded as replicas as the company was not formed until 1941 and production of marine instruments was not fully under way until after the war in 1947. Further investigation needs to be undertaken to accurately determine the provenance of this item. As the writer currently has the impression that the subject object was possibly made by Kelvin and Hughes in the mid to late 20th century or is a replica made by an unknown maker in the late 1970s. Purchased as an exhibition of marine navigational instruments for the Flagstaff Hill museum. The Sextant is a brass apparatus with filters and telescope lens, and comes with a wooden felt lined storage box. It is a doubly reflecting navigation instrument that measures the angular distance between two visible objects. The primary use of a sextant is to measure the angle between an astronomical object and the horizon for the purposes of celestial navigation.G Falconer and Co. This is a badge of an Australian association of fellmongers, wool sorters and scourers. This group may have been part of the Amalgamated Fellmongers, Wool Sorters and Wool Scourers Union of 1912-1918 or it may have been an earlier association. A fellmonger was a dealer in the hides or skins of animals, especially sheep, or a person who removed the skins from animals. There were several fellmongery and wool scouring establishments in 19th century Warrnambool and district. These included the Dallimore Fellmongery at Lake Gillear, the Bennett Merri Bank Fellmongery at Dennington and the fellmongery businesses of James Evenett and Henry Mawbey on the Merri River in South Warrnambool.Although it has no known local provenance, this badge is of interest because there were several fellmongery establishments in the Warrnambool district in the 19th century so it may have belonged to a local person.This medallion has a gold coloured image of a suspended lamb on a circular royal blue enamel background which in turn is surrounded by a white enamel annulus with text. This book has been compiled by W H C Darvall, the Honorary Secretary at the Mission,( turn of 19th- 20th C.) A chronological recording of key dates and events in relation to the workings of the Mission to Seafarers (Victorian Seamen's Mission). The book also includes a number of clippings from newspapers or journals and concludes with an invitation to attend a special meeting of the Mission to discuss a proposed amalgamation with the Victorian Branch of the London Missions to Seamen, 15 November 1905. The author Mr Darvall arrived in Australia as a migrant 1853, served as the first Town Clerk of Beechworth 1856-1870. A solicitor in Collins St 1870s onward, he died in 1906.In diligently recording "matters of interest" to the Mission, Darvall has provided us with a significant point of reference from the establishment of the Victorian Bethel Union, afloat in 1850s through to the proposed amalgamation with the Missions to Seamen finalised in 1906. Many of the events were compiled retrospectively drawing on Annual reports and minutes but many were recorded contemporaneously from the 1890s. The Chronology serves as a means of verifying events through other sources such as minute books, annual reports and so on. The National Wool Museum accepted a donation from Brian Licence in 2022 of several mementoes relating to his career in the wool industry. Brian studied Wool Classing and worked for a decade in this profession before moving to Melbourne which required him to change careers. This Wool Classers’ Handbook was given to Brian in 1966 as part of his membership to the Woolclassers’ Association of Australia. Brian was a member of the Woolclassers’ Association from 1962-72. The Woolclassers' Association of Australia was a trade union representing Woolclassers. It amalgamated with the Australian Workers Union in 2009. The Association had 1200 members in 1997. The Australian Woolclassers' Handbook 1966-1967 begins with an orange cover. It has “The Australian Woolclassers’ Handbook” written at the top centre of the cover in green text. Internally, the book is typed and contains information which is of use for Woolclassers and their rights and responsibilities within the association. The Woolclassers' Association of Australia was a trade union representing Woolclassers in Australia. It amalgamated with the Australian Workers Union in 2009. The Association had 1200 members in 1997. 11 individual-coloured booklets, 10 original and 1 duplicate. The duplicate is from the year 1965/1966 when Brian Licence transferred from being a probationary member of the Woolclassers’ Association of Australia to a full member and hence received a new ticket which reflected this change. Internally, there is no difference in any of the booklets over the 10 years. Externally, there is only a slight change, with the Woolclassers’ Association of Australia's logo being included from 1965/1966 onwards. The booklets are a single piece of card folded at the middle to make 4 pages. The first page gives the name of the association, the year of issue, and in later years the Association's logo. Internally, the booklet provides the location of the Association, the name, address, and signature of who the booklet certifies, and details about the member’s rank, an Overseer, Expert, Full, or Probationary Member. The date and signature of the Secretary of the Association conclude the internal pages. On the rear page, the Head Offices of the Woolclassers’ Association of Australia branches in NSW, Victoria & Tasmania, South Australia, Western Australia, and Queensland are provided. Presented to 1st Battalion, The Royal Western Australia Regiment by Field Marshall HRH The Prince Phillip, Duke of Edinburgh at a parade held at the Western Australian Cricket Association Ground, East Perth on 25 November 1962. The Royal Western Australia Regiment was formed on 1 July 1960 from the amalgamation of all existing infantry battalions in the State at the time :- • 11th/44th Infantry Battalion (The City of Perth Regiment) • 16th Infantry Battalion (The Cameron Highlanders of Western Australia) • 28th Infantry Battalion (The Swan Regiment) At the above presentation of colours to the new battalion, the Colours of the former battalions (four sets of Queen's and Regimental colours) were trooped through the ranks of the battalion and marched off the parade for the last time. These former colours were subsequently laid up in the undercroft at the State War Memorial, King's Park on 29 November 1964. These were transferred to the Army Museum of WA in 1988 as part of the Bicentenary Colours Project. (Refer to Items 4-12 for individual records of these colours) 1st Battalion, The Royal Western Australia Regiment was renumbered 16th Battalion effective from 1st January 1966 as part of a move to reintroduce the old battalion numbers back into the State Regimental system. 16th Battalion, The Royal Western Australia Regiment was presented with a new set of Colours on 27 October 2002. The original 1962 Colours were formally handed over for safe keeping to the Army Museum of Western Australia on 3 November 2002. Battle Honours allocated to the State Infantry Regiments created under the CMF reorganisation in July 1960 were promulgated in Australian Army Order 85/1962. These were a consolidation of the battle honours awarded to the various individual battalions that were amalgamated to form the new regiments. Union flag with gold fringes. In the centre a circle inscribed "THE ROYAL WESTERN AUSTRALIA REGIMENT", surmounted by the Crown. Battle honours emblazoned on the colour : CAPTURE OF TOBRUK, DEFENCE OF TOBRUK, EL ALAMEIN, DAMOUR, BRALLOS PASS, KOKODA TRAIL, LAE-NADZAB, LIBERATION OF AUSTRALIAN NEW GUINEA, BORNEO, LABUAN

Presented by Lieutenant-General Sir JJ Talbot Hobbs, KCB, KCMG, VD, LLD at a parade held on the Esplanade, Perth, 22 October 1927. With the re-activation of the Citizen Military Forces (CMF) following the Second World War, the 16th/28th Infantry Battalion (The Cameron Highlanders of Western Australia) was raised as a linked battalion in 1948 to carry on the identity and traditions of the pre-war 16th and 28th Battalions respectively. The King's and Regimental Colours formerly held by these two battalions were passed on to the new battalion who paraded them in rotation on ceremonial occasions. The above battalion became unlinked in March 1952 and 28th Infantry Battalion (The Swan Regiment) became an independent battalion within its own right. The former colours of 28th Battalion were handed back at a parade at Northam Camp on 24 August 1952. Under major reorganisation of the CMF in 1960, all individual infantry battalions that existed at the time within each State were amalgamated to form State regiments, taking effect from 1 July 1960. Thus from that date the 11/44th, 16th and 28th Infantry Battalions were amalgamated to form The Royal Western Australia Regiment. In September 1960, at a ceremonial parade held at Northam Camp, the Colours carried by all former battalions were handed over for safe keeping by the new regiment. These former colours were subsequently laid up in the undercroft at the State War Memorial, King's Park on 29 November 1964. These were transferred to the Army Museum of WA in 1988 as part of the Bicentenary Colours Project. At the time of presentation this colour was a plain union flag with no central devices or other distinctions included on it. Following Military Board approval given in 1925 the centre circle and Crown were later added, in accordance with the approved design for a King's Colour. Battle Honours for the Second World War were promulgated under Australian Army Order 135/1961 and the 10 selected honours approved for emblazoning on the Queen's Colour were subsequently added in 1962 These former colours were subsequently laid up in the undercroft at the State War Memorial, King's Park on 29 November 1964. These were transferred to the Army Museum of WA in 1988 as part of the Bicentenary Colours Project. Dark green with gold fringe. In the centre the battalion colour patch of a white over blue diamond within a circle inscribed "TWENTY EIGHTH INFANTRY", the whole surrounded with a wreath of Australian wattle and surmounted by the Crown. In the upper canton the Arabic numeral "28". Battle Honours emblazoned on the colour:- POZIERES, BULLECOURT, YPRES 1917, MENIN ROAD, PASSCHENDAELE, AMIENS, MONT ST QUENTIN, HINDENBURG LINE, GALLIPOLI 1915, EGYPT 1915-16

This former King's Colour was originally authorised by King George V in 1919 in recognition of services of 44th Battalion (AIF) during the Great War. Presented by HE the Governor General Sir Ronald Munro-Ferguson, PC, CGMG at a parade in King's Park on 2 October, 1920, however was not passed on to any AMF counterpart unit of the Citizen Forces, as one did not exist at the time. 44th Battalion (AMF) was formed in 1921 from elements of 16th and 51st Infantry Regiments and was presented with this colour by the Governor of Western Australia Sir Robert Furse McMillan at the Anzac Day parade on the Esplanade, Perth on 25 April 1922. The colour was subsequently consecrated by the Chaplain General, Archbishop COL Riley, OBE, VD, DD at a parade on the Esplanade, Perth, 15 November 1924. At the time of presentation this colour was a plain union flag with no central devices or other distinctions included on it. Following Military Board approval given in 1925 the centre circle and Crown were later added, in accordance with the approved design for a King's Colour.
