This flare pictured is one of three lighting or signal flares. These are pyrotechnic devices used at sea, mainly as a distress signal. However, they have other meanings when used for naval purposes, such as the executive order to start a particular manoeuvre. These are usually packaged as part of a distress pack containing all necessary rockets or flares for immediate use, in any emergency, by ships and off-shore yachts.This set of three flares is significant for its connection with local history, maritime history and marine technology. Lifesaving has been an important part of the services performed from Warrnambool's very early days, supported by State and Local Government, and based on the methods and experience of Great Britain. Hundreds of shipwrecks along the coast are evidence of the rough weather and rugged coastline. Ordinary citizens, the Harbour employees, and the volunteer boat and rescue crew, saved lives in adverse circumstances. Some were recognised as heroes, others went unrecognised. In Lady Bay, Warrnambool, there were around 16 known shipwrecks between 1850 and 1905. This cap gun was found by a local Warrnambool resident in about 1971. Cap guns first appeared following the end of the American Civil War in the mid-1860s, when firearms companies experimented with toy guns to stay in business. Cap guns became especially popular when the heroes of cinema and television rode through the West ridding the territories of villains. Many cap guns were named after or endorsed by leading matinee idols like Roy Rogers, Gene Autry, Hopalong Cassidy, The Lone Ranger, Tonto, Dale Evans, Marshal Matt Dillon, or any of countless others. Cap guns became popular after the second world war and children all over the world emulated their heroes and collected and played with these toy guns. Eventually all of the famous cap gun manufacturers either sold out to other toy companies or started manufacturing other types of toys. Before it was deemed dangerous or politically incorrect for young children to point pistols at each other and fire at will, cap guns were a staple of toy chests. The item demonstrates how society has changed its attitudes and now regard these types of toys as morally unacceptable as they tend to promote violent attitudes towards others. This cap belonged to Mark Pullen, a cub scout from Highton, Geelong, Victoria. No information is available on Mark Pullen. In Warrnambool there are three scout groups – Allansford, Norfolk (scout hall at the corner of Raglan Parade and Kepler Street) and Tooram (scout halls at the corner of Timor and Banyan Streets and in Otway Road). Cub scouts in Victoria are aged between 8 and 10. Collected by Lisa Gervasoni when she visited the ship as part of the City of Ballarat's delegation to the ship on the 9th December 2006. HMAS Ballarat (FFH 155) is an Anzac-class frigate of the Royal Australian Navy (RAN). The frigate was laid down in 2000 and commissioned into the RAN in mid-2004. Since entering service, Ballarat has been involved in border protection as part of Operation Relex II, was deployed to the Gulf for Operation Catalyst, and was one of the two ships involved in the Operation Northern Trident 2009 round-the-world voyage. Ballarat has undergone the Anti-Ship Missile Defence (ASMD) upgrade, completing in 2015. This boudoir cap was worn by women wearing a negligee in the 19th century in their boudoir in the morning. In the early 20th century women wore these boudoir caps while sleeping to protect their hair styles. The name "Ogier"' inside the cap indicates that it has a connection to the Ogier family in Warrnambool.This is an interesting example of a woman's head-wear in the past.This lady's boudoir cap has white, discoloured, net with floral woven edging and leaves and dots in the body of the net. It is circular in construction drawn on thread to the centre of the head and decorated with a tassel folded over. There are two layers of lace, the bottom one is attached to a black, velvet covered wire and has bunched flowers with violet ribbon as decoration. The top layer also has the bunched flowers. The cap is lined with cream silk. The lace hangs down at the back. The brim is stiffened inside as is the crown. On the item inside is a small piece of red ribbon with a name written.
