The beginning of standardised weights and measures began In Victoria when the Melbourne Observatory received sets of standard weights and measures, which had been tested in Britain against the then British Imperial standards. These included the primary standard yard and pound for the Colony of Victoria. Other standards of weights and measure held by shires and the administrative body's within the colony could then be compared to these primary standards. A Weights and Measures Act was passed in Victoria in 1862, establishing local inspectors throughout the colony. By the 1870s each local council and shire in Victoria held a set of standards that were used to test scales, weights and dry measures used by wholesalers, factories and shops. Every ten years the councils’ standards would themselves need to be rechecked against the Victorian Standards. The checking was done by the Victorian Customs Department in the 19th century, but with the transfer of responsibility for customs to the Federal Government in 1901, weights and measures function was retained by the Victorian Government and was shifted to the Melbourne Observatory. In 1904, a new building was erected at the south end of the Great Melbourne Telescope House, where the standard weights and measures and testing equipment was installed. This room had a large whirling apparatus for testing air meters and became known as the Whirling Room. When the Melbourne Observatory closed in 1944, the Weights and Measures Branch was formed to continue and this branch remained at the Observatory site unit until 1995. J & M Ewan History: J&M Ewan was a Melbourne firm that began by selling retail furniture and wholesale ironmongery. They had substantial warehouses situated at the intersection of 81-83 Elizabeth and Little Collins Streets, the business was established by James M Ewan in 1852. Shortly afterwards he went into partnership with William Kerr Thomson and Samuel Renwick. When Ewan died in 1868 his partners carried on and expanded the business under his name J & M Ewan. The business was expanded to provide a retail shop, counting-house and private offices. Wholesale warehouses adjoined these premises at 4, 6 and 10 Little Collins Street, West. This company provided and sold a large and varied amount of imported goods into the colony that consisted of agriculture equipment, building materials, mining items as well as steam engines, tools of all types and marble fireplaces. They also supplied the Bronze measuring containers in the Flagstaff Hill collection and the probability is that these containers were obtained by the local Melbourne authority that monitored weights and measures in the mid to late 19th century. The company grew to employ over 150 people in Melbourne and opened offices at 27 Lombard St London as well as in New Zealand and Fiji. The company also serviced the Mauritius islands and the pacific area with their steamship the Suva and a brig the Shannon. Robert Bate History: Robert Brettell Bate (1782-1847) was born in Stourbridge, England, one of four sons of Overs Bate, a mercer (a dealer in textile fabrics, especially silks, velvet's, and other fine materials)and banker. Bate moved to London, and in 1813 was noticed for his scientific instrument making ability through the authority of the “Clockmakers Company”. Sometime in the year 1813 it was discovered that one Robert Brettell Bate, regarded as a foreigner in London had opened a premises in the Poultry selling area of London. He was a Mathematical Instrument maker selling sundials and other various instruments of the clock making. In 1824, Bate, in preparation for his work on standards and weights, leased larger premises at 20 and 21 Poultry, London, at a rental of four hundred pounds per annum. It was there that Bate produced quality metrological instruments, which afforded him the recognition as one of one of the finest and principal English metrological instrument-makers of the nineteenth century. English standards at this time were generally in a muddle, with local standards varying from shire to shire. On 17 June 1824, an Act of Parliament was passed making a universal range of weights, measures, and lengths for the United Kingdom, and Bate was given the job of crafting many of the metrological artifacts. He was under instruction from the renown physicist Henry Kater F.R.S. (1777-1835) to make standards and to have them deposited in the principal cities throughout the United Kingdom and colonies. Bate experimented with tin-copper alloys to find the best combination for these items and by October 1824, he had provided Kater with prototypes to test troy and avoirdupois pounds, and samples with which to divide the troy into grams. Bate also cast the standard for the bushel, and by February 1825, had provided all the standards required of him by the Exchequer, Guildhalls of Edinburgh, and Dublin. In 1824, he also made a troy pound standard weight for the United States, which was certified for its accuracy by Kater and deposited with the US Mint in 1827. Kater, in his address to the Royal Society of London, acknowledged Bate's outstanding experimentation and craftsmanship in producing standards of weights, measures, and lengths. An example of a dry Bronze measuring container made specifically for J & M Ewan by possibly the most important makers of measurement artifacts that gives us today a snapshot of how imperial weights and measures were used and how a standard of measurement for merchants was developed in the Australian colonies based on the Imperial British measurement system. The container has social significance as an item retailed by J & M Ewan and used in Victoria by the authorities who were given legal responsibility to ensure that wholesalers and retailers of dry goods sold in Victoria were correct. The container was a legal standard measure so was also used to test merchants containers to ensure that their distribution of dry goods to a customer was correct. The image in this photograph is the 'John Murray', which was owned by the Government of Victoria from 1909 to 1917 as a training vessel. It was built and registered in Glasgow, UK in 1877 as the 'Loch Ryan'. This photograph is a copy of the original photograph, which was owned by Dr J. Douglas, brother o the donor. The iron baque 'Loch Ryan' was a three masted, 1207 ton sailing ship built by James & George Thomson in Glasgow in 1877. It was purposed as a general cargo vessel and owned by the General Shipping Company, known as the Loch Line because the ships were named after Scottish lochs. The company had a fleet of 25 colonial clipper ships that traded between the UK and Australia between 1866 and 1909, mainly from Glasgow to Melbourne, Sydney and Adelaide. Many of the sips, including the Loch Ryan, had a distinctive white stripe on their dark coloured hulls. The 'Loch Ryan' was purchased in 1909 by the Victorian Government's Défense Department and converted for the purposes of a training in Williamstown. In 1910 it was renamed John Murray, whose namesake, John (Jack) Murray (1851-1916) was born near Koroit. He was the 23rd Premier of Victoria (1909-1912), and a Warrnambool Member of Parliament for twenty years. The government commissioned the ship from 1910-1917 for reforming juvenile offenders, training them as seamen for the Navy and Merchant Navy. The training project ceased after reports of the treatment of the boys. Although 411 did their training under this scheme, the success rate of them qualifying to serve on other vessels was less than twenty percent. In 1917 the John Murray was sold to the Government of Australia to serve during WWI. The ship was loaded with a cargo of dynamite and petroleum at San Francisco then departed for Melbourne when, during its passage, it was wrecked at Malden Island reef in the mid-Pacific Ocean on May 29th, 1918.The photograph of the John Murray , formerly the 'Loch Ryan' is significant for its connection with the Loch Line of the General Shipping Company of Glasgow, the same company that owned the Loch Ard, which was wrecked and tragically lost 52 lives. The photograph is also significant for its connection with Victoria's training ship John Murray, which aimed at reforming delinquent juveniles, to be suitable as seamen for Australia's Navy or Merchant Navy. This leather folder is part of a collection of books, photos and memorabilia donated from the Chatham-Holmes family collection. The item belonged to Elizabeth Chatham who was the first Ladies President elected to the general committee in 1993...1)Tooled leather folder with Elizabeth Chatham stamped into the front along with a leaf pattern and Ballarat Golf Club Member tooled into the back surrounded by a laurel wreath and Ballarat's Avenue of Honour's Arch of Victory tooled into the centre. The edge is laced with leather thonging in a blanket stitch. The Ballarat-based firm, J Chatham and Co, serviced the Hotel Industry in Victoria, particularly Victoria’s Wimmera and Western Districts. Established by Jack { John} Chatham in 1956, The business was based at 7 Lydiard St South, Ballarat. As a regional hotel and motel broking specialist, he worked closely with other Ballarat businesses, including the Ballarat Brewery. On Jack's death in 1967, the business was taken over by his son, Philip, and renamed J Chatham Pty Ltd. The business continued to grow. Chatham House, the building the business operated from, and subsequently purchased and named, at 7 Lydiard St South, Ballarat still stands today. In the 1970's a Melbourne branch also opened in Dudley St, Nth Melbourne, In the 1980s the Melbourne branch, J Chatham and Daunt Pty Ltd, operated from 205 Victoria Parade, Fitzroy, a few blocks west of the Carlton United Brewery. Philip's son, Andrew, joined the business, then called J Chatham, Daunt and Foley Pty Ltd., in the late 1980s. The business at this time operated from a terrace house [?Bouverie Street] Carlton near Grattan St. By 2005, the Daunt and Foley partnership had dissolved. Philip predeceased his wife, Elizabeth Chatham (nee Holmes), a Director of the Company in 2001. His share of the business was inherited by Andrew. Elizabeth died in 2005 and the business was sold in 2006. The Federation University Mt Helen Campus was once the farm of John Latta and his wife Elizabeth Ann Dean. The couple married in 1867 and had three children at the time of John Latta's death (Elizabeth Ann b.1870; Mary b.1873; John b.1875). Elizabeth later married George Downing, and had another six children. The house was situated in the vicinity of the current Administration and Caro Conference Centre buildings, surrounded by an orchard, and a well under the current Albert Coates Building (Union Building). George Box 1808-1867 an 'agricultural labourer', of Sussex England, married Mary Cripps in 1831 and with 3 three of their 4 four sons and 3 three of their 4 four daughters left Liverpool in the Sailing Ship 'Atlanta' in March 1856 to begin a new life in Melbourne, Victoria , Australia. George and son Henry paid their own fares while sons , Francis and John, were 'assisted passengers'. Their baby daughter Cecilia Lydia died a few days into the voyage.. Caroline Box, the eldest daughter, remained in England working as a cook until she joined the family in Australia in 1863. William Box 1834-1902, the eldest son of George Box, married Elizabeth Avis 1833- 1914 and they resided in Box Cottage 1865 -1914 where they established a market garden and raised 13 children. William and Elizabeth had emigrated in 1854 so George and sons probably worked on their market garden before setting up in Tucker Road and Patterson Road. Sadly Mary drowned in a water hole only 4 months after their arrival in Brighton. Mary suffered from headaches and had occasional fits and the coroner found she passed out and died while trying to ease the pain with cold water from a waterhole. It is supposed that Elizabeth helped him raise the children while he established his market garden. George died from Tetanus following an infected broken leg caused by falling from his dray in 1867. George William Box 1870 -1933 was a son, and twin brother of Cecilia Eliza, of William and Elizabeth Avis Box who lived in Box Cottage and farmed the land 1865 - 1913 . George William Box married Elizabeth Honor Tippett 1902 and they had 8 children. Elizabeth Avis Box gave them a shop with a dwelling in Jasper Road where Elizabeth Honor sold groceries and vegetables while George obtained various jobs. William & Elizabeth raised 13 children and the Cottage was extended as required. In 1984 that early settler cottage was found in a dilapidated state by Laurie Lewis, in his Timber Yard in Jasper Rd Ormond. The Moorabbin City Council, Federal Government, Mr Lewis and CMHS members reconstructed the Cottage in 1985 . Francis Box was born in Withyham, Sussex and came to Australia with his parents George and Mary Box and siblings in 1856. He was assigned to work in Beaufort and had various jobs including ‘gold miner’ at Heathcoat where he married Eliza Jane Thompson. Francis decided to return to market gardening after the death of his 1st child Francis George Box in 1875 aged 13months. The child was buried in Brighton Cemetery and Francis then rent/leased the land on the corner of Tucker Road and Elizabeth Street East Brighton ( now Bentleigh) owned by his brother Henry who with another brother John helped Francis clear the land, and establish a market garden. They had 4 children and began to prosper until in 1882 their 2year old child Lena Caroline Box was killed in a fire that destroyed their house. Francis was burned trying to rescue the child. The local community raised money to assist the family. The land boom brought prosperity again and Francis bought more land around Tucker Road which was bequeathed to his children. Francis and Eliza Jane had four more children but one died in infancy and another aged 2 years. Only 5 of their 9 children survived.
