Correspondence, Eureka Reserve Committee to City of Ballarat, 1956, 28/0281956
The Eureka Stockade Memorial Park Committee was a voluntary group that worked towards commemorating the Eureka Stockade by caring for the Reserve and organising events there. Three page carbon copy of a letter from the Eureka Stockade Memorial Park Committee to the City of Ballarat Town Clerk. The carbon copy is not signed. The letter was written because the Committee were not satisfied with the action of the Council in relation to the Eureka Reserve in relation to parking. The letter starts as follows: "The Town Clerk City Hall Ballarat Dear Sir, After many years of harmonious cooperation between your Council and the above it is with regret and misgivings that we are forced to protest at any action of the City Council in regard to the Eureka Reserve. At out last meeting by an almost unanimous vote it was decided to protest at the erection of a line of posts north and south of the Kiosk excluding cares from the flat. For many years we have striven to popularise and improve the reserve by the voluntary effort and a lot of personal expense by members. Realising that we are living in a motor age, our plans have always included the provifing of adequate parking facilities for car Picnic Partites the providing of picnic tables etc in shady positions with easy access for cars. This privilege has been appreciated and enjoyed by the public for over 20 years, being perhaps the main attraction to the Eureka Stockade. It was with a feeling of frustration that we learned of teh Council's decision to exclude the cars from these facilities. The majority of my member are deeply hurt that your council should approve of such drastic change of policy without some consideration of the aims and future plans of this organisation. ... Document, Colony of Victoria, Gold License, 1852
From 1851 the Victorian government required all men on Victorian Goldfields to carry a Gold License. The fee was one pound per month, and was payable in advance. There was agitation surrounding the gold license which was thought to be an excessive fee and did not give the bearer right to representation. On 03 December 1854 the gold diggers on the Eureka Lead fought a short battle against the army and police troopers. A few months later a new system of taxing gold diggers was introduced - the Miner's Right. The Gold License c allowed the bearer to 'dig, search for, and remove gold on and from any Crown Lands' within the district specified on the license. The license was not transferable, and had to be produced on demand. This has resulted in most surviving licenses showing evidence of having been folded and kept in a pocket. The Victorian Gold Licence was issued from 1851 until early 1855. Every man on a Victorian goldfield had to carry a valid gold license, so few survived the harsh treatment of being carried around a working goldfield. There was much dissatisfaction about what was thought to be an unfair mining tax (or gold license). On 29 November 1854 Ballarat miners burnt their licenses on Bakery Hill. On 3 December 1854 the Eureka Stockade Battle took place, resulting in the Goldfields Commission. The first Miner's Right was issued in late June 1855, and in July the first Local Courts were elected by miner's right holders. This gold license was issued around one year after the issue of the first Victorian gold license in August 1851, making it a rare early survivor. This fold lines on this Gold License are evidence of being carried around by the bearer. A original Victorian paper gold license glued onto on old card poster. The original colour of the paper was pale blue. The license has undergone conservation treatment and has been removed from the card.'231', '9 Nov 1852', [name illegible], 'Lod dist [Loddon District?], [Commissioner illegible - probably M. Sculpture - Mace, 'University Mace' by Trefor Prest, 1995
The University's mace was carried in procession for the first time during the Graduation ceremonies in May 1996. The mace was presented to the University by former Chief Commissioner of the Ballarat City Council, Vern Robson, at a ceremony on 02 February, following a national competition for its design, sponsored by the Council. (The Flag, Issue 2, July 1996) Nineteen artists responded to the competition which called for a design that would embody a distinctive Australian image reflecting the heritage of the city and in relationship with gold, an Aboriginal element and the history of the University. The winning entry, dominated by a poppet head, was submitted by Central Victorian artist/sculptor Trefor Prest, a sessional lecturer in sculpture at the University.(The Flag, Issue 2, July 1996) The Herald Sun of 03 February 1996 reported 'the new mace shows importance elements of Ballarat's heritage as well as the university's focus on the future. The artist emphasises the egalitarian nature of Australia as embodied in Ballarat's famous slice of history - the Eureka uprising. ... The mace has a poppet head at the top of the shaft - an unusual element for a mace - but it represents Ballarat's mining history and the University's evolution from the Ballarat School of Mines. An opening egg at the top stands for the nurturing of development and learning. The mace's straight shaft is depicted as the tree of knowledge and, incorporating a bark canoe scar, Ballarat's Aboriginal heritage. At the end of the shaft is a surveying device, which represents precision and accuracy ads embodied in the university's academic pursuits.' Bob Morrell of the University organised the national competition to design the mace and said 'It is in keeping with the university's logo, 'proudly flying the flag', which incorporates the Southern Cross.' This item is part of the Federation University Art Collection. The Art Collection features over 1000 works and was listed as a 'Ballarat Treasure' in 2007. Trefor Prest lectured in Sculpture at the University of Ballarat from 1995-1996.The mace symbolises the office of the Chancellor. The design of the mace is the outcome of a national competition and represents the cultural diversity of Australia. The poppet head on the top of the mace refers to gold mining, which underpinned the development of Ballarat. The protruding spikes recall the Eureka Stockade. The 'egg' shape enfolds and nurtures the development of knowledge and learning. The shaft with the three 'branches' represents the Tree of Knowledge, and includes a bark canoe scar which recognises the integration of black and white Australian traditions. The lower part of the shaft culminates in a device suggestive of scientific or surveying and measuring technology. This represents precision and accuracy embodied in the academic pursuits of Federation University Australia.art, artwork, trefor prest, prest, mace, federation university, university, eureka stockade, aborigines, scarred tree, mining, university mace, ballarat -

Water is key to a thriving community and it is through the representation of water Flow enlivens the space at Bakery Hill. Historically ‘water races’ ran through the valleys of the Greater Ballarat area unearthing the minerals that forged prosperity and wealth. This water still flows today unearthing new possibilities for the community. Possibilities focusing on sustainability, ecology, health and prosperity. Flowing over the site a series of kinetic turbines flutter in the wind creating a contemporary water race. The interactive elements offer visual stimulation enticing people to connect with the artwork and in turn the surrounding spaces. Bakery Hill has great historical significance. It’s connection to the Eureka Stockade and the series of events that were to unfold during the 1850’s was to become the turning point in Australian political history. The placement of each turbine is to mirror a point of history in the timeline of events that occurred during the Eureka Stockade. The Water Race is a symbol of possibilities, the ones created by history and those of modern society. It is a visual timeline that can be read by traversing the site. The connecting turbines that flow and turn in sync are a representation of time passing and the interconnectedness of history with the community that surrounds it. The gateway to Bridge Mall is framed through the placement of each turbine allowing the sense of prosperity and wealth to flow through to the surrounding community. This gateway also references the significance of Bakery Hill reinvigorating the historical site by reconnecting it back to its town centre. The artwork is of aesthetic and historical significance to the people of BallaratTwelve steel turbines set on poles with dates attached and a large bronze 'timeline' plaqueFLOW/ Plotting the motion of Wind, Water, History and Time/ by Holly Grace and Aaron Robinson/ This site has great historical significance. Sculpture - Public Artwork, Akio Makigawa, Point to Sky by Akio Makigawa, 1999
Point to Sky is one of Akio Makigawa’s final works, the commission was completed posthumously. It is the only public artwork by the celebrated Australian-Japanese sculptor of this scale located in regional Victoria. You will see two stainless steel forms, a smaller more rectangle form and the towering geometric form, with seed pod shapes at the peak. These forms represent the house, the artist is expressing that home is a shelter and also a place for gathering. The house form grows into a tower to symbolise the achievements of mankind and the action taken to protect the rights of the community during the Eureka Stockade. The top seed pod is gold, referencing Ballarat as the centre of the gold rush in Victoria, as well as representing the sun as the source of life. The paving of the forecourt was designed in bluestone, typical of the work of Makigawa. Stainless steel panelling and shaping on armature. Set into raised platform of bluestone pavers.Point to Sky, 1999 / Akio Makigawa (1948-1999)/ stainless steel/ Born in Japan, Akio Makigawa arrived in Australia in 1974. The Eureka Flag hanging in the Old Colonists' Hall is an exact replica of the Eureka Flag that flew over the Eureka Stockade. It was copied from the original flag that was in the possession of the Art Gallery of Ballarat. Exact measurements were taken from the flag and the replica made by the Ballarat firm George Lemke and Co. It was decided to made the replica because of the fragile condition of the original flag. At the time the original flag was beyond being displayed and it was felt steps should be taken to obtain a copy before it deteriorated further.
