This etching by British engraver Arthur Willmore was created from Russian born artist Nicholas Chevalier’s original watercolour landscape of Bontharambo, Wangaratta (Chevalier’s watercolour is held in the collection of the National Library of Australia). Chevalier moved to Australia during the Colonial period and is famous for his landscape paintings, which were most commonly commissioned by wealthy landowners or merchants wanting to record their material success. Bontharambo is a historic property located in Wangaratta which was made famous by pastoralist Joseph Docker who took up the Bontharambo run in 1838 and has remained in the family since. Protection of Person and Property Act 1881 The ''Protection of Person and Property Act 1881'' was one of more than 100 Coercion Acts passed by the Parliament of United Kingdom of Great Britain and Ireland between 1801 and 1922, in an attempt to establish law and order in Ireland. The 1881 Act was passed by parliament and introduced by Gladstone. It allowed for persons to be imprisoned without trial. On 13 October 1881, the Act was used to arrest Charles Parnell after his newspaper, the ''United Ireland'', had attacked the Land Act. On Gladstone's return to office in 1880, William Edward Forster was made Chief Secretary for Ireland. He carried the Compensation for Disturbance Bill through the Commons, only to see it thrown out in the Lords. On 24 January 1881, he introduced a new Coercion Bill in the House of Commons, to deal with the growth of the Irish National Land League. Despite a 41-hour long fillibuster in the House by the Irish Parliamentary Party, the bill passed, among its provisions being one enabling the British government in Ireland to arrest without trial persons "reasonably suspected" of crime and conspiracy. However those arrested were often not always suspect, only supportive of the Irish National Land League's movements. Over 100 such acts were passed, some of the more notable of which were "An Act for the more effectual Suppression of Local Disturbances and Dangerous Associations in Ireland", "The Protection of Life and Property in Certain Parts of Ireland Act", and the "Protection of Person and Property Act 1881". An Irish Coercion Bill was proposed by Sir Robert Peel to calm the increasing difficult situation in Ireland as a result of the Great Famine 1844–47. The Bill was blocked and this led, in part, to Peel's retirement as Prime Minister. Later attempts to introduce Irish coercion acts were blocked by the filibustering of Joseph Biggar. As a response to the Plan of Campaign of the mid-1880s the new Chief Secretary for Ireland Arthur Balfour secured a tough Perpetual Crimes Act (1887) (or Coercion Act) aimed at the prevention of boycotting, intimidation, unlawful assembly and the organisation of conspiracies against the payment of agreed rents. The Act resulted in the imprisonment of hundreds of people including over twenty MPs. The so-called ''Crimes Act'' (or "Coercion" Act) was condemned by the Catholic hierarchy since it was to become a permanent part of the law and did not have to be renewed annually by parliament, but the Papacy issued the bull Link: "Saepe Nos" in 1888 which was uncritical of the Acts. Trial by jury was abolished. An influential analysis of the pros and cons of the Act was published in 1888 by W. H. Hurlbert, a Catholic Irish-American author. Many hundreds were imprisoned at times under the Acts, including many prominent politicians and agrarian agitators, Joseph Biggar, Alexander Blane, Michael Davitt, John Dillon, James Gilhooly, Patrick Guiney, Matthew Harris, John Hayden, J. Arthur Allsop was a partner in the firm of Kelly and Allsop and was involved in mining and speculation in Bendigo. He was elected as a member of the Bendigo Stock Exchange in 1906. He started his athletic career at picnic sports and was a fine athlete winning many foot races. For 15 years he acted as secretary of the Sandhurst City Fire Brigade, he was captain of the Bendigo lacrosse team. He was a fair cricketer, and played against the English and Australian Elevens. He played football, and acted as secretary to the Bendigo Football Club. In later years he played bowls and captained pennant teams. He was a Past District- Grandmaster in the M.U.I.O.O.F. Allsop eventually moved to Melbourne and then Sydney working as a bookmaker. He died in Sydney in 1921. His wife Belle died in Bendigo in 1914 and is buried in the Bendigo Cemetery.Three record books used by Bookmaker Arthur Allsop. Dark coloured leather covers. Mrs Florence Margaret Tacey (nee Edwards) was the mother of Albert Arthur Tacey. She was born in 1863; died in 1943 in Camberwell. Her husband was William Tacey born in the Buckland Valley near Bright in 1857. There were many members of the Tacey family who were butchers. Various members of the family were associated with Tacey's Butchers at 629 Canterbury Road, Surrey Hills. According to a Context P/L heritage assessment of the property the land on which the business was built "was purchased by Edward Tacey on 16 September 1889. Edward Tacey was a butcher and the Sands & MacDougall street directory indicates that a butcher’s shop had been constructed on the site and was operating by 1890. It seems that the family lived for some time at a house located next door to the shop at 627 Canterbury Road (visible on the 1909 MMBW plan, but since demolished). On 15 June 1920 Edward Tacey transferred all three blocks of land to Joseph Tacey, most likely his son * and also a butcher, who carried on business from the same premises. Joseph Tacey died on 20 February 1933, after which administration of his estate (which included the three blocks of land) passed to his widow, Mary Dorothy Tacey." Edward Tacey (1863 - 1952) was the brother of William Tacey (1857 - 1920). The property passed to Joseph Charles Tacey (1887 - 1933), his nephew and son of William, not his son. His wife was Mary Dorothy Coates. Albert Arthur Tacey was a brother of Joseph Charles Tacey. The SHNCHC has a large framed photo collage of the Tacey butcher's shop at 629 Canterbury Road. It hung in various Tacey family-owned butcher's shops around Victoria before coming back to Surrey Hills. The donor was the daughter of Albert Arthur Tacey (1902-1959). William (1857 - 1920) was a butcher. William was born 7 Nov 1857 on the Buckland (River) near Bright, son of John Joseph Tacey and wife Elizabeth Cooper. This was just a few months after the Buckland River anti-Chinese riots. He had siblings Thomas (1856-1929), Mary Ann (1860-1920), Edward (1863-1952) and Arthur Edward (1870-1896). William died 30 March 1920, Camberwell. He married Florence Margaret Edwards in 1884. Both are buried in Box Hill Cemetery (CE-0162). They had 7 surviving children; 2 died in infancy. William was a butcher in Thornbury but moved to Camberwell with his brothers seeing the opportunity in the new suburbs. They set up shops in Canterbury Road, opposite Highfield Road, Surrey Hills; Burwood; corner of Elgar & Whitehorse Roads, opposite the Whitehorse Hotel and Canterbury Road, Surrey Hills just east of Surrey Hotel. The first directory entries are in 1888 & 1889 for the Surrey Hills shop & Elgar Road. Further research: Betty Neil Smith (Stalker) was born in 1919 in Balwyn (Surrey Hills). She was one of 4 daughters of Alexander MacLaren Stalker (1885-1970/1973) and Charlotte Eleanor Hayward (1884-1953) who were married in 1911. Her sisters were, Betty Neil Stalker and Ruth McLaren Stalker (1913, Surrey Hills), Joan Winnock Stalker (1917, Surrey Hills) and Beatrice Mary Stalker (1919). Their mother Charlotte Hayward was a teacher prior to her marriage. Their father Alexander, an accountant, lived in Wattle Valley Road, Canterbury in 1910. From 1912-1931 they are listed at ‘Benwerrin’, (44) Wandsworth Road, Surrey Hills. This was later the home of Beatrice Mary and Howard Everard. Betty, Ruth and Joan later lived at 9/48 Wandsworth Road. The 1931 electoral roll has Olive Myra Butler (machinist), Herbert Arthur Butler (carpenter), Ernest Philip Butler (pastrycook), Mary Butler and Hilda Jarrett Butler (machinsit) at 59 Wandsworth Road ('Bona Vista'). The 1936 electoral roll has Hugh Joseph Stephens (fireman), Ada Agatha Stephens (HD), Mary Christina Stephens (dressmaker) and Sylvia Ada Stephens (dressmaker) at 63 Wandsworth Road. Hugh and Ada are at the address in earlier electoral rolls. It is presumed that these are the families referenced in the general information noted by Jocelyn Hall. Butcher’s Delivery Cart belonging to Edward Tacey, butcher of 629 Canterbury Road which has been decorated for Empire Day Celebrations of 1930s. Driver: Keith…….? Photographed at corner of Canterbury Road and Alexander Avenue, the Tacey shop was just to the left. The donor's grandfather was Edward's brother, William. This photo was taken in c1910. ‘Warlingham’ has many typical Victorian features and has been restored and extended. The first owner was Thomas Kennedy Vernon Coburn, a solicitor. His wife was Sara Ethelwyn (Winnie) Cornell; they married on 26 March 1890. They had a large family and their eldest son (Arthur Wheeler Coburn) was born at 'Wannacul' Surrey Hills on 11 January 1891. The Coburns seem to have moved often and Thomas was declared insolvent in 1894, in part it would seem as a result of the land crash. The next owner was George Lumsden, grocer who is believed to have been there 1892-1896. He was married to Emma Louise Sim. During the years c1913-1919 Mr William Joseph Trenerry (manufacturer) and his wife Elsie (nee Capon) lived here. In the 1919 electoral roll the house name is given as 'Mosman', which may be a reference to Elsie Trenerry's origins; she came from Sydney. See also SHP1927 and SHP1384.
