R.M. Serjeant was listed as a mining manager and Joseph Flude as a metallurgist. In 1875 they were both living in Ballarat. The patent number is A.D.1875, 4th March. No 2031. According to the patent the hearth of the furnace is in the form of a cone revolving horizontally. The feed is supplied to the apex of the cone by an archimedian screw. The crown of the furnace comprises a double covering or roof with an intermediate chamber for receiving heated air. The inner covering is pierced to admit of the heated air being brought into contact with the pyrites on the face of the revolving hearth. The discharge of the roasted substance is affected by means of a scraper at the base of the cone. It was claimed that this was a new mode of introducing heated air, and the exclusion of flame during the operation of roasting pyrites. The self-acting charge and discharge of the furnace and the peculiar construction of the hot air chambers, and the use of perforated bricks through which the supply of air is affected were also new. The extraction of the gold from pyrites and the utilization for commercial purposes of other substances connected with pyrites are peculiarly important to Ballarat, because were a simple and inexpensive method devised there are millions and millions of tons of quartz that would then be made remunerative. With this thought in their minds two scientific gentlemen invented the school of mines self-acting rotatory furnace. This, for lack of funds, has not been completed as yet, but the amount in hand for the purpose is daily increasing, and it will eventually be an accomplished fact. It is in contemplation also to erect machinery shops in connection with the school, and it is purposed to con struct a steam-engine to do at once the work of the pyrites treatment and the ma chine room. A model shaft and mine too are being prepared for on the reserve, so that practical mining of the most thorough character may be taught on the ground.'Large indenture on red bordered vellum. Establishment and Functions Prior to 1860, the Chief Secretary's Department had been responsible for the administration of the gold fields and associated mining activities. In November 1860 a Commissioner of Mines was appointed and a Department was established under his administration. For the period November 1861 to June 1863, the Postmaster General was responsible for the Mining Department. A Minister of Mines was again appointed in 1863. Responsibilities of the Department of Mines were: 1. Regulation of mining and related public works activities through the issue of miners rights, business and residence licences, mining leases, mineral and other prospecting licences 2. Superintendence of the activities of mining surveyors, registrars, wardens and Mining Boards. 3. Investigation of the state's geological structure, mineral wealth and underground water resources 4. Development of the mining industry 5. Supervision of the safe working of mines, machinery and quarries including checking the credential of mine managers, inspectors and operators 6. Regulation of the disposal of sludge and other waste products 7. Administration of the Victorian Mining Accident Relief Fund. Arising from its initial responsibility for the supply of water on the gold fields, the Department became responsible for rural water supply from the mid 1860s. Statutory responsibility for rural water works during this period rested with the Board of Land and Works. In 1865 the Waterworks Act gave the Board power to construct waterworks, purchase land, levy charges and lease or sell works, while the Public Loans Act 1865 empowered it to provide loans to local water trusts for waterworks. The actual administration of these statutory provisions was undertaken by the Victorian Water Supply Department which operated from 1865 to 1889 as a sub-department of the Department of Mines, from 1889 as a department in its own right, and from 1895 to 1909 as a sub-department of the Department of Mines and Water Supply. For a brief period from 1891 to 1893 the Department of Mines was also responsible for forests and, until 1880, for the Schools of Mines subsequently transferred to the Education Department. In 1895 the Department of Mines and the Victorian Water Supply Department were amalgamated to form the Department of Mines and Water Supply. Albert Richardson was an expert on the history of the Bendigo Goldfield. The Albert Richardson Park at Victoria Hill, is named in his honour. The Ballarat School of Mines was the first of its type in Australia. The Albert Street frontage was the 'working end' of the campus with the mining laboratory, gauge tower and caretakers cottage. All the structures in the foreground have been demolished to make way for the Flecknoe Building and the M.B. John Building. The Bendigo School of Mines was opened in 1873 following the first report of the Technological Commission in 1869 which recommended the establishment of schools of design and science to meet the scientific and technical needs of the mining industry on the local gold fields. Initially mining, chemistry, geology, metallurgy and art were taught while a separate school of design was established in c. 1870 but incorporated into the School of Mines around 1883 when it was renamed as the School of Mines and Industry. In 1904 The Mechanics Institute was liquidated and its assets and buildings acquired by the School of Mines. Around 1907 a Junior Technical School commenced to operate at the School of Mines and Industry but ceased operating in 1961 with that function being transferred to the White Hills and Kangaroo Flat Technical Schools. The Bendigo School of Mines and Industry became known as the Bendigo Technical College from the 1st July 1959. It operated under that name until February 1967 when it became the Bendigo Institute of Technology (B.I.T.). Construction work commenced in c.1965 which saw the Institute progressively re-locate to new buildings at Flora Hill. He was elected a representative in the Mandurang riding in the Shire of Strathfieldsaye in 1887, served as Mayor of the City of Bendigo from 1917 - 1918 and was Secretary of the Bendigo Art Gallery for over 20 years. His father Joseph Abbot had been a member of the School of Mines Administrative Council and RH Abbott served as President of the School of Mines for two years and was a highly regarded business man within the local community. The medal was won by John Dulfer who studied Sciemce at the Ballarat School of Mines. The President of the Ballarat School of Mines in 1916 was William Henry Middleton. Gold (15ct) round medal with a shield shape in the centre, and a gold jump link on the top, housed in it's original blue box. Hector Brickbill paid 100 guineas to the Ballarat School of mines to be admitted as a Student-Assistant as part of a course of instruction in Chemistry, Metallurgy, Geology, Mineralogy, Surveying and Electrical Science. The indenture was for a three year period and required the student-assistant to undertake 40 hours of diligent and faithful work at the Ballarat School of Mines. Not less than 24 hours per week was to be devoted to instruction such as lectures at The School, and not less than 20 hours was to be devoted to the service of The School upon duties in connection with the Laboratories and Museum under the direction of a Professor. The Ballarat School of Mines Model Mine was used to give practical experience to students, as well as to conduct assays for companies and individuals for a fee. The fee assisted in keeping the Ballarat School of Mines afloat in its first years. The Battery, or model mine, included a Stamper Battery, Wilfrey Tables and various pieces of equipment students would encounter in their workplace.
