Establishment and Functions Prior to 1860, the Chief Secretary's Department had been responsible for the administration of the gold fields and associated mining activities. In November 1860 a Commissioner of Mines was appointed and a Department was established under his administration. For the period November 1861 to June 1863, the Postmaster General was responsible for the Mining Department. A Minister of Mines was again appointed in 1863. Responsibilities of the Department of Mines were: 1. Regulation of mining and related public works activities through the issue of miners rights, business and residence licences, mining leases, mineral and other prospecting licences 2. Superintendence of the activities of mining surveyors, registrars, wardens and Mining Boards. 3. Investigation of the state's geological structure, mineral wealth and underground water resources 4. Development of the mining industry 5. Supervision of the safe working of mines, machinery and quarries including checking the credential of mine managers, inspectors and operators 6. Regulation of the disposal of sludge and other waste products 7. Administration of the Victorian Mining Accident Relief Fund. Arising from its initial responsibility for the supply of water on the gold fields, the Department became responsible for rural water supply from the mid 1860s. Statutory responsibility for rural water works during this period rested with the Board of Land and Works. In 1865 the Waterworks Act gave the Board power to construct waterworks, purchase land, levy charges and lease or sell works, while the Public Loans Act 1865 empowered it to provide loans to local water trusts for waterworks. The actual administration of these statutory provisions was undertaken by the Victorian Water Supply Department which operated from 1865 to 1889 as a sub-department of the Department of Mines, from 1889 as a department in its own right, and from 1895 to 1909 as a sub-department of the Department of Mines and Water Supply. For a brief period from 1891 to 1893 the Department of Mines was also responsible for forests and, until 1880, for the Schools of Mines subsequently transferred to the Education Department. In 1895 the Department of Mines and the Victorian Water Supply Department were amalgamated to form the Department of Mines and Water Supply. In the early 1880s the Ballarat School of Mines Council introduced a three year course of training under the professors to qualify students in the following professions: 1. Mining Engineering 2. Metallurgy 3. Geology 4. Electricity [45] Each of these courses had an additional, but optional, fourth year of study. The prescribed subjects of study for an Associateship was set out in the Calendar of the Ballarat School of Mines in each year. Any student who passed the prescribed examinations in any of the above courses was issued with a Certificate of Competency, and conferred with the distinction of Associate. By the 1890s the professorial staff had drawn up a curriculum leading to an Associateship of the Ballarat School of Mines. The first two years work was to be common to all courses, but in the third and subsequent years the student wold be devoted to a specialised branch of study. The Associateship was to be conferred in one of another of the following Courses: Agriculture, Civil Engineering, Electrical Engineering, [Geology], Metallurgy and Mining Engineering. All were three year courses except for Agriculture which was two years. Each course was conducted in accordance with a prescribed curriculum and syllabus. During the 1910s there was an expectation that candidates for the Associate course should have attained the age of sixteen, and have received preparatory training equivalent to University Matriculation at least in the subjects of Elementary Mathematics, English Grammar and Composition, or have passed through Junior Technical School. In 1960 an new procedure for admission to graduate status as Associates was introduced to the Ballarat School of Mines where Associateship would be conferred at a public ceremony. After 01 July 1976 graduates of Ballarat College of Advanced Education and Ballarat College of Advanced Education were admitted in major studies relating to mining for Australian accreditation and overseas purposes. The Chinese Imperial Commissioner, Hwang How Cheng, visited Australia at the request of the Chinese Emperor for the purpose of establishing Chinese consulates in the Commonwealth. He visited Ballarat at the request of Ballarat’s Chinese community. The newspaper reported that it was hoped the Commissioner would visit the Ballarat School of Mines “where the knowledge he would get would probably be of the utmost usefulness in the development of the great resources of China.” The Commissioner was accompanied by interpreter Ah Ket (Melbourne barrister and solicitor), and met by members of Ballarat’s Chinese community, including Dr Wong Chock Son. Apparently the Chinese Commissioner wanted to visit SMB because of its international fame relating to education in mining. From the SMB Letter book (Cat. No. 436) comes the following which suggests the Commissioner was based in Adelaide) '17th November 1906 His Excellency, Hwang How Cheng Chinese Commission Adelaide May it please your Excellency By this post I have the pleasure in forwarding for your Excellency's kind acceptance (and one for Mr. When) copies of the photograph taken of your recent visit to the School of Mines. I trust they will serve a pleasing memento of what, I hope, was a pleasant visit to our Golden City. Yours Faithfully Fredk Martell Director' The visit was reported in the Ballarat Star in 14 November 1906:- The Chinese Imperial Commissioner, Hwang Hon Cheng, who recently arrived in Victoria on behalf of the Chinese Government, paid a visit to Ballarat last evening, and was entertained by his fellow countrymen at a dinner at the Bow Leong rooms, Main street. The commissioner, who came up by the express, was accompanied by his secretary and Mr Ah Ket, the well-known Chinese barrister, of Melbourne; but some disappointment was expressed by the fact that he did not wear his official robes, being attired in the more sombre European dress. Mr W. D. M’Kee presided at the dinner, on the invitation of the Bow Leong Society, and in addition to representative Chinese residents, three were also present the mayor of the city (Cr. J. J. Brokenshire), Crs. R. Pearse, G. Crocker (City), J. R. Elsworth, A. Mackenzie, J. A. M’Neil, A. Levy, G. Bunting, F. Penhalluriack (Town), Col. Williams, Mr. J. Gent, Messrs. F. J. Martell (director of the School of Mines), A. W. Hager (president of the Orphan Asylum), A. Kenny (superintendent), R. G. Fitzgerald (clerk of courts at Ballarat East), J. Trethowan, A. A. Buley, Serg Dalton, and others. Apologies were received from the mayor of the town Revs. J. West Lau, Dr Cairns, Hon. J. Y. M’Donald, L. Lederman, C. C. Shoppee and others. The gathering was a very cordial one, and the hospitality of the Chinese was greatly appreciated. After the loyal toasts, “The King” and “The Emperor of China,” had been honoured, the chairman extended a hearty welcome on behalf of the society and others to the commissioner. Mr M’Kee said he was privileged to speak in behalf of the Chinese. There was a warm feeling of friendship between them and himself, and his services were always at their command. If he were in China he would desire that a similar compliment would be extended to him. They were all pleased the Emperor of China had sent the commissioner to establish consulates in Australia with a view of the empire understanding the feelings of Australasia better than they did at present. He hoped the commissioner would have opportunity of visiting some of their industries, as they desired him to gain all the scientific and practical knowledge of those industries that he could. The toast of “The Commissioner” was proposed by Col. Williams who expressed pleasure at the visit of a gentleman of education and attainments to look into the condition of the scions of China in Australia. He hoped the commissioner would carry away a correct impression. In Australia they had nothing to conceal; they hoped to be understood. (Applause.) No intelligent man had the temerity to condescend to patronise China, one of the richest countries in the world, with a civilisation dating back thousands of years. In the matter of population alone it was equal to one-third of the world. They heard a lot about the “awakening of China.” They hoped it would be humane, just, and considerate if it had power. He hoped the commissioner would be satisfied with what he saw. The law of filial relation to the children was strictly observed in China, and he did not know whether it would not be a good thing if they had a little more of that religion here. It would be a fair thing to tell the commissioner that while he might inquire into the labour laws, the basis of these laws was not a desire to oppress but to enable every man to obtain the same conditions they expected from their own people. If he gained that impression he felt they would be fairly treated. (Applause.) Mayor Brokenshire supported the toast. They had, he said, in the Chinese a most law-abiding people. Their behaviour was an example to the British citizens. They were quiet, inoffensive men, and they toiled hard, even on Sundays. (Laughter.) Mr Ah Ket; That is what the government does with the railway employees. (Laughter.) The Commissioner replied through Mr Ah Ket, who in a graceful speech acknowledged the toast. The commissioner had, he said been delighted with what he had seen of the country – he believed it to be one of the finest in the world – and he greatly appreciated the hospitality extended to him. (Applause.) The Chairman proposed the toast of “The health of Mr Ah Ket,” and paid a tribute to his ability. It was satisfactory to see that he had risen to such a position, and it might be that in the future he would be asked to occupy a position on the bench. (Applause.) Mr Ah Ket, in response, said he had not come prepared to make a speech. He had come to Ballarat to have a quiet evening with his friends, and as soon as he arrived he had been whirled away in a motor car to a place where he found an aggregation of East and West. He was pleased to see them commingled at the festive board. That suggested the idea that East and West could meet together without friction. Misunderstandings arose only because men were superficial. If they threw off outer garments they would know each other better. He looked forward to the time when nations would understand each other. It was by an interchange of visits that such things could be accomplished, and nations would then live at peace with each other. (Applause.) Other toasts were also honored. Theodore Jesse Hoover, brother of the 31st President of the United States, was born in West Branch, Iowa, on January 28, 1871. He attended Stanford and received the Bachelor of Arts degree in Geology and Mining in 1901. Following graduation his professional career started with the position of assayer for the Keystone Consolidated Mining Company. After one year, he became assistant manager for the Standard Consolidated Mine, and a year later he was promoted to manager of the operation. In 1907 Hoover went to London as general manager of Minerals Separation, Ltd. This company was developing the froth flotation process for recovering minerals from ores. Hoover took an active part in the development of the flotation concentration process and authored one of the first books on the concentration of ores by flotation. After four years with Minerals Separation, Ltd., Hoover entered private practice as a consulting mining and metallurgical engineer with offices in London and in San Francisco. He was very successful and held positions of consulting engineer, managing director, director, and president of many mining companies in America, Europe, Asia, Africa, and Australia. He returned to Stanford in 1919 as Professor of Mining and Metallurgy and Executive Head of the Department of Mining and Metallurgy. His experience and ability in organization made him a natural leader. He was influential in the formation of the School of Engineering at Stanford. The School was formed in 1925 and he was made dean, a position he held until his retirement in 1936. As dean of engineering, he promoted a broad fundamental training program for undergraduate engineering students. Under his guidance, emphasis was placed upon graduate work and he was responsible for developing strong graduate engineering curricula at Stanford. While dean he continued teaching and his course, "The Economics of Mining," developed into a book which was published in 1933. He became interested in the functions of engineers and, with Professor Fish, wrote a book entitled "The Engineering Profession" which was published in 1940 and revised in 1950. In addition to his academic activities he was generous in his hospitality. Faculty and students alike enjoyed the annual field day and barbecue at his Rancho del Oso, near Santa Cruz. He was widely read and had a lively interest in all the things he encountered. He speculated on the antiquity of man and man's early production processes. To verify an idea regarding flint tools, he studied their shapes and became proficient in making arrow heads. He was also interested in wild life, and was one of the founding members of the Cooper Ornithological Society. The modern mine is accessed via the Swan Decline, which commences at the Kangaroo Flat site on the southern outskirts of Bendigo and progresses in a north easterly direction between the Deborah and Sheepshead anticlines, reaching a depth of almost 1000 m below the City of Bendigo. Development of this decline commenced in 1998. Swan Decline closed and history preserved In a major rehabilitation milestone at Kangaroo Flat, the Swan Decline Bendigo’s primary gateway to underground mining, was permanently closed in December 2022. Important parts of Bendigo’s gold rush history were also preserved from the onsite office buildings with 19 boxes of records, and 1350 old photos being scanned and provided to the local historical societies and the Goldfields Library Corporation. A volunteer from the Bendigo Historical Society, Kay MacGregor, also scanned approximately 40 bookshelves of newspaper clippings to assist with recording and preserving geological drilling locations.Black and white photocopies of photographs of Swan Decline, showing some stages of underground construction. The book was used by Charles Bacon who studied at the University of Nevada in the late 1930s/early 1940s. Bacon worked at Bunker Hill Mines and Kellogg Idaho, before arriving in Australian in 1951. He worked for CN Myers, a company involved with paper converting. CN Myers was a family business (on Charles Bacon's maternal line). The Mackay School of Mines, Nevada was established in 1908. The Ballarat School of Mines was established in 1870 through the initiatives of the Ballarat Mining Board making it the oldest site of technical education in Australia. The Board was concerned with the shortage of mine managers for the goldfields. Classes began in surveying, mathematics, and chemistry and a decade later they included metallurgy , assaying and geology. With the decline in goldmining the direction of the college changed and broadened, the art School was established and the Ballarat Junior Technical School developed. In 1976, the tertiary sector seperated from the School of Mines and Industries Ballarat to form the Ballarat College of Advanced Education. In the 1980s SMB was a Community College of Technical Education and Further Education (TAFE) offering a wide range of vocational, enrichment and preparatory programs. It is continuing the tradition of providing for the educaiton needs of people within the Central Highlands. During the 1970s and 80s it acquired and refurbished old buildings and developed new facilities to keep up with the needs of an expanding curriculum and student population. In 1883 the Ballarat School of Mines made some changes in order to make better use of the services of the teachers and to extend "as far as practicable the special educational advantages already afforded" by the School. One of the changes was the introduction of a three years course of training under the professors to qualify students for the following three professions: Analyst and Metallurgist, Electrician, and Geologist and Mining Surveyor. The Council was to confer the distinction of Associate. (Warren Perry, The School of Mines and Industries, Ballarat, 1984, p77) Students who took single subjects or pursued such courses as those for certificate of either mine manager or assayer were not required to pass an entrance examination. Students who wished to qualify for an associateship in once of the courses were expected to have a general education of matriculation standard and to have attended all the prescribed courses of instruction unless they were able to produce to the satisfaction of the School's Board of Examiners evidence of having attained elsewhere the degree of proficiency which was required in any particular subject or subjects. Each of these three courses had an additional, but optional, fourth year of study. The prescribed subjects of study for an Associateship were set out in 'The Calendar of the Ballarat School of Mines' in each year. Pratt (Sports)(Cat.No.5754) According to the report on the Students' Annual Re-Union, 1905, (p. 13) "The annual smoke-night and presentation of prizes won at the sports took place at Craig's Hotel on May 14th. Although the attendance was not as large as on former occasions, the function passed off very successfully, under the presidency of Professor A. Mica Smith, who was supported by Mr. F. J. Martell, and several members of the staff, including Professor G. J. Dawbarn, Mr. H. R. Murphy and Mr. E. J. McConnon. Mr. E. McConnon gave a rollicking rendition of "The Three Jolly Smiths" during the night. E. J. A. McConnon was a sub-editor, along with W. Figgis, G. Evans, H. Eklund, V. G. Anderson, J. Grant, P. Pratt and L. Seward. J. A. Reid and J. Adam were editors of the magazine, while C. McGennis was treasurer and N. Buley the business manager. The Ballarat School of Mines Students' Magazine was published about the middle of each term. Subscriptions were two shillings per year or two shillings and threepence posted. Bituminous coal is the most common type of coal, abundantly found in ancient coal deposits which can be dated back millions of years. Often referred to as soft or black coal, this specimen exhibits a high carbon content, ranging from 76-86%. It also holds a relatively high energy density (27 MJ/kg) meaning that it releases significant amounts of energy when burned. Bituminous coal is most commonly used for electricity generation, as well as in the production of steel. This particular piece of coal was collected as part of the Geological Survey of Victoria in the nineteenth century. It originates from Cape Paterson, a seaside village located in South Gippsland, Victoria (located on Bunurong Country). The discovery of bituminous coal in this locality was first made in 1826 by explorer William Hovell. More discoveries were gradually made over the following decades and in 1859 the Victorian Coal Company commenced the first active coal mining operations in the state by sinking a number of shafts and bores near the area of Cape Paterson. Evidence of this coal-focused past can be found today at the State Coal Mine Museum in the nearby town of Wonthaggi. This specimen is significant as it was collected from the locality of Cape Paterson in Victoria, an area that has since become historically instrumental in the mining of coal and other substances in the state of Victoria. This specimen is part of a larger collection of geological and mineral specimens collected from around Australia (and some parts of the world) and donated to the Burke Museum between 1868-1880. A large percentage of these specimens were collected in Victoria as part of the Geological Survey of Victoria that begun in 1852 (in response to the Gold Rush) to study and map the geology of Victoria. Collecting geological specimens was an important part of mapping and understanding the scientific makeup of the earth. Many of these specimens were sent to research and collecting organisations across Australia, including the Burke Museum, to educate and encourage further study.
