These simple acts represented the reconciliatory nature of the event – the flags, standing for the nation-state, were accepted as a proper symbol for the fallen by the veterans and symbolised their reconciliation with the body politic that they felt had rejected their rightful place in the Anzac narrative after the end of the Vietnam conflict. On 12 January, the World Health Organization (WHO) confirmed that a novel coronavirus was the cause of a respiratory illness in a cluster of people in Wuhan City, Hubei Province, China, who had initially come to the attention of the WHO on 31 December 2019. On 3 March, the Reserve Bank of Australia became the first central bank to cut interest rates in response to the outbreak. Official interest rates were cut by 0.25% (25 base points) to a record low of 0.5%. On 12 March, the Federal Government announced a A$17.6 billion stimulus package, the first since the 2008 GFC. he package consists of multiple parts, a one-off A$750 payment to around 6.5 million welfare recipients as early as 31 March 2020, small business assistance with 700,000 grants up to $25,000 and a 50% wage subsidy for 120,000 apprenticies or trainees for up to 9 months, 1 billion to support economically impacted sectors, regions and communities, and $700 million to increase tax write off and $3.2 billion to support short-term small and medium-sized business investment. On 16 March, Premier Dan Andrews and Minister for Health Jenny Mikakos declared a state of emergency for Victoria for at least four weeks. On 19 March, the Reserve Bank again cut interest rates by a further 0.25% to 0.25%, the lowest in Australian history. On 22 March, the government announced a second stimulus package of A$66bn, increasing the amount of total financial package offered to A$89bn. This included several new measures like doubling income support for individuals on Jobseeker's allowance, granting A$100,000 to small and medium-sized businesses and A$715 million to Australian airports and airlines. It also allowed individuals affected by the outbreak to access up to A$10,000 of their superannuation during 2019–2020 and also being able to take an additional same amount for the next year. on the same day Victorian Premier Daniel Andrews announced on 22 March that the state will bring the school holiday forwards to 24 March from 27 March. On 30 March, the Australian Federal Government announced a $130 billion "JobKeeper" wage subsidy program offering to pay employers up to $1500 a fortnight per full-time, part-time or casual employee that has worked for that business for over a year. For a business to be eligible, they must have lost 30% of turnover after 1 March of annual revenue up to and including $1 billion. For businesses with a revenue of over $1 billion, turnover must have decreased by 50%. Businesses are then required by law to pay the subsidy to their staff, in lieu of their usual wages. This response came after the enormous job losses seen just a week prior when an estimated 1 million Australians lost their jobs. This massive loss in jobs caused the myGov website to crash and lines out of Centrelink offices to run hundreds of metres long.The program was backdated to 1 March, to aim at reemploying the many people who had just lost their jobs in the weeks before. Businesses would receive the JobKeeper subsidy for six months. On 2 April, the number of cases in Victoria exceeded 1,000, including over 100 healthcare workers. On 5 April, New South Wales Police launched a criminal investigation into whether the operator of Ruby Princess, Carnival Australia, broke the Biosecurity Act 2015 (Cwth) and New South Wales state laws, by deliberately concealing COVID-19 cases. On 6 April, the Department of Health revealed that 2,432 people recovered from the infection as the federal government started reporting recovery statistics. This is more than a third from the official number reported so far, Deputy Chief Medical Officer Professor Paul Kelly stating, "I think it is important. Firstly it really reinforces that message, which is a true one, that most people who get this disease do recover”. The day before, at 3pm, it was announced that 2,315 of the 5,687 confirmed coronavirus cases had recovered. May 2020 - An outbreak in Victoria at a meatworks that was later revealed to be Cedar Meats was announced on 02 May with eight cases. By 8 May, the cluster of cases linked to Cedar Meats in Victoria was 71, consisting of at least 57 workers and 13 close contacts, including a nurse, aged care worker and high school student. The number had increased to 75 by 9 May, 88 by 13 May, and 90 by 14 May. On 9 May, two Victorian cases were announced to be related to McDonald's Fawkner. The 17th Australian Infantry Brigade was an infantry brigade in the Australian Army. First formed in 1917 during World War I, it did not see any action. Reformed during World War II, before being disbanded in 1946. Today, its name is perpetuated by the 17th Combat Service Support Brigade, which was raised as a logistics formation in May 2006. The 17th Brigade was reformed on 13 October 1939, again as part of the 6th Division, recruited from Victoria. The 17th Brigade fought in the Western Desert Campaign in Libya, the Battle of Greece, the Battle of Wau, the Salamaua-Lae campaign in Papua, and in the Aitape-Wewak campaign in New Guinea. John Leslie Shepherdson joined as a private on 31st August 1914 from Tatura, Victoria. His father lived at Birregurra, Victoria. John's military number 857. Australia declared war on Germany on the 4th August. Wounded (shot in the head) landing on the beaches at Gallipoli, 25th April 1915, John recuperated in hospital and rejoined 7th Battalion 25th July 1915. Just in time for Lone Pine where he was wounded a second time 9th August 1915. While recovering was promoted to Sergeant and sent to 7th Battalion headquarters as part of 3rd Echelon B.E.F. This unit was reinforcements and returning wounded/sick who could not go back to active service due to wounds. He remained at headquarters as a clerk until the end of the war and was promoted to Lieutenant on recommendation of Secretary of State for valuable services rendered to Australia. John returned to Australia via America (at his own expense) in 1919. It was issued to Roy Eliason (449852), a Shepparton local who enlisted in 1944 and served as a Leading Aircraftman with the 2nd Operational Training Unit Mildura. Contents include: Appendix I: Law, Discipline, Administration and Organisation, Hygiene and Sanitation, Notes on Meteorology, Definitions, The principles of flight, Airframes, Engine; Appendix II: Mathematics problems for revision.This notebook has significant research potential, as it bears the service number of the owner: Roy Eliason. Roy Eliason's service history is well documented in the National Archives of Australia and this book provides an insight into a period of his service. Notebooks such as this were presumably issued to new recruits in the early stages of their service. Though this copy is in fair condition with several signs of wear, these signs may in fact increase the significance of the item, demonstrating the frequent use of this item in the hands of a new recruit to the Royal Australian Air Force. This case belonged to Leonard Thomas (VX21070) who was born on 23 Aug 1900 in Cardiff England. By the Second World War, Thomas had emigrated to Australia and was residing in Elwood when he enlisted in Caulfield in 1940. Thomas served during the war as a Private and was discharged on 31 May 1949 from the AIF Mov and Control Group. His full service records are not currently available via the National Archives Australia and so it is unclear whether this case was part of the equipment of his role or a personal item.This case contains a number of inscriptions which may aid researchers to understand the life and movements of the owner, Leonard Thomas. The apparent crest is of special interest, suggesting that Leonard Thomas was connected to equine activities though the unavailability of his service records mean this fact is not confirmed. The item has interpretive potential, to discuss matters of equipment, emigration, use of horses during war and possibly leisure activities if the crest is taken as a reference to polo.Horse shoe shaped case in brown leather constructed of a lid and base. Used for storing shirt collars. Lid and base respectively constructed of two pieces of leather (one top and one edge) which are stitched to heavy card interior lining, mustard yellow in colour. The lid and base are held together by a sewn on leather strip and fastened at the top with a metal buckle; the holed strap through which the buckle attaches has broken. This strap in turn passes vertically down the back of the case and underneath (forming the strip which joins the two halves). Exterior base carries handwritten inscriptions, as does the interior lid. Black ink stamps throughout.Stamps read "L THOMAS" along an upturned horse shoe, underneath which are possibly clubs and an up-facing arrow. Service number written on side of case reads "VX21070". Handwritten inscription reads "Leonard Thomas/33 [illegible three words]/Cardiff/April 20th 1921." Joined the Victorian Volunteer Cadets 1899 to 1906, joined the permanent Military Forces 1906 No 86 age 23 years 4 months and rose through the ranks to Captain when he enlisted in the AIF as a Capt in 4th INF Brigade HQ age 30 years on 23.9.1914, embark for Egypt 22.12.1914, embark for Gallipoli 22.12.1914, promoted to Major 23.5.1915 and transfers to 2nd INF Brigade, awarded MID 12.6.1915, promoted Lt Col and to Command 7th Batt, embark for France 13.4.1916, awarded MID 13.11.1916, awarded Order of the White Eagle (Serbian), he was Gassed but remained on duty at Pozieres, awarded DSO 1.1.1917, appointed Staff Officer HQ 1st Anzac Corps 12.3.1917 then T/Col, T/Brig General through to 7.10.1918, awarded MID and CMG, 1.10.1919 appointed Director General repatriation and demobilisation AIF, resigned appointed in England 21.3.1920. Post WW1 on return to Australia he served in many Military appointments including Honorary Colonel 7th and 38th Battalions.He was made a Knight Batchelor in 1935. On 3.9.1939 to 31.3.1946 No VP16098 during WW2 he served on the Australian Staff Corps, two of his main appointments being man power Dept Labour and national Service and the Women’s land Army, Awarded CB, he retired due to health reasons with the Rank of Lieut General.Framed Photograph.
