On 12 January, the World Health Organization (WHO) confirmed that a novel coronavirus was the cause of a respiratory illness in a cluster of people in Wuhan City, Hubei Province, China, who had initially come to the attention of the WHO on 31 December 2019. On 3 March, the Reserve Bank of Australia became the first central bank to cut interest rates in response to the outbreak. Official interest rates were cut by 0.25% (25 base points) to a record low of 0.5%. On 12 March, the Federal Government announced a A$17.6 billion stimulus package, the first since the 2008 GFC. he package consists of multiple parts, a one-off A$750 payment to around 6.5 million welfare recipients as early as 31 March 2020, small business assistance with 700,000 grants up to $25,000 and a 50% wage subsidy for 120,000 apprenticies or trainees for up to 9 months, 1 billion to support economically impacted sectors, regions and communities, and $700 million to increase tax write off and $3.2 billion to support short-term small and medium-sized business investment. On 16 March, Premier Dan Andrews and Minister for Health Jenny Mikakos declared a state of emergency for Victoria for at least four weeks. On 19 March, the Reserve Bank again cut interest rates by a further 0.25% to 0.25%, the lowest in Australian history. It also allowed individuals affected by the outbreak to access up to A$10,000 of their superannuation during 2019–2020 and also being able to take an additional same amount for the next year. on the same day Victorian Premier Daniel Andrews announced on 22 March that the state will bring the school holiday forwards to 24 March from 27 March. On 30 March, the Australian Federal Government announced a $130 billion "JobKeeper" wage subsidy program offering to pay employers up to $1500 a fortnight per full-time, part-time or casual employee that has worked for that business for over a year. For a business to be eligible, they must have lost 30% of turnover after 1 March of annual revenue up to and including $1 billion. For businesses with a revenue of over $1 billion, turnover must have decreased by 50%. Businesses are then required by law to pay the subsidy to their staff, in lieu of their usual wages. This response came after the enormous job losses seen just a week prior when an estimated 1 million Australians lost their jobs. This massive loss in jobs caused the myGov website to crash and lines out of Centrelink offices to run hundreds of metres long.The program was backdated to 1 March, to aim at reemploying the many people who had just lost their jobs in the weeks before. Businesses would receive the JobKeeper subsidy for six months. On 2 April, the number of cases in Victoria exceeded 1,000, including over 100 healthcare workers. On 5 April, New South Wales Police launched a criminal investigation into whether the operator of Ruby Princess, Carnival Australia, broke the Biosecurity Act 2015 (Cwth) and New South Wales state laws, by deliberately concealing COVID-19 cases. On 6 April, the Department of Health revealed that 2,432 people recovered from the infection as the federal government started reporting recovery statistics. This is more than a third from the official number reported so far, Deputy Chief Medical Officer Professor Paul Kelly stating, "I think it is important. The 17th Australian Infantry Brigade was an infantry brigade in the Australian Army. First formed in 1917 during World War I, it did not see any action. Reformed during World War II, before being disbanded in 1946. Today, its name is perpetuated by the 17th Combat Service Support Brigade, which was raised as a logistics formation in May 2006. The 17th Brigade was reformed on 13 October 1939, again as part of the 6th Division, recruited from Victoria. The 17th Brigade fought in the Western Desert Campaign in Libya, the Battle of Greece, the Battle of Wau, the Salamaua-Lae campaign in Papua, and in the Aitape-Wewak campaign in New Guinea. John Leslie Shepherdson joined as a private on 31st August 1914 from Tatura, Victoria. His father lived at Birregurra, Victoria. John's military number 857. Australia declared war on Germany on the 4th August. Wounded (shot in the head) landing on the beaches at Gallipoli, 25th April 1915, John recuperated in hospital and rejoined 7th Battalion 25th July 1915. Just in time for Lone Pine where he was wounded a second time 9th August 1915. While recovering was promoted to Sergeant and sent to 7th Battalion headquarters as part of 3rd Echelon B.E.F. This unit was reinforcements and returning wounded/sick who could not go back to active service due to wounds. He remained at headquarters as a clerk until the end of the war and was promoted to Lieutenant on recommendation of Secretary of State for valuable services rendered to Australia. John returned to Australia via America (at his own expense) in 1919. It was issued to Roy Eliason (449852), a Shepparton local who enlisted in 1944 and served as a Leading Aircraftman with the 2nd Operational Training Unit Mildura. Contents include: Appendix I: Law, Discipline, Administration and Organisation, Hygiene and Sanitation, Notes on Meteorology, Definitions, The principles of flight, Airframes, Engine; Appendix II: Mathematics problems for revision.This notebook has significant research potential, as it bears the service number of the owner: Roy Eliason. Roy Eliason's service history is well documented in the National Archives of Australia and this book provides an insight into a period of his service. Notebooks such as this were presumably issued to new recruits in the early stages of their service. Though this copy is in fair condition with several signs of wear, these signs may in fact increase the significance of the item, demonstrating the frequent use of this item in the hands of a new recruit to the Royal Australian Air Force. This case belonged to Leonard Thomas (VX21070) who was born on 23 Aug 1900 in Cardiff England. By the Second World War, Thomas had emigrated to Australia and was residing in Elwood when he enlisted in Caulfield in 1940. Thomas served during the war as a Private and was discharged on 31 May 1949 from the AIF Mov and Control Group. His full service records are not currently available via the National Archives Australia and so it is unclear whether this case was part of the equipment of his role or a personal item.This case contains a number of inscriptions which may aid researchers to understand the life and movements of the owner, Leonard Thomas. The apparent crest is of special interest, suggesting that Leonard Thomas was connected to equine activities though the unavailability of his service records mean this fact is not confirmed. The item has interpretive potential, to discuss matters of equipment, emigration, use of horses during war and possibly leisure activities if the crest is taken as a reference to polo.Horse shoe shaped case in brown leather constructed of a lid and base. Used for storing shirt collars. Lid and base respectively constructed of two pieces of leather (one top and one edge) which are stitched to heavy card interior lining, mustard yellow in colour. The lid and base are held together by a sewn on leather strip and fastened at the top with a metal buckle; the holed strap through which the buckle attaches has broken. This strap in turn passes vertically down the back of the case and underneath (forming the strip which joins the two halves). Exterior base carries handwritten inscriptions, as does the interior lid. Black ink stamps throughout.Stamps read "L THOMAS" along an upturned horse shoe, underneath which are possibly clubs and an up-facing arrow. Service number written on side of case reads "VX21070". Handwritten inscription reads "Leonard Thomas/33 [illegible three words]/Cardiff/April 20th 1921." A heavy iron stamp is raised on a cam and let fall so that its weight causes the quartz which is held in the mortar box. It was reected on this site to commeorate the centenary of the School of Mines in 1870. Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. An Agreement between the Commonwealth of Australia and Doctors Else and Cowley of VIOSH was made in relation to Consultancy Services for a review of Occupational Safety in the Antarctic Division and on Australian National Antarctic Research Expeditions. It was signed by Commonwealth representative, Mr B R Dixey and by Dr D Else and Dr S Cowley of VIOSH on 21 November 1989. Second letter is to Mr Raeburn Epthorp and award goes to the best Human Factors student. The third letter is to Mr Gordon Lewis - General Manager, National Safety Council of Australia. The award is for the best overall academic performance during the course. It is the "Max Eise Perpetual Trophy". The N.S.C.A. provide a miniature replica for the student to keep.
