Book, University of Ballarat Annual Report, 2011, 2011
Federation University Australia was established on 1 January 2014. Formerly known as the University of Ballarat, its enabling legislation was the University of Ballarat Amendment (Federation University Australia) Act 2013. Although formally created as a University in 1994, the University of Ballarat had a lineage back to 1870 with the establishment of the School of Mines Ballarat, making it the third institution of higher learning to be established in Australia and the first to be established in regional Australia. On 1 January 1994, Ballarat University College became the University of Ballarat and in 1998 the University merged with three TAFE Institutes to become a dual sector institution with multiple campuses. On 1 January 2014, the University of Ballarat amalgamated with the Monash University Gippsland Campus to form Federation University Australia. The Gippsland Campus also had a long lineage dating back to 1928 with the establishment of the Yallourn Technical School which became a predecessor institution to the Gippsland College of Advanced Education formed in 1968. In 1990, it was renamed the Monash University College and in 1993 became the Gippsland Campus of Monash University. Federation University Australia, or FedUni, is Australia’s newest public University. Headquartered in Ballarat, Victoria, the University offers programs in Higher Education and Vocational Education and Training to regional Victoria and beyond. The University’s commitment to educational and social equity, teaching excellence, research distinction, environmental sustainability and regional capacity building has enabled it to develop in a way that draws on its proud heritage to inform its future. Its regional character sets a framework for the University’s priorities but does not constrain it from serving wider community interests, nationally and internationally. With campuses from Horsham in the west of the state, to Churchill in the east, the name Federation University Australia was chosen to convey the scope and capacity of an expanded regional university with a federated network of campuses contributing to a new and different Australian university.Soft covered annual report of 152 pages with a photo of a building under construction on the cover. At the time I was a Buninyong Shire Councilor and as such I was Buninyong's representative on the then Ballarat Development Committee. At one of our meetings we received a request for information on a suitable site for a technology park. The requirements were for a site adjacent to a tertiary institution, secluded for security purposes and large enough to contain such a development. The next morning I contacted our Shire Engineer at the time, Newell Barrett and we drove around the area we both agreed that the current site was the most suitable we saw to meet the requirements. At the time it was owned by George Morrison. however the original enquiry to the B.D.C. came to nothing but the Shire Council and the B.D.C. decided to investigate the possibility of the site becoming a technology Park and information was collected. At about this time Mr Morrison put the property on the market and it was bought by a Ballarat builder, Mr John Beaumont, with the idea of developing it as a residential area. Council then arranged a meeting with Messrs Morrison and Beaumont to discuss the matter. I remember Mr Morrison saying he did not care what was done with it he just wanted to sell it and move down to the coast. Mr Beaumont, on the other hand, said he wasn't ready to retire yet and the idea interested him. As a result a committee consisting of the B.C.A.E., B.D.C. and Buninyong Shire Council (and Mr Beaumont) was formed to plan the development and rezone the area to technology park. It was previously zoned residential land and would seem to have been suitable for sub-division and residential development - its close proximity to the College being a major factor in its favour. The point of this is if Mr Beaumont had insisted on pursuing his original plan and had opposed the rezoning, I am quite confident he would have won an appeal at the A.A.T . (Administrative Appeals Tribunal - forerunner of V.C.A.T.) and the I.T. centre would not have got off the ground and the area would be covered with houses. But Mr Beaumont did go into the project with enthusiasm and the first stage was commenced on the 3rd August 1989 when the first sod was turned by Hon. David White, the Minister for Industry, Technology and resources (See the Courier 4th August 1989) Mr Beaumont went overseas to study similar parks and look for tenants. Unfortunately government did not support the project as they have now and apparently Mr Beaumont was ahead of his time for the private sector so Mr Beaumont could not continue the development and the site eventually passed to the College. I personally think more could have been done ... The work done by the Buninyong Shire Council and Ballarat Development Committee seems to have been forgotten as according to the Courier December 21, 2000 we are told the Park opened in 1995 as a joint venture between the City and the University. As a former Councillor said to me on the day "What happened to the plaque David White unveiled in 1989!" If there is any other information you want, please contact me. You may use my file for reference. Kind regards John Parkin PS I always felt a bit guilty that I encouraged John Beaumont and he was left in the lurch. ballarat technology park, parkin, john parkin, helyar, barker, woolley, shire of buninyong, beaumont, blainey, geoffrey blainey, southern region data centre, greenhill enterprise centre, stan jeffrey, jeffrey, john beaumont, david white -

... in Sculpture at the University of Ballarat from 1995-1996. university ...The University's mace was carried in procession for the first time during the Graduation ceremonies in May 1996. The mace was presented to the University by former Chief Commissioner of the Ballarat City Council, Vern Robson, at a ceremony on 02 February, following a national competition for its design, sponsored by the Council. (The Flag, Issue 2, July 1996) Nineteen artists responded to the competition which called for a design that would embody a distinctive Australian image reflecting the heritage of the city and in relationship with gold, an Aboriginal element and the history of the University. The winning entry, dominated by a poppet head, was submitted by Central Victorian artist/sculptor Trefor Prest, a sessional lecturer in sculpture at the University.(The Flag, Issue 2, July 1996) The Herald Sun of 03 February 1996 reported 'the new mace shows importance elements of Ballarat's heritage as well as the university's focus on the future. The artist emphasises the egalitarian nature of Australia as embodied in Ballarat's famous slice of history - the Eureka uprising. ... The mace has a poppet head at the top of the shaft - an unusual element for a mace - but it represents Ballarat's mining history and the University's evolution from the Ballarat School of Mines. An opening egg at the top stands for the nurturing of development and learning. The mace's straight shaft is depicted as the tree of knowledge and, incorporating a bark canoe scar, Ballarat's Aboriginal heritage. At the end of the shaft is a surveying device, which represents precision and accuracy ads embodied in the university's academic pursuits.' Bob Morrell of the University organised the national competition to design the mace and said 'It is in keeping with the university's logo, 'proudly flying the flag', which incorporates the Southern Cross.' Trefor Prest lectured in Sculpture at the University of Ballarat from 1995-1996.Black and white photograph showing three men holding the new University of Ballarat (now Federation University) mace. ... of the University of Ballarat, at a University Graduation Ceremony on 13 May... university of ballarat university room ballarat mechanics' institute ...Poster on cardboard. The University Room The candle of learning was lit in this city and district by many who have been ling dead. It was lit by teachers who taught beneath bark roofs in the gold rush days, but editors of newspapers who wrote angry editorials about grievances long forgotten. the candle was lit by those who founded mechanics' institutes and their valuable libraries, but the founders of art galleries and museums, and by those who erected statues in Sturt Street. [Extract from an occasional address by Emeritus Professor Geoffrey Blainey AO, inaugural Chancellor of the University of Ballarat, at a University Graduation Ceremony on 13 May 1994.] The University of Ballarat traces its origin to the foundation of the Ballarat School of Mines in 1870, just a decade after the building of the Ballarat Mechanics' Institute. The University is committed to keeping the candle of learning burning brightly i this city and beyond. It is fitting that the University join with the Mechanics' Institute to establish its city presence in this building. The University Room at the Mechanics' Institute is dedicated to the past, present and future scholars, teachers, artists and writers of Ballarat and district. [The University Room was officially opened on 2 June 1995 by Professor BLainey in the presence of members of the University Council, members of the Mechanics' Institute COmmittee and invited guests.]university of ballarat, university room, ballarat mechanics' institute, geoffrey blainey -

The University of Ballarat (later Federation University_ inherited the Camp Street Arts Precinct. As the functions of the former public buildings were moved elsewhere, the Victorian Government of the time recognised the importance of maintaining the heritage buildings and the opportunity to create a cultural precinct extending from the Art Gallery. The 19th century architecture along Lydiard Street and the dogleg bend of Camp Street define the precinct. With substantial financial assistance from both State and Commonwealth Governments, the Art Gallery Ballarat has been extended through to include the 1884 Police Station on Camp Street. The Post Office building (1864-1887) was acquired for the University. The 1904 and 1941 Courthouses and the c1900 Public Library building were also included. Two new buildings have been constructed. These six buildings will house the University's Visual and Performing Arts ProgramsColoured postcard size photograph of Steve Bracks, Premier of Victoria, unveiling the plaque at the opening of the University of Ballarat Arts Academy, Camp Street. .1) L to R Kerry Cox (Vice Chancellor); Brendan Nelson (Federal Minister - Education); Chancellor David Caro; Steve Bracks, Premier of Victoria.
