Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. This special report was prepared by Neville Betts, Occupational Hazard Management student at Ballarat College of Advanced Education in 1980. It was to provide comment and recommendations aimed towards improving the standards of both occupational health and safety and general public safety at Sovereign Hill, Ballarat. This item is from the ‘Pattison Collection’, a collection of books and records that was originally owned by the Warrnambool Mechanics’ Institute, which was founded in Warrnambool in 1853. By 1886 the Warrnambool Mechanics’ Institute (WMI) had grown to have a Library, Museum and Fine Arts Gallery, with a collection of “… choice productions of art, and valuable specimens in almost every branch and many wonderful national curiosities are now to be seen there, including historic relics of the town and district.” It later included a School of Design. Although it was very well patronised, the lack of financial support led the WMI in 1911 to ask the City Council to take it over. In 1935 Ralph Pattison was appointed as City Librarian to establish and organise the Warrnambool Library as it was then called. When the WMI building was pulled down in 1963 a new civic building was erected on the site and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the WMI. At this time some of the items were separated and identified as the ‘Pattison Collection’, named after Ralph Pattison. Eventually the components of the WMI were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. Later some were even distributed to other regional branches of Corangamite Regional Library and passed to and fro. It is difficult now to trace just where all of the items have ended up. The books at Flagstaff Hill Maritime Village generally display stamps and markings from Pattison as well as a variety of other institutions including the Mechanics’ Institute itself. RALPH ERIC PATTISON Ralph Eric Pattison was born in Rockhampton, Queensland, in 1891. He married Maude Swan from Warrnambool in 1920 and they set up home in Warrnambool. In 1935 Pattison accepted a position as City Librarian for the Warrnambool City Council. His huge challenge was to make a functional library within two rooms of the Mechanics’ Institute. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower area of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. He also prepared the upper floor of the building and established the Art Gallery and later the Museum, a place to exhibit the many old relics that had been stored for years for this purpose. One of the treasures he found was a beautiful ancient clock, which he repaired, restored and enjoyed using in his office during the years of his service there. Ralph Pattison was described as “a meticulous gentleman whose punctuality, floorless courtesy and distinctive neat dress were hallmarks of his character, and ‘his’ clock controlled his daily routine, and his opening and closing of the library’s large heavy doors to the minute.” Pattison took leave during 1942 to 1945 to serve in the Royal Australian Navy, Volunteer Reserve as Lieutenant. A few years later he converted one of the Museum’s rooms into a Children’s Library, stocking it with suitable books for the younger generation. This was an instant success. In the 1950’s he had the honour of being appointed to the Victorian Library Board and received more inspiration from the monthly conferences in Melbourne. He was sadly retired in 1959 after over 23 years of service, due to the fact that he had gone over the working age of council officers. However he continued to take a very keen interest in the continual development of the Library until his death in 1969. WARRNAMBOOL PUBLIC LIBRARY The Warrnambool Mechanics’ Institute (WMI) was formed by a voluntary community group in 1863, within six years of Warrnambool’s beginnings, and its Reading Room opened in 1854. The WMI operated until 1963, at which time it was one of the oldest Mechanics’ Institutes in Victoria. Mechanics’ Institutes offered important services to the public including libraries, reading rooms and places to display and store collections of all sorts such as curiosities and local historical relics. In 1886 a Museum and Fine Arts Gallery were added to the WMI and by the beginning of the 20th century there was also a billiards room and a School of Art. By this time all Mechanics’ Institutes in country Victoria had museums attached. Over the years the Warrnambool Mechanics’ Institute Library was also known as the Warrnambool Public Library the Warrnambool Library and the Free Library. Early funding from the government was for the “Free Library”. The inscription in a book “Science of Man” was for the “Warrnambool Public Library”, donated by Joseph Archibald in 1899. Another inscription in the book “Catalogue of Plants Under Cultivation in the Melbourne Botanic Gardens 1 & 2, 1883” was presented to the “Warrnambool Library” and signed by the author W.R. Guilfoyle. In 1903 the Warrnambool Public Library decided to add a Juvenile Department to library and stock it with hundreds of books suitable for youth. In 1905 the Public Library committee decided to update the collection of books and added 100 new novels plus arrangements for the latest novels to be included as soon as they were available in Victoria. In July 1911 the Warrnambool Council took over the management of the Public Library, Art Gallery, Museum and Mechanics’ Institute and planned to double the size of the then-current building. In 1953, when Mr. R. Pattison was Public Librarian, the Warrnambool Public Library’s senior section 10,000 of the 13,000 books were fiction. The children’s section offered an additional 3,400 books. The library had the equivalent of one book per head of population and served around 33 percent of the reading population. The collection of books was made up of around 60 percent reference and 40 percent fiction. The library was lending 400 books per day. In 1963 the Warrnambool City Council allocated the site of the Mechanics’ Institute building, which included the Public Library, Museum and Art Gallery, for the new Municipal Offices and the Collections were dispersed until 1971. The Warrnambool Library took over the Mechanics’ Institute Library’s holdings on behalf of the Warrnambool City Council. Since the closure of the Warrnambool Mechanics’ Institute the exact location and composition of the original WMI books and items has become unclear. Other materials have been added to the collection, including items from Terang MI, Warrnambool Court House and Customs House. Many of the books have been identified as the Pattison Collection, named after the Librarian who catalogued and numbered the books during his time as Warrnambool Public Librarian in the time before the Mechanics’ Institute closed. It seems that when Warrnambool became part of the Corangamite Regional Library some of the books and materials went to its head office in Colac and then back to Warrnambool where they were stored at the Art Gallery for quite some time. Some then went to the Warrnambool Historical Society, some stayed at the Art Gallery and some were moved to Flagstaff Hill Maritime Village. The various stamps and labels on the books held at Flagstaff Hill show the variety of the collection’s distribution and origin. The books in the collection at Flagstaff Hill Maritime Village date from the 1850’s to the late 1950’s and include rare and valuable volumes. Many of the books are part of the “Pattison Collection” after the Warrnambool’s Public Librarian, Mr. R. Pattison. The Pattison Collection, along with other items at Flagstaff Hill Maritime Village, was originally part of the Warrnambool Mechanics' Institute’s collection. The Warrnambool Mechanics’ Institute Collection is primarily significant in its totality, rather than for the individual objects it contains. Its contents are highly representative of the development of Mechanics' Institute libraries across Australia, particularly Victoria. A diversity of publications and themes has been amassed, and these provide clues to our understanding of the nature of and changes in the reading habits of Victorians from the 1850s to the middle of the 20th century. The collection also highlights the Warrnambool community’s commitment to the Mechanics’ Institute, reading, literacy and learning in the regions, and proves that access to knowledge was not impeded by distance. These items help to provide a more complete picture of our community’s ideals and aspirations. The Warrnambool Mechanics Institute book collection has historical and social significance for its strong association with the Mechanics Institute movement and the important role it played in the intellectual, cultural and social development of people throughout the latter part of the nineteenth century and the early twentieth century. The collection of books is a rare example of an early lending library and its significance is enhanced by the survival of an original collection of many volumes. The Warrnambool Mechanics' Institute’s publication collection is of both local and state significance. Captain Robilliard: James Arthur Robilliard was a sea captain and tentmaker, born on the 19th April 1843 at Saint Helier, Jersey. He trained there in his father's sail loft as a sailmaker. His first job as a sailor was in Liverpool, England and 1875 James Robilliard migrated to Australia as mate on the "E.M. Young". James Robilliard and his family were amongst the early settlers that arrived along the Curdies River in the Heytesbury district of Western Victoria. In 1877 he became a Captain and would have used his compass from ship to ship. On 28th May 1877 in that same district a small 3-masted, schooner the "Young Australian" was wrecked. This schooner had been built 1864 at Jervis Bay, NSW. She had been on her way from Maryborough Queensland to Adelaide, under the command of Captain Whitfield, when she lost her mainmast in a heavy gale. She was beached at Curdies Inlet in Peterborough, Victoria, Captain Robilliard was placed in charge of the salvaging operation and recovered a good portion of the cargo. Not long after this incident a Warrnambool shop owner David Evans found employment for James Robilliard with Evan Evans, who produced tents, sails, tarpaulins and similar goods; James already had the necessary skills for this work. Evan Evans was the same sailor rescued from the “Young Australian” soon after his rescue Evan recalled he had a relative in Australia in a town called Warrnambool and while walking in Timor Street, Warrnambool, he saw a sign over a shop that said “David Evans” and once the two men met, Evan was warmly welcomed. David then helped his relative to establish a tent and tarpaulin-making business there. Evan later transferred his successful business to a shop in Elizabeth St, Melbourne, under the name Evan Evans Pty. Ltd.) James Robilliard, a committed Christian, and accredited Lay Preacher with the Methodist Church. He travelled around the local district leading the settlers in worship. On 14th November 1879, Captain Robilliard married Helen Beckett. Alfred and Selina Beckett and their family all attended the church at Brucknell where Captain Robilliard preached. He was said to have been taken by their young daughter Helen. James and Helen had ten children; James Arthur (Jnr), Henry William, Nellie Jessie, Alfred Albert, Rubena Nellie, De Jersy Norman, Clifford Beckett, Olive Ida, Frances Ridley Havergal and Nellie Elvie, all born in Victoria. In the 1880s James Robilliard captained the cutter "Hannah Thompson" into Port Campbell, Victoria. This vessel was the first coastal trader to operate between Melbourne and Port Campbell. At one time Captain Robilliard had to beach the "Hannah Thompson" for repairs. In 1923 she was blown ashore in a gale and wrecked at Oberon Bay, at Wilson's Promontory. In 1889 the compass was saved by Captain James Arthur Robilliard from his sinking brigantine "Mary Campbell" in 1889. This vessel was used to carry equipment for the Sydney Sugar Refinery's Mill in Southgate, NSW. The ship had been built in 1869 and traded for the next 20 years between Australian ports and rivers along the east coast as well as regular ports in New Zealand. She was recognised by the Sydney Morning Herald as one of the best "carrying vessel in the timber trade". She had several owners over this time, the last one being Captain James A. Robilliard. On 29th April 1889 the "Mary Campbell", with Captain James A Robilliard as captain and owner, was on her way from Clarence River, NSW to Melbourne, Victoria with a cargo of railway girders for the Melbourne Harbour Trust. Captain Robilliard encountered a storm off Port Macquarie. He sailed the vessel south to about 40km east of Cape Hawke, near Tuncurry. At around 7 pm, he discovered that the cargo had shifted during the storm and the heavy girders had damaged the hull, causing a leak. The pumps were inadequate to stem the fast-flowing leak water soon filled the hull during the next two hours. Some of the crew began throwing the cargo overboard to lighten the vessel, hoping to keep it afloat until daylight. When the water reached over 2 meters in the hull they realised their efforts were in vain. On the 30th April 1889, the crew left the vessel the ship was sinking fast, so they made for the shore. While still miles off Cape Hawke all seven crew members, including the Captain, were rescued by the Government Tug "Rhea" and taken to Port Macquarie Hospital and later returned to Sydney in the vessel "Wellington". No cargo had been saved and the consignment had been under-insured, only covered for half its value. The name of the last ship Captain Robilliard sailed is currently unknown, however, he sailed that ship from the port of Marlborough, Queensland, carting steel railway girders for the Geelong-to-Camperdown railway line. On this trip the ship hit a storm, the cargo shifted and the ship was wrecked along the NSW coast. After this, Captain Robilliard retired from the sea and began farming in Peterborough. In about 1897, verging on retirement, Capt. Robilliard superintended the Melbourne Sailors’ Home in Spencer Street, Melbourne, before being asked to leave this position in 1902 for trying to shut down a local hotel. On 6th May 1917 Captain James Arthur Robilliard J.P. died at Blackwood Park, in the Cobden district of Brucknell, the first Robilliard family homestead in Australia. He was buried in the Melbourne General Cemetery, Victoria. His wife Helen passed away in 1947. This compass, once belonging to Captain James Arthur Robilliard, is of local and state historical significance for its use by the Captain with his vessel the "Mary Campbell", a trading vessel that was bringing railway girders to the Melbourne Harbour Trust. He also used this compass on the "Hannah Thompson", listed on the Victorian Heritage Register and known as being the first coastal trader to operate between Melbourne and Port Campbell. The compass is also a very fine example of maritime navigational instruments manufactured and used in the mid-19th century. Marine compass, brass, in wooden box with separate, fitted lid. The compass card has sixteen points. The four principal points are marked; North with a star shaped, South with an “S”, East with and “E” and West with an “O” (French word OUEST). Each quadrant of the circle is numbered from 0 – 90 degrees. The card is floating in a liquid. The compass gimbal is attached to the sides of the box and to the front and back of the compass’ cylindrical brass frame. The mahogany coloured timber storage box is joined with brass nails. The centre of the lid has a folding decorative brass handle. The lid fits over base and closes with a brass screw and hook on both front and back. A number of items once belonging to shipwright Norman Desmond McKenzie were donated to Flagstaff Hill Maritime Museum and Village. They are related to Norman’s apprenticeship and certification as a Shipwright in Belfast, his Union membership and his employment as a shipwright in Melbourne. One of the items, a union Rules Book inscribed with the name H.B. Thomas and dated 1902, had within its pages Norman’s Indenture of Apprenticeship, dated 1941, Norman Desmond McKenzie was born in Belfast in 1925 and lived at 10 Pansy Street Belfast, Northern Ireland. At the age of 16 years, he began a 5-year Shipwright’s apprenticeship with Harland & Wolff Limited, Shipbuilding & Engineering Works, Belfast. He became a member of the Ship Constructors’ and Shipwrights’ Association, Belfast (B) Branch 20. His Registration Number was 38748. He completed his apprenticeship on December 16th, 1946, aged 21 years, his address was 26 Connsbrook Drive, Sydenham, N. Belfast. In October 1949 Norman received Clearance from his Union as a financial member to move to another branch. He completed his Apprenticeship on December 16th 1946. Two months later he migrated to Australia, and he arrived in Victoria, and he became a Financial Member of the Victorian branch of the Federated Shipwrights, Ship constructors, Naval Architects, Ships’ Draughtsmen and Boat Builders’ Association of Australia, Victoria branch. One of Norman’s donated books is the Rules of the Shipwrights' Provident Union of the Port of London. It is inscribed on several pages with the name H.B. Thomas and includes the year 1902 and the address of 29 Brickwood Street, Gardenvale. This is a location in Victoria, Australia. The Victoria Government Gazette, February 1959, in the section “Removal from Registration on The Architects Registration Board of Victoria, during the year ended 31st December 1956” lists “Deceased – Thomas, H.B., 29 Brickwood Street, Gardenvale”. The Architects Union includes Naval Architects and Shipwrights and other related trades came under the same union. It seems likely that when he was in Melbourne, Norman worked as a Shipwright for H.B. Thomas and was given the Rules book by Thomas, perhaps as a reference book or maybe as a gift. Around that same time, December 1949, Norman met his wife-to-be, Daphne, in Melbourne. Daphne had migrated from London with her family and her father found work with the Melbourne Harbour Trust. They married in Melbourne in 1953 and went on to have a family of five children. In 2003 Norman and Daphne moved to Warrnambool and then years later they celebrated their 60th wedding anniversary. Norman passed away on July 28th 2015 at Warrnambool’s South West Healthcare hospital.Norman McKenzie's Rules Book, Union Cards, Indenture of Apprenticeship, and other documents tell the story of a young Irish lad's work and qualifications to become a shipwright and his migration to Australia. The young man found a job and a wife who had also migrated, and they raised a family in Melbourne. He and his wife then retired to Warrnambool to enjoy their later years. The collection of documents relating to Norman McKenzie is significant for its connection with the shipping industry of the early 1900s, the migration of qualified tradesmen to Victoria, and their contribution to the development of Victoria. The collection also shows the role of the Union in the shipping industry. This chapel organ, or pump organ, was made by the Packard Company of Fort Wayne, USA. It was purchased locally from John Broadwood Shepherd & Son of Liebig St, Warrnambool. The donor advised that it was played for many years in the Winslow Presbyterian Church, southwestern Victoria (on Caramut Road, now a private residence). The serial number of the organ dates to be no older than 1887 and no younger than 1901, according to The Pump Organ Society. The goals of The Packard Company, as quoted from the Fort Wayne Gazette, 6th August 1873 are summarised as such; “In the first place, it was determined to make an organ which should be excelled by none. …. It is interesting to the uninitiated to watch the different processes which literally convert the trees of the forest into the marvellous instruments which sound the praises of God in thousands of churches and Sabbath Schools, or make sweet music in multitudes of homes.” The music store of John Broadwood Shepherd and Son had an “impressive” stand at The Great Warrnambool Exhibition of 1896 – 1897 and received a medal for its exhibit. It was also involved in the community, sponsoring prizes for the Musical and Recital Competition, which was part of the entertainment for the Exhibition. The “Warrnambool Standard” newspaper has reference to John Broadwood Shepherd and Son in a newspaper of 1887 and another dated April 13, 1901. A brief history of the Packard Company: 1850, Isaac T. Packard joined with Nelson J. Foss and Calvin Hatch to form Packard, Foss, & Co., manufacturing reed organs, seraphines, and melodeons 1871 the Fort Wayne Organ Company was formed, and Isaac Packard has 40 shares. 1872 the first organ was completed 5th Sept 1899, “Fort Wayne Organ Company” was officially changed to “The Packard Company” 1908 – 1914 (different dates given) the Packard Company ceased producing organs and specialised in pianos. 1930 company went into receivership 1935 the city of Fort Wayne acquired the former Packard Company property, tore the buildings down and turned it into a park, now known as Packard Park. The organ is significant to local history for being sold by a Warrnambool business and played at a local chape or church. This medal was presented to the children of Victorian Wing - Warrant Officer and Non Commissioned Officers Academy Soldier who have served on operational deployments. As these young children endured an operational deployment of a parent who spent many months away from home in a foreign country representing the Australian Army. The ANZAC Day medallion was issued for sale in 1916. The medallion was struck by the Education Department of Victoria for school children in 1916, to commemorate the first anniversary of the ANZAC Forces landing at Gallipoli on 25 April 1915. An article in the ARGUS newspaper, written at the time, stated that the medallions were issued for sale for the price of sixpence. Although 175,000 medallions were made, this proved insufficient for demand. The medallion was sold to Victorian school children at commemorations of the landing of the of the Australian and New Zealand troops arriving on the Gallipoli Peninsular in 1915. This bayonet and scabbard was made for the Charles Lancaster .577 calibre Oval Bore Carbine and was known as the Pattern 1855 'Sappers and Miners' bayonet because they were designed for use by the Corps of British Royal Sappers & Miners. The first model Sappers and Miners bayonet appeared in 1841 and differs significantly from this type. Pattern 1855 bayonets were issued to some volunteer units of the Victorian defence forces in the late 1850s, Stylised beaked-brass pommel with T- shaped attachment slot.
