... – Robert Fullarton, Chairman. “The Victorian Steam Navigation... – Robert Fullarton, Chairman. “The Victorian Steam Navigation ...This hand written letter, in black ink script on blue lined paper, is impressed with the official stamp of the Victoria Steam Navigation Board. The left margin has the reference “S82/12" It is transcribed: "Victoria Steam Navigation Board, Melbourne, January 12th 1882 To Frederick Chapman, Master, S.S. "Julia Percy" You are herewith furnished with a copy of the report of the Official Court which assembled to enquire into the circumstances attending the collision between the steamers "Julia Percy" and "Nelson" off Apollo Bay near Cape Otway on the morning of the 25th December 1881, and you are hereby expected to attend at the Board Room, Custom House, Melbourne, at 2pm, on 13th January instant to show cause why you should not be censured accordingly. [Signature] Secretary" This document refers to the matter of a collision between two steamships, the Julia Percy and the Nelson, on 25th December 1881. The Julia Percy was at that time owned by her first owners, the Warrnambool Steam Packet Company, and she sailed under the command of Captain Chapman. She had left Melbourne the evening of 24th December, with about 150 passengers, sailing in fine weather through Port Phillip Heads around 9pm. She was headed for Warrnambool, Belfast (now named Port Fairy) and Portland. The Julia Percy was off Apollo Bay when Captain Chapman was woken by the ship’s whistle after midnight, the steamer Nelson being on a collision course with the Julia Percy.[See Link.] The Nelson struck Julia Percy midship. Boats were lowered from the ship (apart from a damaged lifeboat) and about 30-40 of the passengers boarded the Nelson. The engine room and the forehold were checked and found clear of water. The company manager, Mr Evans, had been on the Nelson, so he boarded and inspected the Julia Percy and the decision was made to continue on to Warrnambool with the passengers as there appeared to be no immediate danger. However, Captain Thomas Smith said the Nelson was taking on water, so Julia Percy followed her for about an hour towards Melbourne on standby in case of need. Then Julia Percy turned around towards Warrnambool again. Shortly afterwards the Nelson turned to follow her, the ships stopped and passengers were returned to Julia Percy, and three from Julia Percy boarded the Nelson. Both ships proceeded on their way. Julia Percy passed Cape Otway light afterwards, signalling that there had been a collision. It was discovered later that one of the passengers was missing, then thought to have boarded the Nelson but later thought to have fallen into the sea and drowned while trying to jump from Julia Percy to Nelson. There had been 3 tickets purchased under the same name of that passenger “Cutler”; a father, son and friend named Wordsworth, which had caused quite some confusion. No further mishap occurred to either ship and both the Julia Percy and the Nelson reached their destinations safely. An enquiry was instigated by the Victoria Steam Navigation Board regarding the cause of the accident between the two steamships, in connection with the death of Cutler who was supposed to have lost his life by the collision. The enquiry resulted in the following decision: "The Victorian Steam Navigation Board having taken into consideration the points urged by Captain Thos [Thomas] Smith and also by his legal advisers, is of opinion that the charge prepared against him has been sustained, but taking into consideration Captain Smith’s previous good conduct and character, the board suspends his master’s certificate No 227 issued by this board for a period of six calendar months from this date – Robert Fullarton, Chairman. “The Victorian Steam Navigation Board having beard the statement of Captain Frederick Chapman urged in his defense to the charge of dereliction of duty as master of the Julia Percy, in having no standing order on board that vessel to be called in the event of any approaching steamer’s lights being seen, find such charge sustained, and censure him accordingly – Robert Fullarton, Chairman.” ABOUT “JULIA PERCY” The S.S. Julia Percy (later named Leeuwin ) was an iron passenger-cargo steam ship built in 1876. At one point in time the Julia Percy would sail from Warrnambool to Melbourne every Friday and return from Melbourne to Warrnambool every Tuesday. The cost of a return ticket for a Saloon Fare was £1.0.0. She would sail “if practical and weather permitting”. Shipping was the cheapest and most practical means of carrying produce and goods during the period 1840-1890. Regular domestic steamer services commenced in the Warrnambool district in the late 1850’s and by 1870 the passenger trade was booming. Produce was loaded from the jetty into ‘lighters’ (small boats), which took it to the ships at anchorage in the bay. Passengers were taken to the ship’s side then climbed aboard up ladders or gangways. The coming of the railway in October 1889 meant the gradual decline and end of the steam shipping era. The Julia Percy was built in Glasgow by Thomas Wingate & Company, Whiteinch, in 1876 for the Warrnambool Steam Packet Company, which commissioned her for trade in Victoria’s western district. She was first registered in Warrnambool, Victoria in 1876. The Julia Percy changed hands several times. Her next owner was the Western Steam Navigation Co (1887), managed by Mr. T.H. Osborne (the company’s office was on the corner of Timor and Liebig Streets, Its north-western wall is now part of the current Warrnambool Regional Art Gallery. ) The Melbourne Steamship Co became the next owners (1890), followed by William Howard Smith and Sons (1901) for use in Queensland coastal trades, then she was bought by George Turnbull in 1903 and used for local mail contract in Western Australia. The Julia Percy was sold to the Melbourne Steamship Company Ltd. (1906) and re-named the “Leeuwin” but continued in her Western Australian coastal run. She was converted into a coal hulk in Melbourne in 1910 as a result of damaged caused when she was driven against the jetty at Dongara during a gale. The ship was eventually dismantled and scuttled in Bass Strait on 28 December 1934. The document is significant for its association with the wreck of the Leeuwin (Julia Percy), which is on the Victorian Heritage Register, VHR S413. . It is historically significant for being a rare artefact that has potential to interpret aspects of Western Victoria’s 19th century steamship trade and Victorian cultural history. The Leeuwin (Julia Percy) is listed on the Victorian Heritage Register as being historically significant ‘as one of only four wrecks of steamships in Victorian waters associated with the western district of Victoria’s coastal steamship trade. Newspaper - Newspaper clipping, The Loch Ard : An Epic Wreck : Death of Eva Carmichael, ca. April 1934
... Robert Strasenburg... W. Shields McKenzie Robertson Robert Strasenburg Loch ...“On the 8th April 1934, at her residence in Bedford, England, Eveline Victoria Townshend, widow of the late Thomas Achilles Townshend, C.E. of County Cork, Ireland, died in her 74th year. Mrs Townshend was the Eva Carmichael who, with the late Tom Pearce, were the only two survivors of the ship Loch Ard, which was wrecked near Port Campbell, on 1st June, 1878 ....”. [Transcription of the article is attached]. Captain Gibbs was master of the Loch Ard, an iron clipper of 1623 tons, which was wrecked on Mutton Bird Island, one mile east of Sherbrook River. The two survivors, Carmichael, a passenger and Pearce, a member of the crew, were washed through the mouth of the gorge, which now bears the name of the ill-fated ship. The impact of the ship was so violent that the deck was torn clean off the hull, which now lies in 70 fathoms of water. (edited version of the same article)The newspaper article is of local, state and national historical significance for its association with the wreck of the sailing ship LOCH ARD, which is now listed on the Victorian Heritage Register S417. The article records an eye witness account of the rescue of the only two survivors from the Loch Ard wreck. A newspaper cutting from the Warrnambool Standard in 1934. It contains the obituary notice of Eva Carmichael (Townshend), the only female survivor of the LOCH ARD shipwreck in 1878. She died on 8 April 1934, a widow in England, in her 74th year. Fowler Limited was established in Ultimo, Sydney, in 1837 when Enoch Fowler (1807-1879) came to Australia from Ireland and is known today as the oldest pottery still in operation in Australia. They were mostly known for producing bottles, jars, and pipes. The pottery was originally located at Abercrombie Place on Parramatta Street, Chippendale, NSW before they relocated to Glebe in 1847. Later the pottery manufactured building materials such as tiles, pipes, and chimney pots. As the business grew, they moved to Parramatta in the 1850s. Enoch's son Robert (1839-1906) had joined the company, and took over its management in 1873, changing the name to “R Fowler Sydney” in 1880. Robert, introduced the black under glaze trademark with the archer as shown on the subject item. He went on to opened further sites at Marrickville and Bankstown, with the company becoming R. Fowler Limited in 1919. The factory at Thomastown, Melbourne was opened in 1927. Fowler also owned a Pottery somewhere near Lithgow, where they produced clay pipes that look like salt-glazed Earthenware pipes. There have been numerous developments to the company over subsequent decades, and the company was still operating in 2002 but is now owned by Caroma Industries Ltd, manufacturing only sanitary fixtures. An item made by an Australian company during the first half of the 20th century and quite rare today. The item is significant as it gives a snapshot of the early development of manufacturing companies in Australia. This informs our social history in Australia marking Australia's evolution into an independent country and no longer a colony of England. Their large factory was known as the Hibernia Works. Their trademark was a shamrock that appeared on some of their tools, in 1961 they had about 400 employees. In 1962 the record Tool Company and William Ridgway acquired a fifty percent interest in the company and in 1972 the companies merged with several others to form Ridgway Tools Ltd. After 116 years at its Hibernia Works, the company was moved to Dronfield. A 1982 takeover by A G Bahco of Sweden was short-lived and in 1985 Record Ridgway returned to British ownership first as Record Marples Woodworking Tools Ltd. In 1988 then as Record Holdings PLC in 1993. In 1998 the company accepted a bid from American Tool Corporation, subsequently trading as Record Irwin. The Irwin company itself was acquired by Newell Rubbermaid in 2002 and renamed Irwin Industrial Tool Co. Both the Marples and Record names were re-branded "Irwin" However the name has since been resurrected as Irwin/Marples and applied to wood chisels and table saw blades now made at their new facility in Udine, Italy. As a footnote, William Marples was the uncle of Robert Marples and Joseph Marples, both of whom established competing tool making businesses in Sheffield. The Robert Marples firm disappeared early in the 20th century. After several changes in the company's ownership tools are now made under the Ridgway name but in China.A tool made by a company with a long family history of tool making in Sheffield England, with a member of the Marples family, Joseph Marples establishing a competing tool company which continues today to manufacture quality products for the joinery and shipwrights trades.Socket chisel with 1/2" blade."Marples & Son" stamped on bladeflagstaff hill, warrnambool, flagstaff-hill, flagstaff-hill-maritime-museum, maritime-museum, shipwreck-coast, flagstaff-hill-maritime-village, hand tool, ward chisel, woodwork chisel, marples and sons, cabinet makers tools, william marples and sons -

In 1882, RH Davis joined ...Siebe Gorman & Company Ltd was a British company that developed diving equipment and breathing equipment and worked on commercial diving and marine salvage projects. The company advertised itself as 'Submarine Engineers'. It was founded by Augustus Siebe, a German-born British engineer chiefly known for his contributions to diving equipment. Siebe Gorman traded as an engineering firm for over 180 years from 1819 to 1999. The early success of the business was due to its founder, the Prussian immigrant Christian 'Augustus' Siebe (1788-1872). For business reasons, he applied for and was granted British citizenship in 1856. He was a gifted engineer who was able to translate theoretical problems into practical, working products. During the industrial Victorian period, the business traded as 'A. Siebe' at 145 High Street Holborn London, but in 1828 new premises were acquired at 5 Denmark Street, Soho. The family firm produced a wide range of manufactured goods including paper-making machinery, measuring machinery, water pumps, refrigeration equipment, and diving apparatus. Augustus Siebe specialised in submarine engineering early on and the company gained a reputation for the manufacture of safe, reliable diving apparatus. Augustus Siebe is best remembered for the development and manufacture of the ‘closed’ Diving Dress based on the ideas of Charles and John Deane, George Edwards, and Charles Pasley. Apart from some small modifications to valves and diver communications, the basic 12 bolt ‘closed’ diving dress remained relatively unchanged after the 1870s. Later company successes were also based on innovation, with new products that could be successfully developed and manufactured to high standards. This was largely attributed to the inventive nature, foresight, engineering, and entrepreneurial skills of Robert Henry Davis (1870-1965). In 1882, RH Davis joined the company of 'Siebe & Gorman' as a young 11-year-old office boy and he was to remain with the company until he died in 1965. Augustus Siebe retired in 1869 and handed over the company to a new partnership of Henry H. Siebe (1830-1885) and William A. O'Gorman (1834-1904). The new firm traded as 'Siebe & Gorman' (1870-1879) from premises in and around Mason Street, Westminster Bridge Road, Lambeth, London. The two partners soon recognised the potential of R.H. Davis and in 1894, aged 24, he became General Manager of Siebe & Gorman. Davis increasingly ran the company until the surviving partner (W.A. Gorman) died in 1904. The firm was disposed of to the Vickers (armaments) family and a new company 'Siebe Gorman & Co. Ltd.' (1905-1998) was formed. Under the chairmanship of Albert Vickers, R.H. Davis was kept on as Managing Director, and the company forged ahead. However, after WW1, the Great Depression caused manufacturing output and share prices to slump. In 1924 Robert Davis made a deal with the Vickers Board and acquired control of the company through majority shares. Under his leadership, the Siebe Gorman Company flourished and within time, four of his sons also joined the firm. The company gained a worldwide reputation for the manufacture of diving apparatus, decompression and observation chambers, and safety breathing apparatus of all types for use on the land, in the air, and under the sea (including mine rescue, tunneling, aircraft, diving, submarine escape and in other hazardous environments). Close research and development links with the MOD (especially the Admiralty), also provided a lucrative outlet for the company products. In 1932, Robert Davis was knighted by King George V, principally for his invention of the ‘Davis Submerged Escape Apparatus’ (D.S.E.A.). Siebe Gorman essentially remained a family firm from the beginning (under A.Siebe) until it became a public company for the first time in 1952. However, following WW2, British manufacturing stagnated through stifled investment and post-war austerity, and there was little innovation. Siebe Gorman's fortunes began to decline as an aging Sir Robert Davis failed to invest, or change the company's business and management practices. In 1959, Siebe Gorman was acquired by the “Fairy Group” and the ailing Sir Robert was made Life President. Consequently, nothing changed and the slow decline continued until Sir Robert's death in March 1965. Around 1960, Siebe Gorman acquired the diving apparatus manufacturer C E Heinke, and for a brief period, it manufactured some diving equipment under the combined name of Siebe Heinke. Around 1964, Mr E. 'Barry' Stephens was appointed as the new Managing Director to modernise Siebe Gorman. Changes were made, including a move to a new factory in Wales in 1975. The new company concentrated on fire-fighting breathing apparatus and escape equipment, and the move coincided with the loss of many of the older, traditional craft skills. Between 1985 and 1998, Siebe expanded through acquisitions, and several other companies were acquired. The Siebe Gorman (diving apparatus) company has therefore traded as A. Siebe (1819-1870); Siebe & Gorman (1870-1879); Siebe Gorman & Co (1880-1904); Siebe Gorman & Co. Ltd (1905-1998). (For information regards the diving helmet & Frank King see Notes Section at the end of this document)The items are very significant as a snapshot into marine history and the development of diving equipment generally especially that used for salvage operations before and during WW2. The company that made the equipment was a leading inventor, developer and innovator of marine equipment with its early helmets and other items eagerly sought after today for collections around the world. The items in the Flagstaff Hill collection give us an insight as to how divers operated and the dangers they faced doing a very necessary and dangerous job.
