This plan, which covers parts of High Street, Pakington Street and Derby Street is dominated by two historic Kew mansions: ‘Konetta’ and ‘Ramornie’. Ramornie was constructed in 1890 for James Maitland Campbell, three times Mayor of Kew. Sold in 1940, it became a boarding house known as ‘The Towers’. Now a private residence again, it has only one of its three balconies remaining. The location of the missing two balconies can be seen on the plan. In 1903, the grounds of Ramornie included a large tennis court fronting Pakington Street. The rear of the property is shown as extending to Cobden Street. One of Kew’s oldest hotels, the Prospect Hill Hotel on the corner of High and Cobden Street was established in 1858. The outline of the hotel shown on the plan represents the second building on the site. During the 19th century it was often used for electoral meetings. The Prospect Hill Hotel was to be redeveloped again in 1928, by the local architect Robert McIntyre. That area of Kew bordered by Cotham Road, Park Hill Road, Ermington Lane (now Ermington Place), and Belmont Avenue contained some of the significant homes owned by Kew pioneers. Chief among these was ‘Park Hill’ on an enormous lot facing Park Hill Road. The Jubilee History of 1910 noted, six years after this plan was drawn, that: ‘Park Hill Road, forming the southern boundary of the cemetery, takes its name from Park Hill, the residence of Mr. Thomas Judd, who has resided there since December, 1852.’ Other named houses on the plan include ‘Ferndale’ facing Cotham Road; ‘Ermington’ adjacent to Judd’s Park Hill, facing Park Hill Road; and ‘Gilden’ and ‘Mont Belmont’ facing Belmont Avenue. Mont Belmont was designed by the architectural firm of Reed, Henderson and Smart for William George Lilley in 1887 and was completed in 1888. This contour plan shows the area identified by the MMBW for purposes of drainage and sewerage in 1894. The suburbs represented extend from Williamstown in the west to Bulleen in the east, and from Preston in the north, south to Sandringham. Suburbs are outlined in coloured ink. Red lines indicate main and branch sewers in existence at the beginning of 1894 in central and inner Melbourne. These extended as far as Williamstown and Brighton, but not yet as far as Kew, where sewering did not commence until 1901. Contour lines show the topography, which was important for indicating the fall of the land for the laying of sewers and drainage channels. Kew appears to be fairly undeveloped at this date except for railway lines and stations (the Kew and Outer Circle lines), main roads, the Kew Lunatic Asylum Reserve and Studley Park. However, the contour plan does not accurately represent the density of settlement, nor the large number of houses, which were being built in Kew and other suburbs from the 1850s to the land boom of the late 1880’s and early 1890’s. A document outlining the relevant by-laws produced by the City Of Kew to regulate the minimum size of allotments in Barkers Road, Burke Road, Cotham Road, Glenferrie Road and Studley Park Road, as well as in other streets more generally. The by-laws specify the size of allotments in which single unit dwellings, attached houses and maisonettes, and flats could be built. In the ‘main streets’ a minimum land area for single unit dwellings was 8,100 square feet, with an average frontage of 60’ and a depth of 135’. In other streets this was reduced to an overall size of 6,250 square feet, with an average dimensions of 50’ x 125’. In specifying the land area required by flats, different sizes were regulated for the construction of between two and six flats. Six flats at the time when the regulations were passed must have been the upper limit permitted. Understanding the size of land listed in imperial measurements can be a challenge. Within Australia, the so-called quarter acre block was approximately 11,000 square feet. Those specified in the by-laws would appear to be smaller. The document was pasted on the reverse of a subdivision plan in the collection.This is a rare (undated) document produced by the City of Kew defining how subdivision within the municipality should occur. RECHABITES. The Star of Kew Tent, No. 260. This branch of the Independent Order of Rechabites was founded in September, 1882, when the following members were installed as the first officers by the district officers, viz. Chief Ruler, Bro. W. H. Bardwell; Deputy Ruler, Bro. C. 
Viney; Past Chief Ruler, Bro. J. V. Morgan; Treasurer, Bro. R. Eyre; Money Steward, Bro. A. Brown; Levite, Bro. W. H. Richardson; Guardian, Bro. J. Wathen; Secretary, Bro. T. J. Eaton. Bros. W. H. Bardwell, T. J. Eaton, and F. J. Legge 
were appointed as trustees. It is interesting to 
note that three of the foundation members, Messrs. Bardwell, Eaton, and Richardson, and still members of the tent. The first meetings were held in the Mission Hall, but for many years the meeting place 
of the tent has been the Kew Town Hall. The funds of the tent have gradually accumulated until at the last audit they amounted to £2,097. For many years past the interest on the funds has been more than sufficient to meet all claims for sick pay. The 
total membership is now 140. The following past secretaries have been mainly instrumental in placing the tent in its present position:-Bros. T. J. Eaton, W. H. Bardwell, C. B. Gray, and C. L. The Free Kindergarten Union of Victoria commenced teacher training in 1909. A two year course was run in cooperation with the Education Department in 1910-14, but from 1917 the Union trained its students independently. In 1922 the Kindergarten Training College was established in Mooroolbeek, Kew. In 1965, the institution, as the Melbourne Kindergarten Teachers' College, became an entity separate from the Union, and in 1973 joined the State College of Victoria as the Institute of Early Childhood Development. Herbert Joseph Chambers was born in 1912 in Clifton Hill, Victoria. Later he was to live in Clark and Charles Streets in Northcote, in South Caulfield, and finally in Mentone. While he may have worked at the Kew Asylum before 1945, that year was when he was presented with a Certificate issued by the Department of Mental Hygiene (Victoria) declaring that he had completed training and passed the examinations required to work as a 'Mental Attendant’. The document is dated 19th December 1945 and signed by the Director of the Department and by the Co-Examiners. From at least 1945, he was to work as a member of the male staff of the Asylum, mainly in the Refractory Ward. A donor gifted to the Kew Historical Society in February 2019 a number of items collected by Herbert Chambers in his work at the Asylum. These include his Certificate of Registration, a photograph taken of him with two colleagues at Circular Quay in Sydney, a notebook containing ‘SP’ betting records of male asylum staff, and five sketchbooks with artwork created by Kenn’th [sic] Bailey, a patient of the Asylum. Herbert Chambers’ period of employment at the Kew Asylum coincided with the employment of the English psychiatrist Dr Eric Cunningham Dax (1908-2008) as Chairman of the Mental Hygiene Authority in 1952. Dr Dax introduced an art therapy program into Victorian psychiatric hospitals, including Kew, where it is likely that the five sketchbooks were created. The sketchbooks are believed to have been presented to Chambers by Bailey as a “gift for looking after him”. Streets and drains were the basic infrastructure problems for Kew in the 1880s. Decent streets and drains were fundamental to the quality of life of the residents. Without drainage, streets became muddy, boggy and sometimes impassable. Pools and puddles of stagnant water became smelly. The run off water, mixed with human and animal wastes, because there was no sewerage, became a health hazard. Streets and drains then became what were known as 'a nuisance'. Kew suffered from bouts of typhoid fever during the 1880s. Derrick Street was a private street on the margin of the business district of Kew and a well-used thoroughfare. We hear first about Derrick Street when the ratepayers applied to Council to have the street 'taken over' in January 1881. The Council agreed, after much debate, but ratepayers had to pay half the costs. The argument of the majority of the Council was that there was an established policy that ratepayers of private streets either had to hand over the street fully-formed or pay half the costs if Council did the work. It was felt that to make an exception for Derrick Street would create a precedent for ratepayers of other private streets. On the other hand the ratepayers, and a minority of Council, believed that there were extenuating circumstances in the case of Derrick Street. They believed that the costing by the Borough Surveyor was excessive. They felt the Council was partly responsible for the state of the street due to a channel on Bulleen Road, which deposited sand in the street. The Council had also put in some kerbing at the entrance to the street. Finally, the ratepayers believed that the street had become an important and convenient thoroughfare in Kew, and thus should be an exception to the policy on private streets. In the end a decision was delayed to allow the ratepayers to drain and form the street themselves. And there the matter stood till September 1882, when Miss Reilly complained about rubbish on a block of land in Derrick Street. So, in October 1882 the Council agreed to take over and form the street with the ratepayers paying half the costs. The ratepayers did not want to pay, so the argument continued in Council into 1883. There was a standoff for a further 18 months, until the problem could no longer be ignored. In October 1884 the Inspector of Nuisances and the Health Officer reported that Derrick Street was a health hazard as there was no drainage outlet for waste water. These reports changed the status of the problem of Derrick Street. It became an issue of public health, and thus the Council, acting as the Local Board of Health, had power to prepare plans and order the ratepayers to drain the street and pay all the costs, or let the Council do the work and charge ratepayers half the costs of the works. By April 1885, the time for ratepayers to complete the works themselves had expired, so the Council proceeded with the work and required ratepayers to pay for their share of the costs. All ratepayers had paid by the end of April except Mr Whiddycombe, who refused to pay. Mr Whiddycombe was warned to pay in October 1885. Legal action was taken against him in November. The Council lost the case on technical grounds. The Council, acting as the Local Board of Health, relaunched the legal action and won. The last we hear of Derrick Street is that seven day’s notice was given to Derrick Street ratepayers to pay for the drainage works in May 1887. We presume that Mr Whiddycombe paid. This plan is one of two in the collection where the lithographers amalgamated two separate plans. Both plans include sections of Studley Park. Dominating the south and west corners of Kew Junction are the Clifton and Kew Hotels. The Kew Hotel, owned by Patrick O’Shaughnessy was one of the oldest in Kew. MMBW plans were amended over time to take account of new subdivisions such as that which created Merrion Place. Of the four mansions shown in Studley Park Road, three remain – ‘Field Place’, the home of Frances Henty, ‘Leaghur’ and ‘Darley’. ‘Byram’ (later ‘Goathland’, then ‘Tara Hall’) was an architectural marvel. Designed in 1888 by E.G. Kilburn for the paper magnate George Ramsden, it was demolished in 1960. This area was once known as O’Shaughnessy’s Paddock. O’Shaughnessy was the licensee of the Kew Hotel. The ‘Paddock’ or farm was for many years the closest farm to Melbourne. By 1903, when this plan was surveyed and lithographed, little of the farm remained. The area is dominated by a ‘clay hole’, on the site of the current Foley Reserve. It was used by Smart’s Brickyard from the 1880s until 1911, when the Council purchased it for a rubbish dump. It is notable as the site is one of the few industrial operations to have existed in Kew. By 1903, urban development was characterised by larger houses fronting Barkers Road and brick and weatherboard villas in Foley Street. Nearer the pit, weatherboard houses predominated. Foley Street bisected the triangular block and continued right to Denmark Street. Because of the angle created by High Street, a number of houses on the northern side of High Street are shown. The area is dominated by one of the great original landholdings in Kew, described here as the ‘Findon Paddock’. ‘Findon’, the house from which the name of the paddock was taken fronts Stevenson Street and was clearly a rambling structure. The best-known occupant of Findon was Henry ‘Money Miller’ who bought the house in 1871. Miller was a member of Victoria’s first parliament and assisted in the framing of its constitution. Findon was to be subdivided as early as 1912, when the Findon Subdivision was advertised to be sold by auction. In the plan of the subdivision, the original house is not shown, so, presumably it had previously been demolished. Throughout its history, the land in what is known today as Studley Ward of the City of Boroondara has been subject to continuing subdivision. This is evident in Plan 1301, where later hands have modified the original map to include streets created subsequent to the printing of the plan in 1904. Other annotations such as the ‘Reserved for Road Purposes’ beside the Yarra never eventuated. The plan continued to be modified to at least 1953, when a later hand noted that a particular site was ‘Property site P. McIntyre house’ in Swinton Avenue. Two significant houses in the area are outlined on the plan: ‘Swinton’ on the corner of the streets then named Effey and Maud Streets (now Swinton Avenue) and ‘Fairhaven’ [unnamed] in Stevenson Street. This was an area of large and prestigious homes in 1903, some with formally laid-out gardens, such as ‘Tower Hill’ and ‘Opawa’. ‘Kalimna’ was built in 1890-91 for William H. Jarman, an accountant, and ‘Blackhall’ at the same time for W.H. Roberts. Blackhall was to be acquired by the Salvation Army in 1915 and renamed ‘Catherine Booth Girls’ Home’. The Home accommodated girls, aged between 4 and 16. Kalimna and Blackhall are of significance as typical and intact late Victorian mansions and as such are two key Victorian buildings to have been built in Kew. In 1905, when Plan No.1564 was printed, that part of Kew bordered by Brougham Place (now Daniell Place), Mount Street, Sackville Street and Ross Street was already the location of a number of large mansions. Here, subdivisions, at least at this stage, produced larger blocks than in Central Kew. Many of the houses on this plan are named: ‘Faybrook’, ‘Northumbria’, ‘Parkholm[e]’, ‘Dunboe’, ‘Katoomba’ and ‘Eschol’ fronting Sackville Street. MMBW Plan No.1565 is an example of a plan where a number of streets have been created since the area was surveyed, or in other cases renamed. The plan shows those streets that were bordered by Ross Street, Mount Street, Sackville Street and Burke Road. Since 1905, Mawson Street has been created and Mont Albert Road renamed as Dean Street. Named houses on the plan include ‘Tyrol’, ‘Glengorse’, ‘Theodore Villa’, ‘Arncliffe’, ‘Ballynira’ and ‘Hazeldene’. The plan also shows a Wesleyan Church in Sackville Street. The Melbourne and Metropolitan Board of Works (MMBW) plans were produced from the 1890s to the 1950s. They were crucial to the design and development of Melbourne's sewerage and drainage system. The plans, at a scale of 40 feet to 1 inch (1:480), provide a detailed historical record of Melbourne streetscapes and environmental features. The two most notable buildings shown are ‘St Helliers’, the home of the Dumaresq family, and St Hilary’s Church and school. While the colours used to indicate St Hilary’s are grey as in other civic/public buildings, the first St Hilary’s Anglican Church was at this stage constructed in weatherboard. At the left of the plan, facing Sackville Street is a house named ‘Glencara’. The 1988 ‘Kew Conservation Study’ recorded that “The first documentary evidence of this house comes from Rate Books which record that in 1893 a Mrs Treadway was the owner of this building with an N.A.V. of £81? At that date the occupier of the house was Charles B. Kelly, a clerk, while by 1910 Kelly had become the owner of the property described in that year ‘as a six-roomed stone, brick and wood house with stables and outbuildings’”. This plan covers parts of Sackville Street, John Street, Thomas Street and Cotham Road, and includes several very large houses in Sackville Street. Job Smith built ‘Berrington’ in about 1888-90 for himself, and ‘Pomeroy’ (now ‘Merridale’) in 1885 for James Mickleburgh. ‘Heathfield’ was built in 1888 for Henry Eeles, and was one of many fine homes in Kew, Hawthorn and surrounding suburbs designed by prolific architect John Beswicke; it later became “La Verna” and was a Franciscan monastery. Similarly, in Cotham Road, we can see ‘Bella Vista’ (now demolished), and ‘Charleville’, with its double-storeyed arcade frontage, built in 1889 for Charles Donaldson whose family occupied it until 1939. This was renamed ‘Ross House’ by the second owner, Dr. Thomas King, and then substantially restored in the 1960s by the Stillwell family, well known as car drivers and dealers. Bella Vista (later ‘Malinda’) was originally designed by the architect Robert Haddon and built for Abel Hoadley, inventor of the Violet Crumble Bar and many other delicious delicacies. Plan No.1570 shows the layout of gardens and houses in Sackville Street, Davis Street, Wrixon Street, and Fitzwilliam Street in 1904. While Thomas Street is included on the map, at this stage no houses had been built. The plan identifies two named houses: ‘Fairview’ and ‘Kylemore’. Fairview is more fully delineated in Plan No.1563. Kylemore is one of the few houses in Kew designed by John Beswicke. The most notable owner of Kylemore was William Whitehead, who owned the house between 1895 and 1900. In 1894, Australian newspapers reported the marriage of Whitehead’s daughter to Dr. Gerald Eugene Cussen, the brother of Sir Leo Cussen, the Supreme Court Judge.
