Shire of Eltham Archives: Series 69, Item 4 This video was produced for the Shire of Eltham by IMP Productions and provides a description of the shire, 277 square km on a north/northeast axis, some 25 km northeast of the centre of Melbourne with a population of around 40,000. Scenes include Yarra River, rural settings and urban settings, housing estates, Shillinglaw Cottage, Pigeon Bank at Kangaroo Ground, the Eltham Railway Trestle Bridge with reference to the fight by locals in the 1970s to save it from replacement, Montsalvat, mudbrick making and its use as a building material, the use of mudbrick in the Eltham Community Centre blending harmoniously with the environment. Emphasises people living in the area due to the qualities of life provided. Also the Living and Learning Centre, St Andrews Markets and other local markets, the Eltham Leisure Centre, cricket and horse riding at Eltham Lower Park, the Infant Welfare Centre (part of the Eltham War Memorial), how residents are mindful of protecting their historical heritage, the CBA bank and Allwood House at Hurstbridge, Tracey Naughton about the Eltham "As we are" Community Banner project and the “River of Life banner”, the Parks and Gardens office in the former Police Residence building (now the Local History Centre), Alistair Knox Park, road planning and types of roads, tree canopy, Peck's Dam, green carparks, road drainage, Gordon Ford's garden and natural landscapes, and Were Street shops in Montmorency. Farewelling Eltham Shire Councillor and Ex-President Albert F.C. Glover presents the Shire President gavel to Councillor J. O. White, with Mrs Glover looking on. Cr Glover served residents of the Montmorency ward from 1967. The first newsletter of the Society was issued May 1978 and has been published continuously ever since on a bi-monthly basis. Charles Symons Wingrove, J.P. (1829-1905) arrived in Victorian in 1851. He had trained as an engineer, but tried his luck on the goldfields. In 1857 he was appointed as Secretary to the Eltham District Roads Board only one year after its foundation. He was to hold the position with the Board and later the Eltham Shire Council for total of 47 years. He also held the position of engineer for a large part of this period. During part of this time he was also secretary to the Heidelberg Shire Council. Over this period he was responsibly for an area stretching from Clifton Hill to Healesville, along the northern bank of the Yarra River. Other positions included Secretary to the Victorian Agricultural Society over along period.Wingrove was a main figure in the Municipal Association of Victoria. By the time he retired he was recognized as the “Grand Old Man” of Victorian local government. In 1858 Wingrove had a brick cottage built in Main Road near the State School and he lived here until his death. One room was uded as the Board and Council office. His descendants owned the house until 1974. It was later used as a psychiatric clinic. The park opposite the cottage has been named Wingrove Park in his honour. He is buried at St Helena with other members of his family. Age (Melbourne, Vic. : 1854 - 1954), Tuesday 18 July 1905, page 5 ABOUT PEOPLE. A conspicuous figure in northern municpal history, Mr. Charles Symons Wingrove, has passed away. He was for many years secretary and engineer for the shire of Eltham, and prior to the formation of the shire held the position under the old road board, his official connection with the district dating from beyond 1857. For about twelve years he also filled the position of shire engineer for Heidelberg council while retaining his other post, and the immense territory under his professional control, reaching from the boundary of Collingwood up to Healesville, was a matter of fatherly pride and interest to him. He arrived in Victoria in 1851, and was 76 years of age at his death. Mr. Wingrove retired from the position in the Eltham council only about a year ago. The interment will take place in St. Helena Cemetery, near Eltham township, today. Secretary, Eltham District Road Board 1858-1871 Secretary for the Shire of Eltham 1871-1904. A letter that was sent from Legatee PW Powell to Legatee 'Doney' on 21st September 1928. He mentions his purpose is to record some of the early history of Legacy in a minute book of the Club, which unfortunately was missing at the time of writing. As well as saying it was formed after Stan Savige saw General Gellibrand's Remembrance Club in Hobart. Luncheon meetings were held and the first one L/ Powell attended in September 1923 had about 8 attendees - Stan Savige, Fred Forrest, Frank Selleck, Charlie Watson, Peter Eller, and Ted Pittard. L/ Powell was appointed Hon. secretary and there was discussion about the name of the club. Suggestions included 'Continuance', 'Chevron', 'Espirit de Corps', and 'Apres Le Guerre'. He says 'at that stage Legacy was not mentioned, the inspiration came later in my own offie when seeking a name that would appeal to he imagination. My recommendation to the members was covered in he first luncheon address given to the Club under the title of "Business Leadership" .' Selection of the first president included inviting General Monash and General Tivey, who both declined. Colonel Harold Cohen accepted. 'The first literature issued by the Club included: List of office bearers (deleting decorations and rank) / Constitution and By laws / Classification / Brief History (which was torn up before issue as it was felt that Legacou should be impersonal and that the principal should stand before the individual).' The notation H3 in red pen shows that it was part of the archive project that was trying to capture the history of Legacy. The Society was keen to be involved and the project was kicked off following a talk to the Society's members by Tracey in April 1986. The banner was completed and displayed with a number of other banners at the Eltham Community Centre in October 1986. It was then carried proudly for the first time in front of the Society's Parade Float in the 1986 Eltham Community Festival Parade and subsequent parades through to 1990. In December 1994 the Shire of Eltham ceased to exist and following council amalgamation and the establishment of the new Shire of Nillumbik, the Society's name (Shire of Eltham Historical Society) had become somewhat irrelevant and it was revised in 1995 to Eltham District Historical Society. The immediate downstream impact of this change was the rendering of the Society's Banner to history after only eight years of use.
