The Municipality of Kew was proclaimed on 19 December 1860, then upgraded to a Borough (1863), a Town (1910) and finally a City (1921). From 1865, its offices were based in the former Athenaeum Hall in Walpole Street, which, although extended in 1883, inevitably became inadequate. Plans for a new purpose-built Town Hall were first mooted in the late 1880s, but fell prey to six subsequent decades of debate. During that time, many sites were considered and rejected, and several schemes prepared. Finally, in 1945, it was resolved to build a new civic centre as a war memorial. The council acquired Southesk, a mansion on the south-west corner of Cotham Road and Charles Street – first mooted as a possible Town Hall site two decades earlier – and plans for a civic precinct were drawn up by John Scarborough. The project stalled until 1957, when a Town Hall Committee was formed and a new architect appointed: Harold Bartlett of Leith & Bartlett. He also proposed an entire civic precinct, of which a large public hall would constitute Stage One. Designed to accommodate almost any public or official function, the space had had a small stage at one end for intimate theatrical productions, a larger stage at the other (with operable sunken orchestra pit) for musical performances, plus the most up-to-date equipment for live TV transmission. The building, befitting its original intent as a war memorial, was also to include a sculpted monument, for which a separate design competition was held. First prize went to George H Allen (1900-1972), long-time head of the Sculpture Department at RMIT and a former war artist himself (the only one, in fact, to have worked in the medium of sculpture). At the time of the Kew project, Allen was best known for his Cenotaph at the Shrine of Remembrance (1955) and a controversial abstract sculpture at Hume House in William Street (1957). Tenders for the new hall were called and the contract (worth £104,986) was awarded to H F Yuncken. The foundation stone was laid by the Mayor, Cr F C O'Brien, on 1 June 1959. Completion (initially scheduled for October) was delayed by the unavailability of certain materials; it was barely finished in time for the official opening (by Premier Henry Bolte) on 23 April 1960. The war memorial was unveiled two days later (Anzac Day) by Bolte's deputy, the Hon A G Rylah. Fittingly, that year also marked Kew's municipal centenary, and many celebratory events were held in and around the new civic centre in December, including a special council meeting (attended by the Prime Minister), a tree planting ceremony and a youth ball. The Melbourne and Metropolitan Board of Works (MMBW) plans were produced from the 1890s to the 1950s. They were crucial to the design and development of Melbourne's sewerage and drainage system. The plans, at a scale of 40 feet to 1 inch (1:480), provide a detailed historical record of Melbourne streetscapes and environmental features. Each plan covers one or two street blocks (roughly six streets), showing details of buildings, including garden layouts and ownership boundaries, and features such as laneways, drains, bridges, parks, municipal boundaries and other prominent landmarks as they existed at the time each plan was produced. (Source: State Library of Victoria). This plan forms part of a large group of MMBW plans and maps that was donated to the Society by the Mr Poulter, City Engineer of the City of Kew in 1989. Within this collection, thirty-five hand-coloured plans, backed with linen, are of statewide significance as they include annotations that provide details of construction materials used in buildings in the first decade of the 20th century as well as additional information about land ownership and usage. The copies in the Public Record Office Victoria and the State Library of Victoria are monochrome versions which do not denote building materials so that the maps in this collection are invaluable and unique tools for researchers and heritage consultants. A number of the plans are not held in the collection of the State Library of Victoria so they have the additional attribute of rarity.Original survey plan, issued by the MMBW to a contractor with responsibility for constructing sewers in the area identified on the plan within the Borough of Kew. The plan was at some stage hand-coloured, possibly by the contractor, but more likely by officers working in the Engineering Department of the Borough and later Town, then City of Kew. The hand-coloured sections of buildings on the plan were used to denote masonry or brick constructions (pink), weatherboard constructions (yellow), and public buildings (grey). A detail plan of part of Studley Park bordered by the major streets of Hodgson Street, Stevenson Street and Studley Park Road. Included on the plan are a number of significant Studley Park mansions in existence at the beginning of the 20th century. The unnamed street shown in the middle of the plan is McEvoy Street. The most important house still extant is Campion House, formerly named Dalsraith [Dalswraith] and Glendalough, owned since the 1940s by the Society of Jesus. Campion House can be seen on the corner of Hodgson and Studley Park Road. Its stables at the rear of the block have now been incorporated into a contemporary residence. An interesting feature of the plan is the 1910 annotation by Ed Seitz, professional designing engineer. In 1905, when Plan No.1564 was printed, that part of Kew bordered by Brougham Place (now Daniell Place), Mount Street, Sackville Street and Ross Street was already the location of a number of large mansions. Here, subdivisions, at least at this stage, produced larger blocks than in Central Kew. Many of the houses on this plan are named: ‘Faybrook’, ‘Northumbria’, ‘Parkholm[e]’, ‘Dunboe’, ‘Katoomba’ and ‘Eschol’ fronting Sackville Street. Eschol was once the home of the manufacturer Robert Harrison, whose cordial factory in Spring and Argyle Streets Fitzroy are noted on the Victorian Heritage Register. ‘The Hawthorns’ on the corner of Brougham Place and Mount Street was the home of the medical practitioner Frank William Fay, who won the military cross and other honours for conspicuous gallantry and devotion to duty in World War 1.melbourne and metropolitan board of works, detail plans, mmbw 1564, cartography -

Plan No.1570 shows the layout of gardens and houses in Sackville Street, Davis Street, Wrixon Street, and Fitzwilliam Street in 1904. While Thomas Street is included on the map, at this stage no houses had been built. The plan identifies two named houses: ‘Fairview’ and ‘Kylemore’. Fairview is more fully delineated in Plan No.1563. Kylemore is one of the few houses in Kew designed by John Beswicke. The most notable owner of Kylemore was William Whitehead, who owned the house between 1895 and 1900. In 1894, Australian newspapers reported the marriage of Whitehead’s daughter to Dr. Gerald Eugene Cussen, the brother of Sir Leo Cussen, the Supreme Court Judge. Plan No. 1572 represents the built environment bordered by Barkers Road, Wrixon Street, Edgevale Road and Fitzwilliam Street. Other streets identified on the plan include Stansell Street. Plan 1572 shows that by 1903-05, there was only patchy development in this area of Kew, mainly on Edgevale Road and Fitzwilliam Street. Only two named houses are identified: the quaintly named ‘Tweed Cottage’, and ‘Mendip’. The earliest reference to Treed Cottage in Australian newspapers is to the death of Walter Thompson, aged 74 who was a resident there in 1885. His youngest daughter was to die there in 1908. Mendip to the north of Tweed Cottage was owned by Henry Thompson; he was to die in 1901; his wife in 1932. While MMBW Plan No.1579 does not include many buildings, those that it does show are significant to Kew’s history. These include the ‘Kew [Railway] Station’ in Denmark Street and the ‘Recreation Hall’ and rear courts off Wellington Street. The plan shows the outline of the Recreation Hall, constructed in 1880, at the rear of which is listed a bowling green, two tennis courts, a ‘skittle alley’ and a pavilion. When the Hall was first built, the Kew Cricket Club occupied an adjacent ground, however in 1885 this was acquired by the State Government as the future location of the Kew Railway Station. The Plan also shows a single oval at Xavier College. This oval was completed in 1883. The laborious task of hand-tinting these Board of Works plans was not without hazards as is evidenced by Plan No. 1593. On the Plan, the original colourist spilt black and green ink, partially obscuring some parts. The most obvious casualty is ‘Clifton’ located on the corner of Cotham Road and Park Street [now Adeney Avenue]. Included in this Plan, and outlined in pink is that part of the section that the contracting engineer was tasked with completing. This included sewering on both sides of this part of Cotham Road, but excluded properties such as ‘Glendonald’ and ‘Monnington’. This area was to undergo a series of subdivisions including the ‘Clifton Estate’, which created housing lots on Adeney Avenue and Florence Avenue in 1916. One of the large cannons located in Port Fairy in reply to the threat from foreign invaders. Originally located in the fort on Battery Hill they migrated to various destinations around the town. One of the two originally located at King George Square found its way to the gardens where it occupied several locations before resting at the car entrance to the Gardens - possibly when the Avenue of Honour was planted in Bourne Avenue. A great favorite with the kids of the town, both have now been returned to their original location where they are currently having their carriages refurbished. The Port Fairy Botanical Gardens were formed in 1856 making it one of the earliest gardens in Victoria. The first curator was James Prior, he was paid fifty-two pounds per annum. He was an outstanding curator having been apprenticed to the trade in England at the age of 12, his brother Edward in later years was the Curator of the Koroit Gardens. Prior retired in 1903. During the years of his curatorship Port Fairy was said to have the best gardens outside the city of Melbourne, he was constantly in touch with Baron Von Mueller and later Guilfoyle of the Royal Botanical Gardens of Melbourne. In the early years plants from all over the world were planted here with varying rates of success many of them sent by Baron Von Mueller. In the 1930’ and 40’s the gardens were still very beautiful, and the curator was Roy Manuell. The beautiful iron gates at the entrance were destroyed in the 1946 floods and were replaced in 1989 using some of the material from the original gates. From the 1950’s on the gardens went into a state of decline, much being taken up by the caravan park until in 1986, after a public meeting ‘Friends of the Gardens’ was founded when the entrance section was restored. This music was used by Frank Wright who had been tutored by Percy Code. Frank Wright won the Australian Open Cornet Championship using this music, and won the gold medal for the highest mark in the British Colonies. Percy Code was born in Melbourne on 03 July 1888. He started learning the violin and piano at the age of eight. Three years later his father, Edward, started tutoring him on the cornet. His first competition was in October 1902 in Ballarat's South Street Competitions. Percy Code was Musical Director of Ballarat City Brass Band from 1913 until 1921. He was Frank Wright's teacher. Code apparently lived in a large house just west of where St Peter's church (Ballarat) now stands. Percy Code toured the world as principal cornet with the 'Besses o' th' Barn Band.' He returned to Australia in 1912. Frank Wright at one stage rode his pushbike from Smeaton to Ballarat for lessons. Leaving Australia for America in March 1921 Percy Code obtained an appointment as trumpet soloist for the 70 piece San Francisco Symphony Orchestra. He returned home two years later and became bandmaster to the Prahran City Band in 1925. From 1938, as part of Australia's Sesqui Centenary celebrations, Percy Code conducted the Sydney Symphony Orchestra for the ABC orchestral concerts in Sydney Town Hall. His career with the ABC came to an end in late 1951 due to poor health. Percy Code died on 17 October 1953. Bottle - Ginger Beer, mid to late 1900's
This bottle was used in a period when "soft" drink ginger beer was "brewed" not only in homes but also in specific breweries. Most rural areas had families which produced their own ginger beer. Medium to large towns and cities had ginger beer "factories". These factories had large "on bottle" advertising who the producer was. This producer advertising was firmly infused into the bottle and not on removable labels (late 1900's on wards). Regional breweries had a strong following, similar to State beer producing breweries. The competition between breweries of ginger beer was regional and not state or international. Return of bottles was not a sign of saving the environment or becoming eco- friendly but a requirement to keep production costs low. This is highlighted by "This bottle Remains the Property", in other words return when empty. Up to the end of the second World War Australian "soft drink" demand was for local produce. The American invasion of other flavours of "soft drink" came in the 1950's. Multi -Corporations producing non alcoholic beverages at lower production costs reduced local manufacturers considerably. This however had little effect on semi isolated rural areas where home brews flourished.This bottle shows the impact that small regional towns had and still have on semi isolated rural communities(Kiewsa Valley). With better communications (radio/television/newspapers) and a better transport connections specialised breweries such as the Wangaratta Brewery had an extensive customer "hinterland" to serve. The "canny" rural population would be able to reuse this bottle for their own specific purpose. Because of the long distances between Kiewa Valley residences and the major towns available to them, the issue of adaptability of any purchases made was always closely linked to their long term usefulness.This bottle is made from thick clear glass and has a capacity of one and a half pints. It has a flat top with a wooden screw stopper (internal thread). On one side "THIS BOTTLE REMAINS THE PROPERTY OF WANGARATTA BREWERY PTY LTD" On the top rim of bottle on both sides "17". On the bottom of the base are "AGM" AND "346"ginger beer bottle, soft drink bottles, cordial bottles, wangaratta drinks -

Plan, Melbourne & Metropolitan Board of Works : Borough of Kew : Detail Plan No.1296, 1904
The Melbourne and Metropolitan Board of Works (MMBW) plans were produced from the 1890s to the 1950s. They were crucial to the design and development of Melbourne's sewerage and drainage system. The plans, at a scale of 40 feet to 1 inch (1:480), provide a detailed historical record of Melbourne streetscapes and environmental features. Each plan covers one or two street blocks (roughly six streets), showing details of buildings, including garden layouts and ownership boundaries, and features such as laneways, drains, bridges, parks, municipal boundaries and other prominent landmarks as they existed at the time each plan was produced. (Source: State Library of Victoria)This plan forms part of a large group of MMBW plans and maps that was donated to the Society by the Mr Poulter, City Engineer of the City of Kew in 1989. Within this collection, thirty-five hand-coloured plans, backed with linen, are of statewide significance as they include annotations that provide details of construction materials used in buildings in the first decade of the 20th century as well as additional information about land ownership and usage. The copies in the Public Record Office Victoria and the State Library of Victoria are monochrome versions which do not denote building materials so that the maps in this collection are invaluable and unique tools for researchers and heritage consultants. A number of the plans are not held in the collection of the State Library of Victoria so they have the additional attribute of rarity.Original survey plan, issued by the MMBW to a contractor with responsibility for constructing sewers in the area identified on the plan within the Borough of Kew. The plan was at some stage hand-coloured, possibly by the contractor, but more likely by officers working in the Engineering Department of the Borough and later Town, then City of Kew. The hand-coloured sections of buildings on the plan were used to denote masonry or brick constructions (pink), weatherboard constructions (yellow), and public buildings (grey). This area was once known as O’Shaughnessy’s Paddock. O’Shaughnessy was the licensee of the Kew Hotel. The ‘Paddock’ or farm was for many years the closest farm to Melbourne. By 1903, when this plan was surveyed and lithographed, little of the farm remained. The area is dominated by a ‘clay hole’, on the site of the current Foley Reserve. It was used by Smart’s Brickyard from the 1880s until 1911, when the Council purchased it for a rubbish dump. It is notable as the site is one of the few industrial operations to have existed in Kew. By 1903, urban development was characterised by larger houses fronting Barkers Road and brick and weatherboard villas in Foley Street. Nearer the pit, weatherboard houses predominated. Foley Street bisected the triangular block and continued right to Denmark Street. This depiction of Major George Devine Treloar (1884-1980) by artist Lis Johnson was commissioned by the George Devine Treloar Memorial Committee an initiative of Merimna Kynon of Oceania, Central Portian Pontion Association of Melbourne and Victoria Pontiaki Estiaâ and the City of Ballarat. Treloar was appointed as the League of Nations Commissioner for Refugees in Greece in 1922 where he worked to provide food, aid and comfort to what would eventually total over 100,000 refugees from the collapsing Ottoman Empire. This memorial grew from the desire of the descendants of refugees to honour his memory and his humanitarian work. Unveiled by Ballarat Mayor Councillor Samantha McIntosh on 8 September 2019 His glory lies not in the earth, but in the hearts of men (After Thucydides, 460-395 BCE) Back: Ballarat’s George Devine Treloar – Soldier and Refugee Helper Born in 1884, George Devine Treloar the son of Jane and Thomas Treloar, grew up in Ballarat attending St Patrick’s College. Treloar began his military career by joining the British Army during WWI and transferred to the elite Coldstream Guards where his bravery earnt him the Distinguished Service Order and Military Cross. Treloar was appointed as the League of Nations Commissioner for Refugees in Greece in 1922 where he worked tirelessly – with his wife and family – to provide food, aid and comfort to what would eventually total over 100,000 refugees from the collapsing Ottoman Empire. Based in the town of Komotini and then Thessaloniki, he created new villages to accommodate refugees. For his efforts Treloar would earn the praises of those he had helped. One of the new towns he had helped create was named in his honor – Thrylorion. He was awarded the Greek Gold Cross of the Order of the Redeemer in 1923. This memorial grew from the desire of the descendants of refugees assisted by Major George Devine Treloar in Greece to honor his memory. Without his help their ancestors would not have survived, making their way from across the former Ottoman Empire, from Pontus and Asia Minor to Australia. Programme, The Opening of Civic Hall, 1956
The City of Ballarat unanimously resolved to erect a Civic Hall in Mair Street in 1951. The architects, Gordon Murphy, of Melbourne, and H.L. and L.J. Coburn, of Ballarat, were commissioned in 1952. The Council constructed the foundations and footings for the building under the supervision of the former City engineer, Mr L.H. Finch, in 1953. These footings are of massed concrete. The design for the building took advantage of the cross fall of the land, providing for the Small Hall to be entered from the Doveton Street frontage through a foyer under the Main Stage, the structure is steel with brick panels, with accommodation for 1,592 persons in the Main Hall and 440 persons in the Lower Hall. The front facade faces Mair Street, set back from the building line to provide for the entrance drive-ways and kerbed gardens. Tenders were invited on a firm price basis. A young Ballarat master Builter, Walter Benbow Trahar was the successful tenderer, the contract price being 139,841 pounds. the work was commenced in 1953 and has proceeded in spite of material and labour difficulties until its completion. The following statistics are of interest:- * The foundations contained 200 cubic yards of concrete. * The constructional steel work weighs approximately 270 tons. * The reinforcing steel 47 tons. * Reinforced concrete in the structure, 1,100 cubic yards. * The approximate number of bricks in the building, 580,000. * The flooring is of selected kiln-dried hard wood and totals 40,000 lineal feet. * The dimensions of the Main Auditorium, 100ft by 86 ft, including the side promenades each 82ft by 13ft. *The Main stage, of reinforced concret with parquette finish measures 62 ft by 40ft. *The floor area of the Lower Hall is 74 ft by 38 ft, and has a stage dimensions of 40ft by 20 ft. * Each hall has independent heating and ventillating systems. Where possible the material in the building was furnished from local business houses. The public address installation, which provided for additional microphones, is on the main Stage. There is inter-communication throughout the building connecting the front office, with the bioscope box, the stages in both the large and lower halls, and the Hallkeeper's residence. Local craftsmen have completed the painting, plaster work, and the electrical installation; local produced materials being used in the construction of the buildings with the exception of the timber for the Main Floor, the roofing and the structural steel. The City of Ballarat Councillors in 1956 were Councillors N. T. Callow, F.J. Cutts, K.C. Webb, W.E. Roff, O.W. Curnow, F.T. Woodward, Allan C. Pittard, A.W. Nicholson, J.A. Chisholm, G.L. Scott, F.W. Oliver, A.D. Mason. The Town clerk was H.R. Maddern and the City Engineer was G. Murrowood. A City of Ballarat Council meeting of 25 September 2013 voted to demolish the Ballarat Civic Hall. The Council heard from nearly 50 members of the public during a marathon six-hour meeting. Councilors John Birt, Des Hudson, Amy Johnson, Josh Morris, Peter Innes, John Philips supported the motion to demolish Civic Hall. Councillors Samantha McIntosh, Vicki Coltman and Belinda Coates voted against the motion.Six page souvenir Program of citizens' entertainment on the occasion of the Opening of Ballarat Civic Hall on in August 1956. The building has been designed as an all purpose structure and I am hopeful the citizens will use it and enjoy it to its fullest extent. Your Council and its Architects have planned as broadly as possible for the benefit of all to-day and for years to come. We are proud of the work executed by a Ballaarat Master Builder whose work is a monument to the City's craftsmen. I feel I should also remind this assembly that the women of Ballaarat, back in 1951, provided funds which have been applied in the purchase of a Grand Piano and two Upright Pianos which are now installed in this building. The sincere hope of myself and your Councillors is that this Hall and its amenities will prove of immense value to the development of the cultural and artistic tastes of this community and that it will be freely used for these and many other purposes. From now on this magnificent building and its furnishings and equipment will be available to all. I strongly exhort you to use and protect it. Document - Speech, In Proud Remembrance - from a speech by Colonel A. N. Kemsley, E.D. at a weekly luncheon of Melbourne Legacy, pre 1953
A document containing a speech by Colonel A. N. Kemsley, E.D. at a weekly luncheon at Legacy sometime in the early 1950s. He presented details of the initial building of the Shrine and the changes being made to commemorate the second world war, such as the forecourt and new cenotaph and flagpoles. He mentions the upcoming Anzac Day in 1953. After the first world war there was a decision made to create a memorial. Legatees were involved in the process at various times and capacities. In particular Legatee Kemsley was vocal in idea of a structure over a utilitarian memorial (such as a hospital or a park) - see letter at 01182. These notes include the resolution that passed at the Melbourne Town Hall at a public meeting: "That this meeting of citizens confirm the launching of an appeal by the Lord Mayor to establish a National War Memorial by means of a monument and that an executive committee with the Lord Mayor as Chairman with power to add and point sub-committees be formed to carry out the project." Also that 20 sites were selected for consideration in 1921. Although the St Kilda Road site was favoured early on, by 1926 there was pressure to change to a "provision of square" and Cenotaph at the intersection of Spring and Bourke Streets. Legacy Clubs voiced their opposition to this proposal by passing a resolution "That the Melbourne Legacy Club, representative of the returned soldiers in business in this city, whilst welcoming the Anzac Square Scheme as a city improvement, cannot support it as a War Memorial scheme and affirms its support for the Shrine of Remembrance in the Domain as the only War Memorial worthy of Victoria's unparalleled efforts in the Great War." The document was in an envelope with a letter dated 30 April 1971 (01182) that also outlines the efforts Legacy (especially L/- Kemsley) went through to promote the construction of the Shrine of Remembrance over a proposed square. The envelope says 'The Origin of the Shrine of Remembrance p/p Legatees Kemsley and Joynt'. And the initial 'JMBA'?. It was in a file with other documents concerning the Shrine and it's history.A record of the events that led to the construction of the Shrine of Remembrance as noted by a Legatee at the time. Pattison Collection This item is from the ‘Pattison Collection’, a collection of books and records that was originally owned by the Warrnambool Mechanics’ Institute, which was founded in Warrnambool in 1853. By 1886 the Warrnambool Mechanics’ Institute (WMI) had grown to have a Library, Museum and Fine Arts Gallery, with a collection of “… choice productions of art and valuable specimens in almost every branch and many wonderful national curiosities are now to be seen there, including historic relics of the town and district.” It later included a School of Design. Although it was very well patronised, the lack of financial support led the WMI in 1911 to ask the City Council to take it over. In 1935 Ralph Pattison was appointed as City Librarian to establish and organise the Warrnambool Library as it was then called. When the WMI building was pulled down in 1963 a new civic building was erected on the site and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the WMI. At this time some of the items were separated and identified as the ‘Pattison Collection’, named after Ralph Pattison. Eventually, the components of the WMI were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. Later some were even distributed to other regional branches of Corangamite Regional Library and passed to and fro. It is difficult now to trace just where all of the items have ended up. The books at Flagstaff Hill Maritime Village generally display stamps and markings from Pattison as well as a variety of other institutions including the Mechanics’ Institute itself. RALPH ERIC PATTISON Ralph Eric Pattison was born in Rockhampton, Queensland, in 1891. He married Maude Swan from Warrnambool in 1920 and they set up home in Warrnambool. In 1935 Pattison accepted a position as City Librarian for the Warrnambool City Council. His huge challenge was to make a functional library within two rooms of the Mechanics’ Institute. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower areas of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. He also prepared the upper floor of the building and established the Art Gallery and later the Museum, a place to exhibit the many old relics that had been stored for years for this purpose. One of the treasures he found was a beautiful ancient clock, which he repaired, restored and enjoyed using in his office during the years of his service there. Ralph Pattison was described as “a meticulous gentleman whose punctuality, floorless courtesy and distinctive neat dress were hallmarks of his character, and ‘his’ clock controlled his daily routine and his opening and closing of the library’s large heavy doors to the minute.” Pattison took leave from 1942 to 1942 to serve in the Royal Australian Navy, Volunteer Reserve as Lieutenant. A few years later he converted one of the Museum’s rooms into a Children’s Library, stocking it with suitable books for the younger generation. This was an instant success. In the 1950’s he had the honour of being appointed to the Victorian Library Board and received more inspiration from the monthly conferences in Melbourne. He was sadly retired in 1959 after over 23 years of service, due to the fact that he had gone over the working age of council officers. However, he continued to take a very keen interest in the continual development of the Library until his death in 1969. The Pattison Collection, along with other items at Flagstaff Hill Maritime Village, was originally part of the Warrnambool Mechanics' Institute’s collection. The Warrnambool Mechanics’ Institute Collection is primarily significant in its totality, rather than for the individual objects it contains. Its contents are highly representative of the development of Mechanics' Institute libraries across Australia, particularly Victoria. A diversity of publications and themes has been amassed, and these provide clues to our understanding of the nature of and changes in the reading habits of Victorians from the 1850s to the middle of the 20th century. The collection also highlights the Warrnambool community’s commitment to the Mechanics’ Institute, reading, literacy and learning in the regions, and proves that access to knowledge was not impeded by distance. These items help to provide a more complete picture of our community’s ideals and aspirations. The Warrnambool Mechanics Institute book collection has historical and social significance for its strong association with the Mechanics Institute movement and the important role it played in the intellectual, cultural and social development of people throughout the latter part of the nineteenth century and the early twentieth century. The collection of books is a rare example of an early lending library and its significance is enhanced by the survival of an original collection of many volumes. The Warrnambool Mechanics' Institute’s publication collection is of both local and state significance. Although it was very well patronised, the lack of financial support led the WMI in 1911 to ask the City Council to take it over. In 1935 Ralph Pattison was appointed as City Librarian to establish and organise the Warrnambool Library as it was then called. When the WMI building was pulled down in 1963 a new civic building was erected on the site and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the WMI. At this time some of the items were separated and identified as the ‘Pattison Collection’, named after Ralph Pattison. Eventually, the components of the WMI were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. Later some were even distributed to other regional branches of Corangamite Regional Library and passed to and fro. It is difficult now to trace just where all of the items have ended up. The books at Flagstaff Hill Maritime Village generally display stamps and markings from Pattison as well as a variety of other institutions including the Mechanics’ Institute itself. RALPH ERIC PATTISON Ralph Eric Pattison was born in Rockhampton, Queensland, in 1891. He married Maude Swan from Warrnambool in 1920 and they set up home in Warrnambool. In 1935 Pattison accepted a position as City Librarian for the Warrnambool City Council. His huge challenge was to make a functional library within two rooms of the Mechanics’ Institute. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower areas of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. He also prepared the upper floor of the building and established the Art Gallery and later the Museum, a place to exhibit the many old relics that had been stored for years for this purpose. One of the treasures he found was a beautiful ancient clock, which he repaired, restored and enjoyed using in his office during the years of his service there. Ralph Pattison was described as “a meticulous gentleman whose punctuality, floorless courtesy and distinctive neat dress were hallmarks of his character, and ‘his’ clock controlled his daily routine and his opening and closing of the library’s large heavy doors to the minute.” Pattison took leave from 1942 to 1942 to serve in the Royal Australian Navy, Volunteer Reserve as Lieutenant. A few years later he converted one of the Museum’s rooms into a Children’s Library, stocking it with suitable books for the younger generation. This was an instant success. In the 1950’s he had the honour of being appointed to the Victorian Library Board and received more inspiration from the monthly conferences in Melbourne. He was sadly retired in 1959 after over 23 years of service, due to the fact that he had gone over the working age of council officers. However, he continued to take a very keen interest in the continual development of the Library until his death in 1969. The Pattison Collection, along with other items at Flagstaff Hill Maritime Village, was originally part of the Warrnambool Mechanics' Institute’s collection. The Warrnambool Mechanics’ Institute Collection is primarily significant in its totality, rather than for the individual objects it contains. Its contents are highly representative of the development of Mechanics' Institute libraries across Australia, particularly Victoria. A diversity of publications and themes has been amassed, and these provide clues to our understanding of the nature of and changes in the reading habits of Victorians from the 1850s to the middle of the 20th century. The collection also highlights the Warrnambool community’s commitment to the Mechanics’ Institute, reading, literacy and learning in the regions, and proves that access to knowledge was not impeded by distance. These items help to provide a more complete picture of our community’s ideals and aspirations. The Warrnambool Mechanics Institute book collection has historical and social significance for its strong association with the Mechanics Institute movement and the important role it played in the intellectual, cultural and social development of people throughout the latter part of the nineteenth century and the early twentieth century. The collection of books is a rare example of an early lending library and its significance is enhanced by the survival of an original collection of many volumes. The Warrnambool Mechanics' Institute’s publication collection is of both local and state significance.
