This certificate is one of a number held by the Warrnambool and District Historical society which relate to the occasion of Federation of Australia , January 01/1901. Some are for social functions at the time others like this are for more formal occasions. There was a strong local vote for Federation at the referendum in 1898 with district figures 957 voting for and 146 against . By 1899 the vote had increased to 1411 yes and 39 against.. The official federation celebrations were held in Sydney and Warrnambool like towns all over Australia held celebrations. The Mayor and five of Warrnambool's councillors travelled to Sydney for the celebrations. The first federal Member of Parliament for the Warrnambool district was John Chester Manifold of "Talindert," Camperdown. Some local well known people of the time who were contributed in various fields to the Federation spirit, include John Archibald, Willian Astley, Louis Bayer, Richard Kennedy, Walter Murdoch, and Con O'Mahony. This certificate has an added link to Warrnambool in that the son of Councillor W. Henry, Victor Henry, an art student had designed and illuminated the municipal Addresses presented to the Governor general and the Duke of York. This item has historical, artistic social and interpretive significance. It links the most important event of the Federation of Australia to our city. That the art work was completed by Victor Henry, a local person is a significant claim to fame for our city. It presents an opportunity for present generations to consider local aspects of the process of the Federation of our country.Framed Certificate. The district of Strathfieldsaye was proclaimed in 1861 and named a Shire on the 17th September in 1866. It remained a shire until amalgamation in 1994 when it became part of the City of Greater Bendigo. The shire was located 8 km to the south- east of Bendigo and covered an area of 601 square kilometres and extended from the Calder Highway to the Coliban and Campaspe Rivers. The A.N.A. Hall in View Street was opened in August 1894. The Sandhurst Branch was started on August 26th, 1874. In July 1874, several gentlemen met together, and when a sufficient number had given in their names and sufficient promises of support had been received, the board of directors were approached with a view to forming a branch of the association in Bendigo. On August 26, 1874, the inception took place. The building was demolished in 1971. Plaque formerly attached to the lower edge of the framed photo collage of the Building Committee of the Sandhurst Branch of the Australian Natives' Association. It lists names of men in the photos. Names printed on gold coloured paper mounted on piece of masonite, matching the position on the collage. On 30th August 1901 The Chronicle, an Adelaide newspaper, announced that J.W.Hosking was leaving Terowie to establish a business in Port Fairy. He had lived in Terowie for 25 years and had been chairman of the District Council, a member of the school board and a Justice of the Peace. He was also a keen supporter of the cricket and other sporting teams. On leaving Treowie he was presented with a Gladstone bag and an illuminated address signed by 47 residents. Hosking had a wife and daughter and it was reported that with his brother, he had bought the drapery and furnishing business of W.T.Hattam in Port Fairy. Trading as G.E.Hosking &Co., the brothers already had branches in N.S.W. South Australia and Western Australia. By 1905 J.W.Hosking was President of the Port Fairy Hospital and, although in July of that year he announced that he was resigning because of pressure of business, he was obviously persuaded to stay on. Indeed, he remained President until 1907. In September 1907, the brothers were bought out by D.E.MacLellan, late of MacLellan & Craig of Mount Gambier. So when the silver cigar/cigarette case was presented to Hosking, he was not only ceasing to be President of the Hospital but was almost certainly leaving the town. The Victorian Parliament passed Land Acts in 1860, 1862 and 1869, which offered settlers land within defined agricultural areas. Settlers paid for half of an allotment on selection at a uniform price of £1 per acre and paid rent on the other half for usually 7 years. By the end of the period, to obtain title to the land, settlers would have had to pay the balance of the purchase price and make certain improvements. This is a Memorandum of Agreement between the Registrar of the School of Mines - William Henry Barnard and the Collector of Monies for the school - James Johnston Twining. It states the length of time the monies can be held by the collector - 48 hours. It then must be paid into the Union Bank of Australia, Melbourne, to the credit of the Council of the School. The Collector was paid Five Pounds per year plus Ten Percent in every hundred pounds collected at the end of each month. Either party could terminate the agreement.
