Document - Appendix, M.B. Watson, Shire Secretary, List of Former Road Board Chairmen and Shire Presidents (1856-1966), 28 Nov 1966
Appendix to Shire Secretary’s Report, 28 November 1966 SHIRE PRESIDENTS Local Government in this part of the State could be said to have commenced with election in 1846 of three trustees for "The Parish Road, leading from the Suburban Allotments in the Parish of Jika Jika, near Melbourne, to the Village Reserve in the Parish of Nillumbik". The Upper Heidelberg and Old Eltham Road follow approximately the original line of road proclaimed in 1840. The Eltham Road District was proclaimed on 24.9.1856. A meeting of landowners and householders of the Eltham Road District was held on 14.10.1856 at the Fountain of Friendship Hotel, Little Eltham, for the purpose of forming a District Road Board. To date I have been unable to locate any record of the names of the members elected, or of the first Chairman. Further research may yield the desired information. The Shire of Eltham was constituted on 28.3.1871. The proposed Roll of Shire Presidents should, I believe, also include the Road Board Chairmen. It may also be considered fitting to recognise the Heidelberg or Nillumbik (or Warringal) Road Trust in the same way. The first Minute Book of the Board, covering the period 1856 to 1863, has apparently been missing for many years. The Shire Minute Book for the period 1878 to 1885 is also missing. The absence of these vital records makes difficult the compilation of a complete and accurate list of Chairmen and Presidents. Although an early letter book yielded the names of the Shire Presidents in 1878, 1879 and 1800. The names prior to 1863 were derived from Rate Books and Government Gazettes. The information contained in the Municipal Directories 1875 to 1885 is at variance to some extent with such Council records as are available for that period, and consequently cannot be relied upon for the years where the Presidents names have not been shown. shire of eltham archives, series listing, a. armstrong, a. beale, a. brinkkotter, a. donaldson, a.h. price, a.j. braid, c.h. bath, c.m.a. pelling (mrs.), c.t. bell, d.c. o'beirne, e.d. butler, e.h. cameron, e.j. andrew, e.p. harmer, f.e. griffith, f.v. squire, f.w. nankervis, g. love, g. robertson, h. dendy, h. hewitt, h. stooke, l.t. wilmot, j. cox, j. murray, j. barr, j. bell, j. fitch, j. herbert, j. lawrey, j. mealy, j. pape, j. ryan, j. smedley, j.b. shallard, j.l. beale, l. c. docksey, r. mcadam, r.a. bell, r.c. white, r.r. woolcott, rutter, s.s. addison, s.w. scott, t. armstrong, t. irvine, w. horris, w. hubbard, w. lorimer, w. morris, w. taylor, w.c. farrell, w.f. ford, w.g. gray, w.h. bradbury, w.j. taylor, w.v. houghton -

Letter
This letter was written to Alisdair Loch, 10 Beaconsfield Parade, Lindfield (Sydney) NSW, from Frank Townshend Esq., 3 The Square, Holywell, Wotton-under-Edge, Gloucestershire, England. Its author is a son of Eva Carmichael/Townshend, sole female survivor of the LOCH ARD shipwreck in 1878. It tells of Eva’s struggle in the sea after the LOCH ARD hit the rocks, and of her rescue by the only other survivor, young seaman Tom Pearce. It also relates her return to a privileged life in Ireland, her subsequent marriage to another member of the Anglo-Irish ascendancy, and her three sons. In some places the letter seems in historical error, which is not surprising given the dates involved and the time that elapsed between them (Eva shipwrecked 1878, Son’s birth 1887, Eva’s death 1934, Son’s letter 1962). The writer makes clear he is relying on his memory of what his mother had told him, and he is usually forthright in declaring those things he cannot remember, or remembers indistinctly. An interesting paragraph in the letter answers the contemporary newspaper speculation about a possible romance between the two survivors: “She [his mother, Eva Carmichael] received many proposals of marriage, perhaps a dozen, including one from Tom Pearce. Tom Pearce was, I think, an apprentice. She spoke of him sometimes as a ‘cabin boy’. From his photograph, he was a fine, handsome young man. The reason she declined his offer of marriage was largely the fruit of class distinction, I think; class prejudice being very strong in Ireland, in those days.” The LOCH ARD shipwreck is of State significance ― Victorian Heritage Number S417Typed copy of a letter from Frank Townshend, LOCH ARD survivor Eva Carmichael’s son in England, to Alasdair Loch, Sydney NSW. Letter
This letter is a photographed copy of a typed transcript of an original. It is dated 28 March 1962 and was written by Ian F. Sloane Esq. of Savernake Station, NSW. Sloane’s great uncle, Hugh Gibson, was the owner of Glenample Station, Vic., where Eva Carmichael stayed to recuperate from her ordeal as the only female survivor of the LOCH ARD shipwreck in 1878. The letter is in reply to an earlier inquiry for information about the LOCH ARD tragedy from Alasdair Loch, 10 Beaconsfield Parade, Lindfield NSW. Most of the letter consists of tantalising asides: about trips to Glenample in 1916 and 1917 and the digging up of an old piano at Loch Ard Gorge; the possession of his uncle’s personal account of the shipwreck and its aftermath; the existence of a painting of Eva when she was staying at the Glenample homestead in 1878; and the disputed ownership of “a very old black iron box” containing letters from relatives of the shipwreck victims (who Hugh Gibson had written to advising of their unhappy fate). Unfortunately the letter, written in haste prior to Sloane’s departure overseas, contains no substantive information. However it concludes with an interesting footnote concerning Eva’s emotional recovery at Glenample. Sloane’s postscript states: “Miss Carmichael was very well after the wreck, full of fun and laughter, until she suddenly cracked, and had a nervous breakdown…Mrs Gibson…got a young girl, the same age as Eva, as her companion[…She] proved trumps and saved Eva’s mind. They became lifelong friends. Both wrote to my aunt till they died. Miss Carmichael stayed about 6 months at Glenample I think.” The shipwreck of the LOCH ARD is of State significance ― Victorian Heritage Number S417A photographic copy of a typed letter-transcript. Book - Astronomy, Richard A. Proctor, Other Worlds Than Ours: The Plurality of Worlds Studied under the Light of Recent Scientific Researches, 1878
Richard Anthony Proctor (23 March 1837 – 12 September 1888) was an English astronomer who produced one of the earliest maps of Mars in 1867 from 27 drawings by the English observer William Rutter Dawes. He used old drawings of Mars dating back to 1666 to try to determine the sidereal day of Mars. His final estimate, in 1873, was 24h 37m 22.713s, very close to the modern value of 24h 37m 22.663s. Proctor was already a well-known populariser of science when he published this book, joining a ferocious debate about the possibility of life on other planets. The crater Proctor on Mars is named after him.Red hard covered book of 318 pages. Includes early images of planets as seen through a J. Browning Telescope. Proctor discusses Victorian discoveries about the solar system and describes what was then known about each of the planets. He evaluates the habitability of Mars, Jupiter, Mercury, Venus and Saturn in the light of his belief in the possibility of extraterrestrial life. The text includes many illustrations of the planets, a spectacular map of Mars, and theoretical views of the Milky Way. Influenced by Darwin, Proctor had a teleological view of the universe and believed that eventually the cosmos would be filled with living things. non-fictionRichard Anthony Proctor (23 March 1837 – 12 September 1888) was an English astronomer who produced one of the earliest maps of Mars in 1867 from 27 drawings by the English observer William Rutter Dawes. Bolt Cutter, 1878
Cyrus Chambers was a self-described mechanic who started out winding bobbins in his father's woollen mill and went on to invent machines that changed their industries. Cyrus Chambers came from Quaker parents the ninth of thirteen siblings, he once said a year before his death. “I believe I have succeeded because, first, I was industrious; second, because I made a study of the subject that was before me.” At age 7, Chambers went to work in his father’s mill. His job was to monitor bobbins—wooden spindles around which thread was wound and to remove and replace them as they became full. "There was no child labour law at that time," he later recalled. Chambers loved machinery and always regarded himself as a mechanic rather than an inventor. At age 16, Chambers was sent to learn dentistry with an older brother, (Edwin) who was already in the field and willing to take him on as an apprentice. Chambers was talented at working with small parts. He used his brother's dental instruments to build a miniature high-pressure steam engine of silver. It ran at 3,000 revolutions per minute and weighed less than a half-ounce. At that time it was the smallest engine that had ever been constructed. The engine was displayed at the 1876 Centennial and is now in a permanent collection at the Franklin Institute USA. Chambers major invention was the paper folding machine and came from reading that school teachers made less than the young girls who were employed to fold book pages as they came off the press. He told friends that his first efforts were to make the machine that would fold newspapers after demonstrating his device he met with Horace Greeley of the New York Tribune who advised Chambers would never invent the machine that would be able to fold his newspaper or books. In less than a year Chambers had built a full-size machine capable of folding large newspapers and books and was installed at J B Lippincott & Co folding pages for the "Comly Speller" this machine ran successfully for twenty-five years until the printing works burnt down. Chambers then went into partnership with a brother and they established the firm "Chambers, Brother & Co" at a plant in Philadelphia. It was also observed in 1910 and a fact that there was not a periodical or newspaper printed or recently published book that had not gone through one of Chambers inventions. Chambers went on to produce many mechanical inventions and improvements to existing tools and machinery most notable was his invention for the machine that would make clay bricks. This machine made forty bricks per hour and by the end of Chambers life after many improvements, it could make more than four hundred. Although there were a large number of bold cutters made of this patent at Cyrus Chamber’s foundry in Philadelphia, the item is associated with a notable American inventor of the nineteenth century. This particular patent for a bolt and rivet cutter won Chambers the prestigious Elliott Cresson Medal. This cutter is just one of the many inventions and mechanical improvements that Cyrus Chambers made during his lifetime, contributing to the ongoing development of mechanical improvements that were occurring in American industry of the time and therefore a notable addition to the Flagstaff collection.Cast iron bolt cutter with removable tempered steel cutter. Functional object - Crucible, The Patent Plumbago Crucible Company, circa 1878
This crucible was raised from the wreck of the LOCH ARD. It is one of six similar relics, in a range of sizes, now in the Flagstaff Hill collection. All bear markings to indicate their manufacture by the Morgan brothers of Battersea, trading as the Patent Plumbago Crucible Co. A crucible is a container used for purifying and melting metals so that they can be cast in a mould to a predetermined shape and use. They must withstand extremely high temperatures, abrupt cooling, and shed their contents with minimal adherence. The addition of graphite to the traditional firing clays greatly enhanced the durability of industrial crucibles in mid-Victorian Britain, a significant technological advance at a time of great activity in foundries and expansion of demand for refined metals. The Morgans first noticed the advantages of graphite crucibles at the Great Exhibition held in London in 1851. Initially they contracted to be sole selling agents for the American-made products of Joseph Dixon and Co. from New Jersey, but in 1856 they obtained that firm’s manufacturing rights and began producing their own graphite crucibles from the South London site. The Morgans imported crystalline graphite in 4-5 cwt casks from the British colony of Ceylon (now Sri Lanka) and mixed it with conventional English (Stourbridge) clays to be fired in kilns. Their products were purchased by the Royal Mints in London and India, and exported to official mints in France and Germany. They were successful exhibitors of their crucibles and furnaces at the London Exhibition held in 1861 (Class 1, Mining, quarrying, metallurgy and mineral products, Exhibit 265, Patent Plumbago Crucible Co). The range of sizes represented by the six crucibles retrieved from the LOCH ARD, suggest they may have been part of a sample shipment intended for similar promotion in the Australian colonies ― at Melbourne’s International Exhibition to be held in 1880. The summary of cargo manifest, by Don Charlwood in ‘Wrecks and Reputations’ does not mention any crucibles, implying that they were not a large consignment of uniform items. A newspaper account of an 1864 tour of the Morgan brothers’ ‘Black Potteries’ at Battersea indicates: “All the pots were numbered according to their contents, each number standing for one kilogram, or a little over two pounds; a No. 2 crucible contains two kilogrammes; a No. 3, three kilogrammes, and so on.” These numbers are obscured by marine sediment on three of the crucibles in the Flagstaff Hill collection, but those legible on the remaining three are 5, 6, and 8. None of the six are of the same size from a visual appraisal. The shipwreck of the LOCH ARD is of State significance ― Victorian Heritage Register S417A large crucible, or fluxing pot, for heating and pouring molten metal. It was recovered from the wreck of the LOCH ARD. The clay fired vessel rises from circular flat base to a larger rim with pouring lip. It is stained a rust colour and bears some sedimentary accretion. Half of its loose fitting lid with central knob has also survived. Markings on the artefact indicate it is a Morgan’s crucible, made with graphite to prevent cracking in the furnace and provide a smooth (non-adhesive) inner surface. The crucible rises in a slight curve from a smaller flat base up to a wider top with a (chipped) pouring lip. It was recovered from the wreck of the LOCH ARD. The artefact is largely accretion free despite its long period of submersion at the wreck site. It has a number of visible maker’s markings which identify the manufacturer and the smelting capacity of the pot. The graphite crucible is in fair and stable condition.
