Article - Article - Women, Ballarat School of MInes: Women of Note; Bella Guerin, Educator and Activist, (1858 - 1923)
Julia Margaret (Bella) Guerin (1858-1923), feminist, political activist and teacher, was born on 23 April 1858. Her father was a Governor of Gaols and was so at Ballarat Gaol from 1860s to 1890.- Having studied at home to pass matriculation in 1878, Bella entered Melbourne University in 1881, the same year her brother Marco began at Ballarat School of Mines to study Metallurgy and Assaying. Bella became the first woman to graduate from an Australian University when she gained her B.A. from the University of Melbourne in December 1883, becoming M.A. upon application in 1885. She taught first at Loreto Convent, Ballarat, urging higher education scholarships for Catholic girls to produce 'a band of noble thoughtful women as a powerful influence for good'; then as Lady Principal of Ballarat School of Mines University classes from 1887-1890, resigning upon marriage. Returning to teaching from financial necessity she began to frequent suffragist circles from the mid 1890s. She also became very involved within the Labor Party. She wrote speeches for Vida Golstein, a campaigner for women's rights, the right to vote and stand for elections. In recognition of her time at Ballarat School of Mines, a Hall of Residence at Federation University, Mount Helen Campus has been named after her, Bella Guerin Hall of Residence. Tunnelling tradition dictates a Tunnel Boring Machine (TBM) cannot start work until it has been given a female name, a sign of good luck for the project ahead. This dates back to the 1500s when miners and military engineers working with explosives for underground excavation, prayed to Saint Barbara for protection.The TBMs working on the two West Gate extensions are named after two very prominent women working for the rights for women. Burleigh Pottery (also known as Burgess & Leigh) is the name of a pottery manufacturer in Middleport, Stoke-on-Trent. The business specialises in traditionally shaped and patterned domestic earthenware of high quality. The business was established in 1851 at the Central Pottery in Burslem as Hulme and Booth. The pottery was taken over in 1862 by William Leigh and Frederick Rathbone Burgess, and traded from that date as Burgess & Leigh. The trademark "Burleigh", used from the 1930s, is a combination of the two names. Burgess and Leigh moved to different works, first in 1868 to the Hill Pottery in Burslem and then in 1889 to the present factory at Middleport, that at the time was regarded as a model pottery. Its scale and linear organisation was in contrast to other potteries constricted sites and haphazard layout of their working spaces. In 1887 Davenport Pottery was acquired by Burleigh primarily for its moulds. These historic moulds are still used today in the production of Burleigh ware. Leigh and Burgess died in 1889 and 1895 respectively, and were succeeded by their sons, Edmund Leigh and Richard Burgess. On Richard's death in 1912, the business passed entirely into the ownership of the Leigh family. In 1919 it became a private limited company, Burgess & Leigh Ltd. The years between the wars are often regarded as the company's "golden age", with a number of extremely talented designers and artists such as Harold Bennett, Charles Wilkes and Ernest Bailey. Perhaps the best known was Charlotte Rhead, who worked between 1926 and 1931, noted particularly for her work in tubelining. By 1939, the factory was employing over 500 people. The business took great pains, from as early as 1897, to build up a thriving export network, concentrating primarily on the Empire later becoming the Commonwealth and American markets, focusing later on Europe. After a run of financial difficulty, the company was sold in 1999 to the Dorling family, Rosemary and William Dorling, and traded as Burgess Dorling & Leigh. In 2010 it was acquired by Denby Holdings Ltd, the parent company of the Denby Pottery. A significant company producing pottery over many generations and exporting their products all over the world. This is Vol. 8 of the Moorabbin Mirror produced by CMHS members Fran & Holger Bader , Valma Sharp November 2016 The Moorabbin Mirror reflects the history and heritage of the former City of Moorabbin — derived from Mooroobin, ‘a resting place’ in the Bunurrung spoken language. In 1994, the City of Moorabbin was integrated into the Cities of Bayside, Glen Eira, Kingston and Monash. Dr.Rosalie Triolo will give a talk for members on Nov. 27th about Local School Teachers in the 1st AIF CMHS AGM Oct 30th. Victoria's narrow gauge railways were from Wangaratta to Whitfield (covering 30.5 miles/49 km) opening in 1899, Colac to Beech Forest (29 miles/46.7 km) opening in 1902 with an addition to Crowes (14.1 miles/22.7 km) opening in 1910, Upper Ferntree Gully to Gembrook (18.2 miles/29.3 km) opening in 1900, and Moe to Walhalla (26 miles/41.3 km) opening in 1910. From the outset these narrow gauge lines proved very uneconomical in operation and were plagued with continuing financial losses. The lines most difficult to work were those carrying the most business, and in particular the trains from Colac and Moe with their 1 in 30 grades and countless curves precluded having engines with large coupled driving wheels operating. Having examined the possible use of articulated locomotives to reduce operating costs on the narrow gauge lines the Victorian Railways decided upon the Beyer-Garratt type of locomotive in 1925 and an order was placed in England for two engines of the 2-6-0 plus 0-6-2 wheel arrangements. These arrived in April 1926. Assembly of the new Garratts was duly completed and steaming trials carried out at Newport, Victoria, the engines being classed as "G" and given the running numbers "41" and "42". G41 was taken to Colac where, on 5 June 1926, it was put to work on the Colac-Beech Forest-Crowes line. G42 soon followed and duly began work on the equally steep and tortuous but shorter Moe-Walhalla line. Following the closure of the Moe line in 1955 G42 was refurbished and went to Colac. G41 was overhauled, but not as thoroughly as G42, at then returned to Colac where both Garratts shared regular work on the line until its closure in 1962. From 1978 G42 continues its operation on the Upper Ferntree Gully-Gembrook line as part of the Puffing Billy Preservation Society.G42: Puffing Billy's Big Brother. Painting - Artwork, Portrait of Thomas Marks, 2001
Framed portrait of Thomas Marks who was President of the Association for the Advancement of the Blind 1900, 1935-1937. It is part of a series of paintings commissioned by the VAF Board to commemorate the work of past presidents of the organisation. Mr Marks sits at a table, wearing black tails and pants, a white pleated dinner shirt and black evening dress bow-tie. One hand rests next to a cup and saucer, the other rests on his lap. Tom Marks was educated at the Royal Victorian Institute for the Blind. He was a founding member of the Association for the Advancement of the Blind (now Vision Australia) at its establishment in 1895. He went on to serve as President of organisation in 1900 and was later appointed as a part time paid secretary – an office he occupied from 1904 to 1927. He again served as President from 1935 to 1937 during which time he celebrated his 80th birthday. As the living conditions of many blind people were deplorable at this time – they were often confined to a room or shed without any social contacts – it was realized that support for blind persons was needed to serve as a refuge for the oppressed, a home for the indigent, a rest home for the sick and a convalescent home to provide both respite care and permanent accommodation. Mr Marks had a reputiation of having good contacts and being able to use people with more knowledge than himself. An able musician, Tom Marks was often employed in the homes of wealthy families. As a result he met Mr and Mrs Grimwade who were already supporters of Vision Australia. They organized a gymkhana to raise money for the nucleus of a building fund. From this time Tom Marks was involved in the finances of the centres at Brighton, Ballarat and Bendigo, which were the ultimate result of the fund. Henry Dendy (1800-1881) is best known as the founder of Brighton. It is not well known that years later he lived far longer at Eltham than he did at Brighton. In 1840 whilst still in England, he bought eight square miles of unspecified land in the Port Phillip district. This entitled him to bring a number of other people to the colony and in 1841 he arrived in Williamstown in the York with his family and 139 others. He took up this land entitlement at what is now Brighton and most of the emigrants settled there. He encountered financial problems and lost his interest in the estate in 1844. He left Brighton in 1847. He successfully not always successfully became a brewer at Geelong, a sheep farmer at Christmas Hills and Upper Moira, a flour miller at Eltham, a sheep farmer again at Werribee and finally a copper miner at Walhalla. Dendy came to Eltham in 1856 after having spent a year in England, he purchased about 5 acres of land in two parts situated each side of Maria Street (Main Road). There was a steam flour mill on that part of the land adjoining the Diamond Creek. He became prominent in local affairs serving for a time on the Eltham District Roads Board including one term as President. Dendy’s wife Sarah died at Eltham in 1860 and also in that year he was appointed Chairman of a committee to establish a Church of England in Eltham. He donated one of his Pitt Street lots for this purpose. St Margaret’s Church was opened on this site in 1861. In 1867 Dendy sold his mill to W F Ford and moved to Werribee and then Walhalla where he remained until his death. He is buried in the Walhalla cemetery. Part of the land on which the Eltham Community Reception Centre stands was the site of Dendy’s house and Mill. Some of the old trees on the site could well have been planted in Dendy’s time. According to Lloyd's Shipping Register 1837-1839, the CHILDREN was built in 1825 at Liverpool and operated by owners Gordon & Co, of London. London registered number 123/1837. James Henty then bought her in 1837 as a three-masted barque of 254 tons, with a hull of “part pitch pine, felt sheathed” and “coppered 1837”. Launceston registered number 6/1837. In 1838 the CHILDREN, under her master Captain H. Browne, completed a successful round trip from Launceston to London (carrying wool and whale oil loaded in Portland), returning in late November of that year (carrying a general cargo including the house bricks). On the 11th January 1839, the CHILDREN sailed from Launceston for Adelaide, with 24 passengers, 14 crew, and an awkward mixed cargo, including 1500 sheep, 8 bullocks, 7 horses, and farming implements, and six whaleboats with associated whaling gear. One account states that when the CHILDREN “put out from port she was light and badly ballasted”. The vessel immediately encountered four days of hurricane force storms, eventually clearing on the early morning of the 14th to “west force 10”, but too late to take accurate measurements of the sun or stars to establish their position relative to the coast. The CHILDREN collided with a limestone stack at the entrance of Childers Cove, and the seas smashed her into pieces within half an hour. All the cargo and 16 lives were lost (including 8 children). The Henty’s contributed £150 towards a fund for the 22 survivors at a memorial service held in Launceston later that year. It was a major financial setback for the Henty’s, but one from which they recovered. In a submission to the Governor of New South Wales dated 24 March 1840, the Henty’s summarised their work over the previous six years of settlement: “Six stations have been occupied, one at Portland Bay…three at the open country about 60 miles inland called ‘Merino Downs’…They have erected two houses at Portland Bay and two others at Merino Downs”. Palliation Plus Program/Hospice Care Steering Committee
"During 1984 local community members identified a need for community based palliative care services. A steering committee formed and after much consultation in 1985 an incorporated association was formed. With strong community support the committee lobbied for and gained government funding. State funds were granted in April 1987 for two nurses and a vehicle to operate from Ballarat and District Nursing Society’s Headquarters in Armstrong St, Ballarat. During 1989 Ballarat Hospice Care was recognised as a model for palliative care services. Service development continued leading to the purchase and refurbishment of 312 Drummond St Sth, Ballarat with operations commencing in 1999 from that location." A guide to help Legatees understand their responsibilities. These handbooks are updated periodically. Also known and the Contactors Handbook. A handbook is issued to all Legatees to assist them with their work with the legacy widows; eg childrens' education, welfare, accommodation, health. A quick easy guide to services provided by Melbourne Legacy such as bursaries, medical care, financial assistance etc for Legatees use. It was reissued annually for many years prior to keeping this information electronically. Many issues are held at 00002 and 00305. Book, Leslie Arthur Schumer, Henry Dendy and his emigrants / [by] Leslie A. Schumer, 1975
Henry Dendy (1800-1881) is best known as the founder of Brighton. It is not well known that years later he lived far longer at Eltham than he did at Brighton. In 1840 whilst still in England, he bought eight square miles of unspecified land in the Port Phillip district. This entitled him to bring a number of other people to the colony and in 1841 he arrived in Williamstown in the York with his family and 139 others. He took up this land entitlement at what is now Brighton and most of the emigrants settled there. He encountered financial problems and lost his interest in the estate in 1844. He left Brighton in 1847. He successfully not always successfully became a brewer at Geelong, a sheep farmer at Christmas Hills and Upper Moira, a flour miller at Eltham, a sheep farmer again at Werribee and finally a copper miner at Walhalla. Dendy came to Eltham in 1856 after having spent a year in England, he purchased about 5 acres of land in two parts situated each side of Maria Street (Main Road). There was a steam flour mill on that part of the land adjoining the Diamond Creek. He became prominent in local affairs serving for a time on the Eltham District Roads Board including one term as President. Dendy’s wife Sarah died at Eltham in 1860 and also in that year he was appointed Chairman of a committee to establish a Church of England in Eltham. He donated one of his Pitt Street lots for this purpose. St Margaret’s Church was opened on this site in 1861. In 1867 Dendy sold his mill to W F Ford and moved to Werribee and then Walhalla where he remained until his death. He is buried in the Walhalla cemetery. Part of the land on which the Eltham Community Reception Centre stands was the site of Dendy’s house and Mill. Some of the old trees on the site could well have been planted in Dendy’s time. Memorial Windows: William & Sarah BATEMAN, 1869
William Bateman Snr was born to parents Daniel Bateman and Patience Wilkinson in Bradford, Yorkshire, England in approx. 1794. He married Sarah Smith on 20th November 1815 in Bradford, Yorkshire, England. They had four children – Patience (Born abt 1817), Daniel (born abt 1819) William (born abt 1831) & James (born abt 1837)all born in England. William Snr and Sarah Bateman and two sons – William and James - arrived in Australia in approx 1853. They brought with them considerable capital/stock and bought into a business in Warrnambool in William Jnr’s name. Bateman & Co rapidly became the largst mercantile business in the area and did rather extensive business with the Banks of Victoria and Australiasia. It is thought that William Snr assisted in the business to some extent, expecially financially. His other son Daniel (who remained in England) is also thought to have had a financial interest in the business as a dormant partner. The business was so prominent, Bateman & Co issued round copper tokens as a Trade Token - value one penny. These were inscribed with the Business name and were limited in their use to the business. In Sept 1856 the business was transferred to a Mr. Thos W. Sellars (nephew of William Bateman Jnr) and shortly afterwards the store closed with an order for the sequestration of the insolvents estate, but was not made absolute until December 1856 when the Insolvency court ruled for the “compulsory sequestration” of the business due to fraudulent activities within the business. But in the meantime in early November fire completely destroyed the business which left only the insurance payouts. Both William Bateman Snr and William Bateman Jnr are listed on the Pioneers’ Honour Board in the foyer of the Warrnambool Library. It is reported William Bateman Jnr was a trustee of Christ Church, was a City Councillor, and was involved in many other community organisations. He also subscribed towards the cost of building a permanent Church which was opened in 1856. William Bateman Snr died in Warrnambool on 30/03/1868 and his wife Sarah died in August 1868. William Bateman Jnr presented to Christ Church, stained glass windows in memory of his parents William & Sarah Bateman. William Bateman Jnr died in June 1913. Four stained glass windows, three lancet and one circular. The theme of the lancet windows depicts the three occasions when the apostles Peter, James and John were Jesus' sole attendants: The raising of Jairus' daughter. On the Mount of Transfiguration. In the Garden of Gethsemane. The circular window in the gable of the wall represents "The Enthroned Christ". -

The minutes book of the Warrnambool Woollen Mill are an important record of the beginnings of one of Warrnambool's major industries for close to one hundred years. They record the struggle in the early days of 1909 and 1910 to raise the capital. Also mentioned is the support which had been given by local people of small means who were prepared to back the enterprise while those with financial means had been rather more reserved. Apart from a Mr Vidler all the initial directors were initially working in an honorary capacity. They lamented the fact that local banks held half a million pounds on fixed interest so there was no shortage of money. The first directors were appointed in March 1909 : Jas. Worland, W H Philpott, G S Mackay, E H Price, S McDonald, J C Beeching, W Rogers ,J Marfell, J Deany, Jas Duirs, Jas. Ponting, H Jessen, S Nettleton, J Blain, J Gooden, Drs. Holmes, Henderson and Powell. Mr J E Bennett was secured as first manager of the mill in 1910 Over the ten year period of this book there is much discussion on possible returns and share prices as well as decisions relating to the operation of and production from the mill. Within four years they were using more yarn than they were producing. Electricity was connected around 1914 and by 1915 shareholders were receiving eight percent return on their investment and were also contributing to the first world War effort by supplying blankets. Assets continued to accumulate and building was also continued with sandstone being quarried from the site and rain water tanks and asphalt floors installed, all contributing to savings. By 1917 The Warrnambool Woollen Mill was considered to be one of the states best investments and it continued to prosper through the years. The second minutes book likewise records similar events and circumstances for the period 1933-1945. This like wise is an interesting period, covering the period of the second World War. In 1955 the Warrnambool Woollen Mill formed a partnership with the Wangaratta Woollen Mills. Dunlop bought the mill in 1968. From that time until its closure in 2000 it had a number of different owners, the last being the Smith Family Industries. These minutes books hold an important information regarding the establishment and early operation of one of Warrnambool's major industries. The mill itself has strong connection to the Warrnambool community and many of the names mentioned as directors and shareholders have held positions within the community as businessmen and city officials. These minutes add another dimension to their contribution to Warrnambool..1Navy blue hard card cover with cloth spine. The monument with time capsule was established by the Shire of Eltham Historical Society to commemorate Victoria’s 150th anniversary and mark the former location of the Eltham Town Centre, which existed along this section of Main Road, then known as Maria Street. The unveiling was conducted 10 November 1985 by Cr. Mary Grant (Shire President). The monument was constructed with a concrete base and the main feature is an old tyring plate or disc. The Time Capsule Ceremony involved lowering the sealed time capsule into place, bolting down its container lid and then concreting over the lid. The capsule contains items relating to present day (1985) Eltham and its people including a video film made by Joh Ebeli and also details of families and organizations who have contributed to construction of the monument. It is to be opened in the year 2035. The Society received an excellent response from local people, firms and organizations by way of assistance with this project. Graham Beyer, who originated the project, arranged many of the donations. He and his firm, Package Handling Equipment, donated the time capsule itself and carried out fabrication of sections of the monument. The design of the monument was adapted by Graham Beyer from drawings by Joh Ebeli. Charmac Industries donated the container for the time capsule and a cast gun metal name plate for the monument. BMG Concrete donated concrete for the base which was constructed by Caridi Construction Company. Northbourne Garden Supplies donated materials for the paving around the monument. Robert Becker from Eltham Apex directed construction of the paving by Society members. Terry Hutchinson donated the use of his crane to lift the tyring disc into place. Financial contributions were also made by the Eltham Chamber of Commerce and the Rotary Club of Eltham. In 1987 in commemoration of the Society’s 20th Anniversary, Joh Ebeli suggested the commissioning of a plaque to be added which explains the functions of the various items used in the Society’s Victorian 150th Anniversary Monument and this was unveiled by its designer, Joh Ebeli, on October 10, 1987. Circa 2010-2012 the monument was damaged through vandalism. The mounts for the ring had been broken. Samuel Maunder (1785–1849) was an English writer and composer of many works. this new edition was printed after his death. The work consists of notices of the Lives of Eminent Persons of all ages and nations from the earliest period to the present times. The book is part of Flagstaff Hill's ‘Pattison Collection’, a collection of books and records that was originally owned by the Warrnambool Mechanics’ Institute, which was founded in Warrnambool in 1853. By 1886 the Warrnambool Mechanics’ Institute (WMI) had grown to have a Library, Museum and Fine Arts Gallery, with a collection of “… choice productions of art, and valuable specimens in almost every branch and many wonderful national curiosities are now to be seen there, including historic relics of the town and district.” It later included a School of Design. Although it was very well patronised, the lack of financial support led the WMI in 1911 to ask the City Council to take it over. In 1935 Ralph Pattison was appointed as City Librarian to establish and organise the Warrnambool Library as it was then called. When the WMI building was pulled down in 1963 a new civic building was erected on the site and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the WMI. At this time some of the items were separated and identified as the ‘Pattison Collection’, named after Ralph Pattison. Eventually the components of the WMI were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. Later some were even distributed to other regional branches of Corangamite Regional Library and passed to and fro. It is difficult now to trace just where all of the items have ended up. The books at Flagstaff Hill Maritime Village generally display stamps and markings from Pattison as well as a variety of other institutions including the Mechanics’ Institute itself. The publisher firm, Longmans, Green & Co, was originally founded in 1724 in London by Thomas Longman under the name Longman. In August of that year, he bought the two shops and goods of William Taylor and set up his publishing house there at 39 Paternoster Row. The shops were called Black Swan and Ship, and it is said that the 'ship' sign was the inspiration for Longman's Logo. After many changes of name and management, the firm was incorporated in 1926 as Longmans, Green & Co. Pty Ltd. The firm was acquired by Pearson in 1968 and was known as Pearson Longman or Pearson PLC. The book has additional importance for its connection to the Pattison Collection, which, along with other items at Flagstaff Hill Maritime Village, was originally part of the Warrnambool Mechanics' Institutes’ Collection. The Warrnambool Mechanics’ Institute book collection has historical and social significance for its strong association with the Mechanics Institute movement and its important role in people's intellectual, cultural and social development throughout the latter part of the nineteenth century and the early twentieth century. The collection of books is a rare example of an early lending library and its significance is enhanced by the survival of an original collection of many volumes. Financial record - Bank Transaction Book, Commercial Banking Company of Sydney Limited, before 1931
The financial account book was used by the Warrnambool Harbour Board for its Emergency Account. It records transactions made with The Warrnambool branch of the Commercial Banking Company of Sydney Limited during the year 1931. The Secretary of the Warrnambool Harbour Board would have used this book in 1931. James Menzies, Pilot arid Harbour Master from 1929, was appointed as Acting Secretary for the Board in 1932 and held this office until the Board ceased in 1936. Warrnambool’s CBC Manager during this time was L E Whitney; he was Manager from 1924 to 1939. The Commercial Banking Company of Sydney Limited opened in 1893. On January 1, 1927 the CBC amalgamated with the Bank of Victoria. In 1981 the CBC merged with the National Bank of Australasia Limited and on January 1, 1983 the bank started using the abbreviated name of the National Australia Bank (NAB). Warrnambool Harbour Board- The Warrnambool Harbour Board was constituted by Order of Council on May 29, 1928, under the Harbour Board’s Act of 1927, taking over from the Ports and Harbours Branch of the Public Works Department of Victoria. The Board was then the only body with power to manage and control the whole Port, including shipping, facilities upkeep and improvements of the port. The work it carried out involved dredging, building of port facilities and drafting of port regulations, and collecting taxes, tolls, rates and charges. The Board was officially dissolved on June 30, 1936, at which time the Public Works Department again had control. The Warrnambool Harbour Board had rented out the Lighthouse Keeper’s Quarters from the 1920s until 1936, when the Board closed down. However, rentals continued with other currently unknown landlords until Flagstaff Hill Maritime Village opened in 1975 and began renovating the Cottage, in stages. Negretti and Zambra 1850-1980s were optical instrument makers and mathematical instrument makers based in London, England. The firm of Negretti and Zambra was established in 1850 by Henry Negretti and Joseph Zambra who had formed a partnership. Their skill was immediately apparent when exhibiting at the 1851 Great Exhibition at Hyde Park, they were the only English instrument makers to receive a prize medal for meteorological instruments, resulting in their appointment as instrument makers to the queen, Greenwich observatory, and the British Meteorological Society. In 1853, when the Crystal Palace was re-erected in Sydenham, Negretti and Zambra became the official photographers of the Crystal Palace Company, which allowed them to photograph the interior and grounds of the new building. The firm made use of this access to produce a number of stereographs. Between 1855 and 1857 Negretti and Zambra commissioned photographer Pierre Rossier to travel to China to document the Second Opium War. Although Rossier subsequently was unable to accompany to Anglo-French forces in that campaign, he nevertheless produced a number of stereographs and other photographs of China, Japan, the Philippines and Siam (now Thailand), which Negretti and Zambra published and that represented the first commercial photographs of those countries. In 1856 Negretti and Zambra sponsored a photographic expedition to Egypt, Nubia and Ethiopia conducted by Francis Firth. In 1864 Negretti and Zambra (themselves) photographed Shakespeare's House at Stratford on Avon. A sepia photograph was then pasted onto card 4" × 2.5". This was then presented to visitors to the Crystal Palace to enable them to compare it with the model erected by Mr E. T. Parr in the Centre Transept. The card itself is headed "Crystal Palace April 23rd 1864." That year they also published a book, titled A Treatise on Meteorological Instruments, (which was reprinted in 1995). Throughout World War One Negretti and Zambra were entirely engaged in the production of various instruments for the Ministry of Munitions. They developed many instruments for the Air Ministry including a mercury-in-steel distance thermometer for taking the oil and air temperatures in aircraft which was patented in 1920. In 1946 the company went private and in 1948 the company was made public, and by 1950 Negretti and Zambra had 821 employees in Britain. In order to increase production and to safeguard future development in 1964, they purchased a modern factory at Aylesbury for all their production. In 1981 Negretti and Zambra were taken over by a group of financial institutions in the form of Western Scientific Instruments and in 1985 the company was acquired by Meggitt Holdings.The subject compass is just one type of the many marine and scientific, optical items this company produced over it’s life time. A leaflet from the annual meeting of the ILC in 1942. The evening was for the presentation of the annual report and financial statement plus the installation of office bearers. It was held at the club rooms at 55 Market St, Melbourne. The menu included 'Musso (spaghetti) on toast / Sausages and garden salad / Peaches, jelly and ice cream / Coffee.' It includes a comic drawing of members and humorous characterisation of the members. Background: The ILC was formed in 1929. The idea of the club sprang from those boys who had outgrown the Junior Legacy Club. In the early days it fielded a lacrosse team and it was this that mainly held the members together. Enthusiasm wained after a few years as it lacked a solid objective. The answer came from one of its members and in 1938 they founded the Don Esses Club. This was a club for the children of incapacitated ex-servicemen which met every Thursday night at 7.30 run by the ILC members. The name came from the signallers' code Disabled Servicemen's Sons. During the second world war 80% of the members of the ILC enlisted in the services. Leaving only 8 members that could not join due to ill health or reserved occupations. They continued the Don Esses and whatever aid they could to Legacy. ILC members had always helped Legacy where possible including being camp leaders or camp staff, with the annual demonstrations, and coffee stalls at the ANZAC dawn service. Post second world war some ILC members were nominated into Legacy, others drifted away in civil occupations. It was found difficult to recruit new blood into the ILC and eventually membership waned when the boys from the Don Esses clubs found other youth activities to join. The ILC ceased to meet regularly in the mid fifties. However a strong comradeship still existed between members and they would meet in one anothers homes. Members were always ready to help the senior Legacy Club in any way in their power and still helped at Christmas parties and summer camps. ILC was a service rendering organisation and was self governing. Non-sectarian and non-political, the members were ex-junior legatees over 18 years of age. After serving in World War 2 members were eligible to become members of Legacy. Was in a folder of material collated about the ILC by an early archive committee. Book, hard cover, 12 sections, sewn with end papers, 210 pages, titled "Destination unknown", written by Agatha Christie, published by The Crime Club, 1954. Has the stamp of the Footscray Tramway Library, asking it to be returned within 14 days inside the front cover and in many places throughout the book, along with Number "606" on the inside front cover and on the spine of the book. The book was part of a library run by the depot staff to provide materials during broken shifts and to take home. The task, which she accepts, is to impersonate the wife of Thomas Betterton, a nuclear scientist who has disappeared and may have defected to the Soviet Union. Soon she finds herself in a group of oddly-assorted travellers being transported to the unknown destination of the title. The destination turns out to be a secret scientific research facility disguised as a modern leper colony and medical research center at a remote location in the Atlas Mountains. The scientists are well-treated, but they are not allowed to leave the facility, and they are locked in secret areas deep inside the mountain whenever government officials and other outsiders visit. Hilary Craven successfully passes herself as Betterton's wife Olive, because he is miserable and wants desperately to escape. Hilary discovers that the facility was built by the fabulously wealthy and somewhat villainous Mr Aristides, for financial rather than political ends. He has lured the world's best young scientists to it with various deceptions so that he can later sell their services back to the world's governments and corporations for a huge profit. She falls in love with Andrew Peters, a handsome young American who was in the group with her on their journey to the facility. With the help of clues she has left along the way, Jessop eventually locates and rescues her and the others held there. Peters turns out also to be on a mission, intent on bringing Betterton to justice for the murder of his first wife. Betterton, revealed to also be a scientific fraud who plagiarized his work, is arrested. On 15 December 1994 the former Shire of Eltham ceased to exist following the Liberal Kennett Government local council amalgamations. A new Nillumbik Shire Council was established with unelected commissioners appointed. That Council sold the former Eltham Shire Council Offices and land at 89S Main Road Eltham to Dallas Price Homes Pty. Ltd. the sale being conditional upon the granting of a planning permit for a petrol station/convenience store, fast food and video outlet. The sale was conditional that if the permit was not granted by 30 August. 1997, the contract could be avoided by either the purchaser or the vendor. The proposed development consisted of a petrol station with undercover fuelling facilities, convenience shopping, a drive through service facility for fast food, an 80 seat cafe, automated banking, a children's play area and retail space. In addition, the proposal included a 200 square metre community facility for Council use, provision of on site carparking over 2 levels for 83 vehicles, and advertising signage. An Advisory Committee consisting of Dimitry Reed and Margaret Pitt was appointed under Section 151 of the Planning and Environment Act 1987 to hear submissions on the proposal to develop the land at 895 Main Road Eltham, the site of the former Eltham Shire Offices. In September 1996, two applications were made by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Ply Ltd, to Nillumbik Shire Council. After extensive notification, the Council received 213 objections and a petition of over 1400 signatures. On October 9, 1996, Nillumbik Shire Council issued Notices of Decision to Grant Permit on Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, cafe/takeaway food premises, a retail facility and a community facility, with associated advertising signs. Objectors to the proposals lodged Planning Appeals number 96/40724 and 96/40812 with the Administrative Appeals Tribunal on November 1, 1996. The grounds of appeal can be summarised as: inappropriate development, insufficient carparking, traffic and access issues, unsatisfactory design, inadequate permit conditions, the proposal being out of character with the area. and being contrary to the purpose and orderly development of the Eltham Town Centre, excessive noise, lack of consultation and unsuitable signage. On November 13, 1996, the Minister for Planning and Local Government directed the Registrar of the Administrative Appeals Tribunal. under Section 41 (1) (a) of the Planning Act 1980, to refer the Appeals to the Governor in Council for determination without a hearing or recommendation by the Tribunal. The Minister for Planning and Local Government called in the Appeals as he considered that they raised major issues of policy relating to the facilitation of development in accordance with the objectives set out in Section 4 of the Planning and Environment Act 1987, and that determination of the Appeals could have a substantial effect on the achievement of these planning objectives. The Minister required the Advisory Committee to consider the planning merits of the proposed use and development, and to address the issues raised in the objections. The Advisory Committee was required to produce a report providing: • The Committee's response to the matters detailed; • Relevant supporting information for the Advisory Committee's recommendation; and • A description of the proceedings conducted by the Advisory Committee and a list of those consulted or heard by the Committee. In March 1997, elections were held in the Shire of Nillumbik and the view of the new Council to this proposal differed from the view held by the earlier Council Hence the Submission made to the Committee by the Shire was against the decision by the Shire of Nillumbik to issue the Notices of Decision to Grant a Permit. The Recommendations of the Advisory Committee were: i. The cafe and take away food premises are as of right uses and are therefore allowable, but that shop and petrol station are unacceptable uses. A community facility is a discretionary use and is acceptable. ii. A development of the type and scale proposed is totally inappropriate for this land and that the Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, café/takeaway food premises, a retail facility and a community facility, with associated advertising signs, be refused. iii. The land should be rezoned for public purposes and should remain in the community's ownership for community use. Following this, the Minister for Planning and Local Government, the Hon. Robert Maclellan, appointed Mr. Paul Jerome as an Advisory Committee under section 151 of the Planning and Environment Act 1987 to consider a Convenience Centre and an alternative proposal by Iha Shire of Nillumbik being the Eltham Gateway Community Precinct Concept Plan for the site of the former Shire of Eltham municipal offices at 895 Main Road, Eltham. In summary, the terms of reference for the Advisory Committee required it to: • consider the merits of the Council proposal • examine the merits of both proposals in terms of net community benefit • address the report of the previous Advisory Committee on the Convenience Centre proposal The Advisory Committee inspected the site and considered all the material before It including submissions made by all parties to the previous Advisory Committee and correspondence received by the Department of Infrastructure both before and after that Committee submltted its report. The Advisory Committee also held discussions with the following people: • Cr. Robert Marshall • Cr. Margaret Jennings • Cr. Lex de Man • Mr. Dallas Howgate of Dallas Price Properties, also Dallas Price Homes • Mr. Barry Rochford, CEO, Shire of Nillumbik • Ms. Yvonne Rust, Planning Officer, Shire of Nillumbik • Mr. Gregory Burgess, Architect of the Eltham Library and of Council’s Community Precinct Concept Plan • Mr. Jim Connor representing Mrs Thelma Barkway of the Eltham Senior Citizens Club Having considered all the material before it, the Committee arrived at two basic conclusions. First, the DPP proposal should be rejected because, on its merits, It does not sufficiently satisfy the requirements of the planning scheme which is a statutory document. The planning scheme requires that, before making a decision on the permit applications for the DPP proposal, a range of matters must be considered. It follows that consideration of these matters should Influence the decision. These matters include local policies relating to character and amenity. In particular, these policies seek • to conserve and enhance the bushland/country atmosphere, artistic heritage and strong sense of community of the Eltham Town Centre by ensuring that the design and height of any new development is sympathetic to existing buildings • to achieve a pleasing physical environment within the Eltham Town Centre by encouraging a high standard of architecture and urban design • to encourage Improvement to pedestrian amenity through such facilities as open and shattered rest areas and meeting places, crossing facilities, pedestrian arcades, pedestrian links to car parks and pedestrian weather protection • to reduce conflict between vehicular traffic and pedestrian flows, and • to encourage pedestrian thoroughfares It is submitted, as set out In the main body of this report, that the DPP proposal fails substantially to meet these policies and In so doing does not merit the exercise of discretion In Its favour with the Issuing of a permit. This finding is not offset by the investment and employment attributes of the proposal. They do not override the need to comply with the planning scheme. Second, the Council proposal, on Its own merits, substantially meets all statutory requirements applicable to this site with a possible reservation about car parking and traffic management which need further definition and assessment as the concept is refined. The Council proposal, however, has a serious weakness in that Its financial viability has not been adequately tested. The Committee refers to 'financial' rather than 'commercial' viability in recognition that Council owns the land and may enter into a range of agreements and partnerships to realise its concept some of which may be truly commercial and some of which may involve an element of subsidy arising from Council's involvement as a public body acting on behalf of its community. Johann August (John) Kruse was instrumental in the development of the pharmaceutical industry and pharmacy training in Victoria. He was a driving force behind the creation of the Pharmaceutical Society of Victoria and was appointed a founding member of the Society's inaugural council in 1857. He manufactured many pharmaceuticals and health products such as mineral waters and 'Kruse's Fluid Magnesia' (1863) which is still in use today. He later went on to produce insecticides and dynamite, then established his own analytical chemistry service. In 1878 Kruse established Victoria's first pharmacy training facility - the Melbourne School of Pharmacy. There pharmacy apprentices were taught chemistry, botany, materia medica and Latin, while country students could study by correspondence. The School was endorsed and monitored by the Pharmacy Board of Victoria to which Kruse was appointed in 1880. Kruse's pharmacy school was the forerunner of the Victorian College of Pharmacy, Monash University, which remains Victoria's only pharmacy training institute. In 1853, shortly after qualifying as pharmacist at the University of Göttingen, Johann August (John) Kruse, moved to London. The medical practitioner Dr S. Weil sent Kruse to Victoria, Australia to manage a new pharmacy and tobacconist's shop which he was having built at 136 Bridge Rd in Richmond. In 1856 Kruse opened a second pharmacy 'John Kruse and Company Chemists and Druggists' at 207 Bourke Street. 1857 the Richmond shop was destroyed by fire, so all pharmaceutical production was moved to the Bourke St premises and later to his new location at 184 Bourke St.. Kruse was forced to sell his business in 1868 to Felton Grimwade and Company and work for them as manager of their chemical works. By the early 1870s he had regained financial independence so left the company to establish his own businesses again. He opened up a pharmacy at 31 Swanston St and in c1874 leased Victoria's premier natural springs, Clifton Springs, on the northern side of the Bellarine Peninsula, where he established a bottling plant. Suspensions of magnesium hydroxide in water, often called Milk of Magnesia, are used as an antacid to neutralize stomach acid, and as a laxative. In 1878 Kruse established Victoria's first pharmacy training facility - the Melbourne School of Pharmacy, the forerunner of the Victorian College of Pharmacy, Monash University, which remains Victoria's only pharmacy training institute.
