Ballarat Shool of Mines played an important role in training returned World War One servicemen via the Repatriation Vocational Training Scheme. Operating from 1917 to 1922, this scheme offered trades-based training to a large number of returned soldiers, depending on aptitude and level of disability. Many returned soldiers were unprepared for the workforce after demobilisation because of war injuries, or lost study opportunity during the years of their service. The Scheme was designed to give ex-servicemen the skills to find jobs, boost post-war economic recovery and add to social cohesion. It operated from 1917 to 1922. The undermentioned gentlemen were appointed as a sub-committee to receive such application and will be very pleased to interview any soldiers whom you would recommend as trainees. On 29 February 1892 'The Argus' reported on the first Annual Meeting of the Clunes School of Mines. "The annual meeting of the council of the Clunes School of Mines was held last evening at the town-hall. In place of members of the council retiring by effluxion of time the following were elected: — Rev. Elder Gray, Messrs. John Beveridge, R. Nichol, J. Bryant, W. T. Pitcher, J. H. Daley, and T. Gilbert. The first annual report, showing remarkable progress, was received and adopted. The following officers were elected for the ensuing year: — Rev. E. Grey, president; Rev. Father John Barrett and Dr. Gordon, vice- presidents; Mr. Joseph Bryant, hon. director; Mr. W. Y. Witherden, hon. treasurer, Mr. H. E. Sando retained the office of secretary, and the officers for the time being were appointed trustees." Great satisfaction was expressed with the success of the school, and the progress and extent of the classes. It was referred to a sub committee to make arrangements for allowing the free inclusion, in certain classes, of a limited number of boys and girls of 14 and upward, who on examination qualified themselves for the privilege. An offer by an anonymous resident to pay the fees for four miners for admission to any class in the school was announced by the president, and received with thanks.Two photographs showing the exterior of a weatherboard building known as the former Ballarat School of Mines Clunes campus. The Ballarat School of Mines was Australia's first school of mines. This crest was presented to Steven Mendelson in recognistion of his time as Secretary to the Ballarat School of Mines Council. Peter Rodden Shiells, B. Com., T.P.T.C., M.A.C.E. Peter Shiells was born on 22 November 1936, at Geelong. He began teaching in the technical field at Watsonia in 1958. He was later Head of Department at Macleod Technical School and Corio Technical School. Peter Shiells was appointed head of the Humanities department at the Ballarat North Technical School in 1970-1973, and was Vice-Principal in charge of the Ballarat Technical School 1974-1976. He was the Ballarat School of Mines Deputy Principal from 26 Sept 1977 to 02 May 1982, and was appointed Principal on 03 May 1982. Peter Shiells was a member of the Ballarat Regional Association for Continuing Education, and the Ballarat-Horsham Regional Council of Technical Education of which he was secretary in 1974. In 1978 he was a member of Mt Clear Technical – High school Council Peter Shiells retired on 30 April 1993 after 19 years distinguished service at the Ballarat School of Mines. More than 150 staff attended his farewell afternoon tea. He died in 2002. James Redmond Gilbert (sr) was born in 1837 at Hamilton, Ontario, Canada. He married Ellen Spouse. He , James Gilbert died on 26 July 1900 at Melbourne, and is buried at Boroondara Cemetery (Kew). J.R Gilbert lived at Running Creek (later Havilah) for some time, and during that time was employed in one of the bigger mines in the district. Kenneth Joynson Flecknoe joined the Ballarat School of Mines Council in 1979 becoming its 11th President in 1981. He joined the Ballarat Courier newspaper in 1953 as company secretary, becoming General Manager in 1966. Flecknoe joined the board of directors in 1968 and was managing director from 1969 until his retirement in 1987. Flecknoe was chairman of the Ballarat Broadcasters Pty Ltd (3BA), of the gateway Publishing Company which published newspapers in Ararat and Stawell and of the Ballarat Publishing Company which published Ballarat News, and was formerly deputy chairman of associated Broadcasting Services Ltd (BTV6 Ballarat and GMV Shepparton). He was also Chairman of the advisory board of Ballarat's St John of God Hospital. Flecknoe's contribution to the Royal South Street Society, of which he was a past president, and a committee member since 1961, was rewarded with life membership. He was also a life member of the Ballarat Historical Park Association (Sovereign Hill). Francis Gordon Davis was born in Ballarat on 09 August 1899. He is the only former student of the Ballarat Junior Technical School who was killed on service during World War One. Davis enlisted into the Australian Flying Corps, Laverton, on 12 April 1918 at which time he was 18 and 8 months and served as a second class Air Mechanic. His service number was 3310. He died accidentally from shock resulting from an accident resulting from skidding a Leyland Motor Lorry at Leighterton, Tetbury, Gloucester, England on 28 January 1919 and is buried in Grave 6 in the Soldiers Corner of the Leighterton Cemetery. Francis Davis was accorded a full military funeral, firing party, bugler and pallbearers. The coffin was draped in the Union Jack and surmounted in several beautiful wreathes sent from his brother 2/A.M. E.H. Davis (A.F.C Leighterton), officer of the A.F.C. Leighterton, Gloucester, Cadets of A.F.C. and many other personal friends of the deceased. The "Last Post" was sounded at the graveside, and the Rev. Major K.D. Norman C. of E. A.I.F. officiated. The grave was to be turfed and an oak cross erected by the A.I.F. London. Administrative Headquarters A.I.F. London were represented at the funeral. (http://bih/index.php/Francis_G._Davis) In June 1922 Alfred Davis, the father of Francis Davis, planted a tree in the grounds of the Ballarat Junior Technical School in honour of hos son. It was the first tree of six planted in the grounds of the Ballarat School of Mines on Arbor Day 1922. Speaking of the planting of the tree by Mr Davis the Chief Secretary (Mr M. Baird M.L.A.), said he trusted the memory would ever remain green at the school. Had he and others not given their lives nothing that we could have done to-day could have retrieved the time. Australians had indeed done splendidly, but they should take a wider outlook than Australia, and reading the history of the Genoa Conference he had been struck by what had been done ... We should honor such men as he in whose memory that tree was planted, and the schools that sent them out to fight for us. He hoped the empire would always be able to produce such men, so that the Empire would always be able to lead the World's struggle for the benefit of humanity. Establishment and Functions Prior to 1860, the Chief Secretary's Department had been responsible for the administration of the gold fields and associated mining activities. In November 1860 a Commissioner of Mines was appointed and a Department was established under his administration. For the period November 1861 to June 1863, the Postmaster General was responsible for the Mining Department. A Minister of Mines was again appointed in 1863. Responsibilities of the Department of Mines were: 1. Regulation of mining and related public works activities through the issue of miners rights, business and residence licences, mining leases, mineral and other prospecting licences 2. Superintendence of the activities of mining surveyors, registrars, wardens and Mining Boards. 3. Investigation of the state's geological structure, mineral wealth and underground water resources 4. Development of the mining industry 5. Supervision of the safe working of mines, machinery and quarries including checking the credential of mine managers, inspectors and operators 6. Regulation of the disposal of sludge and other waste products 7. Administration of the Victorian Mining Accident Relief Fund. Arising from its initial responsibility for the supply of water on the gold fields, the Department became responsible for rural water supply from the mid 1860s. Statutory responsibility for rural water works during this period rested with the Board of Land and Works. In 1865 the Waterworks Act gave the Board power to construct waterworks, purchase land, levy charges and lease or sell works, while the Public Loans Act 1865 empowered it to provide loans to local water trusts for waterworks. The actual administration of these statutory provisions was undertaken by the Victorian Water Supply Department which operated from 1865 to 1889 as a sub-department of the Department of Mines, from 1889 as a department in its own right, and from 1895 to 1909 as a sub-department of the Department of Mines and Water Supply. For a brief period from 1891 to 1893 the Department of Mines was also responsible for forests and, until 1880, for the Schools of Mines subsequently transferred to the Education Department. In 1895 the Department of Mines and the Victorian Water Supply Department were amalgamated to form the Department of Mines and Water Supply.
