William 'Bill' Leo Larkin (b. 19.09.1898) was born in Hawthorn (Vic). [His World War I enlistment papers give details of the Hawthorn birthdate, as well as Ballarat, but his birth records state his birth as Hawthorn). After leaving St Patrick's College in Ballarat in 1917, he enlisted in the army serving in England and France. At the time of his enlistment in the army in the Second World War (17 April 1940), he was recorded as living in Kew. His service number was VX11459. The Sands & McDougall Directory of 1938 gives his address as 31 Fernhurst Grove. In the army he served in the Middle East and in New Guinea. He was to attain the rank of Lieutenant Colonel in 1942. He was made an Officer of the Order of the British Empire (O.B.E) in 1946. Enlistment Presentation Wallets were presented by the City of Kew from 1940 to men who enlisted in the war. Prior to the election of female Councillors and Mayors, the Mayoress role was one of the few ways women could officially undertake civic duties and Mayoress's played an important role in civic life through charity work, even stepping in on occasions to undertake Mayoral duties. Anne Galvin O.B.E. was born Anne Edith Ruby in 1903 and was one of Bendigo's best known charity workers. She used her first speech as Mayoress to indicate her intentions to do something for mothers and children and it was mainly through her efforts as president of the National Council of Women that Bendigo received the appointment of the two first women police officers in 1956 (1). Anne Galvin was the second woman in Bendigo to be elected to the Bendigo City Council in the 1960's, retiring after six years on Council in 1973. Donald Victor BLACK, gardener, served and died as a result of WW11 service, an oak tree in the Ballarat Botanical Gardens is dedicated to him, 19th March 1944. Donald V. Black was highly regarded as a gardener in the Ballarat Botanical Gardens before he saw action in the Middle East and New Guinea during World War 2. The events of the afternoon included lunch for the bandsmen at the Memorial Hall, a street march to the Park, and performances at the Park, concluding with a massed march back to town. 10 bands from the surrounding districts participated. A copy of an Anzac Day Address at the Anzac Commemoration Ceremony for Students in 1939, given by the Eric Russell, President of Legacy. It was stored with documents about the building of the Shrine and another speech from a students' service. Legatee Russell had served in World War 1 so was very close to the events he was talking about. The ceremony provides a valuable opportunity for students to gain an appreciation of the Anzac spirit, the significance of the Shrine and the meaning of Anzac Day. The ceremony is usually attended by representatives from schools throughout the state and the Governor of Victoria. The text says: 'Over twenty years have passed since the events that we are commemorating today took place. As time goes on, our memory of incidents grows dimmer, but our understanding of the whole war and of the tremendous efforts that were made at Gallipoli grows clearer. Particularly do we realise, when we look back, that Australia grew to be a nation during those years of anxiety and endeavour, of which Gallipoli was for us the beginning. . . . "A record of a ceremony at the Shrine for school students. The text of the speech is significant in that it was written by a man who had served in World War 1 and knew first hand what it meant to be part of the first Anzacs.
