Kew achieved independence from the Boroondara Roads Board in 1860. As a new municipality, its first three leaders were designated as chairmen. On becoming a borough in 1863, its leaders were identified as mayors. The earliest photographs date from ca.1906, when the Town of Kew commissioned the noted local photographer Josiah E Barnes to produce standardised portraits of former mayors to be displayed in the Mayoral Chamber of the Town Hall. The collection also includes photographs by other well-known photographic studios such as Burlington Studios, Melba – Melbourne, Stuart Tompkins, Spencer Shier and Talma & Co. The majority of mounts identify the photographer. Eighty photographs are housed in their original frames.This portrait is one of a series of mounted and framed photographic portraits of mayors and town clerks of the former Borough, Town and City of Kew. The portraits were transferred by the City of Kew to the Kew Historical Society in March 1989. A Significance Assessment in 2018, funded by the National Library of Australia confirmed the historic, and often artistic significance of the series.Framed portrait of Cr. John S. The Weekly Times was first published on September 11, 1869. In September 1875, The Weekly Times absorbed two other Melbourne-based rural publications, the Economist and Town and Country.In 1892 the Daily Telegraph company sold its buildings and mastheads to the Herald group, which has published The Weekly Times continuously since. In 1902 The Herald and Standard Newspaper Company Ltd changed its name to the present Herald and Weekly Times. These booklets were published as souvenir magazines to "celebrate 100 years on the land". They had ten parts published weekly from September 15 - November 17 1999. These magazines are records of 20th century rural history of Victoria. Ten magazines inside a hard plastic covered folder. This item (tobacco plug, as it was referred to) was used as a smokeless digestion of nicotine from the tobacco leaf. It was harvested by the tobacco growers before tailor made cigarettes became available. It was mainly regarded as more of a male item as it required to expectorate unwanted mouth juices. Ladies rarely used chewing tobacco. Most hotels and drinking rooms (men only in this era) had special spittoons to catch the waste.This item was used at a time when it was socially acceptable to chew tobacco (1800s to early 1900s). The associated health problems (lung and other related cancers including emphysema) eventually became the social and political incentive to curb the tobacco industry in the Kiewa Valley. Harvesting tobacco also had extreme risks such as "Green Tobacco " sickness. In Victoria the economical viability of the tobacco industry was extinguished in 2006. The tobacco drying sheds are still standing in the Kiewa Valley and in nearby regions. This is an artist's impression in reproduction of the Mechanics Institute building as it was in the 1880's. It has since changed quite significantly, especially what can be seen of the surrounds. The insert picture is an impression of the Industrial Pavilion which, as is stated, was used between 1856-1864 as temporary premises for the Institute.
